The birth rate in the northern parts of Rakhine State is increasing at an alarming rate, sources said.
Three areas, Maungdaw, Butheedaung, and Rathaytaung, have grown overcrowded. In Maungdaw, for instance, there are 870 people per square mile.
Authorities said there are many cases of unregistered marriages, resulting in unregistered births.
In 2009, a small-scale population survey found 7,289 illegally born children in the areas.
The areas are located close to the Bangladesh border. The Border Immigration Management Centre has 26 centres in nine areas in Maungdaw District to check illegal immigration.
There are 25,553 Rakhine nationals and 443,390 Bengalis living in Maungdaw, and 46,192 nationals and 230,000 Bengalis in Butheedaung, figures show.
Four people smugglers were sentenced to up to 10 years in prison by a Thai court on Thursday over a 2008 incident when 54 migrant workers from Burma suffocated to death inside a seafood container,Agence France-Presse (AFP) has reported.
The four Thais were convicted of gross negligence resulting in death and of breaking immigration laws, an official from a court in the country’s southern Ranong province told AFP.
The 54 victims were among 121 people crammed into the 6 x 2 m container which reportedly had a broken ventilation system. The migrants were being transported to Phuket in southern Thailand to work as day laborers.
The owner of the container truck was sentenced to 10 years in prison, a second defendant received nine years and a third—who owned a jetty in southern Thailand where the migrants arrived by boat—was jailed for six years, the report said.
A woman defendant had her sentence halved to three years after confessing, the official said.
The truck driver, who fled the scene after discovering the tragedy, was jailed for six years in August 2008 having admitted to his role in the crime, the official added.
Survivors have recounted desperately trying to raise the alarm as they fought for breath in the storage box.
“No matter how many times we hit the container the driver did not pay any attention,” one female migrant who was on board told Thai television.
Both Upper and Lower Houses of Parliament will submit a proposal on the peace issue in northern Myanmar’s Kachin State during a parliamentary session scheduled for next month, according to Members of Parliament (MPs).
In the proposal, the National Race Affairs Committees from both Houses will urge the government to establish a national policy to restore peace promptly in Kachin State.
“Kachin State has suffered a prolonged war. And with the passage of time, regional security is worsening. At present, we need to achieve peace there most quickly,” Upper House MP Khet Htein Nan told reporters on December 25.
“This is why we will make a peace proposal in the parliament. We will urge the central government to establish policies for restoring peace in the region,” he said.
He also pointed out the reason why the war keeps plaguing Kachin State is that neither the government nor the Kachin Independence Army (KIA) can build trust in a practical manner, and they have so far failed to reach a ceasefire or withdrawal of troops.
KIA should not continue justifying their reasons to fight as to prevent the invasion of government army, and meanwhile the government army should stop playing up fears that KIA might overthrow the Kachin State Government if they retreat.
Both sides need to build mutual trust, said Daw Dwe Bu, secretary of the National Race Affairs and Internal Peace Making Committee of the Lower House.
More than 2,000 skirmishes have occurred over the year in Kachin State, forcing a hundred thousand people to flee the affected areas.

The commission chairman summoned RNDP leaders to their office in the capital, Nay Pyi Taw, on Monday to convey the message, said sources.
The commission chief also demanded an explanation for publishing the pictures of Thida Htwe, who was allegedly killed by three Muslims on May 28 in Rakhine state, in a calendar and forbade the RNDP leaders to organise a ceremony to mark the anniversary of the fall of the Rakhine Empire on December 31, said Zaw Aye Maung, Rakhine National Affairs minister for Yangon Region.
RNDP chairman Dr. Aye Maung said the party would reconsider the use of racist language in their party newsletter.
He claimed that the calendar was intended to raise funds for a monastery named after Thida Htwe at the request of her parents.
Aye Maung said denied that December 31 would be celebrated by the party itself.
The party leaders have been warned of being prosecuted for failing to provide “formidable explanations” for their actions, said Zaw Aye Maung. “And the chairman accepted our explanations up to a certain extent.”
The two bouts of clashes in the Rakhine state in June and October left nearly 200 people killed and over 100,000 displaced.

Burmese government airstrikes rain down on KIA frontline posts near Kachin administrative capital Laiza on Dec 28. Two attack helicopters first came at around 9:30 am and then another three helicopters came, said a Laiza resident. Russian-made attack helicopters fired rockets and machine guns on KIA positions near Laiza. A Laiza resident says the latest round of airstrikes is so close to civilians’ areas as he can even see helicopters firing machine guns. The impact of the rocket is so strong that even a tree that has a person’s waist size falls down after being hit, said a KIA frontline officer.
KIA sources say there are about 1200 government soldiers closing in to Laiza areas by opening three fronts. Burmese army approached KIA positions from Shadan pa’s orange field, Myitkyina-Laiza route through Gangdau-yang and Bhamo-Laiza route through Dawhpum-yang. About 500 government soldiers have already been transported to Na Lung and a convoy of Burmese military trucks full of foot soldiers and road-building machineries have been sent to Kachin frontline from Mali and Dabak. More ground troops and military equipment were sent to an orange field near Shadan Pa, Gangdau-yang, Laja-yang, Laimawk-yang and Dung Hkung village both by air and land route.
With troop escalation on the ground and increased airstrikes, Burmese army has begun another major offensive on KIA. Fighting in KIA’s 5thbrigade area and government’s airstrikes escalated after government’s northern commander Brig-Gen Tun Tun Naung issued an ultimatum to withdraw KIA troops from the route to Laja-yang by Christmas day.
