Rebel leaders: Few will show up for the nationwide ceasefire agreement

Resistance leaders that attended a meeting yesterday to discuss the latest developments in the ongoing process say if the text of the nationwide ceasefire agreement covers no more than the original 5 point guideline laid down by the President on 1 March 2012, few movements will show up at the actual signing ceremony.

“Most likely, no one’s going to show up,” said a prominent leader who requested his identity be withheld.

According to the 5-point guideline, both sides would agree:

  • To stop all hostilities
  • To stay only in the agreed areas
  • Not to hold any arms in places except from those agreed areas
  • To open liaison offices in the mutually agreed places
  • To fix the venue, time and date for Union level dialogue

U Aung Min, Vice Chairman of the Union Peacemaking Work Committee (UPWC), when asked by Lt-Gen Yawd Serk, leader of the Restoration Council of Shan State/Shan State Army (RCSS/SSA), on 15 June how the second signing would be different from the first, replied: “The difference is that at the second signing, it will be witnessed by dignitaries all over the world. All those concerned will sign it. Afterward, nobody will be able to renege on it and reverse the process even if he wants to.”

 

So far, 13 resistance movements have signed ceasefire with Naypyitaw. Those remaining to sign it include the Kachin Independence Organization/Kachin Independence Army (KIO/KIA).

“We need to have a comprehensive peace agreement which not only includes ceasefire, but also a framework for political negotiations,” he said, speaking on the sideline of the meeting.

The Working Group for Ethnic Coordination (WGEC), formed by representatives of the ethnic armed movements and civil society organizations in 2012, has already drafted a comprehensive agreement, which also contains:

  • Common principles
  • Framework for political dialogue
  • Transitional arrangement
  • Scope of participation
  • A 19-point dialogue issues
  • Military Code of Conduct

Speaking to the parliament on Friday, 28 June, U Aung Min said, “The government has a plan to hand over the task of organizing political dialogue to Parliament,” after the signing of the nationwide ceasefire, according to Eleven Media.

Following Aung Min’s address, Shwe Mann, Lower House Speaker, has called for direct involvement of the Parliament in the peace process on Tuesday, 2 July.

The Lower House of Parliament has approved a Printing and Publishing Enterprise Bill in Nay Pyi Taw on Thursday after amending, subtracting and supplementing 24 points, despite criticism from media organisations.

Two clauses have been totally removed. They are ‘Publications that are contrary to the constitution and other existing laws’ stated under Article 7 of Chapter (3); and ‘No one is allowed to bring overseas publications or issue publications locally that violate any condition of Article 7 although they are not declared illegal beforehand.

Prison sentences set under Articles 20, 21 and 22 of Chapter (7) have also been discarded. And instead, those who break the rules and regulations are to pay fines as prescribed in the bill.

One of the supplemented points states that any condition in this law shall not bar a citizen from expressing, speaking and writing freely as enshrined in the constitution and that any action taken in line with this law shall not harm the right of the citizens to express, speak and write freely in accord with the law.

Another supplemented provision says that if no separate law is enacted, anyone shall not be allowed to engage in broadcasting, apart from printing and publishing. According to another new provision, the right of the fourth estate to assume and express freely in accord with the law shall not be infringed. Media persons criticize attacks on journalists

( Yangon, 4 July 2013):  Myanmar Journalist Networks had organized a press conference Wednesday in Yangon, the former capital of Burma to narrate the story of assaults on some photo journalists by the security forces engaged in the historic Shwe Dagon pagoda.

Ko Lin Bo Bo, a photo journalist from European Press Photo Agency with some other journalists attended the press conference, held at Kyauk Tan Htar township of  Yangon on July 3 evening, where he described about the incident of physical assault.

The journalist team was there on July 2 knowing that the Thai Princess Maha Chakri Sirindhorn would pay a visit to the gigantic pagoda in Yangon. Photo journalist Bo Bo  was waiting for two to three hours there to get an opportunity to take photographs of the visiting Thai Princess.

Accordingly Princess Maha Chakri Sirindhorn arrived at the splendid pagoda in the evening and Bo Bo with some other photo journalists rushed to the spot. Suddenly there emerged a security person who pushed Bo Bo from his back to the ground. Bo Bo had to swing for few feet behind and his valuable 70-200mm F4 L IS USM Lens of Canon 1D Mark III was also broken.

Two young photo journalists, who were observing the incident, quickly came to the spot and questioned about it to the security person. But more security personnel gathered on the spot and engaged in hot debates with the journalists.

Finding the incident unpleasant, many photo journalists left the place, but Bo Bo with two young photo journalists stayed there. They were again targeted by the security personnel on duty.

In another incident, Ko Aung Naing Soe from popular news organization too tried to snap some photographs, when the security personnel took away his camera and even threaten to smash the instrument.

Ko Aung Naing Soe, while addressing the press conference, argued that the freedom of press in Burma is yet to be established as the authority continues oppressing the working journalists.

Speaking to Narinjara through the phone, Ko Lin Bo Bo informed that he had already complained to Myanmar Press Council. He expects that even if the security personnel do not apologize publicly, but they should confess in front of media persons that they had done a mistake with attacks on journalists.

The KNU (Karen National Union) will not meet the government again in July if the government doesn’t follow the moral codes that have agreement from both sides, according to the KNU’s joint secretary, Padoh Mahn Mahn.

“If the agreement from the meeting of last June 15th will not be a good progressive, there is not much prospect that the meeting with the government,” he said.

The government’s peace making group and the KNU had agreement to meet off the record in July again when they discussed at the Peace Centre in Yangon in off the record meeting.

Padoh Mahn Mahn said it is important on ceasefire agreement not only the resettlement of the troops but also the moving of the government troops that they will have to discuss and specifying the date of meeting again depend on the effective of the agreement before.

“We have discussed the moral codes that both sides have to follow, but the government troops have still expanded their forces. The government built firmly their camps and they have based the camps closed to the KNU camps more than before,” he said.

This making the battles between the government and the KNU might break out anytime again that the government is seemed creating a battle. Furthermore, the government has still prepared the military operation instead of keep holding ceasefire agreement, said Padoh Mahn Mahn.

Like other ethnic nationalities, KNU have fought for equal right and self-determination for more than 60 years. They will not burden to confront the severe condition once again.

KNU wants to find a genuine peace solution with political dialogue than a war.

The government has ever changed their representative of peace making group whenever they want to deceive the ethnic groups. By doing so, the agreements got before automatically becoming not effective, and making both sides to talk again for peace process by off the record meeting. The KNU will not accept such situation created by the government.

In currently situation, the information was appeared that the minister U Aung Min, a representative of Peace Making group will resign and the emergency meeting for Security Council will hold and it seems appear the conflict between the parliament and the government that is the government’s new tactics to play again.

However the government and the KNU have met two times at State Level and Union Level in 2012 formally, there is still no improvement.

WGEC သည္ေသြးစည္း ညီညြတ္ေသာ တိုင္းရင္းသား လူမ်ဳိးမ်ား ဖက္ဒရယ္ေကာင္စီ (UNFC) မွ ဖြဲ႔စည္းထားေသာ အလုပ္အဖြဲ႔ ျဖစ္ပါသည္။ဤအလုပ္အဖြဲ႔သည္ UNFC ႏွင့္ အစိုးရတို႔ ႏိုင္ငံေရးအရေတြ႔ဆံုေဆြးေႏြးသည့္ အခါ UNFC အဖြဲ႔၀င္ မဟုတ္ေသာ အျခား တိုင္းရင္းသား အဖြဲ႔မ်ား၏ အျမင္ သေဘာထားမ်ား ရယူရန္ေဆာင္ရြက္ ေပးေရးပင္ျဖစ္ေၾကာင္း UNFC အရာရွိ တစ္ဦးကဆိုပါသည္။

ဤသို႔ေၾကာင့္ WGEC သည္ျပည္တြင္းျပည္ပရွိ UNFC မဟုတ္ေသာ တိုင္းရင္းသား အဖြဲ႔အစည္းမ်ားႏွင့္ ေတြ႔ဆံုေဆြးေႏြးျပီး သေဘာထား တူညီေသာ လမ္းျပမူ (၆) ခ်က္ ရရွိခဲ့ပါသည္။ဤသည္UNFC မွေပးေသာ WGEC ၏ တာ၀န္ျဖစ္ျပီးတာ၀န္ ၿပီးဆံုးပါက WGEC အဖြဲ႔ကို UNFC မွ အလိုအေလွ်ာက္ ဖ်က္သိမ္းခဲ့သည္ဟု၄င္းက ဆိုပါသည္။
