A total of 21 Thai fishermen stranded at several islands in Indonesia for years will return to Thailand tonight. Foreign Ministry spokesman Sek Wannamethee said Friday that 21 Thai fishermen will return on an AirAsia Flight QZ 252 and arrive at Don Mueang airport at 8.15 pm. He said until now there are still 70 crew of Thai fishing boats stranded at Ambon island in Indonesia. He added that the Foreign Ministry is still trying every effort to bring stranded Thai crew members to return safely. A draft of the local criminal code known as Qanun Jinayat, obtained by the Jakarta Globe includes a clause that stipulates that a non-Muslim caught violating Shariah would be given the option of being tried at a Shariah court or at a regular court, based on the national criminal code.

However, if the act is considered a crime under Shariah but not under the national criminal code, even non-Muslim violators would be tried based on the regulations stipulated in the Qanun Jinayat.

The maximum punishment under the Shariah-based code is 200 strokes of the cane, a fine worth the price of 2 kilograms of gold or 200 months in jail.

Convicted child rapists, for instance, would face punishment of 150-200 strokes of the cane or a fine of between 1.5kg and 2kg of gold or a prison sentence of 150 to 200 months.

Engaging in homosexual acts — which is not a crime under the national criminal code — would fall under the category of unlawful sexual intercourse, or zina , which is punishable by a maximum of 100 lashes, a kilogram of gold or 100 months in jail.

Buying or carrying alcoholic beverages — also allowed elsewhere in the country — would result in at least 10 strokes of the cane or 10 months in prison, with a maximum fine of 100 grams of gold.

Without much fanfare, the Aceh provincial administration and legislative council have approved the Qanun Jinayat (behavior-governing bylaw) that obliges every Muslim and non-Muslim in Aceh to follow sharia, the Islamic legal code.

“The qanun does indeed oblige everyone in Aceh to follow sharia without exception,” councilor Abdulah Saleh, who was involved in the deliberation of the qanun in the council, confirmed on Thursday.

Right activists on Tuesday expressed serious concerns about a proposed bylaw that would impose a Shariah-based criminal code on non-Muslims in Aceh.

“Don’t allow Islamic Shariah to curb civil rights, especially if it is forcefully applied to non-Muslims,” Bonar Tigor Naipospos, deputy chairman of human rights watchdog Setara Institute, told the Jakarta Globe on Tuesday. As a possible solution, he explained that two legal systems could be in place at the same time: local laws and national laws, but he added: “People should be able to choose.”

Indonesia’s elite anti-terrorism squad shot and killed six suspected militants and arrested another amid New Year’s Eve celebrations in an all-night standoff at a house near the country’s capital, a police spokesman said Wednesday.

Intelligence gathered from earlier arrests allowed police to storm hideouts in Ciputat on Jakarta’s outskirts as part of an investigation into an alleged plot to bomb the Myanmar Embassy and a Buddhist temple, said National Police spokesman Brig. Gen. Boy Rafli Amar.

The nine-hour-long shootout started late Tuesday when most Indonesians were preparing to celebrate the end of the year and ended Wednesday. Amar said those killed had refused to surrender and had fired guns and lobbed homemade bombs at security forces, injuring one police officer in his leg.

He said the men were suspected of being part of a larger group involved in robberies used to fund terrorist activities, mainly aimed at police. They also were linked to terrorist group led by Santoso — on the police’s most wanted list — in Poso, a flashpoint of terrorism in Central Sulawesi where a Muslim-Christian conflict killed at least 1,000 people from 1998 to 2002.

“There is a strong indication that they were involved in a series of police killings,” Amar told reporters, adding police found at least six homemade bombs at the house.

Police were trying to determine whether the men killed in the raid were connected to and alleged plot in May against the Myanmar Embassy to retaliate against Myanmar for attacks on Muslims in that country.

In August, a small bomb exploded outside a Buddhist temple packed with praying devotees in Jakarta. One person was injured, but two other devices failed to explode. Officials have said the attack appears to have been meant to avenge the deaths of Muslims in Myanmar.

Sectarian violence in Buddhist-majority Myanmar has killed scores of people, and tens of thousands of Muslims have been driven from their homes.

Indonesia, the world’s most populous Muslim nation, has been battling terrorists since bombings on the resort island of Bali in 2002 killed 202 people, mostly foreign tourists.

Such attacks aimed at foreigners have been largely replaced in recent years by smaller, less deadly strikes targeting the government, mainly police and anti-terrorism forces.

Medan (Indonesia) (AFP) – An Indonesian court Wednesday jailed 14 Muslim Rohingya men from Myanmar for nine months each for bludgeoning eight Buddhists from their country to death in an Indonesian detention centre.

The Rohingya asylum-seekers in April killed the Buddhist men, who had been detained for illegally fishing in Indonesian waters, as sectarian tensions in their home country flared.

The Rohingyas, aged 18 to 37, accused the fishermen of sexually harassing two Rohingya women and said the Buddhists started the violence in the detention centre, in the port town of Belawan near Medan city on Sumatra island.

“The defendants have been proven legally and convincingly guilty of working together to blatantly carry out violence, which resulted in the loss of human lives,” chief judge Aksir told the Medan district court.

“We sentenced them to nine months in prison,” he said.

The operation will involve some 135,000 personnel from the Immigration Department, police, Armed Forces, Rela, Civil Defence, National Registration Department and local councils.

The Immigration Department is the lead agency.

The authorities will conduct raids mainly in Kuala Lumpur, Selangor, Penang and Johor which have been identified as the dens for illegals.

Once arrested, they will be deported immediately as the Immigration Department does not want its 12 detention centres around the country, each with a capacity of 1,000 people, to be overcrowded.

Employers found hiring illegals could be charged under the Anti-Trafficking in Persons and Smuggling of Migrants Act 2007 (Amendment 2010).

Immigration director-general Datuk Alias Ahmad said the department would seek the cooperation of foreign missions through Wisma Putra to issue the illegals with travelling documents to speed up their deportation.

Security has been tightened around the town and surrounding villages as well as nearby islands in Myanmar’s southern coastal region. Police say they received a report last week saying three terrorists with explosive materials would enter Myeik crossing by sea from Thailand.

“Three terrorists have not been seized. There is various news, but security measures are being taken systematically. All the villages and wards, as well as nearby islands and the ports, are closely monitored by the officials,” said an on-duty police officer at Kywal Ku Bridge.

Local authorities have been closely monitoring the entries of strangers into Myeik Township. They carried out inspections in and around the town, and are tightening security.

“We have beefed up the security. Since August 17, we are checking every individual both day and night. We also check all the vehicles. At night, we patrol by boat along the river, and check the jetties. If necessary, more security forces will be deployed. We will have to continue our security measures for several days ahead,” he added.

The suspects have been identified by local authorities to be holding Thai citizenship. Two of them are said to be originially Myanmar natives who moved to Thailand in their young age, and one is reported to be living now in Indonesia. All of them speak Myanmar language fluently, according to the authorities.

MV Gladys breached, engine room flooded-MV GLADYS ကုန္တင္သေဘၤာအား ျမန္မာ့ေရတပ္က ကယ္တင္လုိက္ျပီ

Singapore: A tugboat deployed from Singapore should arrive today in Myanmar waters to try and help shift the MV Gladys. The Gold Star Line containership, carrying 674 boxes, ran aground last Wednesday near Mananung island while en route to Chittagong. The tug boat will take around five days to move the ship 300 miles to Chittagong. The ship’s engine room flooded, causing the ship to lose power and drift. All but three of the crew abandoned ship, those still onboard have been delivered food and water by the Myanmar navy over the weekend.  [05/08/13]

Situation with the container ship Gladys, which ran aground on Aug 1 13 off Cheduba Island, Myanmar, Bay of Bengal, is worse than it was previously reported, wrote The Financial Express on Aug 4. Vessel suffered a breach in engine room area with resulting water ingress. Engine room was flooded, causing a blackout. Most of the crew left the vessel, only three crew remained on board. How did the crew leave the vessel, and its’ present location, are unknown. Assumingly they have been taken on shore. Myanmar Navy boat is to deliver some supplies, food and water, to the three crew who’re staying on board. Owner chartered a tug from Singapore to refloat the vessel and tow her to Chittagong, ETA to grounding site Aug 6-7.

The police questioned eight witnesses Monday morning as Indonesian officials pushed for the swift arrest of terrorists accused of damaging “the peaceful spirit of the holy month of Ramadan.” Investigators were searching for those involved in the bombing on Monday morning, National Police chief Gen. Security cameras at the Ekayana Buddhist Center captured footage of an unidentified man dropping off two packages containing low-grade bombs moments before Sunday night’s explosion, a head monk at the West Jakarta temple said.

The man entered the Duri Kepa temple during a crowded sermon Sunday night, placing one bomb near a shoe rack and another behind a statue of the Maitreya Buddha before leaving, Bhikku Arya Maitri Mahatera said after watching the center’s closed-circuit security camera footage.

“The young man entered the temple and acted like any other member of the congregation,” Arya said.

Moments later a low-intensity bomb exploded near the center’s doors, injuring three people in a terrorist attack reportedly stemming from anger over anti-Muslim violence in Buddhist-majority Myanmar.

“When the blast happened, people were praying and they were very calm because they just thought it was a firecracker,” Arya said.

Religious Affairs Minister Suryadharma Ali said the perpetrators of Sunday’s bombing of Ekayana Buddhist Vihara in West Jakarta did not respect the sanctity of the Muslim holy month of Ramadhan and could therefore be considered “accursed and barbaric”.

“The faithful should not be inflamed by the incident,” Suryadharma told journalists in Jakarta on Monday as quoted by Antara news agency.

The minister said it was hoped that the bombing would not disrupt relations between Muslims and Buddhists.

“I urge all religious followers not to be provoked by the incident,” said Suryadharma.

The minister visited the Buddhist temple shortly after the attack on Sunday evening. He stayed at the location for around 30 minutes to inspect parts of the building damaged in the attack. The temple gate was closed immediately after the religious affairs minister left the location

Police increased security in and around the temple following the blasts.

A loud boom was heard at Ekayana Vihara, which is located in a residential compound in Duri Kepa, West Jakarta, at around 8 p.m. local time on Sunday. (ebf)

Indonesia based PT Telkom (Telco) has been selected to construct telecommunication mobile network

Indonesia based PT Telkom (Telco) has been selected to construct telecommunication mobile network in Myanmar, according to the Telco reports.

Telco is the largest telecommunications services company in Indonesia. Founded in 1856 it is a majority state-owned company.

Myanmar awarded Norway-based Telenor and Qatar-based Ooredoo communication licences at the end of June. Among two operators, Ooredoo has likely chosen PT Telkom to carry out construction works of mobile network, according to reports.

“Telkom had shown cooperation that could be carried out with international mobile enterprises according to our agreement,” said Arief Yahya, Telco CEO.

Although Telco was not involved in the competitive mobile tender for the two operating licenses, they were granted permission for opening a branch office in Myanmar.

Telekom mainly operates in fixed Line telephony, mobile and internet services, digital television, property and construction and IT Services, while other businesses are run by subsidiaries.

Moreover, the communication firm is now operating in Indonesia, Hong Kong, Austria, Malaysia and Singapore and planning to extend its market in Asia and the Middle-East.
