The sketches of a suspect in monk attire have been released based on details provided by eyewitnesses and CCTV footage.
The National Investigation Agency (NIA) probing the serial bomb blasts in Bodh Gaya, on Tuesday released two sketches of a suspect on the basis of eyewitness accounts and CCTV footage.
NIA released two sketches, one in which the suspect is wearing a mask and another bare face, on its website.
Sources in NIA said that the sketches have been released on the basis of details provided by three eyewitnesses who saw the suspect before the blasts on July 7 and from CCTV footage.
Among the witnesses, whose names have been kept secret for probe purposes, two are foreigners and one local. The foreigners are from Sri Lanka and Thailand while the third one is a local Gaya native, the sources said.
The suspect in monk attire is also seen moving around in the temple in the wee hours of July 7. NIA has also released CCTV footage and sought information about the suspect.
The agency has already announced a reward of Rs. 6 lakh for providing information about the blasts suspect.
Ten bomb blasts took place in the famous Buddhist temple town of Bodh Gaya on July 7 in which two monks were wounded. While four explosions took place inside the Mahabodhi shrine campus, the rest exploded elsewhere in Bodh Gaya. Three live bombs were also defused by the security forces.
Considering the sensitivity of the matter, the Bihar government had handed over the inquiry to NIA.
Arrested and released
NIA had earlier detained two natives of Gaya from Maoist-infested Barachhati and four youngsters, including a girl, in Patna in connection with the incident. But, they were all released for want of evidence.
Private security guards removed
Taking strong note of security lapses resulting in serial bomb blasts in Maha Bodhi temple recently, the service of the private security company within the temple premises has been terminated.
Maha Bodhi Temple Management Committee (BTMC) took decision to terminate contract of private security company “COBRA” for lapses that resulted in explosions within the temple on July 7, wounding two monks.
The BTMC took strong exception to the fact that while the blasts took place after 5:30 a.m. on that day, why the guards of the security company, who are supposed to be on duty from 5 a.m. in the morning, did not see the bags that carried bombs kept near Maha Bodhi tree and elsewhere within the shrine premises, BTMC member Arvind Kumar said on Tuesday.
He said the committee served a month’s notice to the company to pack off from the temple.
COBRA had been assigned the job of security within the temple since 2009. The outer security was in the hands of Bihar police earlier.
With COBRA security guards withdrawn, security guards of BTMC are assisting the Bihar Military Police (BMP) personnel in providing security to the international Buddhist shrine.
Sources in the BTMC said despite previous alerts, some meetings by senior police and civil officers were conducted with the secretary or chairman of the committee but a meeting of the full bench of the BTMC was never conducted to review security arrangements.
Meanwhile BTMC has ordered for two additional metal detectors and bag checkers for frisking of visitors.
 

There will be no prisoners of conscience in Myanmar – President

President Thein Sein delivered a key note speech at London’s Chatham House on Monday in which he spoke about a nation-wide ceasefire with armed groups and pledged to release all political prisoners by the end of the year.

The president was on his first ever visit to the United Kingdom as part of a two-nation tour of the UK and France to discuss the government’s reform agenda, international aid and democracy.

“I guarantee to you that by the end of this year there will be no prisoners of conscience in Myanmar,” said the president in his speech to distinguished guests at London’s Chatham House.

Hundreds of political prisoners have been released since 2011 after President Thein Sein’s government came to office and embarked on a political and economic reform programme with an aim to end years military rule and isolation. According to the Assistance Association for Political Prisoners, a human rights organisation run by former political prisoners, there are at least 164 political prisoners still behind bars in Myanmar.

The president also spoke about his government’s efforts to secure a nation-wide ceasefire with armed groups to reach a peaceful solution to decades of ethnic conflict. The government hopes to sign an agreement with the Kachin Independence Organisation in the next few weeks which will mark the first time in nearly 60 years that the country has not been at war.

“Very possible in the coming weeks we will have a nation-wide ceasefire in Myanmar and the guns will go silent for the first time in over sixty years,” said the President.

President Thein Sein acknowledged the complex issues at stake in moving towards a durable peace process. Questions of regional autonomy, self-determination, the sharing of resources and reform of the armed forces are at the heart of many of the grievances that have prolonged the conflict with over a dozen ethnic armed groups.

“Please imagine the complexities of any peace process then multiply it by twelve,” said the president.

Many minority ethnic groups claim the need for political dialogue with the government to achieve a sustainable peace and have been advocating for a federal solution, something which will involve constitutional reforms.

During an earlier meeting with Prime Minister David Cameron on Monday, President Thein Sein was urged to take action to end religious violence between Buddhists and Muslims. The President in his speech echoed earlier remarks he made on Myanmar’s national radio saying that he would not tolerate those found instigating violence.

“I promise you that we will take a zero tolerance approach against any renewed violence and against those who fuel ethnic hatred,” said the President.

In his speech the president made clear that as part of a new era of Anglo-Myanmar relations, he wanted the two countries to work together to build a lasting partnership but insisted that he did not want Myanmar to become an aid dependent country. He urged investors to work responsibly to help Myanmar develop in a way that does not fuel corruption and helps to alleviate poverty.

“We must free our markets and open the doors to foreign trade and investment, but in a way that ensures that poverty is reduced and that ordinary farmers and workers clearly benefit,” said the President.

“We wish to avoid the so called resource curse and make sure that revenue from our natural wealth is used to reduce poverty and not fuel corruption,” he added.

The President delivered his speech at an event titled: Myanmar’s Complex Transformation: Prospects and Challenges, hosted by Chatham House, the prestigious London-based think tank. The event was chaired by Lord Williams of Baglan, Acting Head of the Chatham House Asia Programme.

Pakistan-based militant groups have intensified infiltration attempts along the border and at least 250 to 300 militants are waiting on the other side of the Line of Control to cross over into India, the Army said today.

General officer commanding (GoC) 16 corps Lieutenant General DS Hooda said this was only on the Jammu side. Inputs for activities on the Kashmir Valley side are handled by another corp, he said.

“There are inputs that the number of militants at the launching pads are changing, because militants do not stay permanently there, according to the latest figures there are 250 to 300 militants across the LoC at the launch pads, waiting to infiltrate and these are figures just on the Jammu side,”General Hooda said.

The General said so far infiltration attempts had been successfully foiled by Indian troops at the border, including one last night. Desperate, the militants are now changing tactics and targeting Army posts at the LoC, he added.

The border fence and an optical system installed by the Army are proving to be the biggest barriers for infiltrating militants, he added.

Burmese military trucks pass through Chinese territory

Local Kachin sources say 19 military trucks carrying about 200 Burmese army soldiers from 121st Light Infantry Regiment (hka-la-ya 121) headed for Mu Bum, a former KIA area seized by Burmese army in 1991, which is located near China-Burma border in Loije County on July 11 at 6 pm. The military convoy trucks passed through Loi Je and Loi Lung in China side of the border for about two and a half hour from 6 pm to 9:30 pm. A local source says those trucks carry about 9 tons of arms and ammunitions.

Chinese officials and police provided security for Burmese military trucks passing through Chinese territory to reinforce Burmese army post and deliver arms and ammunitions.

Local sources say Chinese authorities in the past allowed Burmese army to use Chinese territories in its military offensives against Kachin Independence Army. Chinese authorities allowed Burmese army jets flew 1 kilometer into China near border post no. 6 in Pangwa area when government’s air force pounded KIA position with fighter jets and helicopters on Jan 1, 2013. And on Dec 28, 2013, Burmese army’s fighter jets, believed to be China-made Hongdu JL-8, used Chinese airspace to attack on KIA frontline posts near Laja-yang.

Kachin villagers in Loi Lung said they strongly object Burmese military trucks passed through their area. Local villagers in both sides of the border said they have had to live in fear due to continued presence of Burmese army soldiers near their villages. The soldiers stationed at Mu Bum committed severe abuses and heinous crimes against local villagers in the past.

Lahpai Zau Lawn (age 53), Loi Lung villager and a Chinese citizen, was killed by Burmese Army soldiers stationed at Mu Bum on January 12, 2012. He was shot at least 6 times by Burmese Army soldiers when he came across them on his way back from family farm. Local sources reported that Chinese police asked local villagers to keep quiet regarding the death of Zau Lawn and pressured them to hide the body. Chinese police prevented local residents from taking pictures of Zau Lawn’s body and cellphone pictures were deleted.  Chinese authorities later cremated Zau Lawn’s body in order to hide evidence of the murder committed by Burmese army soldiers on January 14, 2012.

Another three villagers, Maru Dau Lum (age 31), Ze Dau (age 70), Sumlut Roi Ji (age 28) were taken by Burmese army soldiers stationed at Mu Bum while they were working on their maize fields on Oct 28, 2011. Dau Lum and Ze Dau later escaped but Dau Lum’s wife Sumlut Roi Ji, who was 8 months pregnant at that time, was captured by the soldiers and believed to be killed.

KIO turns military headquarter into a boarding school

Opening ceremony of a boarding school was held at Hpung Mai hall in Laiza on July 9 at 9 am. The combined boarding school which accommodates 1725 middle and high school students is located at Alen Bum, the former KIA’s military headquarter, in Laiza. 107 teachers and school staffs are currently serving at the boarding school. The school is administered by KIO’s education department and funded by KIO, NGOs and the parents.

Sara Kaba Sumlut Gam, head of KIO’s education department, urged teachers and school staffs to serve as positive role models for the students during the ceremony. The school’s headmaster Sara Maru Hkawng Lum chaired the opening ceremony and Sara Kaba Lasang Tu San led a prayer of dedication for the school and the students.

Sara Hkawng Lum said, “there are a lot of needs for the students such as clothes, food, and books as most parents cannot provide for their children because they themselves are displaced”. He said KIO plans to provide free education and boarding for IDP children and assistance from other organizations will be helpful.

Another boarding school, Htoi Ningshawng School, which is located at Wung Gau hill and administered by KIO Youth Committee was opened on May 18, 2013. Htoi Ningshawng School currently accommodates 100 students from 3rd-10th grades.

There are about 40,000 war-affected children out of over 100,000 IDPs currently living in about two dozen camps along China-Burma border. The education of those 40,000 school-age children has been disrupted by renewed conflict between Kachin Independence Army and Burmese Army in Kachin and northern Shan State.

India’s deadliest poacher, Sansar Chand, the man said to be single-handedly responsible for the missing tigers of the Sariska wildlife sanctuary in Rajasthan, is all set to walk out of jail.

A Delhi court today refused to slap a stringent anti-organized crime law against Sansar Chand, which would have been the only hurdle towards his bail. The 55-year-old, who has been in jail since 2005, could be out as early as this weekend.

Accused of killing over 200 tigers besides thousands of other wildlife species, Chand argued against being charged under the Maharashtra Control of Organised Crime Act (MCOCA) on technical grounds, that only those with two past convictions can be charged under the law.

Chand had already secured bail in other cases under the Wildlife Act. Two other alleged poachers arrested along with him, had been freed on bail a few years ago.

Arrested by the Delhi police in a dramatic, top secret swoop codenamed ‘Operation Murari Lal’, Sansar Chand was accused in at least 50 cases of killing and cruelty to animals, but thanks to shoddy investigations and the poacher’s ability to hoodwink the police, only one case could be proved conclusively.

Chand and dozens of his associates and relatives were held responsible for the killing of tigers and leopards at Sariska, wiping out big cats from the world renowned reserve.  But despite being caught over a dozen times, the first time in 1974 when he was just 18, Chand always managed to get away.

Known to have joined the trade at 13, Sansar Chand mostly operated from the crowded Sadar Bazar market in the capital, not far from where he was finally arrested.

In 2010, the top court had slammed Sansar Chand in the strongest terms for challenging his conviction, saying: “You are selling the skin of tigers and leopards. Tomorrow, you would sell even human skin.”
