Myanmar protest against unhcr for the comments made by a staff of unhcr

Myanmar Permanent Representative of the office of the United Nations and other international organizations in Geneva, U Htin Linn called the Deputy High Commissioner of unhcr and filed a protest against a member of the staff of unhcr, John Mckissick, based in cox bazar in Bangladesh , against the government of Myanmar in an interview with the BBC that appeared in the news on 24 November. The action not only violates the code of conduct of the united nations staff, but she has also undermined the trust and cooperation granted at unhcr by Myanmar.
Under the leadership of the ministry of foreign affairs, the permanent representative of Myanmar U Htin Linn met without delay the Deputy High Commissioner for the protection of unhcr m. Volker Turk on 25 November, because the high commissioner and Deputy High Commissioner of unhcr were not available.
At the meeting, the permanent representative of Myanmar asked the unhcr to confirm officially if unhcr had actually made the allegations against the government of Myanmar. If such allegations were not made by unhcr, the permanent representative has then asked the unhcr to a press statement explaining a real situation. If such allegations were actually made by unhcr so, Myanmar deposits a strong objection against unhcr for allegations wrongdoers do without prove that the government of Myanmar has evidence, which is equivalent to a violation of the code of conduct of the united nations . The Permanent Representative also explained that the accusations were not only a detrimental effect on the government of Myanmar, but also corroded the integrity of the unhcr as a united nations agency just, not politicized, neutral and impartial, helping the refugees from all over the world . If necessary, Myanmar would also have an official objection in writing.
The Deputy High Commissioner to the protection of unhcr replied that he was also surprised by the statement of John Mckissick. This was not the official position of unhcr. He did not represent unhcr and was comprised exclusively by John Mckissick. However, unhcr will consider the question and give an appropriate response to the request of the permanent representative of Myanmar. Unhcr will continue to cooperate with the people of Myanmar and stands ready to provide all the necessary assistance.
Myanmar is of the opinion that being one of the agencies of the United Nations, unhcr staff has the duty to behave with the highest level of integrity and morality as well as a code of conduct of the united nations at the time in and out The Champs. Libels and make irresponsible statements and allegations under the pretext of the united nations or deliberately give the misleading impression as the official positions of the United Nations / statements to the media of information is neither justified nor acceptable from a staff of the united nations . Unhcr has the responsibility to account for the action of m. John mckissick aimed at deliberately wrong inform the public and to denature the integrity of the government of Myanmar.

Three Rohingya refugees detained in mass graves probe

KUALA LUMPUR: Police detained three Rohingya refugees who were among those held at human trafficking camps in Wang Kelian, Perlis to shed light into a probe on the mass graves found at the site in April.

Inspector-General of Police Tan Sri Khalid Abu Bakar said today the foreigners who possessed UNHCR refugee status were held in Johor Baru on Sunday.

He said although police are checking if the migrants were involved in the human trafficking racket, police believe it was highly likely they were victims.

Khalid said investigators hope to gather information from the Rohingyas on the activities that took place at the camps and those responsible for setting it up.

He said police will also send investigators to Thailand to question an alleged human trafficker who was recently arrested by Thai police and known only as Yassin.

Khalid said Thai police who had made several arrests related to the case had not concluded their investigations on Yassin and others they detained.

In contrary to a report by theSun on June 11 that there were more such camps and mass graves discovered at the Malaysia-Thai borders of other states apart from Perlis, Khalid denied today that police had made such fresh discoveries.

He said that the camps were only confined to Wang Kelian, Perlis and checks showed there were no other activities in other states.

Khalid also said that while a postmortem on the exhumed remains of the dead found at the mass graves are ongoing, findings could not ascertain if the victims were tortured and killed.

“There was just one body that had a broken rib bone but we are unable to tell if the victim had sustained it from assault or a fall. However, based on our probe and statements recorded from individuals, we learnt that the victims were tortured at the hands of the human traffickers.” he said after a ceremony in Bukit Aman where he launched the the 1980’s hit movie “Bukit Kepong” in its new remastered and high-defination (HD) version.

Khalid said a comprehensive study on the proposal to have the army take charge of guarding the borders of Malaysia was ongoing and every aspect of the plan was being studied.

He said if the government intents to form a new department to maintain border security then police will assist it in providing feedback.

“It is not an easy task to do this. There are a lot of problems especially the legislation involved. We need to sort this out before going ahead with the plan,” he said.

၂ဝ၁၅ ခုႏွစ္ ဇန္နဝါရီမွာ ကုလသမဂၢရဲ႕ ျမန္မာႏိုင္ငံဆိုင္ရာ လူ႔အခြင့္အေရး အထူး ကိုယ္စားလွယ္ မစၥရန္ဟီးလီ ျမန္မာႏိုင္ငံကို ဒုတိယအႀကိမ္ ေရာက္ပါတယ္။ ၿပီးခဲ့တဲ့ႏွစ္ ဇူလိုင္မွာ ပထမဆံုး လာခဲ့ဖူးပါတယ္။ ဇန္နဝါရီ ၇ ရက္ကေန ၁၆ ရက္အထိ ၾကာျမင့္တဲ့ မစၥရန္ဟီးလီရဲ႕ ခရီးစဥ္ အဆံုးသတ္မွာလည္း ဘဂၤါလီ ကိစၥကိုပဲ မီးေမႊးပါတယ္။

ဇန္နဝါရီ ၁၆ ရက္၊ သူ မျပန္ခင္ လုပ္ခဲ့တဲ့ သတင္းစာ ရွင္းလင္းပြဲမွာ ခရီးစဥ္အတြက္ သတင္း ထုတ္ျပန္ခ်က္ကို သူကိုယ္တိုင္ ဖတ္ျပခဲ့ပါတယ္။ ထုတ္ျပန္ခ်က္ရဲ႕ သံုးပံုတစ္ပံု နီးပါးက ရခိုင္ျပည္နယ္ အေျခအေနနဲ႔ ဘဂၤါလီ အေရးပဲ ျဖစ္ခဲ့ပါတယ္။ သူ႔ရဲ႕ ခရီးစဥ္ ကိုးရက္တာ ကာလမွာ သံုးရက္က ရခိုင္ျပည္နယ္မွာ အခ်ိန္ကုန္ခဲ့ပါတယ္။

မစၥရန္ဟီးလီက သူ႔ရဲ႕ ျမန္မာႏိုင္ငံ ဒုတိယ ခရီးစဥ္အစမွာ လူ႔အခြင့္အေရး တက္ႂကြ လႈပ္ရွားသူေတြ၊ ႏိုင္ငံေရး သမားေတြနဲ႔ ဦးစြာေတြ႕ပါတယ္။ ျပႆနာ မရွိပါဘူး။

ရခိုင္က ျပန္လာၿပီး ပုဂၢလိက မီဒီယာသမား တစ္ခ်ိဳ႕ကို ေတြ႕ခ်ိန္မွာေတာ့ ေမးခြန္း ထုတ္စရာ ေပၚပါတယ္။ ဘယ္လိုစံႏႈန္း သတ္မွတ္ခ်က္ ထားၿပီး ေရြးခ်ယ္ခဲ့သလဲ ဆိုတဲ့ ေမးခြန္းပါ။

မစၥရန္ဟီးလီးနဲ႔ ေတြ႕ဆံုခဲ့တဲ့ မီဒီယာသမား ေျခာက္ဦး ရွိပါတယ္။ ဦးသီဟေစာ၊ ဦးဆန္နီေဆြ၊ ဦးစည္သူေအာင္ျမင့္၊ စာေရးဆရာမ မသီတာ(စမ္းေခ်ာင္း)၊ ဦးတိုးေဇာ္လတ္ နဲ႔ ဦးေက်ာ္စြာမိုးတို႔ ျဖစ္ပါတယ္။

เมื่อเวลา 11.00 น. วันที่ 13 ต.ค. 57 นายมานิต เพียรทอง นายอำเภอตะกั่วป่า จ.พังงา นำกำลังเจ้าหน้าที่ อส. เจ้าหน้าที่ ชรบ. และเจ้าหน้าที่ ตชด.425 ตะกั่วป่า กว่า 40 คน นำกำลังจับกุมชาวโรฮิงญาหลบหนีเข้าเมืองได้จำนวน 72 คน บริเวณพื้นที่ป่าละเมาะ บ้านบางใหญ่ หมู่ 4 ต.บางนายสี อ.ตะกั่วป่า จ.พังงา หลังจากมีสายรายงานว่า มีนายหน้าที่เป็นคนไทยพาชาวโรฮิงญา มาหลบซ่อนตัว และหนีออกมาจากแคมป์ชั่วคราว ที่เกาะกลาง บ้านบางใหญ่ เมื่อวันเสาร์ที่ 11 นั้น จึงได้นำกำลังเจ้าหน้าที่ไปปิดล้อมในพื้นที่ป่าละเมาะ ซึ่งขณะเข้าปิดล้อมจับกุมชาวโรฮิงญา จำนวน 72 คน อยู่ในสภาพอิดโรย เนื่องจากไม่ได้กินอะไรมากว่า 3 วันแล้ว หลังจากที่หลบหนีออกมาจากแคมป์ชั่วคราว แล้วมาพักที่นี่ได้สามวันสองคืนแล้ว ได้แต่กินยอดอ่อนของต้นสับปะรดและใบย่านางเพื่อประทังชีวิต โดยมีชาวโรงฮิงญาได้รับบาดเจ็บทั้งหมดสี่คน อาการสาหัสหนึ่งคน เนื่องจากอ่อนเพลียไม่ได้กินอาหาร ส่วนที่เหลือก็มีอาการบาดเจ็บเล็กน้อย มีแผลถลอกตามร่างกายและที่ฝ่าเท้า จึงได้ประสานไปยังกู้ภัยสว่างเมฆาตะกั่วป่า ช่วยเหลือนำส่งโรงพยาบาลตะกั่วป่าต่อไป และนอกจากนี้ ชาวโรงฮิงญา มีบางส่วนประมาณ 70 คน ได้ถูกนายหน้าที่เป็นคนไท ยพาหลบหนีไปตั้งแต่เมื่อคืนตอนเที่ยงคืน โดยขนย้ายชาวโรฮิงญาไปทางเรือ โดยอาศัยความมืดอำพรางตัว ซึ่งทางเจ้าหน้าที่กำลังเร่งติดตามอย่างใกล้ชิด

จากการสอบสวนกลุ่มผู้ถูกจับกุมให้การสารภาพตรงกันว่า หลังจากที่ทางการได้เข้าจับกุมชาวชาวโรฮิงญาเมื่อคืนวันเสาร์ที่ 11 นั้น ช่วงสายนายหน้าคนไทยได้บังคับชาวโรงฮิงญาที่เหลือให้ว่ายน้ำหนีไปยังแคมป์ ชั่วคราวอีกที่หนึ่ง ชาวโรฮิงญาบางรายที่ว่ายน้ำไม่เป็นได้จมน้ำหายสาบสูญไปหลายคนจากทั้งหมดมี 149 คน หลังจากว่ายน้ำเลาะไปตามคลองที่มีป่าโกงกาง ก็จะมีเรือประมงมารับขึ้นเรือ โดยเรือลำหนึ่งจะรับชาวโรงฮิงญาประมาณ 60-70 คน จำนวนสองลำ จนมาถูกการสืบสวนจับกุมในที่สุด

นอกจากนี้ มีรายงานเพิ่มเติมอีกว่า ยังคงพบว่ามีนมโรงเรียนใว้ให้ชาวโรฮิงญาไว้รับประทานอีกเช่นเดิม ซึ่งมีหลายเลขซีเรียลนัมเบอร์อย่างชัดเจน คงไม่ยากหากมีการตรวจสอบอย่างจริงจัง และแหล่งข่าวยังได้ระบุอีกว่า ขบวนการนี้มีมานานแล้วโดยมีกลุ่มผู้มีอิทธิพล และเจ้าหน้าที่ของรัฐบางหน่วยเข้าไปเกี่ยวข้องอยู่ในการขนชาวโรฮิงญาแต่ละ ครั้ง และทราบว่าในพื้นที่ อ.ตะกั่วป่า มีการตั้งแคมป์ชั่วคราวเพื่อรอนายหน้ามารับตัวไปประเทศที่ 3 และทางเจ้าหน้าที่กำลังจะเข้าไปทำการตรวจสอบต่อไป CR. เมื่อเวลา 01.30 น.วันนี้ (11 ต.ค.) นายมานิต เพียรทอง นายกอำเภอตะกั่วป่า จ.พังงา พร้อมด้วย นายพิภพ หนูขวัญ ปลัดอำเภอตะกั่วป่า กำลังเจ้าหน้าที่ อส. เจ้าหน้าที่ ชรบ.บ้านบางมรวน กว่า 40 คน นำกำลังจับกุมชาวโรฮิงญา หลบหนีเข้าเมือง จำนวน 53 คน ในจำนวนนี้มีคนไทยรวมอยู่ด้วย 2 คน คือ นายประกอบ หมาดอ่าดำ และนายภูวรินทร์ บุญเลี่ยง ที่สวนยางพาราบ้านบางใหญ่ หมู่ที่ 4 ต.บางนายสี อ.ตะกั่วป่า จ.พังงา หลังจากมีสายรายงานว่า จะมีการลักลอบขนชาวโรฮิงญาเข้ามาในพื้นที่ จึงได้นำกำลังเจ้าหน้าที่ไปปิดล้อมในสวนยางพารา ซึ่งขณะเข้าจับกุมได้มีชาวโรฮิงญา จำนวน 12 คน ที่สามารถหลบหนีการจับกุมของเจ้าหน้าที่ไปได้ โดยอาศัยความมืดอำพรางตัวเข้าไปในป่าสวนยางพารา ทางเจ้าหน้าที่กำลังเร่งติดตามอย่างเร่งด่วน

….โรฮิงญาน่าสงสารไหม?? ผมว่าน่าสงสารนะ แต่คนที่ควรน่าสงสารมากกว่าโรฮิงญาตอนนี้คือคนไทยที่ต้องมาแบกรับภาษีจ่ายค่าข้าวค่าน้ำให้ ด้วยความโอบอ้อมอารี มีโรฮิงญาที่หลบหนีอยู่ในภาคใต้ประเทศไทยแล้วกว่าหมื่นคน ลำพังแค่ปัญหาในประเทศไทยก็ไม่รู้จะสางยังไงหมด….

….เดือนกุมภาพันธ์ปีที่แล้ว ไทยถูกโจมตีจากนานาประเทศด้วยเหตุที่โรฮิงญาใส่ร้ายเจ้าหน้าที่ไทย หลังจากได้รับการช่วยเหลือจากกองทัพเรือศรีลังกา อ้างว่าถูกทหารไทยเข้าสกัด ก่อนจะบังคับถอดเครื่องยนต์เรือออก และผลักดันออกทะเล จนต้องลอยอยู่กลางทะเลถึง 25 วัน กว่าจะได้รับความช่วยเหลือ จนมีผู้เสียชีวิตไปถึง 97 คน

ขณะที่ปีที่แล้วโรฮิงญาทะลักเข้าไทยกว่าหมื่นคน จนไทยต้องสร้างค่ายเลี้ยงดูช่วยเหลือคิดเป็นเงินหลายร้อยล้านต่อปี แต่ประเทศเรือนร่างเดียวกันกลับไม่รับ และไม่ช่วยเหลือซะงั้น….

20th March 2014Dear All,

I am sorry to tell you about the tragedy of Bumtsit Pa camp 2, the IDPs coming from Nam Lim Pa and near villages.

This morning around 2:00 am, one of the house (Emergency Tent provided by UNHCR) from Bumtsit Pa Camp 2 was accidentally burnt down and a girl, Nhkum Mai Ra, 13 years old dead. Her mother Labang Kaw (35 yrs) and her youngest brother Nhkum Doi Awng (3 yrs) have been injured by the fire.

Labang Kaw (mother have 5 childrens) is widow. She cannot walk with burnt injury on her leg, tight and her face. her youngest son have been injured on his leg and his back (seriously).

All of the belonging burnt down. Fortunately, all of the people from the neighbors can stop the fire and only one tent burnt down.

Wunpawng Ninghtoi provides the beds, clothes, some materials for the household and we refer mother and a child to the china hospital for their treatment.

IRRC construct the tent for them and help them for their need. This morning around 10:00 am they organized the funeral ceremony for Nhkum Mai Ra.

Recently, the weather situation is bad in here very windy, dusty and they should not stay on the emergency tent for long term.

I am sorry for the family and for the IDPs from the camps.

UNHCR said it’s compiling a list of Bengalis who are eligible to be citizens !!! It’s acting as if interfering with Myanmar’s laws!!

“The UNHCR said it’s compiling a list of Bengalis who are eligible to be citizens and newborns that are still not officially registered. The Maungdaw District administrator explained that an organization should not do that kind of activity and it’s illegal as an individual living in the country should cooperate with the respective authorities according to the existing 1982 Citizenship Law,” said Aung Kyaw Nyunt, a local elder who attended the meeting.

The UN’s refugee agency is reported to be compiling a list of Bengalis in Rakhine State, western Myanmar, to finding out who are eligible to be citizens among them, according to local sources.

An official from the United Nations High Commissioner for Refugees (UNHCR), said so at a formal meeting held on December 18 in Maungdaw Township in the state.

The meeting there was attended by international non-government organizations and chairman of the cooperation committee for international organizations.

Aung Myint Soe, the Maungdaw District administrator also participated in the meeting to discuss.

“The UNHCR said it’s compiling a list of Bengalis who are eligible to be citizens and newborns that are still not officially registered. The Maungdaw District administrator explained that an organization should not do that kind of activity and it’s illegal as an individual living in the country should cooperate with the respective authorities according to the existing 1982 Citizenship Law,” said Aung Kyaw Nyunt, a local elder who attended the meeting.

“The 1982 Citizenship Law is already enacted in Myanmar for individuals living in the country to be citizens. It’s not right that the UNHCR is doing that. And the U.N has been operating in the district for 20 years or so, only for the sake of Bengalis. It’s biased. It’s acting as if interfering with Myanmar’s laws,” said a Maungdaw resident.
