Burmese Army planted Landmines on Border-Areas

( Dhaka, 12 June 2013): Serious allegations have been raised against the Burmese Army as the planter of landmines along Burma-Bangladesh border ignoring the international norms. The Bangladesh authority, while raising the allegation, said that Burmese armed forces have planted landmines along the border pillars no 37, 38, 39 and 40 with variation of distances from 70 yards to 100 yards.

The international border areas between Burma and Bangladesh comprise hills covered with thick forests at several places and there is no fencing in many locations.

“The area is located in the northern parts of Maungdaw township of Burma, which is adjacent to Taungbro area of Bangladesh,” revealed a border expert while speaking to Narinjara.

A local media report quoting the Bangladesh home ministry said that Border Guard Bangladesh (BGB) had already notified its counterpart in Burma about the violation but it is yet to get any reply from the concerned Burmese authority.

BGB director general Maj-Gen Aziz Ahmed told the media recently that the Burmese authority, as per the international rules, has no right to plant land mines within 150 yards from the international zero line along the border with Bangladesh.

He accused that the Burmese government, while violating the border agreement by planting land mines, also continues ignoring the concerns expressed by the Bangladesh counterpart.

Now the BGB has reported to the Bangladesh government about the violation and urged the government in Dhaka to resolve the issue with diplomatic efforts.

It is understood that the issue will be raised by the Bangladesh delegates during the foreign secretary level meeting between the two neighboring countries in Naypyidaw on June 14 next.

Arakan Flag

( Sittwe, 12 June 2013) : The night time curfew imposed by the Arakan government authority in six townships of the State has been extended for two more months, a government report said.

The six townships, under the blanket of curfew, include Sittwe, Buthidaung, Maungdaw, Rambree, Kyauk Pru and Kyauk Taw.

The authority has extended the 6 hours night curfew in Buthidaung, Maaungdaw and Kyauk Taw since June 8 and the same order  for  Sittwe, Kyauk Pru and Rambree was implemented from June  10 last.

The night curfew, starting from 10 pm every night, was clamped in all the township areas following the clashes between the Buddhists and Muslims of Arakan last year. But the restriction has resulted in tremendous difficulties for the common people.

The situation in Arakan has improved a lot, but the sense security among the mass people is still missing and hence the authority has decided to extend the curfew for two more months.

Deputy Information Minister Ye Htut: Public Service Media (PSM) would be used for the 2015 Election

The Public Service Media (PSM) would be used for the 2015 Election, Deputy Information Minister Ye Htut said on Saturday during the press conference.

The deputy minister made the remark in reply to the question by The Daily Eleven whether PSM is a form of preparation by the ruling Union Solidarity and Development Party (USDP) for the upcoming election in 2015.

While Ye Htut confirmed that PSM has been prepared for the 2015 Election, he denied that it is under the USDP.

“It will never be the mouthpiece of any political party. It will only be the mouthpiece of the public,” said Ye Htut.

“When you look at the media coverage during the 2012 by-election, 90 per cent of them were about one or two big parties.  If so, how will smaller parties and ethnic parties get the chance to speak?”

According to him, PSM will allow politicians and parties a chance to speak while also serve as a platform for social organisations to raise issues to politicians.

“So, we are preparing to give fair coverage and equal chance for the ‘media prism’,” he said.

Although the deputy minister said he would not get involved in the state-owned newspapers after the media law come out, journalists were suspicious of how much success the state-media turned PSM outlets will have in reaching the objectives of PSM.

He is, however, positive that PSM will succeed in Myanmar even though it was under military rule for many years by giving examples of its success in Germany, which was under Hitler’s rule, and Czechoslovakia and Poland, which were former Communist countries.

“The Parliament will decide [whether to approve the PSM bill or not]. They will act after listening to public voice,” said Ye Htut.

Ye Tun from the Shan Nationalities Democratic Party (SNDP) argued that Myanmar should implement a Public Service Media (PSM) Bill as the private media cannot be completely trusted. The ethnic party leader made the comment during a meeting to discuss the Printing and Publishing Bill drafted by the Information Ministry in Yangon on Sunday. A Muslim man who doused a Buddhist woman with fuel and set her on fire in Myanmar’s northeastern Shan state last month has been sentenced to 26 years in prison, according to police sources.

On May 28 Nay Win, 48 years of age, entered the petrol shop of Aye Aye Win in Laisho, Shan state and doused the 24-year-old with fuel then set her on fire. It was not clear what the motivations behind the attack were, but the victim was seriously burnt and is still in hospital.

The incident ignited about three days of rioting in Laisho, where mobs set fire to Mosques, houses and shops owned by Muslims in the latest episode of communal violence that has been affecting towns and cities across Myanmar.

According to the police two narcotic pills were found in the pockets of the man’s trousers when they arrested him.

“The man was charged with arson attacks and possession of narcotics by Lashio Township Court in the morning of June 11. In the afternoon, the ruling was made and the culprit was sent to Taunggyi Prison,” said Police Major Moe Zaw Lin, chief of Lashio Township Police Force.

Authorities are also interrogating the suspects involved in the arson attacks following the incident. More than 60 suspects are being questioned and 29 others have been released under guarantee as enough evidence could not be shown for their involvement, Moe Zaw Lin added.

Police Colonel Win Tun who is the Chief of the Shan State Police Force has said:
“We took severe action according to the law. Anyone can point out if the case is found unsatisfactory. Our police force will take legal action against anyone who commits a crime regardless of what religious background they come from. We will also prosecute all those involved in the murders, arson attacks and vandalism in the wake of the incident after questioning.”

Laisho is currently under a curfew from 10pm to 3am, according to local police.

KUALA LUMPUR: The Immigration Department is investigating how 307 people, who were among 1,054 Myanmar nationals rounded up here last week, had fake United Nations High Commission for Refugees (UNHCR) Malaysia cards and documents.

Its Kuala Lumpur enforcement chief James Musa Singa said officers were interviewing them to ascer-tain the source of the forged documents.

“We want to know who are involved. Investigations are still in the early stages, I can’t say more.

“The findings will be forwarded to the Attorney-General’s Chambers in two weeks,” he said, adding that the matter would come under the Criminal Procedure Code.

On Friday, 1,000 Myanmar nationals were picked up by a police task force following clashes between Myanmar Muslims and their Buddhist counterparts.

It was found that 196 of them did not have proper documents while 57 held fake UNHCR Malaysia cards.

On Saturday, police detained another 54 Myanmar nationals in Cheras, Brickfields and Sentul.

UNHCR spokesman Yante Ismail said it was cooperating with the police in its investigations but clarified that some of those who carried fake documents could still have a valid refugee claim.

“If they are in need of international protection but have not registered with us, UNHCR will still advocate on their behalf against arrest and deportation for immigration offences until their refugee claims can be verified,” she said.

Myanmar Nationalistic Social Network Committee, Malaysia

STATEMENT: Special Issue to call for international justice, care, and protection to make effective, preventive and protective measurement to any Myanmar Citizen and people in Malaysia

File No. 01/2013 Date: 12 June 2013

Brief Story

Fact Sheet of Myanmar National violently Killed and Injured in Malaysia

Rational:

Eight Myanmar citizens have been murdered and twelve men are seriously injured by violent attacks of perpetrators in the suburb areas of Kuala Lumpur and some cities in Malaysia for last two weeks. The violent attacks are still going on. None of the perpetrators has been arrested so far.
This report is intended to urge concern authorities of Malaysia to arrest the criminals and prosecute them according to laws and ensure safety of Myanmar citizens in Malaysia.
After community leaders of Myanmar citizens investigated the deaths and injured, the conclusions were drew that the attackers are well-organized, coordinated, and three groups who are professional killers. The community leaders presumed that the attackers are possibly a well-formed international terrorist group. They randomly violently attack Myanmar citizens in Malaysia.
The community leaders assumed that the three groups of attackers are combination of foreign nationals, Middle Easterners, local Malay language speakers, and some Myanmar nationals. The first group of 15 men uses 2 minivans and attacks the Myanmar workers who walk from the jobs to homes and went to shopping places. Other group is about 10 to 12 men who use motorcycles and attack individuals who are alone and a group of 3 to 4 men. The third group is about 5 t0 8 men who enter residents and attack the people. Some are attacked at the workplaces after the front runners calls the group of motorcyclists who stand by nearby places to attack. Some use dark-face-cover-masks while they are attacking the individuals.
After the quick attacks are completed, they run away and disappeared. The bead-bodies and injured are left on the scenes. However, the recent reports say that the death bodies are picked by the following vans, the same group of terrorists, immediately after the attacks. As a result, the community leaders are unable to pick and the deaths and injured even though they receive reports from the attack places by the people who see it. In other word, the attackers do not leave any further evidence.
When the community leaders exam the death bodies and injured men, the similarities are founded. The attackers use knives and sharp-iron-home-make-weapons and attack by groups and cut the throats and stabbed from the back and front of bodies of the victims.
After receiving reports and interviews from the community leaders who help the victims, it is motivated and long term plan of violence targeting to the Myanmar citizens. If it may go on longer times and Malaysian authority cannot catch up the criminal and prosecute them accordance with the laws, uncertainty and fear of Myanmar workers in Malaysia will definitely affect to international and bi-literal relationship. Therefore, it is an urgency of Malaysian authority to effectively and immediately investigate the crimes and ensure safety of Myanmar citizens, accordance with the ASEAN treaties.

Conflicting Theories:

Some Malaysian Newspapers and TV stations covered that unrest between Myanmar citizens are taken places in Malaysia. They violently attack each other, affected by the recent unrests between the Buddhist and the Muslim in Myanmar. But Myanmar community leaders believed that a group of professional killers and organized crime group coordinately and randomly attacking Myanmar citizens. The killed and injured men are Buddhists and Christians. They believe that it must be a group of international terrorists who are supported by wealthy business people and international crime groups.
