Lahtaw Brang Shawng, a Kachin civilian who was accused of being a KIA officer, has been released from Myitkyina prison today. A Myitkyina court last week sentenced Lahtaw Brang Shawng to two years in prison. He has already been in detention for more than a year since military intelligent officers arrested him from Janmai Kawng IDP camp on June 17, 2012.

Ministers U Aung Min and U Ohn Myint accompanied Lahtaw Brang Shawng and hand him over to his family and IDP camp authorities. U Aung Min previously said he would release Brang Shawng in a week after his sentence during a meeting with Kachin IDPs in Myitkyina in May.

 Local sources say 13 prisoners from Myitkyina prison and 14 other prisoners from Bhamo and Putao prisons have been released today. U Aung Min said there are a total of 70 prisoners being released nation-wide in today’s release.

With the aim of placing emphasis on humanitarian grounds and encouraging them to be able to serve the national interest after understanding the goodwill of the State, President of Republic of the Union of Myanmar has granted amnesty to 73 prisoners from respective jails in accord with Section 204 (a) of the Constitution and 401 (1) of the Code of Criminal Procedure as of today.

 

Burma Democratic Concern (BDC) welcomed the prisoners’ amnesty today. Burma Democratic Concern (BDC) sincerely believed that in order to build the peaceful prosperous progress Burma, we must have common position amongst all parties concerned by putting national interest first.

Burma Democratic Concern (BDC) would like to express our perception that if we want to see the change in Burma and then we must be the ones who are changing the nation and we also must be ready to embrace the change.

ၿပီးခဲ့တဲ့ ဇြန္လ (၂၇) ရက္ေန႔က ျမန္မာႏိုင္ငံအတြက္ ဆက္သြယ္ေရးကြန္ရက္ ေအာ္ပေရတာ လိုင္စင္ ႏွစ္ခုကို ခ်ေပးရာမွာ မူဆလင္အာရပ္ ကာတာႏိုင္ငံအေျခစိုက္ အူရီဒူ (Ooredoo) အုပ္စုဟာလည္း ေနာ္ေ၀း Telenor နဲ႔ အတူ အေရြးခ်ယ္ခံ ေအာ္ပေရတာျဖစ္လာပါတယ္။

ဒီမွတ္စု မွာ အူရီဒူနဲ႔ ပတ္သက္တဲ့ အၾကမ္းဖ်င္း ေကာက္ေၾကာင္းပံုရိပ္ကို ရွာေဖြ မွတ္စု ထုတ္ထားပါတယ္။ သံုးသပ္ ဆံုးျဖတ္လိုသူမ်ားအတြက္ အခ်က္အလက္ စုစည္းေပးတဲ့ သေဘာ ျဖစ္ပါတယ္။

(၁) အူရီဒူ အုပ္စု ဟာ အမ်ားပိုင္ ကုမၸဏီပံုစံ ဖြဲ႕စည္းထားေပမယ့္ ကာတာအစိုးရ ထိန္းခ်ဳပ္ထားတဲ့ တယ္လီ ကြန္မ်ဴနီေကးရွင္း ေအာ္ပေရတာ ကုမၸဏီႀကီးျဖစ္ပါတယ္။ ယခင္က Qatar Telecom (Qtel) လို႔သိၾကတဲ့ ဒီကုမၸဏီကို ၁၉၈၇-ခုႏွစ္မွာ စတင္တည္ေထာင္ခဲ့ၿပီး မၾကာေသးတဲ့ ၂၀၁၃-ခုႏွစ္ ေဖေဖာ္၀ါရီလကမွ Ooredoo ဆိုတဲ့ နာမည္သို႔ ေျပာင္းလဲခဲ့ပါတယ္။

(၂) ပူးတြဲပါ chart မွာ ျပထားတဲ့အတိုင္း ကာတာႏိုင္ငံ (တစ္နည္း၊ ကာတာအစိုးရ) က အူရီဒူ အစုရွယ္ယာအားလံုးရဲ႕ ၅၂% ကို ပိုင္ဆိုင္ပါတယ္။ ကာတာအစိုရအဖြဲ႕နဲ႔ ပတ္သက္တဲ့ အဖြဲ႕အစည္းေတြက ၁၇% ပိုင္ပါတယ္။ ADIA (Abu Dhabi Investment Authority)Ooredoo လို႔ေခၚတဲ့ ယူေအအီးႏိုင္ငံက အဘူဒါဘီ ေစာ္ဘြားျပည္နယ္ရဲ႕ စုေပါင္း ၾကြယ္၀မႈရံပံုေငြ က အူရီဒူရဲ႕ ရွယ္ယာ ဆယ္ရာခိုင္ႏႈန္းကို ၀ယ္ယူပိုင္ဆိုင္ထားပါတယ္။ ဒိုဟာ ဆီက်ဴရတီေစ်းကြက္မွာ ၁၉၉၈ အမ်ားပိုင္ ကုမၸဏီအျဖစ္ စာရင္းတင္ၿပီး ရွယ္ယာ စတင္ေရာင္းခ်ခဲ့တာ ျဖစ္ပါတယ္။

(၃) အူရီဒူ ဆက္သြယ္ေရးကြန္ရက္ကို သံုးစြဲၾကသူေပါင္း (၉၁) သန္းေက်ာ္ရွိတဲ့အထဲမွာ ကာတာႏိုင္ငံအတြင္းက သံုးစြဲသူေတြဟာ ၃% မွ်သာ ရွိၿပီး အင္ဒိုနီးရွားႏိုင္ငံထဲက သံုးစြဲသူ (၆၂)% ရွိပါတယ္။

(၄) ေနာ္ေ၀းအစိုးရကထိန္းခ်ဳပ္ထားတဲ့ Telenor ဟာ ထိုင္းနဲ႔ ဘဂၤလာေဒ့ရွ္က သံုးစြဲသူေတြအပါအ၀င္ ကမၻာတစ္၀ွမ္းက သံုးစြဲသူေပါင္း သန္း (၁၅၀) ေက်ာ္ကို ၀န္ေဆာင္မႈေပးေနတဲ့ ကုမၸဏီျဖစ္ပါတယ္။

(၅) အူရီဒူ (ထိုစဥ္က အေခၚ Qtel) ဟာ Skype အစရွိတဲ့ အင္တာနက္က ရုပ္/သံစကားေျပာကြန္ရက္ (VoiP) စနစ္ေတြကို ပိတ္ပင္ခဲ့ဖူးတဲ့ အစဥ္အလာရွိတယ္။

(၆) ၂၀၀၆-ခုႏွစ္အတြင္း အူရီဒူ (ထိုစဥ္က အေခၚ Qtel) ရဲ႕ proxy server ေတြက အိုင္ပီလိပ္စာေတြကေန အင္တာနက္ သံုးစြဲသူေတြဟာ အခမဲ့ အြန္လိုင္း စြယ္စံုက်မ္း ၀ီကီပီးဒီးယားကို ဖ်က္လိုဖ်က္ဆီး အေမွာင့္လုပ္ရပ္ေတြလုပ္တဲ့အတြက္ ၀ီကီပီးဒီးယား ၀က္ဘ္ဆိုက္ ကို ထိန္းခ်ဳပ္သူေတြက အဲသည္ Qtel ကို သံုးစြဲေနသူေတြမွန္သမွ် ၀ီကီပီးဒီးယားမွာ ၀င္ေရာက္ေရးသား တည္းျဖတ္ျခင္း မျပဳႏိုင္ႏိုင္ေအာင္ ဘေလာ့ခ္လုပ္ ပိတ္ပစ္လိုက္ဖူးတယ္။ အဲသည္လို ကန္႔သတ္ပိတ္ပင္မႈဟာ အယ္ဂ်ာဇီးယား ရုပ္သံဌာနအပါအ၀င္ ကာတာတစ္ႏိုင္ငံကို သက္ေရာက္ခဲ့တယ္။ ဒါကို နည္းပညာပိုင္းဆိုင္ရာ ၀က္ဘ္ဆိုက္ေတြမွာ က်ယ္က်ယ္ျပန္ျပန္႔ ေရးသားေဖာ္ျပျခင္းခံရတဲ့အတြက္ ဒီပိတ္ပင္မႈကို နာရီေပါင္းမ်ားစြာအၾကာမွာ ျပန္လည္ ဖြင့္ေပးခဲ့တယ္။

(၇) လိုင္စင္ခ်ေပးဖို႔ အေရြးခ်ယ္ခံရတဲ့ အူရီဒူ ဟာ ျမန္မာႏိုင္ငံထဲက ဆက္သြယ္ေရးကြန္ရက္ကို တိုးခ်ဲ႕တည္ေဆာက္ဖို႔ရာ ေဒၚလာ (၁၅) ဘီလီယံ အကုန္အက်ခံၿပီး လုပ္ေဆာင္မယ္လို႔ ေၾကာ္ျငာထားသူျဖစ္တယ္။ Digicel က ကိုးဘီလီယံ အကုန္အက်ခံမယ္လို႔ ေၾကျငာထားၿပီး၊ အရံ တတိယကုမၸဏီအျဖစ္သာ စာရင္းေပါက္သြားတဲ့ ျပင္သစ္က Telecom Orange ကေတာ့ တစ္ဘီယံသာ သံုးစြဲလုပ္ေဆာင္မယ္လို႔ ကတိျပဳထားသူျဖစ္တယ္။

(၈) တင္ဒါေအာင္သူ ေအာ္ပေရတာႏွစ္ဦးကို ေရြးခ်ယ္ရာမွာ ဦးဆက္ေအာင္ ဦးေဆာင္တဲ့ ေရြးခ်ယ္ေရးေကာ္မီတီ (နာမည္ အျပည့္အစံု အားျဖင့္ Telecommunications Operator Tender Evaluation and Selection Committee ေခၚ TOTSC) က တိုက္ရိုက္ေရြးခ်ယ္တာ မဟုတ္ဘူးလို႔ဆိုပါတယ္။ ဒီေကာ္မီတီက ဂ်ာမနီႏိုင္ငံ ျမဴးနစ္မွာ ရံုးခ်ဳပ္ထားရွိတဲ့ စီးပြားေရး အႀကံေပး ပညာရွင္အုပ္စု Roland Berger Strategy Consultants ကို ငွားရမ္းတာ၀န္ေပးခဲ့တယ္ လို႔ဆိုပါတယ္။

(၉) အဲသည္ Roland Berger က ကၽြမ္းက်င္သူ ပညာရွင္ေတြဟာ အမွတ္ (၁၅၀၀) အမွတ္ေပးစည္းမ်ဥ္းအရ တင္ဒါဆြဲသူမ်ားကို အကဲျဖတ္ရာမွာ အမွတ္ (၁၀၀၀) က နည္ပညာပိုင္းဆိုင္ရာအကဲျဖတ္ခ်က္ေတြျဖစ္ၿပီး က်န္အမွတ္ (၅၀၀) ကေတာ့ ေငြေရးေၾကးေရးပိုင္းကို အကဲျဖတ္အမွတ္ေပးခဲ့တာလို႔ ဆိုပါတယ္။

(၁၀) တင္ဒါေလွ်ာက္ထားသူ ေပါင္း ကိုးဆယ္ေက်ာ္အနက္ ဆယ့္ႏွစ္ဖြဲ႕ကို ေရြးခ်ယ္ေရးအဖြဲ႕က ေရြးထုတ္ခဲ့ၿပီးေနာက္ အဲသည္ ဆယ့္ႏွစ္ဖြဲ႕ထဲက ထိပ္တန္းအတြဲျဖစ္တဲ့ Vodafone နဲ႔ China Mobile တို႔တြဲထားတဲ့ အဖြဲ႕က မိမိတို႔သေဘာအေလ်ာက္ ႏႈတ္ထြက္သြားခဲ့တယ္။ က်န္တဲ့ ဆယ့္တစ္ဖြဲ႕ထဲက အတြဲလိုက္ ပါတနာဖြဲ႕ၿပီး ေလွ်ာက္ထားသူေတြ မရဘဲ တစ္ကုမၸဏီခ်င္းေလွ်ာက္ထားတဲ့ Ooredoo နဲ႔ Telenor တို႔ တင္ဒါေအာင္ခဲ့တယ္။ Orange ကေတာ့ အရံ စာရင္းေပါက္ခဲ့တယ္ လို႔ သတင္းထြက္ပါတယ္။

The blast attack that was carried out at the 5th anniversary of Thahaponnyacaribon Donation Association of Mandalay on Sunday was believed to have come from a bomb that was handmade, according to Mandalay region police force office.

In connection with the blast, the authorities are blocking the entrance and exit of Mandalay to search the suspects of blast.
The explosive was placed under a parked car near a religious sermon preached by Buddhist monk Sayadaw U Wirathu in Mahaaungmyay Township about 9 PM at night and damaged two rear wheels, front right side wheel and the car right side body near a passenger door.

 

Police Major Soe Nyein said, “We found about four pieces of cast iron near the car. The right side of passenger door is damaged in 3 or 4 places and petrol tank had a hole. The police are surrounding around the areas of Mandalay to search and inquire about the suspects.”

The blast caused one novice and four people injured and one woman is sent to Mandalay General Hospital.

A resident lived near the blast said about his experience, “I heard first the loud noise and at that time, the sermon is not finished. I noticed that the blast is loud because it has happened near microphone. A whistle-blower of the monk announced that it is a tyre blast but later confirmed that the blast is occurred by a minor handmade bomb. The police and soldiers arrived at the scene to cover security and bomb clearance.”

The officials inspected the scene thoroughly and found ten pieces of cast iron. The blast is assumed to cause by a handmade bomb made. The explosive material was packed inside a cast tin, according to the investigation.

“The religious sermon was not finished at the time of the blast. The sermon was temporarily stopped because of the blast. The people who came to the sermon were agitated by the blast. Some went back to their homes and didn’t come back. But the monk continued with his sermon and continued with blessing the participants with holy water,”  he said.

The car where the bomb was hidden is parked at the same location on a daily basis. At about 9.30 pm, the religious sermon still being conducted. Then a loud explosion sounded to my ear, said the mother of doctor who belong to the car.

The police station from Mahaaungmyay Township is taken action with criminal act 286.

Four people injured as an explosion went off near a religious preaching ceremony of Buddhist monk Sayadaw U Wirathu in Mahaaungmyay in Mandalay Sunday evening, injuring four people.

The religious sermon was held to mark the 5th Anniversity of Thahaponnyacaribon Donation Association of Mandalay.

The explosion took place at a car park 50 feet distant from the religious sermon held at 9.20 pm on July 21, police said.

The car is parked there almost every day. At about 9.30 pm, the religious sermon was not over. Then a loud explosion sounded to my ear, said the mother of doctor who belong to the car.

The explosion caused four people injured and minor damage to the car and the injured were admitted to Mandalay General Hospital. Local police and troops arrived at the scene, launching investigation into the incident whether it is a bomb explosion or not.

Someone on the motorcycle threw an object before the occurrence of the blast, said a witness who is close to the scene.

New Letpadaungtaung deal- Wanbao and Ministry of Mines

Myanmar’s Ministry of Mines and the Chinese Wanbao Company operating the controversial Letpadaungtaung copper mine project are planning to finalise signing a new contract on July 24, according to the reports of Ministry of Mines.

The Ministry of Mines will submit a newly amended contract to parliament and hold a press conference.

Last year, police responded to demonstrations against the project’s environmental and social impacts with a brutal crackdown on November 29, using phosphorous against protesters.

A probe led by opposition leader Aung San Suu Kyi called for the contract to be reviewed, and for fair compensation to be provided for farmers of land confiscated for the project.

The old contract allowed Wanbao Mining Ltd. and Union of Myanmar Economic Holding Limited (UMEHL) to share 96 percent profit and the Ministry of Mines under the No.1 Mining Enterprise would only charge four percent as a mineral tax. According to the newly-amended contract, the No.1 Mining Enterprise will gain 51 percent profit, Wanbao get 30 percent and the Union of Myanmar Economic Holding Limited (UMEHL) 19 percent.

In Letpadaungtaung, copper production costs US$ 3,600 for one ton of copper. If exported, one ton price is between US$ 6,500 and US$ 7,000. Moreover, Yang Tse Mining Ltd. under the control of Wanbao Company and the UMEHL are jointly cooperating Sabeitaung and Kyaysintaung copper mine projects.

While operating Sabeitaung and Kyaysintaung copper mine projects, the UMHEL had taken over 50 percent shares of No.1 Mining Enterprise with US$ 100 million and Yang Tse Mining Limited also took over 50 percent of Ivanhoe Myanmar Holdings Limited ( IMHL) with US$ 100 million.

Chinese Wanbao Company has been granted five years of tax exemption. Moreover, the company was also given different kinds of tax exemption for its imported heavy machineries including various types of vehicles. The Letpadaungtaung copper mine project is a giant project which can triple to profits compared with that of Sabeitaung and Kyaysintaung copper mine projects.
