NLD denies news report saying it demands to give citizenship to Bengalis

The story of The Independent news agency reported NLD demanded government to give citizenship rights to Bengalis so-called Rohingyas
Opposition party National League for Democracy (NLD) denied that their party didn’t ask the government to give citizenship rights to Bengalis refugees adrift on the sea as reported in UK-based The Independent, said NLD’s spokesperson Nyan Win to the Daily Eleven on May 21.
The Independent newspaper featured a story on May 19 titled “Burma’s opposition demands government gives citizenship to Rohingya refugees adrift on the Andaman Sea”.
Nyan Win said the paper asked his view about the Bengalis and he said about it in his own opinion. And he said he didn’t talk about the demand to give citizenship to Bengalis like the title of the story mentioned.
The Independent directly quoted what Nyan Win said in the report. In an interview with The Independent, U Nyan Win said: “The problem needs to be solved by the law. The law needs to be amended. After one or two generations [of residence] they should have the right to be citizens.”
He said, “It is right that I said those words but what I said is the government should amend the 1982 Citizenship Law into the conditions which everyone can accept.”
He continued that he didn’t demand the government to accept Bengalis who are drifted on the sea as citizens.
UN Human Rights Committee once urged Myanmar government to recognize Bengalis as citizens and Nyan Win then said he didn’t accept the issue.
“I can understand that a human being should be entitled to be a citizen in accord with law but I can’t accept the term “Rohingya”. The term “Rohingya” does not existed in the history of Myanmar. If they use Rohingya, I don’t accept,” said Nyan Win at that time.
Does Aung San Suu Kyi – notoriously reticent on the Rohingya issue – share her party’s spokesman’s views about their right to citizenship? “I don’t know,” he said, read the Independent’s story.

There was an encouragement resolution to the Myanmar government on December 29th 2014, which was held by the 69th Plenary Session of UN General Assembly that Bangalees so called Rohingyas are granted citizen rights and hung out liberally within the Myanmar State.

1. There were no nomenclature of the Rohingya in the Myanmar ethnic groups throughout the successive ages of history at all. There also had one firm opinion remark as they were Bangalee trespassers which was proclaimed by the embassy of the England from Burma(Myanmar) in December 23rd 1975 expressed that “ Bangladesh and Burma. He admitted that there were upward of a million Bangalee trespassers in Arakan whom the Burmese had some right to eject”. There were no nomenclatures, terms and ethnics as Rohingyas at all.

2. Myanmar is an independent and sovereign state proclaimed by the United Nation. She also has historical significance which is in succession with her own valuable cultural heritages. There once was a prominent world history that Myanmar honourable UN Secretary General U Thant himself solved and handled the world serious cases without prejudices, which were leading to impending third world war, appreciated by the world. That was an epic event of a responsible and accountable leader.

Dhaka Metropolitan Police Deputy Commissioner Krishnapada Roy said they arrested the ‘Rohingya militants’ from Lalbagh’s Etimkhana Mor around 9:30pm Sunday.

The men arrested were identified as Nur Hossain aka Rafikul Islam, 26, Yasir Arafat, 22, and Omar Karim, 25.

They were caught with five detonators, two gel explosives and several bomb-making ingredients, said Additional Deputy Commissioner of Detective Branch, Saidur Rahman.

“They are Rohingya militants, They have links to Rohingya Soliditary Organisation (RSO), Arakan Rohingya Union (ARU) and Netherlands-based NGO Global Rohingya Center (GRC).”

Two suspected militants were killed at Burwan town on Oct 2 in explosions at a house that had been turned into a bomb-making facility. India’s National Investigation Agency said the house was being used by militants belonging to the JMB, a banned extremist group from Bangladesh.

Sheikh Rahmatullah Sajid, said to be the head of JMB’s module in the town, was arrested in Kolkata. Detectives believe he is known as Masum in his home town at Narayanganj’s Farazikanda.

Another Rohingya man Khalid Mohammad had been arrested from Hyderabad in connection with the incident.

The National Investigation Agency (NIA) on Monday arrested an explosives expert in Hyderabad, who is believed to be a Myanmar national, in connection with its probe into the October 2 Burdwan blast and Jamaat-ul-Mujahideen Bangladesh (JMB) terror conspiracy.
According to the NIA, 28-year-old Khaleed alias Khalid Mohammed is a trained IED explosive expert and has links with Bangladesh-based terrorist groups. Khalid, who is believed to hail from Myanmar’s Rakhine state, is reportedly associated with the Rohingya Solidarity Organisation — set up in the early 1980s to fight for citizenship and rights for the minority Rohingya Muslims in Myanmar.

He is alleged to be involved inrunning terror camps in bordering areas of Bangladesh and Myanmar.

Officials said incriminating videos of training material, literature relating to poisons, IED making, bomb making, explosives and jihad were found from his possession.
The seized documents also allegedly include jihadi literature pertaining to the Islamic State.
NIA sources said that Khalid has admitted to having undergone terror training conducted by the Tehreek-e-Azadi-Arakan with trainers from Tehreek-e-Taliban-Pakistan. He was residing in Hyderabad from October 2012 and managed to procure fake identity documents, the NIA alleged, adding that he did not have valid travel documents.

ႏုုိင္ငံတကာအဖြဲ႕အစည္းမ်ားက ရိုုဟင္ဂ်ာဆိုုသည့္ စကားလံုုးကိုု အသံုုးျပဳရန္ အဆက္မျပတ္ ၾကိဳးစားျခင္းသည္ ရခုုိင္ျပည္နယ္အတြက္လိုုအပ္ေသာ အကူအညီမ်ား ကိုုေပးအပ္ေနသည့္ ကုုလသမဂၢအဖြဲ႕အစည္းမ်ားႏွင့္ MSF ကဲ့သိုု႕ေသာ ႏုုိင္ငံတကာ အဖြဲ႕အစည္းမ်ားအေပၚ ေဒသခံမ်ား၏ သံသယရိွမႈကိုု ပိုုမိုု ၾကီးမားေစမည္ျဖစ္ေၾကာင္း။

မိမိတိုု႕အေနျဖင့္ အသိုက္အ၀န္းႏွစ္ခုုလံုုး၏ အခြင့္အေရးႏွင့္ လိုုအပ္ခ်က္မ်ားကုုိ ျဖည့္ဆည္းေပးႏုုိင္ေရးကိုုသာဦးစားေပးေဆာင္ရြက္သင့္ျပီး ႏွစ္ဖက္အၾကား ခြဲျခား ျခားနားမႈကိုု တိုုးပြားေစမည့္ လုုပ္ရပ္မ်ားအား ေရွာင္ရွားသင့္ေၾကာင္း။

■ ဘန္ကီမြန္းေျပာတဲ့ ပညတ္ေလးတစ္ခု ■

Q: I just wanted to follow up on the previous question. The United Nations and the international community accept “Rohingya”. Here in Myanmar, most of us know as “Bengali”. So their name is one of the problems of the conflict. And some politicians suggest to have a DNA test, whether Rohingya or Bengali, which is scientific. What’s your opinion on this?

SG: I think I have answered your question already. I know that the Government is addressing them as “Bengalis” and people in Rakhine, they call themselves “Rohingya”. The United Nations has been using “Rohingya”, based on the continuing principle to recognize the rights of minority people. I hope that this should not create any additional problems. I don’t think this is a necessary one. And I am urging the Myanmar Government to make accelerated process to grant citizenship to all those who are eligible, according to their national laws.

ဒီနာမည္ ပညတ္ခ်က္ေလးတစ္ခုေၾကာင့္ ေနာက္ထပ္ျပႆနာေတြ မဖန္တီးသင့္ဘူး၊ ဒီအမည္နာမကလည္း သိပ္ျပီး အေရးမၾကီးပါဘူး။ အဓိကအခ်က္က ျမန္မာႏိုင္ငံရဲ႕ ျပည္တြင္း ဥပေဒေတြနဲ႔အညီ ရသင့္ရထိုက္တဲ့သူအားလုံးကို ႏုိင္ငံသားအခြင့္အေရးေပးတဲ့ လုပ္ငန္းစဥ္ကို အရွိန္အဟုန္ျမွင့္တင္ေဆာင္ရြက္ဖို႕ ျမန္မယအစိုးရကို တိုက္တြန္းေနတာ ျဖစ္ပါတယ္ ဆိုျပီး မစၥတာဘန္ကီမြန္းက ေျပာသြားခဲ့ပါတယ္။

ဘန္ကီမြန္းရဲ႕ ေျပာၾကားခ်က္ေၾကာင့္ စိတ္မေကာင္း ျဖစ္ရပါတယ္။ ေနာက္ အလွဴရွင္ႏုိင္ငံေတြ၊ အဖြဲ႕အစည္းေတြရဲ႕ ေက်ာေထာက္ေနာက္ခံ ဘ႑ာေငြေတြနဲ႔ ပေရာဂ်က္ေတြလည္ပတ္ေနရတဲ့ အေျခအေနကိုလည္း ခ်င့္တြက္မိပါတယ္။

နံပတ္(၁)အခ်က္က ဒီ ဘာမွ မဟုတ္ပါဘူး ဆိုတဲ့ ပညတ္တစ္ခုရဲ႕ သက္ေရာက္မႈေတြက အမ်ား ၾကီး ရွိေနပါတယ္။ အမည္နာမကို အေၾကာင္းျပဳလို႔ ေရရွည္မွာ ျဖစ္ေပၚလာႏိုင္တဲ့ အက်ဳိးဆက္ေတြ အမ်ားၾကီးပါ။ ေနာင္လာမယ့္ မ်ဳိးဆက္သစ္ေတြလက္ထက္ ျဖစ္ေပၚလာမယ့္ အေျခအေနေတြကိုလည္း ၾကဳိတင္ ေမွ်ာ္ေတြးရမွာ ျဖစ္ပါတယ္။ ဒီပညတ္ခ်က္ဟာ ၾကီးမားတဲ့ ျခိမ္းေျခာက္မႈၾကီးတစ္ရပ္ ျဖစ္ေနေစတယ္ ဆုိတာကိုလည္း သတိျပဳသင့္ပါတယ္။

[ဒီအမည္နာမဟာ ဆိုရွယ္လစ္အစိုးရလက္ထက္က စတင္လာခဲ့တာ ျဖစ္ျပီး ျပီးခဲ့တဲ့ တပ္မေတာ္အစိုးရလက္ထက္မွာ Promote လုပ္ခဲ့တဲ့သူေတြက ဘယ္သူေတြလဲ။ ဒီကေန႔မွာလည္း သက္ရွိထင္ရွား ရွိေနၾကဆဲ ျဖစ္ပါတယ္။ အေနာက္ဘက္ စစ္မ်က္ႏွာဖြင့္ဖို႔ ဆိုျပီး ဒီမိုကေရစီအေရးအတြက္ လက္နက္ကိုင္ ေတာ္လွန္ေရးလမ္းစဥ္နဲ႔ ေျမေတာင္ေျမွာက္ေပးခဲ့ၾကတယ္။ ဒီမိုကေရစီအေရးအတြက္ လူ႔အခြင့္ အေရးတိုက္ပြဲေတြနဲ႕ ထိုးႏွက္တိုက္ခိုက္ခဲ့ၾကတယ္။ အဲဒီလို တက္ၾကြလႈပ္ရွား ႏုိင္ငံေရးသမားေတြ ၀ိုင္း၀န္းျပီး တက္ညီလက္ညီ ျပဳစုပ်ဳိးေထာင္ေပးလိုက္တဲ့အေနအထားက ဒီကေန႔ ဘယ္လိုမွ ျပန္ျပီး မရွင္းႏိုင္ေတာ့တဲ့ စိန္ေခၚမႈၾကီး၊ ဘယ္လိုမွ ျပန္ျပီး မေခ်ပႏိုင္တဲ့ PR ပါ၀ါၾကီး ျဖစ္သြားခဲ့ပါတယ္။ ဒါကေတာ့ အမွန္တရားပါ။ ဒီပညတ္ ပရိုမိုးရွင္းမွာ ပါ၀င္ခဲ့ၾကတဲ့သူေတြ အခုလည္း ရွိေနၾကတုန္းပါပဲ။ ကိုယ့္ျပန္ေခ်ာက္ေနတဲ့ ကိုယ္ေမြးတဲ့ေမ်ာက္ကို ဘယ္သူမွ မႏိုင္ၾကေတာ့ပါဘူး။]

နံပတ္(၂)အခ်က္က ျမန္မာႏိုင္ငံရဲ႕ ဥပေဒနဲ႔အညီ according to their national laws ဆိုတဲ့ စကားလုံးပါ။ ႏိုင္ငံသားအခြင့္အေရး ႏုိင္ငံေတာ္မွ ျပဌာန္းထားတဲ့ ဥပေဒနဲ႕ အညီ ျဖစ္ရမယ္ ဆိုတာကို မစၥတာဘန္ကီမြန္းေကာင္းေကာင္း သေဘာေပါက္ထားပါတယ္။ ဒါေပမယ့္ ဒီဥပေဒေတြမွာ တိုင္းရင္းသား ဆိုတဲ့ မ်ဳိးႏြယ္စုကို ဘယ္လို သတ္မွတ္ထားတယ္၊ ျမန္မာႏိုင္ငံရဲ႕ တရား၀င္ တိုင္းရင္းသားလူမ်ဳိးေပါင္း (၁၃၀)ေက်ာ္မွ ဒီနာမည္ မပါဘူး ဆိုတာေတြကိုေတာ့ အတြင္းက်က် ေလ့လာထားမႈ အားနည္းတယ္၊ သို႔တည္းမဟုတ္ သတိလက္လႊတ္ျဖစ္သြားတယ္ လို႔ပဲ တြက္မိပါတယ္။

နံပတ္(၃)အခ်က္က ဒီနာမည္ အသုံးျပဳလို႔လည္း ဘာျပႆနာမွ မျဖစ္ႏိုင္ဘူး လို႔ တြက္ထားတဲ့ ပုံ ရွိပါတယ္။ ဒါကေတာ့ တက္တက္စင္ေအာင္ လြဲမွားသြားပါျပီ။ ယခုေနာက္ပိုင္း ကမာၻတစ္၀ွမ္းမွာ ခြဲထြက္ခြင့္ေတြ၊ သီးျခားႏုိင္ငံ ထူေထာင္ခြင့္ေတြ ျပန္လည္ျမင့္တက္လာတဲ့အေျခအေနေတြက ဒီပညတ္ရဲ႕ ျခိမ္းေျခာက္ႏိုင္မႈကို ျပသေနတာ ျဖစ္ပါတယ္။ ျမန္မာႏိုင္ငံကို ေရာက္ရွိေနတဲ့ အခ်ိန္မွာ ဒီလိုမ်ဳိး ထုတ္ေဖာ္ေျပာၾကားလိုက္တာက တည္ျငိမ္ေနျပီ ျဖစ္တဲ့ အေျခအေနကို တစ္စုံတစ္ရာေသာ သက္ေရာက္မႈ ျဖစ္ေပၚလာႏိုင္ပါတယ္။ ရခိုင္ျပည္နယ္ ပဋိပကၡေတာကေန တျဖည္းျဖည္းခ်င္း ေအး ခ်မ္းစ ျပဳလာတဲ့အခ်ိန္မွာ ဒါေတြက မေမွ်ာ္လင့္တဲ့ အေနအထားကို ဖန္တီးေစႏိုင္ပါတယ္။

နံပတ္(၄)အခ်က္က ရခိုင္ျပည္နယ္ ျပန္လည္ထူေထာင္ေရးအတြက္ ေရးဆြဲထားတဲ့ Action Plan အျမန္ဆုံး အေကာင္အထည္ေပၚလာေအာင္ ကမာၻ႕အသိုင္းအ၀ိုင္းနဲ႕ ေပါင္းကူးေပးဖို႔ လိုပါတယ္။ တစ္ကယ္တမ္းမွာ အီဘိုလာတိုက္ဖ်က္ေရး၊ IS နဲ႔ အၾကမ္းဖက္ တိုက္ဖ်က္ေရး၊ ရာသီဥတုေျပာင္းလဲမႈတိုက္ဖ်က္ေရး အစရွိတဲ့ ကမာၻလုံးဆိုင္ရာ စိန္ေခၚမႈေတြကို ထိထိေရာက္ေရာက္ ေျဖရွင္းေဆာင္ရြက္တဲ့ေနရာမွာ ထိေရာက္တဲ့ ေအာင္ျမင္မႈေတြ ရရွိဖို႔ ကုလသမဂၢအေနနဲ႕ လုပ္ရမွာ အမ်ားၾကီးပါပဲ။ မလုပ္ႏုိင္ရျခင္းရဲ႕ ေနာက္ကြယ္မွာလည္း အလွဴရွင္ေတြရဲ႕ လိုလားခ်က္၊ အာဂ်င္ဒါေတြအပါအ၀င္ အေၾကာင္းရင္း မ်ားစြာ ရွိေနပါတယ္။ အလားတူပါပဲ ရခုိင္ျပည္နယ္ ေအးခ်မ္းတည္ျငိမ္ဖို႔ အျမန္ဆုံးလိုအပ္ေနတဲ့ ျပန္လည္ထူေထာင္ တည္ေဆာက္ေရးလုပ္ငန္းေတြမွာ ႏိုင္ငံတကာက အားတက္သေရာ ၀ိုင္းျပီး ပံ့ပိုးေပးႏိုင္မယ္ ဆိုရင္ မြန္းၾကပ္ေနတဲ့ ဒီလူ႔အဖြဲ႕အစည္းဟာ ပြင့္လင္းလာႏိုင္ပါတယ္။ ဒါေပမယ့္ National Agenda အရ ေရးဆြဲထားတဲ့ Action Plan နဲ႔ အညီ ေဆာင္ရြက္ဖို႔ လိုပါတယ္။

နံပတ္(၅)အခ်က္ကေတာ့ ရခိုင္ျပည္နယ္အတြင္းမွာ အထိုက္အေလ်ာက္ တည္ျငိမ္ေအးခ်မ္းေအာင္ ၾကဳိးစား လုပ္ကိုင္ေဆာင္ရြက္ေနပါတယ္။ ျပည္ေထာင္စုအစိုးရေရာ ျပည္နယ္အစိုးရပါ အေလးထား ေဆာင္ရြက္ေနတဲ့အတြက္ ဒီကေန႔ တည္ျငိမ္မႈကို ျပန္လည္ ရရွိလာေနတာ ျဖစ္ပါတယ္။ ျပီးေတာ့လည္း ျမန္မာႏိုင္ငံက “ဥပေဒနဲ႔အညီ ႏိုင္ငံသားျဖစ္ခြင့္” ကို ျငင္းပယ္ေနတာ မဟုတ္ဘဲ စီစစ္ျပီး ရသင့္ရထိုက္တဲ့အခြင့္အေရးေတြ “ဥပေဒနဲ႔အညီ” အျမန္ဆုံး ရရွိေအာင္ ၾကဳိးစားေနတာပဲ ျဖစ္ပါတယ္။ သဟဇာတ လူ႔အဖြဲ႕အစည္းကို ေရာက္ဖို႕ အခ်ိန္ယူရမွာပါ။ ႏိုင္ငံတကာရဲ႕ ၀ိုင္း၀န္း ကူညီမႈေတြဟာလည္း ပဋိပကၡေျဖရွင္းေရးအတြက္ အျပဳသေဘာေဆာင္ဖို႔ အရမ္းအေရးၾကီးပါတယ္။ ျပႆနာရဲ႕ ဇစ္ျမစ္ဟာ ဘာလဲ၊ ျပႆမာရဲ႕ ေျဖရွင္းခ်က္က ဘာလဲ အတြင္းက်က် နက္နက္ရႈိင္းရႈိင္း ထဲထဲ၀င္၀င္ ေလ့လာမႈ ျပဳၾကဖို႔ လိုပါတယ္။

၁။ ကုလသမဂၢအေထြေထြ အတြင္းေရးမွဴးခ်ဳပ္ မစၥတာဘန္ကီမြန္းက ရခိုင္ျပည္နယ္အတြင္းရွိ ဘဂၤါလီမ်ားႏွင့္ ပတ္သက္၍ ‘ရိုဟင္ဂ်ာ’ ဟု ဆက္လက္ေခၚေ၀ၚမည္ ဟု လည္းေကာင္း၊ ၁၉၈၂ ႏိုင္ငံသားဥပေဒအတိုင္း သူတို႔ကို လက္ခံေပးသင့္သည္ ဟု လည္းေကာင္း၊ ကုလသမဂၢ ႏွင့္ ႏိုင္ငံတကာ အပါအ၀င္ အမ်ားစုက ဘဂၤါလီ ဆိုသည္ထက္ ရိုဟင္ဂ်ာ ဟုပဲ သိၾကသည္၊ ထို႔ေၾကာင့္ ကုလသမဂၢ လူနည္းစု အခြင့္အေရး စံႏႈန္းမ်ားအရ ရိုဟင္ဂ်ာ ဟု သံုးႏႈန္းျခင္း ျဖစ္ေၾကာင္း – ေျပာဆိုခ်က္မ်ားမွာ ျမန္မာႏိုင္ငံ၏ အေရးႀကီးေသာ ျပည္တြင္းေရးကို ေျပာင္ေျပာင္တင္းတင္း စြက္ဖက္ ခ်ိဳးေဖာက္ ေစာ္ကားလိုက္ျခင္း ျဖစ္ေၾကာင္း ကၽြႏ္ုပ္တို႔ ရႈျမင္သျဖင့္ ျပင္းျပင္းထန္ထန္ ကန္႔ကြက္သည္။

၂။ ျမန္မာႏိုင္ငံအတြင္း ရိုဟင္ဂ်ာ မရွိ ဟု သမၼတ ဥိးသိန္းစိန္ ကိုယ္တိုင္ တရား၀င္ထုတ္ျပန္ထားသည္ကို လံုး၀အေလးမထားပဲ အေမရိကန္သမၼတ အိုဘားမားက ‘ရိုဟင္ဂ်ာ’ ဟု ေခၚေ၀ၚသံုးစြဲ ေျပာဆိုျခင္းမွာ အေမရိကန္ႏိုင္ငံအေနျဖင့္ အစၥလမၼစ္ကမၻာႏွင့္ ပတ္သက္၍ တင္းမာလာခဲ့မႈအားလံုးအတြက္ သင္ပုန္းေခ် မ်က္ႏွာပန္းလွေစရန္ ရခိုင္ျပည္နယ္အတြင္းရွိ ဘဂၤါလီမ်ားအေရးကို ေျပာင္ေျပာင္တင္းတင္း အသံုးခ်လိုက္ျခင္းျဖစ္ၿပီး၊ ျမန္မာႏိုင္ငံ၏ ျပည္တြင္းေရးကို အင္အားသံုး၀င္ေရာက္စြက္ဖက္လိုက္ျခင္းျဖစ္သည္ ဟု ကၽြႏ္ုပ္တို႔ ရႈျမင္ၿပီး ျပင္းျပင္းထန္ထန္ ရႈတ္ခ်ကန္႔ကြက္သည္။

၃။ ကုလသမဂၢအေထြေထြ အတြင္းေရးမွဴးခ်ဳပ္ ႏွင့္ အေမရိကန္ သမၼတတို႔၏ ‘ရိုဟင္ဂ်ာ’ ဟု သံုးႏႈန္းေျပာဆိုမႈမ်ားသည္ ရခိုင္ျပည္နယ္ႏွင့္ ျမန္မာႏိုင္ငံ၏ တည္ၿငိမ္ေအးခ်မ္းလံုၿခံဳမႈမ်ားကို ပ်က္ျပားေအာင္ ေသြးထိုးလႈံ႕ေဆာ္ခ်က္မ်ားျဖစ္ေၾကာင္း ကၽြႏု္ပ္တို႔ ရႈျမင္သည္။

၄။ ရခိုင္ျပည္နယ္၌ တရား၀င္ ၀င္ေရာက္လုပ္ကိုင္မည့္ ႏိုင္ငံတကာ အဖြဲ႕အစည္းမ်ား၊ ကုလသမဂၢ လက္ေအာက္ခံ အဖြဲ႕အစည္းမ်ားအေနျဖင့္ ရိုဟင္ဂ်ာ ဟု သံုးႏႈန္းပါက ႏိုင္ငံေတာ္အစိုးရက ယင္းအဖြဲ႕အစည္းမ်ားကို မည္သည့္ကိစၥႏွင့္မွ် ၀င္ေရာက္လုပ္ကိုင္ခြင့္မျပဳရန္ အေလးအနက္ ေတာင္းဆိုသည္။
