BANGKOK, 16 June 2014 (NNT) – Chief of the National Council for Peace and Order (NCPO) Gen.Prayuth Chan-ocha has instructed the council’s social psychological department to urgently tackle inappropriate behaviors in the Thai society while stressing that security officers must perform their duties in line with laws.

Gen.Prayuth on Monday chaired a meeting between the NCPO executives to keep track of the current situation and the work of each department of the council. The NCPO chief expressed his concerns for army, police and administrative officers who were providing security to the general public at present and called on them to help persuade people who opposed the NCPO to look at democracy from many angles.

Gen.Prayuth also instructed the Department of Religious Affairs and the National Office of Buddhism to deal with inappropriate behaviors of Buddhist monks more seriously. As for boards of state enterprises, the NCPO chief asked the Prime Minister’s Office and relevant units to compile information regarding payments, meeting allowances, bonuses and other privileges of the boards to see if they were in line with the criteria set by the Bank of Thailand and the Stock Exchange of Thailand.

BANGKOK, 16 June 2014 (NNT) – The National Disaster Warning Center (NDWC) has dismissed the rumors of tsunami in the southern province of Phang Nga, saying that destruction on the beach during the past few days was caused by strong winds and high waves.

The center earlier issued a warning to people in Takua Pa district to relocate their properties to high places following a forecast of annual monsoons in six Andaman coastal provinces. The center has continuously informed residents in the six provinces of the situation and told them not to panic.

The NDWC said it would continue updating the public on the situation. –

Strong tides and heavy rainfalls have caused damage to houses and businesses in the Kuek Kak sub-district in Phang Nga province. In response, the Kuek Kak Municipality has sent teams to provide initial aid.

Kuek Kak Mayor Sawas Tangeng said that due to the heavy rains which began in the morning, the municipality special teams have been dispatched to provide immediate assistance to the affected areas. The teams have cleared fallen tree branches from house roofs and roads, set up sandbags to prevent water from intruding and announced to the locals that they are available around the clock in case of emergency.

The Meteorological Department had warned that the strong southwesterly winds will continue to cause heavy rains and 2-4 metre high waves on the Andaman Sea over the next two days. Small boats have been advised to stay ashore.

BANGKOK, June 16 — A group of people calling themselves a university network for the reform of Thailand มปปท has urged the National Council for Peace and Order (NCPO) to call in former prime minister Thaksin Shinawatra, revoke his passport and strip him of his rank as a police lieutenant colonel and royal decorations as he has caused national problems.

Representatives of the network filed their written request addressed to NCPO คสช and Army chief Gen Prayuth Chan-ocha at the Army headquarters in Bangkok today.

They urged the NCPO to press charges against Thaksin with a court martial right away.

The representatives said that Pol Lt Col Thaksin supported persons who were insulting the royal institution overseas including Jakrapob Penkair, former prime minister’s office minister, who faces an arrest warrant.

Besides, they said Mr Thaksin had initiated the populist policies of the Yingluck Shinawatra government which caused corruption among other national problems.

Mr Thaksin left Thailand in 2008, just before the Supreme Court sentenced him to two-year imprisonment for conflict of interest during his past premiership.

Meanwhile, the NCPO continues summoning people to report to it. Today soldiers brought Kanyaphak Maneejak to report to the NCPO at the Army auditorium in Bangkok’s Thewes area.

Also known as DJ Orm, Miss Kanyaphak is a key red shirt leader in Chiang Mai, the home province and political stronghold of the Shinawatra family,

The NCPO’s spokesperson team said those who were likely to cause problems would be released just after turning themselves in but those who looked problematic ones would be detained for up to seven days to create understanding.

So far 320 people have been released after reporting to the NCPO. (MCOT)

YANGON – Venerable monks have been denied access to hotel conference rooms to host a press conference urging the release of five Buddhist monks detained on Friday.
Five Buddhist monks from Maha Thandi Thukha monastery in Yangon were disrobed and detained at Insein prison for offending the state religious ruling committee.
The religious dispute came to a head last Tuesday when police, officials from the Religious Affairs Ministry and some 250 monks from Yangon Sangha Nayaka Committee raided and shut down the monastery, run the venerable abbot Penang Sayadaw.
The authorities took some 20 monks into custody and have since disrobed and charged five — including the abbot’s disciple, English national Sayadaw U Ottara — for religious offences under Section 295 (a) 20/90 of the Penal Code at Tarmwe Court.
Sayadaw U Pamauk Kha aimed to hold a press conference on June 15 but found there was no available place to rent.
“We went to Sky Star Hotel owned by Shwe Than Lwin Company on June 14 morning to rent a hall and the hotel staff agreed. When we came to pay a deposit in the afternoon they didn’t accept us. They lied to us and denied saying that the rooms were already full,” said U Pamauk Kha.
Other followers found similar difficulties, with many owners refusing to associate themselves with the monastery for fear of repercussions from the government.
“Many owners agreed to rent their places before knowing the case but then refused us after hearing that we were from Maha Thandi Thukha monastery. On June 20, Sayadaw U Oatta and monks will be hearing at Tarmwe Court. We will know what to do while meeting with the Sayadaw U Oattara,” said Ye Min Oo.

Penang Sayadaw, abbot of MahaThandiThukha monastery, yesterday lashed out at the authorities for defrocking five monks before investigating their alleged religious offence.
Asked by Daily Eleven, Penang Sayadaw was commenting on the Tuesday’s raid at his monastery which led to the remanding and disrobing of the five monks.
The abbot, who has been on a trip to Japan, said he would return and resolve the incident carried out by secular authorities as well as the Regional SanghaMahaNayaka Committee, the ruling body for Buddhist monks.
“The Regional SanghaMahaNayaka Committee has the mandate. We do not have any mandate; therefore we will watch and respond to the actions they carried out. I will return to Myanmar to solve the problem. I cannot say exactly when I am going to come back. It may be tomorrow. It is difficult to set the date,” said the abbot, also known as U Pannavamsa.
The five monks are U Ottara (Sayadaw from England), U Thondnara, U Pannawura (Sayadaw from London), U Nanniya and a Sayadaw (name unknown) from Rakhine. They are guests at the monastery, according to the abbot.
The abbot said he suspected foul play in the defrocking process and that he questioned whether the decision to deprive the monkhood reflected the view of the entire ruling body for Buddhist monks.
“The Sangha code of conduct office has to determine whether a monk should be disrobed. Depriving monkhood without investigation is against Buddhist teaching, code of conduct and Sangha laws. The incident has caused uneasiness among local and foreign monks. The order of Regional Sangha Maha Nayaka Committee is based on 47 monks in the committee, representing some 500,000 monks. I want to ask them whether their order was really based on the view of all 47 monks,” said the abbot.
Under the instruction of the committee, the five monks were charged for religious offence under Section 295 (a) 20/90 of the Penal Code at Tarmwe Court.
The five have been disrobed and are currently detained at Insein prison, according to Friday’s news reports.

ทหารจากจังหวัดทหารบกบุรีรัมย์ กระจายลงพื้นที่อ.ประโคนชัย อ.นางรอง และ อ.พุทไธสง เพื่อล็อคกุญแจโกดังกลางจัดเก็บข้าวสารในโครงการรับจำนำปี 2555 – 2557 ที่เหลืออีก 6 โกดัง จากเมื่อวานนี้ (15 มิ.ย.) ล็อกกุญแจไปแล้ว 1 โกดัง ในอ.เมือง ซึ่งเป็นไปตามนโยบายของคณะรักษาความสงบแห่งชาติ หรือ คสช. เพื่อเพิ่มมาตรการดูแลข้าวสารที่จัดเก็บไว้ในโกดังเพิ่มอีก 1 ฝ่าย จากที่ก่อนหน้านี้มีหน่วยงานที่รับผิดชอบดูแลกุญแจโกดังกลางเพียง 3 ฝ่าย คือ ผู้แทนจังหวัด เจ้าหน้าที่องค์การคลังสินค้า และบริษัทตรวจสอบคุณภาพข้าว หรือ เซอร์เวเยอร์

พร้อมกันนี้เจ้าหน้าที่ยังตรวจเช็คกล้องวงจรปิดที่ติดตั้งไว้รอบโกดังกลางว่าอยู่ในสภาพที่ใช้การได้หรือไม่ เพื่อป้องกันการกระทุจริต หรือ ลักลอบขนย้ายข้าวสารในโครงการรับจำนำออกจากโกดัง เนื่องจากจ.บุรีรัมย์เป็นพื้นที่ที่มีการทุจริตลักลอบขนย้ายข้าวออกจากโกดัง จนมีการแจ้งความดำเนินคดีกับผู้มีส่วนเกี่ยวข้อง และขณะนี้เรื่องยังอยู่ในกระบวนการของศาล

ทั้งนี้หลังจากทหารล็อกกุญแจโกดังกลางครบทั้ง 7 แห่งแล้ว จะร่วมกับหน่วยงานที่รับผิดชอบเข้าตรวจสอบคุณภาพและปริมาณข้าวสารในโกดัง ทั้งนี้จากข้อมูลของสำนักงานการค้าภายในจังหวัด พบว่าจ.บุรีรัมย์มีโกดังกลางจัดเก็บข้าวสารอยู่ทั้งหมด 7 แห่ง ขณะนี้มีข้าวสารที่จัดเก็บไว้ในโกดังกลางตามบัญชีที่ระบุไว้ รวมทั้งสิ้น 224,791 กระสอบ หรือ กว่า 22,470 ตัน

ตัวแทนเครือข่ายมหาวิทยาลัยเพื่อการปฏิรูปประเทศไทย ยื่นจดหมายเปิดผนึกถึง พล.อ.ประยุทธ์ จันทร์โอชา ผู้บัญชาการทหารบก และหัวหน้าคณะรักษาความสงบแห่งชาติ หรือ คสช. เพื่อสนับสนุนการดำเนินการของ คสช. และขอให้ คสช. เร่งดำเนินการแก้ไขปัญหา

โดยเนื้อหาในจดหมายได้เรียกร้องให้คสช. เร่งออกคำสั่งให้ พ.ต.ท.ทักษิณ ชินวัตร อดีตนายกรัฐมนตรี กลับมารายงานตัวโดยเร็ว และพิจารณาตั้งข้อหาและดำเนินคดี รวมทั้งให้นำคดีเข้าพิจารณาในศาลทหารในทันที พร้อมให้ถอดยศและเรียกคืนเครื่องราชอิสริยาภรณ์ ตลอดจนเพิกถอนหนังสือการเดินทางทางการทูตด้วย

เนื่องด้วยเหตุผลดังนี้ 1.กรณีที่นายจักรภพ เพ็ญแข นายวุฒิพงศ์ กชธรรมคุณ หรือโกตี๋ นายเอกภพ เหลือรา หรือตั้ง อาชีวะ นายชูพงศ์ ถี่ถ้วน และนายสุรชัย ด่านวัฒนานุสรณ์ แสดงพฤติกรรมหมิ่นพระบรมเดชนุภาพ จนมีการตั้งข้อกล่าวหาและออกหมายจับ แต่จนถึงขณะนี้ยังไม่มีหน่วยงานใดตั้งข้อกล่าวหากับบุคคลที่อยู่เบื้องหลังที่สนับสนุนกลุ่มคนเหล่านี้ ทั้งที่บุคคลเหล่านี้ได้พูดถึงการติดต่อสื่อสารและได้รับการสนับสนุนจากพ.ต.ท.ทักษิณ

2.ที่ผ่านมามีการตรวจยึดอาวุธสงคราม และสามารถจับกุมบุคคลที่ครอบครองอาวุธได้เป็นจำนวนมาก รวมทั้งยังค้นพบแผนการของขบวนการที่จะก่อการร้าย ไปจนถึงแผนการแบ่งแยกดินแดน เช่น กรณีขอนแก่นโมเดล ก็มีหลักฐานสามารถเชื่อมโยงความสัมพันธ์กับพ.ต.ท.ทักษิณ

3. รัฐบาล น.ส.ยิ่งลักษณ์ ชินวัตร และพรรคเพื่อไทย ประกาศมาตลอดว่า โครงการรับจำนำข้าวมาจากแนวคิด “ทักษิณคิด ยิ่งลักษณ์ทำ”

เมื่อปรากฏว่าโครงการรับจำนำข้าวนอกจากจะขาดทุนมากว่า 500,000 ล้านบาทแล้ว ทางคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ ยังระบุว่าโครงการนี้มีการทุจริตทุกขั้นตอน โดยพ.ต.ท.ทักษิณ เป็นผู้ที่อยู่เบื้องหลัง

และ4. ระยะเวลา 7 เดือนที่ผ่านมา การชุมนุมของกลุ่มคณะกรรมการประชาชนเพื่อการเปลี่ยนแปลงประเทศไทยให้เป็นประชาธิปไตยที่สมบูรณ์อันมีพระมหากษัตริย์เป็นประมุข หรือ กปปส. ถูกลอบโจมตี และมีประชาชนถูกทำร้ายจนมีผู้เสียชีวิตและบาดเจ็บจำนวนมาก โดยมีหลักฐานแสดงว่าอาวุธและบุคคลที่ต้องสงสัย ในการก่อเหตุหลายกรณีเชื่อมโยงกับอาวุธและบุคคลที่ พ.ต.ท.ทักษิณ ให้การสนับสนุน จึงขอเรียกร้องให้คสช. เร่งออกคำสั่งให้พ.ต.ท.ทักษิณ กลับมารายงานตัวโดยเร็ว

วันนี้ 16 มิถุนายน 2557 ได้มีการประชุมบริหาร สำนักงานตำรวจแห่งชาติ ณ ห้องประชุมศรียานนท์ ผู้เข้าร่วมประชุมประกอบด้วย รรท.ผบ.ตร. ผู้บังคับบัญชาระดับ ตร. ผบช.และ ฝ่ายอำนวยการ ซึ่งเป็นการประชุมแลกเปลี่ยนความคิดเห็นในระดับผู้บังคับบัญชา ระดับผู้บริหาร นอกเหนือจากการติดตามสถานการณ์ผ่านระบบการประชุมทางไกล เป็นประจำทุกวัน
– ที่ประชุมมีการกำชับการปฏิบัติในการสนันสนุนการบริหารราชการของ คสช.ทั้งเรื่องการเร่งรัดดำเนินการคดีสำคัญ การสืบสวนจับกุมอบายมุขเป้าหมาย การปราบปรามการแพร่ระบาดยาเสพติด และค้ามนุษย์ เป็นต้น
-การเตรียมความพร้อมในการปฏิบัติในการก่อสร้างอาคารสถานีตำรวจทดแทนระยะเร่งด่วน เมื่อได้รับการอนุมัติการดำเนินการ โดยมีจำนวน 181 แห่ง ที่ต้องแก้ปัญหาอย่างเร่งด่วน เนื่องจากมีปัญหาด้านสถานที่ทำการ
-นอกจากนี้ยังการพิจารณาด้านการบริหารงานเช่น การบริจาคเงินเข้ากองทุนสวัสดิการของ ตร.เพื่อช่วยเหลือตำรวจบาดเจ็บ จากกำไรของสหกรณ์ ตร.ต่างๆ แนวทางในการปรับปรุงการประเมินผลการปฏิบัติงานอย่างเป็นรูปธรรมมากขึ้น โดยมีแนวทางการนำผลการประเมินตามโครงการสถานีตำรวจเพื่อประชาชนอยู่ในกรอบการประเมินด้วย กรอบการจัดชั้นสถานีตำรวจเบื้องต้น รวมทั้งคุณสมบัติของบุคคลภายนอกที่เหมาะสมในการรับสมัครเป็น ตร.ให้สอดคล้องกับมติ ก.ต.ช.ที่ให้รับข้าราชการตำรวจชั้นประทวนคุณวุฒิ ม.6หรือเทียบเท่า
