ထိုင္း-ျမန္မာ နယ္စပ္ မယ္လ ဒုကၡသည္စခန္းက အသက္ ၃၇ ႏွစ္အရြယ္ အမ်ဳိးသမီးတဦး ၂ ရက္ၾကာ ေပ်ာက္ဆံုးေနရာ က ဒီေန႔မနက္ပိုင္းမွာ ဒုကၡသည္စခန္း အျပင္ဘက္ ကားလမ္းေဘးက ေတာအုပ္ၾကားကေန သူ႔ အေလာင္းကို ျပန္လည္ ေတြ႔ရွိရတယ္လို႔ တာ၀န္ရွိသူေတြက ေျပာျပပါတယ္။

မေရႊလွေအး လို႔ေခၚတဲ့ အဲဒီ ကရင္ အမ်ဳိးသမီးဟာ တနလၤာေန႔ ေန႔လယ္ပိုင္းကတည္းက ေပ်ာက္ဆံုးေနခဲ့တာျဖစ္ၿပီး အဂၤါေန႔က ဒုကၡသည္စခန္းတခုလံုး ၀ိုင္း၀န္းရွာေဖြခဲ့ေပမယ့္ မေတြ႔ရွိဘဲ ဒီေန႔မနက္ ၇ နာရီ ေလာက္မွ ျပန္လည္ေတြ႔ရွိခဲ့တာ ျဖစ္ပါတယ္။

“တနလၤာေန႔က စခန္းတြင္း ရိကၡာေ၀တဲ့ ေန႔ေလ။ ရိကၡာ လက္ခံလာယူဖို႔ သူ႔နာမည္ေခၚတဲ့အခါ သူ မရွိေတာ့ဘူး။ ေစ်းဆိုင္ သြားမယ္ဆိုၿပီး ထြက္သြားတာတဲ့။ ညအထိ ျပန္မေရာက္တာေၾကာင့္ မိသားစုက လိုက္ရွာခဲ့တယ္။ မေတြ႔ေတာ့ က်မတို႔ဆီ အမႈလာတိုင္တယ္။ ေနာက္ေန႔ မနက္အထိ မေတြ႔ေတာ့၂၄ ရက္ေန႔မွာ သူ႔ဓာတ္ပံုေတြကို စခန္းထဲမွာ လိုက္ကပ္ၿပီး ထပ္ရွာ တယ္။ ဒီေန႔မနက္မွ စခန္းအျပင္ဘက္ စိုးလု ရြာနား သြားတဲ့လမ္းေဘးမွာ ျပန္ေတြ႔တာ”လို႔ ကရင္ အမ်ဳိးသမီး အစည္းအရံုး မွ ေဒၚေအးက ဧရာ၀တီကို ေျပာပါတယ္။

အေပၚ၀တ္အက်ီ၊ ေဘာင္းဘီနဲ႔ အတြင္းခံေတြ မရွိေတာ့ဘဲ ဗလာစီယာ တထည္နဲ႔ သူ႔ အေလာင္းပံုေတြကို ေဖ့့စ္ဘုတ္ စာမ်က္ႏွာ တခုက ေတြ႔ရပါတယ္။

ဒုကၡသည္ စခန္းေကာ္မတီ ဥကၠဌ ေစာေအာနက္ေတာ့ “သူ႔ လည္ပင္းက က်ဳိးေနတယ္။ ရင္ဘတ္မွာလည္း တခုခုနဲ႔ ထုထားသလိုပဲ။ ဒါေပမယ့္ မုဒိမ္းမႈ ဟုတ္မဟုတ္ ဆိုတာေတာ့ ေသခ်ာမေျပာႏိုင္ဘူး။ ထိုင္း တာ၀န္ရွိသူေတြ စစ္ေဆးေန တုန္းပါ”လို႔ ေျပာဆိုပါတယ္။

မနက္ ၉ နာရီေလာက္မွာပဲ ထိုင္းႏိုင္ငံ မယ္လစခန္းနားက မယ္တန္ၿမိဳ႔နယ္က ထိုင္း မႈခင္းရဲ နဲ႔ ထိုင္းဆရာ၀န္ေတြ လာေရာက္ စစ္ေဆးခဲ့ၿပီး မုဒိမ္းမႈ ဟုတ္မဟုတ္ဆိုတာ ေသခ်ာသိခ်င္ရင္ ဘန္ေကာက္ ေဆးရံုကိုပို႔ၿပီး စစ္ေဆးရမယ္လို႔ ဆိုတဲ့အတြက္ က်န္ရစ္တဲ့ မိသားစု၀င္ေတြက ေငြေၾကးမတတ္ႏိုင္တာေၾကာင့္ တခါတည္း သၿဂၤိဳဟ္ဖို႔ ဆံုးျဖတ္လိုက္ၾက ပါတယ္။

“သူတို႔က ဗုဒၵဘာသာ၀င္ေတြဆိုေတာ့ သူ႔အေလာင္းကို အိမ္ကို ျပန္မသယ္ေတာ့ဘဲ သခ်ိဳင္းကုန္းကို သယ္သြားတယ္။ ေနာက္ၿပီး ဘန္ေကာက္သြားျပဖို႔လည္း ပိုက္ဆံမရွိေတာ့ ဒီေန႔ ေန႔လယ္ ၂ နာရီမွာ သၿဂိဳဟ္ လိုက္ၾကတယ္။ က်မတို႔ကေတာ့ ဓာတ္ပံုမွတ္တမ္း ေသခ်ာယူထားပါတယ္”လို႔ ေဒၚေအးက ေျပာတယ္။

မေရႊလွေအးဟာ လႈိင္းဘြဲ႔ၿမိဳ႕ ဘီးလင္းရြာကျဖစ္ၿပီး ဒုကၡသည္စခန္းက ကုလသမဂ အသိအမွတ္ျပဳလက္မွတ္နဲ႔ စခန္းထဲမွာ ၁၀ ႏွစ္ေက်ာ္ ေနထိုင္ခဲ့သူ ျဖစ္ပါတယ္။ ကေလး၂ ေယာက္မိခင္ မုဆိုးမ တဦးျဖစ္ၿပီး ေမာင္ႏွမ၊ အေဒၚေတြနဲ႔ အတူ မယ္လ စခန္း ရပ္ကြက္ ၂ (Zone B2) မွာ ေနထိုင္တာ ျဖစ္ပါတယ္။

အိမ္နီးနားခ်င္း တဦး ျဖစ္တဲ့ အမိုးႀကီးက “သူက တအားေအးၿပီး စကားလည္း သိပ္မေျပာတဲ့လူ။ ဘယ္လိုျဖစ္သြားတယ္ ဆိုတာ ဘယ္သူမွ အတိအက် မသိဘူး။ ၂၃ ရက္ေန႔လယ္က စၿပီး သူေပ်ာက္သြားတာ”လို႔ ေျပာျပတယ္။

အခုေသဆုံးသူမွာ တက္ တတ္တဲ့ ေရာဂါရွိၿပီး စိတ္သိပ္ပံုမွန္ မဟုတ္ဘူးလို႔ ေျပာၾကပါတယ္။ သူ႔ရဲ့ နားကပ္နဲ႔ ေငြသားေတြ ဒီအတိုင္းရွိေနၿပီး အေလာင္းကလည္း ပုပ္လာေနတာေၾကာင့္ မုဒိမ္းက်င့္ခံရတာ ဟုတ္မဟုတ္ကို ဘယ္သူမွ အေသအခ်ာ မေျပာႏိုင္ဘဲ ပေဟဠိလို ျဖစ္ေနပါတယ္။

ဒုကၡသည္စခန္းတြင္းမွာ မုဒိမ္းက်င့္မႈေတြ တႏွစ္ကို ၂ မႈ ၃ မႈ ျဖစ္ပြားမႈရွိေပမယ့္ အခုလိုမ်ဳိး စခန္း အျပင္ဘက္မွာ ေသဆုံး ေနတဲ့ အမႈမ်ဳိးကေတာ့ ျဖစ္ခဲတယ္လို႔ ဒုကၡသည္ေတြက ေျပာၾကပါတယ္။

မယ္လ ဒုကၡသည္ စခန္းမွာ လူဦးေရ ၅ ေသာင္းေလာက္ ရွိတယ္လို႔ ဆိုပါတယ္။

ထုိင္း-ျမန္မာ နယ္စပ္တေလွ်ာက္မွာ ဒုကၡသည္ စခန္း ၉ ခုရွိၿပီး ဒုကၡသည္ တသိန္း ေျခာက္ေသာင္း ေလာက္ ရွိေၾကာင္း ကူညီ ကယ္ဆယ္ေရးနဲ႔ အေထာက္အပံ့ေပးေရး အဖြဲ႔ေတြရဲ႕ စာရင္းအရ သိရတယ္။

အဲဒီ စခန္းေတြကေတာ့ မယ္လ၊ အုန္းဖ်န္၊ ႏုိ႔ဖိုး၊ မယ္လဦး၊ မယ္ရာမို၊ ထန္ဟင္း၊ ဘန္႔ဒုံယမ္း စတဲ့ စခန္း ၇ ခုနဲ႔ ကရင္ နီ စခန္း အမွတ္ (၁)၊ အမွတ္ (၂) စခန္းတို႔ ျဖစ္ပါတယ္။ ဒုကၡသည္ေတြဟာ အစိုးရတပ္ေတြရဲ႕ ထိုးစစ္ဆင္မႈေၾကာင့္ ၁၉၈၃ ခုႏွစ္ေလာက္ကတည္းက စတင္ ထြက္ေျပး ေရာက္ရွိလာၾကသူေတြ ျဖစ္တယ္လို႔ သိရပါတယ္။

16.october 2012 Refugees were injured after a random shooting into the Pha Ye camp by the government troops yesterday. U Dewl P Zar, the man in charge of the camps, informed Phophtaw that the shooting occurred at the camp near border gate (6) in the Northeastern part of the China-Myanmar border right outside of Kachin State. “Yesterday at 4:00 in the evening the government army shot into Pha Ye refugee camp, located just over the border in China, and a 4 year old child was injured. One shot blew off his right leg and another shot skimmed his left hand,” he added. Infantry Battalion (77) started shooting machine guns and 81mm weapons at the refugees around noon yesterday. “At this time we don’t know the reason for the shooting,” said U Dewl P Zar. Burma_Thailand:KWO and Karen Community Based Organizations(KCBO) Position Paper on Refugees’ Return

Karen Community Based Organizations issued a position paper on the repatriation of refugees along the Thai-Burma border back to Burma saying it is critical that they are included in the process.

The KCBO in a statement paper said that all pre-conditions should be met and procedures need to be in place before refugees are returned otherwise it will be against the will of the refugees or disrespectful to their rights.

The KCBO in a statement paper have requested that before the return of refugees can happen, there needs to be a nationwide ceasefire agreed to by the government and the ethnic armed groups, a de-mining program started, the guaranteed security of all refugees and that all human right violations, including the confiscation of villagers lands must stop.

Naw Dah Eh Kler, spokesperson for KCBO and the general secretary of the Karen Women Organization, spoke toKaren News about the groups concerns of the repeated media and community talk about repatriation.

“We’ve been hearing rumors refugees would be sent back but when we make inquiries, no one seems to know for sure. We want to say that whenever this does happen we, the KCBOs, must be recognized as a stakeholder and be allowed to take part in the process.”

Naw Dah Eh Kler said that the KCBOs is composed of those groups that are working with refugee and migrant communities based along the Thai-Burma border and without their participation, refugee repatriation should not be carried out.

The KCBOs, acknowledge that despite the Burma government wanting to have all refugees in camps along Thai-Burma border returned, it is the responsibility of the Thai government and the United Nation High Commission for Refugees to carry out the process.

Burma_China: 732 Kachin refugees were forcibly relocated to LANA ZUP camp in Kachinland

22.august 2012

We have received very terrible news today that 732 Kachin refugees of 156 households from Yang Lu and Lau Hpai refugee camps were forcibly relocating to LANA ZUP camp in Kachinland. Many local Chinese police officers were escorting and guarding along the borders whilst forced relocation have started this morning. The Chinese police have also arrested the journalists who took the photographs and confiscated their cameras.

We also have received a report of the Kachin refugees in Man Hai faced force to return to war zone in the KIA’s 4th Bridge areas [Northern Shan State] today.

According to the KIO official in 3rd Bridge, this force relocation was initiated several times by Chinese Ruili government authority to the Kachin Independence Organization (KIO). The last meeting with the KIO was attended by Mr. Aik Pan, Chairman of Ruili Judiciary Department, Mr. Ju Chau Gyin, Ruili Police Department and Yang Yau Gaw, Secretary of Ruili Government on 2nd of August 2012. The Ruili government have sought the KIO to persuade to relocate their refugees. The Ruili government event threaten the Kachin refugees in China territory to handover to Burmese authority or force return, if refuse to relocate to the Kachinland’s territory. This pressure for forced relocation is part of systemic abuse of Kachin refugees by the Chinese Ruili local government.
