… คสช. ไม่มีนโยบายในการจำกัดเสรีภาพการแสดงออกของสื่อและประชาชนที่เป็นไปอย่างถูกต้องตามกฎหมาย โดยมากจะเป็นการขอความร่วมมือจากภาคส่วนต่างๆ ในการแสดงออกอย่างสร้างสรรค์ การบังคับใช้กฎหมายนั้นได้เจาะจงเฉพาะต่อการแสดงออกในลักษณะยุยง ปลุกปั่น และบิดเบือนข้อเท็จจริง เช่น ข้อความที่เป็น “Hate Speech” หรือ “วาทกรรมที่สร้างความเกลียดชัง” ซึ่งถือเป็นการละเมิดสิทธิของผู้อื่น อันอาจจะก่อให้เกิดความขัดแย้งในสังคมเพิ่มขึ้น และอาจส่งผลกระทบต่อความมั่นคงของชาติและสถาบันหลักของชาติได้เท่านั้น
