The UNFC is at a loss to understand why EBO wants everyone to respect and protect the2008 Constitution, which was fraudulently drafted and adopted by the previous military dictatorship.It is designed to perpetuate the military, or rather the racists’ hold on power. In building a genuine democratic system in Burma, some politicians among thoserepresenting ethnic political parties or organizations are found to be self-sacrificing whilesome are seeking self-interests. In order to let pro-democracy activists and people both insideand abroad aware of their deeds and stands, we are now naming them and publishing their  political standpoint.
The self-seeking politicians are as follows:
1. Harn Yawnghwe (Shan) member of Board of Directors of Euro-Burma
One of the executive directors of Brussels-based Euro-Burma in Belgium, Harn Yawnghwehas long been out of touch with Burma’s politics. Since he is neither knowledgeable of Burma’s domestic politics nor familiar with military dictators’ nature and is in need of moneyfor his survival, he has been asking for funds from EU member states on various pretexts andis getting assistance from those states which have faith upon the Euro-Burma Board of Directors, one of his close associates informed us together with photo and documentevidences. Some political parties which have applied for registration disclosed that he hasembezzled funds donated for humanitarian assistance by providing party registration fees atthe Elections Commission office for those ethnic groups which favor running for 2010elections and is also going to help pay election candidate fees of Kyat 500,000.We are worried for Harn Yawnghwe’s action leading to differences and misunderstanding between domestic pro-democracy forces and EU member states. Besides, rifts could alsocome up among internal ethnic groups. Hence on account of being an accomplice to perpetuation of SPDC military tyranny and helping with SPDC acquiring internationallegitimacy, the BEPWN strongly denounces Harn Yawnghwe and put him on the Black List
.
The WGEC was formed in February 2012, and its administrative operations are supported by the Brussels-based Euro-Burma Office (EBO). Many of its members are also active in the United Nationalities Council Federation (UNFC) and the Ethnic Nationalities Council (ENC).

Rebel leaders: Few will show up for the nationwide ceasefire agreement

Resistance leaders that attended a meeting yesterday to discuss the latest developments in the ongoing process say if the text of the nationwide ceasefire agreement covers no more than the original 5 point guideline laid down by the President on 1 March 2012, few movements will show up at the actual signing ceremony.

“Most likely, no one’s going to show up,” said a prominent leader who requested his identity be withheld.

According to the 5-point guideline, both sides would agree:

  • To stop all hostilities
  • To stay only in the agreed areas
  • Not to hold any arms in places except from those agreed areas
  • To open liaison offices in the mutually agreed places
  • To fix the venue, time and date for Union level dialogue

U Aung Min, Vice Chairman of the Union Peacemaking Work Committee (UPWC), when asked by Lt-Gen Yawd Serk, leader of the Restoration Council of Shan State/Shan State Army (RCSS/SSA), on 15 June how the second signing would be different from the first, replied: “The difference is that at the second signing, it will be witnessed by dignitaries all over the world. All those concerned will sign it. Afterward, nobody will be able to renege on it and reverse the process even if he wants to.”

 

So far, 13 resistance movements have signed ceasefire with Naypyitaw. Those remaining to sign it include the Kachin Independence Organization/Kachin Independence Army (KIO/KIA).

“We need to have a comprehensive peace agreement which not only includes ceasefire, but also a framework for political negotiations,” he said, speaking on the sideline of the meeting.

The Working Group for Ethnic Coordination (WGEC), formed by representatives of the ethnic armed movements and civil society organizations in 2012, has already drafted a comprehensive agreement, which also contains:

  • Common principles
  • Framework for political dialogue
  • Transitional arrangement
  • Scope of participation
  • A 19-point dialogue issues
  • Military Code of Conduct

Speaking to the parliament on Friday, 28 June, U Aung Min said, “The government has a plan to hand over the task of organizing political dialogue to Parliament,” after the signing of the nationwide ceasefire, according to Eleven Media.

Following Aung Min’s address, Shwe Mann, Lower House Speaker, has called for direct involvement of the Parliament in the peace process on Tuesday, 2 July.

တိုင္းရင္းသားမ်ား ပူးေပါင္း ေဆာင္ရြက္ေရး အလုပ္အဖြဲ႔WGEC ( Working Group for Ethnic Co-ordinating) သည္ ႏွစ္ရက္တာ အစည္းအေ၀း က်င္းပျပီး တစ္နိုင္ငံလံုး အတိုင္းအတာ ေဆာင္ေသာတိုင္းရင္းသား ညီလာခံ တစ္ရပ္ ျဖစ္ေပၚလာေရးႏွင့္ နယ္စပ္ တစ္ေလွ်ာက္ရွိ တိုင္းရင္းသား အဖြဲ႔အစည္းမ်ား ေနာက္ထပ္ ညီလာခံ တစ္ရပ္ က်င္းပသြားရန္ ဆံုးျဖတ္ခဲ့ၾကသည္ဟု ယင္းအစည္းအေ၀းကို တက္ေရာက္ ခဲ့ေသာ ဗိုလ္မွဴး စိုင္းေလာ၀္ဆိုင္က ဆိုပါသည္။

“ အစည္းေ၀းကိုေတာ့ ထိုင္းျမန္မာ နယ္စပ္ တေနရာမွာ ဇူလိုင္ ၃ ရက္ ၄ ရက္ေန႔မွာ က်င္းပခဲ့တယ္။ အဓိက ကေတာ့ တနိုင္ငံလံုး အတိုင္းအတာနဲ႔ ညီလာခံ တစ္ရပ္ျဖစ္လာဖို ့ UNFC နဲ႔ ညိွနွုိင္းမယ္။ ေနာက္တစ္ခုက WGEC အဖြဲ႔ကို ဆက္လက္ ထားသင့္ မသင့္ ေနာက္လမွာ ညီလာခံေခၚျပီး ေဆြးေႏြးသြားမယ္လို႔ ဆံုးျဖတ္ထားပါတယ္” ဟုဆိုပါသည္။

WGEC သည္ေသြးစည္း ညီညြတ္ေသာ တိုင္းရင္းသား လူမ်ဳိးမ်ား ဖက္ဒရယ္ေကာင္စီ (UNFC) မွ ဖြဲ႔စည္းထားေသာ အလုပ္အဖြဲ႔ ျဖစ္ပါသည္။ဤအလုပ္အဖြဲ႔သည္ UNFC ႏွင့္ အစိုးရတို႔ ႏိုင္ငံေရးအရေတြ႔ဆံုေဆြးေႏြးသည့္ အခါ UNFC အဖြဲ႔၀င္ မဟုတ္ေသာ အျခား တိုင္းရင္းသား အဖြဲ႔မ်ား၏ အျမင္ သေဘာထားမ်ား ရယူရန္ေဆာင္ရြက္ ေပးေရးပင္ျဖစ္ေၾကာင္း UNFC အရာရွိ တစ္ဦးကဆိုပါသည္။
