A pragmatic solution must be sought(1)
Two young female volunteers from Kachin Baptist Convention (KBC) were brutally raped and killed in Kaungkhar village, Pan Sai Township, Muse District in northern Shan State on the night of January 19.
The two teachers, both 20-year-olds, were sent there by the KBC, a religious organisation which is influential over Kachin nationals and Kachin Independence Organisation.
But the problem concerns not only Kachin nationals but all the ethnicities living in Myanmar. There were many instances of ethnic women being raped and murdered in conflict regions in the past. Cases of physical assaults were also common.
The case of the two Kachin teachers will be more than an ordinary criminal case. The truth behind the case should be unveiled as soon as possible.

The rapist of a Peruvian woman in Kyaikthiyo faced 43-year jail term. Another culprit of an attempted rape case over an American woman was sentenced to life imprisonment. The proceedings of these cases finished in no time. Both of the offenders faced with the penalties much heavier than their actions.
A case has been filed under Section 302 of murder charge at Kyugoke Police Station, Pan Sai Township for the case of two Kachin volunteers. But this is not an ordinary felony but an unearthly gruesome rape-and-murder case.
Ten civilians and 30 soldiers from No. 503 Infantry Regiment under the North-East Command were questioned because the women were raped and murdered while the regiment was stationed in the village. Required forensic tests were conducted as well. Still, it is yet to identify the offenders.
Besides Kachin organisations, civil society organisations have called for a probe into the case. The US Department of State also weighed in and called on Myanmar to bring the perpetrators to justice on January 21.

Two ethnic Kachin volunteer school teachers of the Kachin Baptist Convention were raped and then killed the Burmy Army soldiers from 88th Light Infantry Division in the village of Kawng Hka, Nam Tau Township in Muse region of northern Shan State on 19.01.2015.
Images of the two women’s mutilated bodies quickly spread on social media, coupled with unsubstantiated rumors that the pair had been gang-raped by Burmese soldiers. The cause of death and the incident of rape have not yet been confirmed by medical professionals.

Meanwhile in the jade rich Hpakant region of Kachin state clashes broke out on Thursday the 15th of January, they followed an incident on Wednesday in which the Kachin transport minister, Kamann Du Naw was reportedly detained by KIA forces. According to state owned media a car carrying Kamann Du Naw that was on the road from Hpakant was stopped by KIA forces although the minister was eventually released three police officers who were travelling with him remain in detention.
The fighting in Hpakant began on Thursday in the early morning at around 6 am, according to Major Tang San from KIA Battalion 6. Major Tang San says that the clashes began after three battalions of Burma army stormed the KIA’s Battalion 6 camp in Aung Bali village. The army shot heavy artillery at the base more than 60 times.
“Fighting started since about 6 am this morning after about 300 troops (Burma Army) headed to Aung Bali village and we defended. They are using 81 mm and 105 mm artillery but mostly firing with 81 mm from the other side of Uru River. The 105 mm is coming from another camp,” the major said.
About 1,000 villagers including 200 students and 21 school teachers are trapped inside the village as the Burma army has blocked all the exists from the village. The army has also refused to allow Christian church leaders and residents from Hpakant city to enter the village to assist those who are trapped said Tsa Ji from the Kachin Development Networking Group (KDNG).
“They (Burma army) surrounded the village and there is artillery shelling there. They also have troops stationed all the way to Tang Hkawng village. No one comes in or out of the the village, so it is really bad situation for the villagers, students will lose their education,” said Tsa Ji.
The Fighting continued till around 2 pm. According to unconfirmed reports on social media the Burma army captured the village and the KIA Battalion 6 army camp later that day.
The three police officers who were travelling with the minister are expected to be released soon however their release has been complicated by the fighting, Major Tang San told the Kachinnews. Government officials including the office of Burma’s Ministry of Information have already indicated that they want those detained to be released immediately.

About 2,000 locals remain trapped in the area where fighting between government troops and the Kachin Independence Army (KIA) broke out yesterday in Hpakant.
On Wednesday, KIA troops stopped the convoy carrying the Minister of Transport for Kachin State in Hpakant and arrested three police officers who were escorting the minister. The next morning, government and KIA troops clashed near the base of KIA Battalion No 6.
“The fighting began at 6am. They fired first using heavy artillery. Over 100 shells were fired. Now we are fighting at close range. We informed our headquarters. We heard that they are now talking with the border affairs minister,” said Major Daung San from KIA Battalion No 6.
The Daily Eleven was unable to contact the Myanmar Army Northern Command headquarters.
There are three villages located near the fighting area, where about 2,000 villagers live. There is a school for the children of refugees in Tan Gaung village.
“We heard that fighting is ongoing at Tan Gaung village. About 1,000 villagers live there,” said Sar Gyi from the Kachin Social Development Network.
The Kachin State government, the Kachin Independence Organisation (KIO), the Myanmar Peace Centre (MPC) and the Peace-talk Creation Group (PCG) in Myitkyina are negotiating to resolve the conflict.
The fighting continued into the afternoon, and heavy artillery is still being fired. The KIA ordered its forces to retreat to prevent the villagers from being harmed, said Major Daung San yesterday. 111/12/2014 KIO says it will boycott meeting with Army in Myitkyina
Citing the army’s refusal to provide an adequate explanations for the November 19th shelling attack on a Kachin Independence Army (KIA) officer training school which killed 23 cadets, the KIA’s political wing has vowed to boycott a previously scheduled monthly meeting with the army in Myitkyina this month.
Col. Hkun Nawng a senior official with the Kachin Independence Organization (KIO) says that the boycotting the meeting is a necessary response. “Regarding the November 19th incident the KIO sent a letter to the Burma government. After resolving this problems with Aung Min (vice chairman of UPWC) then we can start over again,” Col. Hkun Nawng explained to the Kachin News Group (KNG).
The KIO’s Technical Advisory Team based in Myitkyina the Kachin state capital has been meeting with their governments counterparts every month in order to reduce tensions between the two sides. The KIO’s side is led by Col.Zau Tawng while the Kachin State Minister for Border and Security Affairs Col. Than Aung leads the government team.
These monthly meetings have been held since May and appear to have had a positive impact and reducing tensions on the ground. According to Col. Hkun Nawng from August to October of this year there were significantly less clashes between KIA troops and the Burma army. But further meetings will not take place until the KIO gets a clear answer from the government about the deadly shelling incident, he said.
Burmese government officials have given contradictory explanations for the shelling incident, including that it was a misplaced warning shot. Burma Army units located near KIO territory fired a series of shells at the KIO on November 22nd and 23rd November. Some of the shells landed very near Internally Displaced Persons (IDPs) camps and villages. Both the shelling of the cadet school and the shelling near the IDP camps was also widely condemned by the Kachin community.

Initial reports indicated that 22 had died in the attack however a 23rd trainee died of his injuries en route to hospital, the Kachin News Group has learned. The remaining 15 survivors are being cared for in Laiza.

Battles Rage in Southern Kachin and Northern Shan State

A battle took place between the 4th Section of Kachin People Militia (MHH in Kachin) under KIA’s 2nd Battalion and Burmese army’s 290th Light Infantry Battalion (LIB) at a location between Nam Jawn and Bang Chyung village in southern Kachin State on Jan 5. A KIA source says Kachin People Militia troops encountered about 60 government soldiers from 290th LIB at around 1:30 pm. At least 2 government soldiers died and 1 wounded in this battle, said the source.
Another battle took place at Mungding Pa village in Mansi Township between KIA’s 12th Battalion troops and Burmese army’s Shwegu-based 56th LIB troops on Jan 6 at around 4 pm. KIA’s 12th Battalion sources say they captured some government troops but later returned them to the commander of the 56th LIB.
Local sources said Burmese army initially withdrew its troops stationed at Mungding Pa, Kawng Ja, Namlim Pa and Saga Nam Hkum, and relocated them at Madang Yang, Tan Tada, Si Kaw, Si Hkan Gyi, Hka Chyi and Si-U during the last week of December. Upon hearing the news of troop withdrawal, a few IDPs returned to Mungding Pa and Namlim Pa but faced with government troops and were trapped in and around their villages. Despite an apparent troop withdrawal in the last week of December, Burmese army troops reoccupied the area during the first week of January.
In northern Shan State, a combined force of KIA’s 34th Battalion troops and TNLA’s 717th Battalion troops fought against Burmese army’s 504th & 506th Light Infantry Regiment troops under MOC-1 between Myo Thit and Pang Swi in Kyawk Hme Township on Jan 4. A KIA source said government troops launched an attack on KIA/TNLA position beginning 10 am but withdrew to their base at around 4 pm after suffering heavy casualties. At least 6 government soldiers were reportedly killed and several others wounded in this battle. There have been almost continuous skirmishes in northern Shan State between KIA troops and Burmese government troops since New Year Eve.
Myitkyina residents say they see fighter jets scramble over their town as Burmese Air Force pilots conduct training exercises at Myitkyina Nam Pawng Airstrip. Several military trucks carrying artillery ammunition and other military equipment were seen travelling from Bhamo to Mansi and Shwe Gu. KIA field commanders say battles will intensify unless Burmese army troops are withdrawn from their controlled territories.
