This week, representatives of a number of Burma’s ethnic armed groups convened in Wa Special Region for a political strategy summit among those that abstained from a recent ceasefire accord with the government. Attendees met for three days with the aim of establishing a path forward between non-ceasefire groups a new government set to take power early next year, following a general election to be held on Sunday. Two participants took some observers by surprise: David Tharckabaw and Zipporah Sein, both members of the Karen National Union (KNU), which signed the ceasefire agreement with the government on Oct. 15. Both representatives attended the summit on behalf of the Karen National Defense Organization (KNDO), a non-signatory, rather than the KNU. Neither was present at the ceasefire signing ceremony, indicating a growing divide within the powerful KNU. The Irrawaddy spoke with Tharckabaw on the sidelines of the summit in the Wa capital Panghsang about the KNDO’s objectives and motivations for attending the summit, and his views on the peace deal recently signed by other factions within the Karen political leadership. We would like to know about the KNDO’s stance. The KNU has already signed the “nationwide ceasefire agreement” (NCA), so why did you come here? The stance of our KNDO is that we wanted to see a nationwide peace agreement on the right track. What’s happening now is that there was some pressure from the government, and the KNU had to sign the NCA. This was not a real nationwide ceasefire, it was a fake NCA. YANGON – The Arakan Youth Organisation (AYO) and the Myanmar National Network (MNN) staged a demonstration in Yangon today to protest the parliament’s decision to allow white card holders to vote in the upcoming constitutional referendum. The protesters marched from the Bronze Pagoda in Bahan Township to a post that was erected specifically for people to express their grievances to the government in Tamwe Township. “Allowing white card holders to vote is like grabbing the rights of ethnic minorities and citizens. We reviewed that the Union parliament’s decision to allow white card holders to vote, and we found it to be a dishonest act,” said Naung Taw Lay from MNN yesterday. The White Card Holders Cancelling Committee (WCC) was established on February 4 by delegates from Rakhine civic organisations based in Yangon. The WCC planned to stage a 7-day protest against white card voters starting on February 8. However, the protest was postponed after the President’s Office met with the group to discuss the issue of white card voters on February 10.
Five delegates from WCC also met the Religious Affairs Minister on February 10. The minister urged the WCC delegates to postpone the protest until February 15, according to WCC member Sayadaw U Parmaukkha. “The minister told us that he would carry on doing his best in accordance with the law. He said the protest should be postponed for five days. We consulted the committee members, and they agreed to postpone the protest,” said Sayadaw U Parmaukkha. “Today’s protest organised by AYO and MNN did not involve the WCC. The protestors had to protest according to their feelings. If results are not achieved, we will stage our protest to protect the citizens and the country after February 15,” the Sayadaw added. The WCC was formed by six monks with the Ovada Sariya Sayadaw rank, 10 monks with the Nayaka Sayadaw rank and 20 laypersons. SHAN State charter draft in high demand as amendment process begins

Shan State constitution draft #2, drawn up by activists on the Thai-Burmese border and published in 2009, is suddenly in great demand, following announcement by the Union Assembly in March to form a constitutional review body, according to reports presented at the Shan State Constitution Drafting Commission (SSCDC) meeting held in Chiangmai Saturday, 6 July.

The draft was written in English and translated in to Burmese, Kachin, Chinese, Kayan, Lahu, Lisu, PaO and Shan (“Official” language for Kokang and Wa is Chinese). “The Burmese-English text has already been printed twice,” said the SSCDC office superintendent.
The government’s easing on printed material, as well as on the screening of travelers criss-crossing the border also helps, according to a Lahu commissioner. “In the past, they just came to listen to our talks on the constitution on the Thai side of the border,” she said. “But they always refused to carry any copies with them back. But now they are demanding more copies. On my last trip, they took back 16 Lahu version copies and 60 Burmese-English copies.”
Many who have read it say the Shan State draft, drawn out of the guideline that it must be a state practicing federalism, is serving dual purposes:
- As a yardstick to the 2008 union constitution
- As a useful starting point for the drafting of a state constitution
The Union Assembly announced on 28 June the constitutional review body would be made up of 105 members: 52 Union Solidarity and Development party (USDP), 25 military appointed MPs and the rest from 18 other parties.
The first SSCDC was elected on 11 September 2000, headed by Sao Sengsuk (1935-2007) and the second by Khuensai Jaiyen under a 9-point guideline laid down by the Shan State consultation in 2007:
- A federal structure
- A democratic decentralized administrative system
- Sovereign power derives from the people of Shan State
- To be a member state of a genuine federal union
- To guarantee equality among Shan State’s ethnic nationalities
- To guarantee ethnic minority rights
- To guarantee basic human rights and gender equality
- To practice a multi-party democratic system
- To be a secular state

ဗုဒၶဘာသာနဲ႔ ပတ္သက္လို႔ မဟုတ္မမႇန္ ေ၀ဖန္ထားတဲ့ TIME မဂၢဇင္းနဲ႔ ပတ္သက္လို႔လည္း NLD ေထာက္ခံသူအခ်ဳိ႕ရဲ႕ သေဘာထားဟာ ဗုဒၶဘာသာ၀င္အမ်ားစု တုံ႕ျပန္တဲ့ သေဘာထားကို ဆန္႔က်င္ေနျပန္တယ္။ ျမန္မာႏိုင္ငံဟာ ဗုဒၶဘာသာ၀င္ ၈၅ ရာခိုင္ႏႈန္းေက်ာ္ ေနထိုင္တဲ့ ႏုိင္ငံတစ္ႏိုင္ငံပါ။ TIME မဂၢဇင္းရဲ႕ စြပ္စြဲေ၀ဖန္မႈေတြဟာ ဦး၀ီရသူ တစ္ေယာက္တည္းသာ မဟုတ္ဘဲ အျခားဗုဒၶဘာသာမ်ားကိုပါ ႏႇိမ့္ခ်သလို ျဖစ္ေနတယ္။ ဒီအတြက္ ဗုဒၶဘာသာ၀င္ အမ်ားစုဟာ မေက်မနပ္နဲ႔ ဆန္႔က်င္ကန္႔ကြက္ၾကတယ္။ ဒါေပမဲ့ ဒီတစ္ခါမႇာလည္း NLD ေထာက္ခံသူေတြဟာ မလိုလားအပ္တဲ့ ထိပ္တိုက္ရင္ဆိုင္မႈတစ္ခုကို ျပဳလုပ္ၿပီး TIME မဂၢဇင္းကို အားေပးေထာက္ခံခဲ့ကာ TIME မဂၢဇင္းကို ကန္႔ကြက္တဲ့ Campaign ကိုေတာင္ ႐ႈတ္ခ်ျပစ္တင္ခဲ့တယ္။ TIME ကို ကန္႔ကြက္ခဲ့ၾကတာဟာ ဦး၀ီရသူကို ထိခိုက္တာ တစ္ခ်က္တည္းေၾကာင့္ မဟုတ္ပါဘူး။ ေနာက္ကြယ္က အေၾကာင္းရင္းေတြကို မေဖာ္ျပဘဲ ဗုဒၶဘာသာကိုသာ ေသးသိမ္ေအာင္ ေစာ္ကားတဲ့ ပုတ္ခတ္မႈေတြေၾကာင့္လည္း ပါပါတယ္။ ျမန္မာႏိုင္ငံဟာ ဘာသာေရးအရ ယံုၾကည္မႈ ျပင္းထန္ၿပီး လူဦးေရ သိပ္သည္းဆလည္း မ်ားလြန္းတဲ့ ႏိုင္ငံေတြၾကားက တစ္ႏိုင္ငံပါ။ ဒီလိုအခ်ိန္မႇာ လံုး၀ ဘာသာေရး အမ်ိဳးသားေရးမပါတဲ့ ႏုိင္ငံေရးဆိုတာဟာ မျဖစ္ႏိုင္ေသးဘူး။ ဒီအတြက္ ညိႇႏိႈင္းယူရမယ့္ အစားကို လစ္ဘရယ္လို႔ ယူဆထားတဲ့ NLD ေထာက္ ခံသူေတြဟာ Total Secularism ကိုင္တြယ္ျပီး အမ်ိဳးသားေရး၀ါဒီေတြ အေပၚမႇာ အျပင္းအထန္ တိုက္ခိုက္ေနတာဟာ လူထုအားေတြ အမ်ားႀကီး ဆံုး႐ႈံးသြားႏိုင္တဲ့အတြက္ ႏိုင္ငံေရးအရ ပါးရည္နပ္ရည္ မရႇိဘူးဆိုရမယ္ထင္တယ္။ လစ္ဘရယ္ေတြဟာ တခ်ဳိ႕ကိစၥေတြမႇာ လက္ေရႇာင္ေနသင့္တဲ့အစား မိုက္မိုက္ကန္းကန္းကို ျပည္သူနဲ႔ ထိပ္တိုက္ေတြ႔ေနတယ္။

အတိုက္အခံဟာ တိုင္းရင္းသားအေရးေတြနဲ႔ ပတ္သက္လို႔ ေထာင္ေခ်ာက္တစ္ခုမိခဲ့တယ္။ အစိုးရစီမံကိန္းေတြနဲ႔ ပတ္သက္လို႔ ေထာင္ေခ်ာက္တစ္ခုမိတယ္၊ ေနာက္တစ္ခါ ခိုး၀င္ဘဂၤါလီအေရးနဲ႔ ပတ္သက္လို႔ ေထာင္ေခ်ာက္တစ္ခု ထပ္မိျပန္တယ္။ အခုခ်ိန္ထိေတာ့ အတိုက္အခံဟာ ဒီေထာင္ေခ်ာက္ေတြ အေပၚမႇာ ခံႏိုင္ရည္ရႇိေသးတယ္။ လူထုအားကို ရထားတဲ့ အဓိက ပါတီၾကီးတစ္ခုအျဖစ္ ဆက္လက္ရပ္တည္ ေနေသးတယ္။ ဒါေပမဲ့ ကိစၥတစ္ခု ျဖစ္ၿပီးတိုင္းမႇာ ေဒၚေအာင္ဆန္းစုၾကည္နဲ႔ NLD အေပၚမႇာ ယံုၾကည္ ေထာက္ခံမႈေတြ က်က်လာတာကို ေတြ႕ျမင္ႏိုင္မႇာပါ။ NLD ဟာ ၂၀၁၅ မႇာ တစ္ႏိုင္ငံလံုး အတုိင္းအတာနဲ႔ ႏိုင္ခ်င္တယ္ဆိုရင္ ဒါေတြကို သတိျပဳမႇ ျဖစ္လိမ့္မယ္။ ဒီေထာင္ေခ်ာက္ေတြ အကုန္လံုးဟာ ၂၀၁၂ ခုႏႇစ္ ၾကားျဖတ္ေရြးေကာက္ပြဲမႇာ NLD ရဲ႕ Landslide အႏိုင္ရလိုက္ျခင္းေၾကာင့္ ၂၀၁၅ မႇာ NLD အေပၚ တရားနည္လမ္းနဲ႔ အသာရလာဖို႔ မျဖစ္ႏုိင္ေတာ့ဘူး ဆိုတာကို သိသြားတဲ့ အခ်ိန္ကစၿပီး ျဖစ္လာရတာပါ။ အခုလည္း ေဒၚေအာင္ဆန္းစုၾကည္နဲ႔ NLD ဟာ ေျဖရႇင္းရခက္တဲ့ အႀကီးမားဆံုး ေထာင္ေခ်ာက္တစ္ခုနဲ႔ ၾကံဳေတြ႕ေနရပါျပီ။ အခုလို အမ်ဳိးသားေရး ၀ါဒကို အေၾကာင္းျပဳၿပီး ေဒၚေအာင္ဆန္းစုၾကည္နဲ႔ NLD အေပၚ လူႀကိဳက္နည္းေအာင္ လုပ္လာတာဟာ ေထာင္ေခ်ာက္တစ္ခု ျဖစ္တယ္ဆိုတာ အသိသာၾကီးပါ။ လက္ရႇိမႇာလည္း NLD လစ္ဘရယ္မ်ားနဲ႔ အမ်ဳိးသားေရး ၀ါဒီေတြအၾကား အေတာ္ၾကီးကို အမုန္းပြားေနၾကျပီ။ အမ်ိဳးသားေရး၀ါဒီေတြ အေနနဲ႔ NLD အေပၚ ေထာက္ခံမႈ က်ဆင္းလာေနျပီ။ ဒီအခ်ိန္မႇာ NLD အေနနဲ႔ ေထာင္ေခ်ာက္တိုင္းကို ငါအင္အားႀကီးတာပဲဆိုၿပီး တိုးလို႔မရႏိုင္ဘူး။ အခုလည္း ဒီအမ်ိဳးသားေရး ေထာင္ေခ်ာက္ကို NLD ဟာ သိသိႀကီးနဲ႔ ၀င္တိုးေနျပန္တယ္။ စည္း႐ံုးညႇိႏႈိင္း လုပ္ေဆာင္ရမယ့္အစား NLD ဘက္ေတာ္သားေတြဟာ အမ်ဳိးသားေရး၀ါဒီေတြ အေပၚမႇာ ျပင္းျပင္းထန္ထန္ တိုက္ခိုက္လာတယ္။ အထူးသျဖင့္ေတာ့ သံဃာေတာ္ေတြ အေပၚမႇာပါ ေစာ္ကားမႈေတြ ျပဳလုပ္လာျခင္းက NLD အေနနဲ႔ ေထာင္ေခ်ာက္ထဲကို တိုး၀င္ေနတယ္ ဆိုတာကို ပိုသိသာလာတယ္။ အာဏာရႇင္ေတြ ကိုင္အသံုးခ်ေနတဲ့ အမ်ဳိးသားေရး၀ါဒအေပၚ ေလႇ်ာ့တြက္လိုက္ျခင္းဟာ NLD က်ဆံုးခန္း ျဖစ္သြားဖို႔အတြက္ လမ္းစျဖစ္သြားမႇာကို တကယ္စိုးရိမ္မိတယ္။ ကြၽန္ေတာ္ဟာ လူမႇန္းသိတတ္စ အရြယ္ကတည္းက ေဒၚေအာင္ဆန္းစုၾကည္ ဦးေဆာင္တဲ့ NLD ပါတီအေပၚမႇာ စိတ္ေရာ ကိုယ္ပါ ႏႇစ္သက္သေဘာက်ခဲ့သူ တစ္ေယာက္ပါ။ ကြၽန္ေတာ္ဟာ ႏိုင္ငံေရးကြၽမ္းက်င္သူ တစ္ေယာက္ မဟုတ္ပါဘူး၊ ဘာသာေရး ကြၽမ္းက်င္သူ တစ္ေယာက္လည္း မဟုတ္ပါဘူး။ ဒီအျဖစ္အပ်က္ေတြ၊ ဒီအေၾကာင္းအရာေတြဟာ လူငယ္တစ္ေယာက္ အေနနဲ႔ ျမင္မိတဲ့ အရာေတြပါ။ ဒါေပမဲ့ ကြၽန္ေတာ္လို လူငယ္တစ္ေယာက္ေတာင္ ေတြ႕ျမင္ႏိုင္တဲ့ NLD ကို မဲဖယ္ေနတာ သိသာလြန္းတဲ့ ေထာင္ေခ်ာက္ေတြကို ဘာ့ေၾကာင္ NLD နဲ႔ NLD ဘက္ေတာ္သားေတြ သိသိႀကီး တိုး၀င္ေနတာလဲ ဆိုတာကိုေတာ့ တကယ္နားမလည္ႏိုင္ဘူး။
အမ်ိဳးသားေရး၀ါဒီဆိုတာ ႏိုင္ငံတိုင္းမႇာ ရႇိမႇာပဲ။ အေမရိကန္ကို ဒီမိုကေရစီေရႇ႕ေဆာင္ ႏိုင္ငံအျဖစ္ သတ္မႇတ္မယ္ဆိုရင္ အေမရိကန္က ရီပတ္ပလီကန္ေတြဟာ အမ်ဳိးသားေရး၀ါဒီေတြ မ်ားတယ္ဆိုတာ အသိသာၾကီးပါ။ ဒါေပမယ့္ သူတို႔တိုင္းျပည္အတြက္ ညႇိႏႈိင္း ေဆာင္ရြက္ေနၾကတယ္။ ဒီလိုပဲ ျမန္မာႏိုင္ငံမႇာလည္း ဘက္ႏႇစ္ဘက္ ရႇိေနတယ္ ဆိုေပမယ့္ အဓိကက ႏိုင္ငံအတြက္ဆိုတဲ့ ရည္ရြယ္ခ်က္ရႇိရင္ က်န္တဲ့မတူညီတာေတြကို ညႇိႏႈိင္းအေျဖရႇာရမႇာပါ။ ဒါေပမဲ့ တစ္ဖက္ေတာ့ ျပဳတ္ရမယ္ဆိုတဲ့ ပံုစံမ်ိဳးနဲ႔ အခုလိုမ်ိဳး သံဃာေတာ္ေတြ အပါအ၀င္ အမ်ဳိးသားေရး ၀ါဒီေတြအေပၚ ျပင္းထန္တဲ့ တိုက္ခုိက္မႈေတြ ျပဳလုပ္ရင္း အစြန္းေရာက္ေတြအျဖစ္ ပံုေဖာ္လာေနတဲ့ NLD ရဲ႕ ဘက္ေတာ္သားေတြေၾကာင့္ NLD ဟာ ပံုရိပ္ထိခိုက္ လာႏုိင္ပါတယ္။ ျပည္သူေတြနဲ႔ ထိပ္တိုက္တိုးလာႏုိင္တယ္။ ဒါဆိုရင္ ၂၀၁၅ အတြက္ NLD ရဲ႕ ေမႇ်ာ္လင့္ခ်က္ဟာ ထိခိုက္သြားႏိုင္တဲ့အတြက္ NLD အေနနဲ႔ ေထာင္ေခ်ာက္ထဲကို မတိုး၀င္သြားဖို႔ ေမွ်ာ္လင့္ပါတယ္။
