ျပည္တြင္းစစ္ ျပသနာကို အပစ္အခတ္ ရပ္စဲေရးနည္းျဖင့္ မကုစားႏိုင္
ျမန္မာႏိုင္ငံ၏ jပည္တြင္းစစ္ ျပသနာကို အပစ္အခတ္ ရပ္စဲသည့္ နည္းျဖင့္ ေျဖ႐ွင္းႏိုင္လိမ့္မည္ မဟုတ္ေၾကာင္း ႏိုင္ငံေရးေတြ႕ဆံု ေဆြးေႏြးျခင္းျဖင့္သာ အေျဖရွာ သင့္ေၾကာင္း ကခ်င္လြတ္လပ္ေရး အဖြဲ႔ KIO ဗဟိုေကာ္မတီဝင္ တစ္ဦးက ဆိုပါသည္။
“အပစ္ ရပ္ထားတဲ့ တိုင္းရင္းသား လက္နက္ကိုင္ အဖြဲ႕ေတြကို ၾကည့္ပါ။ ႏွစ္ဖက္ ေခါင္းေဆာင္ေတြ ဘယ္လိုဘဲ ဂတိေတြ ေပးၾက ေပးၾက ျဖစ္ေနတဲ့ တိုက္ပြဲက ရပ္မသြားဘူး။ ဒီလိုျဖစ္လာ လိမ့္မယ္ ဆိုတာ ကြၽန္ေတာ္တို႕ KIO က သိေနလို႔ ႏိုင္ငံေရးျပသနာကို ႏိုင္ငံေရးအရ ေျဖ႐ွင္းေပးဖို႔ ေတာင္းဆိုေနရတာျဖစ္တယ္၊ အဓိက ကေတာ့ တန္းတူေရးနဲ႔ ကိုယ္ပိုင္ ျပဌာန္းခြင့္ ရေရးပါဘဲ” ဟု ဆိုပါသည္။
သမၼတ ဦးသိန္းစိန္သည္ တိုင္းရင္းသား လက္နက္ကိုင္ အဖြဲ႕မ်ားႏွင့္ အားလုံးနီးပါး အပစ္ရပ္စဲသြားၿပီး ျဖစ္၍ မၾကာမီတြင္ လႊတ္ေတာ္သို႕ တင္ျပၿပီး တျပည္လံုး အပစ္အခတ္ ရပ္စဲေရး သေဘာ တူညီခ်က္ကို လက္မွတ္ ေရးထိုး ႏိုင္ေတာ့မည္ ျဖစ္သည္ ဟု ဇြန္လ ၂၅ ရက္ေန႔၌ေနျပည္ေတာ္တြင္ျပဳလုပ္ ခဲ့သည့္ စီမံကိန္း ေကာ္မ႐ွင္ အစည္း အေဝးတြင္ အစိုးရ အဖြဲ႕၀င္မ်ားအား ေျပာၾကားခဲ့ပါသည္။
သို႔ေသာ္ လက္ေတြ႔တြင္ မိန္႔ၾကားမွဳႏွင့္ တျခားစီျဖစ္ေနပါသည္။ KIO အဖြဲ႕ႏွင့္ တိုက္ပြဲ ဆက္လက္ ျဖစ္ပြားေနသည့္အျပင္၊ အပစ္အခတ္ ရပ္စဲေရး လက္မွတ္ေရးထိုး ထားသည့္ တိုင္းရင္းသား လက္နက္ကိုင္ အဖြဲ႕မ်ားႏွင့္လည္း တိုက္ပြဲျဖစ္ ပြားေနဆဲျဖစ္ျပီး ရာဇသံပါ အေပး ခံေနရဆဲ ရွိပါသည္။ဤသို႔ေၾကာင့္ ၿငိမ္းခ်မ္းေရး အတြက္ ယံုၾကည္ရဖြယ္ ႐ွိသည့္ ကတိကဝတ္မ်ိဳး မဟုတ္ေသးေၾကာင္းKIA က ဆိုပါသည္။
သာဓက အားျဖင့္ ယမာန္ေန႔ဇြန္လ ၂၆ ရက္ေန႔က ႐ွမ္းျပည္ ေျမာက္ပိုင္း မူဆယ္ ၿမိဳ႕နယ္႐ိွ KIAတပ္မဟာ (၄) လက္ေအာက္ခံ တပ္ရင္း (၃၆) တပ္ဖြဲ႕ႏွင့္ အစိုးရ တပ္ဖြဲ႕ ခလရ (၁၂၈) တပ္ဖြဲ႕ တို႔က ဖိုင္ေကာင္း ေက်း႐ြာ အနီး႐ိွ လယ္ကြင္းျပင္၌ ည ၈ နာရီမွ ၉ နာရီ အထိ တိုက္ပြဲ ျဖစ္ပြား ခဲ့သည္ဟုKIA တပ္မဟာ (၄)တပ္မဟာမွဴးက ဆိုပါသည္။
“ကြၽန္ေတာ္တို႕ တပ္မဟာ (၄) လက္ေအာက္ခံတပ္ရင္း ၃၆ ရဲ့တပ္ခြဲ စခန္းကို ခလရ ၁၂၈ တပ္ဖြဲ႔က ညအခ်ိန္မွာ လာဝိုင္းေတာ့ တိုက္ပြဲျဖစ္တာေပါ့။ အေဝးကေန လက္နက္ႀကီးနဲ႕ လွမ္းပစ္ၿပီး အနီးကပ္ တက္တိုက္ခဲ့တယ္” ဟု ဆိုပါ သည္။

Due to the ongoing clashes between Shan State Progress Party/Shan State Army (SSPP/SSA) and Burma Army, 2000 bags of rice (40 tons), the aid from Nippon Foundation in Japan is unable to deliver toits Wanhai Headquarters, according to SSPP news sources.
“The Natala (Border Areas and National Races Development Affairs) Lashio Office promises that once the clashes are over, the rice aid from Japan will be delivered to the SSPP HQ. The clashes between the SSPP/SSA and government troops are occurring in Wanwap village, Kehsi Township in southern Shan State. The confrontation occurred when the government army did not comply with the ceasefire agreement that both sides had signed. Now people are scared to live in the village, even monks have fled from their temples. The government army has occupied the temple’s compound and directs its military operations there,” said Maj. Sai La, the SSPP/SSA spokesperson.
The SSPP/SSA was said to have told the Nippon Foundation earlier that they will not accept the offer if the aid come through the Myanmar Peace Center (MPC). Reportedly, all the current aid from Nippon Foundation, which are distributed to all ethnic groups, are being managed by the MPC.
“The Nippon Foundation and the MPC came together to offer aid in cash at the Natala Office. The Natala then purchased the required amount of rice and stored it in their office. On 24 June, I went to sign the invoice and official documents with the duty officer at the Lashio Natala office, but the bags of rice were not yet delivered,” Maj. Sai La told SHAN.
“We have suggested the Nippon Foundation give us cash instead of rice, because we can purchase the rice ourselves later,” said the SSPP/SSA spokesperson.
He continued by saying, “Not only do our people prefer Shan rice, but the money would also go to local vendors, allowing locals to benefit by gaining more income,” explained the SSPP/SSA spokesperson.
On 24 June, it was reported that clashes occurred between the SSPP/SSA and the Burma Army as the latter with Light Infantry Battalion (LIB) 525 attacked the former’s base at Wanwap village, Kehsi Township in southern Shan State. The next day, 25 June, following the SSA’s withdrawal reinforcement troops from the Burma Army arrived. The two Burmese units then mistook each other for the SSA and engaged in friendly fire for several hours, said an SSPP source.

Myanmar’s government has finally announced Qatar Telecom (Ooredoo) and Norwegian Telenor as the winners of two mobile operating licences, defeating many expectations in the hotly contested race for one of Asia’s untapped telecom markets.
Myanmar’s Telecommunications Operator and Tender Evaluation and Selection Committee released a press statement on Thursday evening confirming the two winners.
“(The Union Government) is pleased to announce that Telenor Mobile Communications and Ooredoo have been accepted as the two successful applicants in the nation-wide Telecommunications Licence Award Process,” said a press statement posted on the website Ministry of Communications and Information Technology.
Neither company opted to join with a local partner, defeating many experts’ expectations that partnerships with national businesses would provide a key advantage in the race. Many had their eyes on SingTel, Digicel and Japan’s KDDI consortiums because of their strong marketing campaigns, choice of local business partners and favourable government relations with Myanmar.
Now the chips have fallen, it is clear that the right investment strategy any strong marketing may have won the day.
Ooredoo is Qatar’s national telecom company (formerly QTel) and has operations in 17 markets across the Middle East, North Africa, and Asia. Ooredoo did not invest in big marketing campaigns like rivals Digicel and Telenor. However, it did announce that it would spend US$ 15 billion in mobile infrastructure if it is chosen for a license. This was by far the largest sum proposed by any company.
Telenor on the other hand is Norway’s State-owned company with operations in 11 markets. While during the tender they kept quiet on revealing how much money they would invest, they have run one of the strongest marketing campaigns building up their brand in Myanmar from a virtual unknown.
