Eleven Media Group strongly denounces giving the right to vote to the temporary citizenship card (so called White Card) holders.
1. The Eleven Media Group denounces Union Parliament’s approval for the right to vote by the White Card holders, which the president suggested to approve.
2. Giving the right to vote to the foreigners who are still under scrutiny for citizenship is tantamount to accepting them as citizens which might attract the illegal entering of foreigners from the borderline. In fact, the right to vote is the highest privilege of the citizens.
3. Giving the right to vote to non-citizens or non-ethnics could infringe the rights to create the own destiny of the country’s ethnics who have been living together within the country for thousands of years. Especially, voting by non-ethnics could encroach upon the rights to create the own destiny of the ethnics living in the Rakhine State, Kachin State or Shan State which many foreigners illegally enter via borders.
4. What is more, it might cause other communal conflicts in Rakhine State, Kachin State and Shan State.
5. The Eleven Media Group hereby suggests the Union Parliament to reconsider the issue which can threaten national sovereignty and the emergence of a genuine Union aspired by ethnic nationals.

(၃) ႏိုင္ငံေရးရာ အဆံုးအျဖတ္တြင္ ႏိုင္ငံသားမဟုတ္သူမ်ားအား ဆႏၵမဲေပးခြင့္ဟူသည္မွာ မည္သည့္ႏိုင္ငံတြင္မွ မရွိပါ။
(၄) ကၽြႏ္ုပ္တို႔ႏိုင္ငံ၏ တုိင္းေရးျပည္ရာ ကိစၥတြင္လည္း မည္သည့္ႏိုင္ငံသားျဖစ္သည္ဟူ၍ သက္ေသခံႏိုင္ ျခင္း မရွိသူမ်ား၏ ဆႏၵမဲေပးခြင့္ကို လံုး၀ခြင့္မျပဳသင့္ပါ။

၂။ ႏုိင္ငံေတာ္သမၼတ၏ သေဘာထားမွတ္ခ်က္ျဖင့္ ေပးပုိ႔လာေသာ ယာယီသက္ေသခံလက္မွတ္ (White Card)မဲေပးခြင့္သည္ ႏုိင္ငံသားတုိ႔၏ အျမင့္ဆုံးအခြင့္အေရးျဖစ္ေသာ မဲေပးျခင္းကုိ တရားမဝင္ ႏုိင္ငံျခား သားမ်ားအား ေပးအပ္ျခင္းျဖစ္သျဖင့္ နယ္စပ္မွ တရားမဝင္ႏုိင္ငံျခားသားမ်ား ဝင္ေရာက္ျခင္းကုိ ဖိတ္ေခၚျခင္း ျဖစ္ေပသည္။

During its 17th regular meeting, held in the nation’s capital over the weekend, the NBF issued a statement declaring that the rights of setting up political parties, of casting votes, of electing candidates and of being elected should not be extended to white card holders. To do otherwise is to ensure encroachment on sovereignty, the statement said.

“White card holders really have no right to cast votes. They have no chance of voting in most countries in the world. Even in the United States of America, non-citizens have no right to cast a vote,” said NBF spokesperson Sai Saw Than Myint.

“In the United States, green card holders have no right to cast votes [except in some municipalities, which do allow voting at the local level]. We should not accept this, either. When ‘guest’ citizens are given the rights to be candidates, our citizens lose that right. We object to these rights being given to white card holders. To be able to hold free and fair elections, ethnic intellectuals and leaders should sit on the Union Election Commission. Ethnic leaders should be invited to organize the UEC at the different levels. We will continue to report on this point to make it known to the chair of the UEC.”

The plan of taking a census using a code number to classify 135 ethnic groups can cause disunity among ethnic people. It is necessary to negotiate about this matter with ethnic groups, the statement said.

It was learned that white cards were issued to Bengalis in Rakhine State to show support for the 2008 Constitution during the previous military regime. Rakhine State has some 600,000 white card holders.

Union Election Commission PUTS ON Ministry of Immigration and Population TO DECIDE ON WHITE CARDS VOTING RIGHT

It is up to the Ministry of Immigration and Population—and not the Union Election Commission—to decide whether or not holders of white, temporary citizenship cards should be allowed to vote in the 2015 election, UEC chairperson Tin Aye said on the weekend.

“It is still too early to say [whether white-card holders can or cannot vote in the election]. We need to discuss the issue further,” he told a group of journalists at the Inya Lake Hotel Yangon on September 14.

The UEC chairperson was asked to clarify remarks on June 29 by Minister of Immigration and Population Khin Yi, who told a press conference in Nay Pyi Taw that the question of whether or not white-card holders can vote in 2015 depends on the UEC.

Tin Aye said that the UEC has no mandate to decide who can vote but simply follows the rules and instructions of the legislative parliament and the respective ministry on this question.

“The commission needs to act upon the decision of the respective ministry. If the ministry says that white-card holders can vote, the commission must accept their votes. The commission does not have authority over it. The commission is just the election organizer,” he said.

“Parliament makes the law. If the parliament approves the right of white-card holders to vote, then they can vote. So, whether or not they can vote depends on what kind of law is in place. We will act in accordance with the laws. Only then will it be a free and fair election.”

Tin Aye added that those who believe it is within the jurisdiction of the UEC to decide whether or not white-card holders can vote need to read the laws again.

Parliament consented to discuss the bill submitted by Upper House MP Aye Maung, chairman of Rakhine Nationalities Development Party, on August 23. All the military representatives in parliament voted ‘yes’ despite earlier opposition from the ruling Union Solidarity and Development Party (USDP).

“We showed our support [for the bill] because this is a law which needs discussion. If we support or oppose, we always do it with the outlook of national politics which is supposed to serve the national interests. We do not seek individual or party interests,” MP Brigadier General Kyaw Oo Lwin told Daily Eleven.

The bill aims to amend the Political Parties Registration Law which critics say allows temporary citizens, or white card holders, to vote or establish political parties.

Many white card holders were allowed to cast votes in Rakhine State during the last elections in 2010, allowing members of the ruling party to win parliamentary seats. Some estimate white card holders now number over 500,000 in Rakhine State.

Dr Aye Maung, who proposed the bill, said he was happy with the approval to discuss the bill, saying it aimed at amending the rights of non-citizens to vote or establish political parties.

“How can non-citizens guarantee our national objectives? How can we know they can be loyal to the state sovereignty? I want to highlight the important message that political parties should have their firm national goals of national security and national interest. Those wishing to establish political parties must have the highest degree of loyalty to the state,” said Dr. Aye Maung.

The proposed bill suggests that: “citizens, guest citizens or naturalized citizens or those holding temporary citizenship cards (white cards)” under Section 4 Sub-section (a) of the Political Parties Registration Law should be amended to say “citizenship”.
