Capable and skilled lawyers must now crucially be given time and space to focus on confidential case defense preparation with the accused, having competent and reliable translation assistance at all times, if the accused are to be assured a fair trial. The accused must crucially be supported to make consensual and informed decisions about their lawyers, defence strategy and the nature of public statements made on their case as much as is possible.

The forensic process needs 3 sections, 1st section is officers who responsible for questioning,and making report about the case, 2nd section is officers who collect witnesses and evidences,3rd section is the officers who examine witnesses and evidences. 2/10/2014 Three Myanmar construction workers were arrested by the police, one of them has confessed to the murder of the two British tourists. Pol Gen Jakthip Chichinda, deputy commissioner of the Royal Thai Police who was just appointed to head the investigation team, said one construction worker has confessed to the murder of the British tourists, David Miller and Ms Hannahb Witheridge, 23. 
But he said the police have yet to send DNA samples from the three Myanmar suspects for testing in Bangkok which will take a few days to confirm if their DNA samples match the DNA collected from the body of the tourist, Ms Hannah. Pol Gen Jakthip did not elaborate if the two others have confessed or have connection on which part of the crime. But earlier the police team found them appearing in surveillance cameras near the scene and almost at the time when the murder took place. Commissioner of the Royal Thai Police Pol Gen Somyos Phumphanmuang will fly to Koh Tao tomorrow to question the three suspects by himself. 
SURAT THANI, Sept 26 — After 12 days of investigation of the murders of two British tourists on a small island in southern Thailand, police on Friday continued collecting evidence related to the murders and simultaneously increased the reward to Bt700,000 baht to any person who could provide any clue leading to the arrest of the murderers. Meanwhile, soldiers from the Vibhavadi Rangsit Army Camp are scheduled to help regulate migrant workers on Ko Tao, the island in the Gulf of Thailand and off the coast of the southern province of Surat Thani, where the bodies of the two British tourists were found on the beach early on September 15. The two victims were identified as David William Miller, 24, and Hannah Victoria Witheridge, 23. Pol Maj Gen Suwat Chaengyodsuk, commander of Metropolitan Police Bureau heading the police investigation, joined with Region 8 Provincial Police to collect more evidence in a bid to resolve the case by collecting DNA from suspicious Thais and migrant workers on the island. There are more than 4,000 migrant workers, mostly from Myanmar, staying on the island but officials said more than 1,000 have not yet registered with the authorities. Some violated the order and left Ko Tao last night. Because of the loose regulation, soldiers from Vibhavadi Rangsit Army Camp would assist in setting regulations for the migrant workers staying on the island. Police also suspect migrant workers as being involved in the murders. (MCOT ) 
24/9/ The investigation into the murder of two British tourists in Koh Tao sees a new twist after the police questioned two prime suspects they earlier said have enough evidence to prove their connection. Police interrogated Woraphan Toovichien, 49, a village headman and owner of AC Bar which is located near the murder scene, and his brother, Montriwat Toovichien, owner of In Touch resort and caretaker of AC Bar. Both gave good cooperation to the police and they denied they had any connection. DNA samples of the two brothers were collecting for testing and were later proved to not match with DNA collected from the scene and the victim’s body. Both were later freed. 23.9.2014 The police have arrested a suspect in the murder of two British tourists in Koh Tao and are still hunting for a second suspect who has escaped into Bangkok. Eighth Region Police Command commissioner Pol Lt-Gen Panya Mamen identified the first suspect as Mon. 
He is the brother of a village headman in Koh Tao. He was arrested after evidence which police collected were examined and proved he was involved, he said. He also said another suspect is also a son of that village headman. But he has already to Bangkok. He said both suspects were captured by CCTV cameras and the police have gathered enough evidence to implicate them in the murders. He said the southern police were coordinating with the metropolitan police to hunt him down, and expected to apprehend him today. he southern police chief also assured the public that there was no arrest of scapegoats in this murder case as it now is a focal attention of the world. He also dismissed any suggestion of local mafias or influential people that could twist the investigation with promise that local influence would pose no obstacle to the police investigation. Instead the police will eliminate all these mafias, he said. Meanwhile a police source said the police are also looking into the cooperation of those who helped to arrange the suspect to escape. They also will be arrested. SURAT THANI, Sept 22 — Police detained two friends of a drug-abusing speedboat attendant as they were suspected of being involved in the murder of two British tourists on Ko Tao last Monday. Ko Samui police yesterday detained Lerpong Suksomboon, an attendant of a speedboat serving tourists between Ko Samui and Ko Tao. He was nabbed while hiding in Laem Kaki cave on Koh Samui. Last night police questioned the man but he remained under narcotic influences and denied involvement in the murder. However, police collected samples of his hair and fingernails for DNA tests at the Institute of Forensic Medicine of Police General Hospital. This morning police detained a friend of Mr Lerpong who was also under narcotic influences and another friend identified as Jom who is a long tail boat driver. Police learned that they had been on Ko Tao on the day of the murder. Government spokesman Yongyuth Mayalarp said Prime Minister Prayut Chan-o-cha ordered full efforts for the investigation and intensified security measures to protect tourists. “On behalf of the government of Thailand, please have confidence in the work of all parties as police are quickly tracing culprits and making progress. Regarding concerns of British police about the investigation by Thai police, the Royal Thai Police Office will give information. I assure that authorities are working at their best,” Mr Yongyuth said. (MCOT) 
Royal Thai Police commissioner revealed Saturday that latest DNA examination has now confirmed Asian suspects responsible for the rape and murder of the English tourist in Koh Tao. The latest discovery has now enabled the police to narrow their investigation to focus on specific groups, migrant workers and local Thai people. Pol Gen Somyot also said the Royal Thai Police has now suspended its earlier plan to seek help from the Federal Bureau of Investigation (FBI) after forensic doctors could conduct deeper test of the Y chromosome DNA test. A Y chromosome DNA test (Y-DNA test) is a genealogical DNA test which is used to explore a man’s patrilineal or direct father’s-line ancestry. 19 September 2014 (NNT) – The mayor of Koh Tao has requested a budget for the procurement of CCTV cameras and additional street lamps as part of a measure to increase tourist safety following the recent murder on the island. Koh Tao Mayor Chaiyan Thurasakul disclosed that he has submitted a letter to the Surat Thani provincial administration, asking for an allocation of 20 million baht for putting up CCTVs and extra lighting around the island. The move seeks to deter any future crimes in the famous tourist destination in response to last week’s killing of two British vacationers. – 
General Paryuth : Prime Minister Prayuth Chan-ocha today offered an apology for his remark about foreign tourists wearing bikinis during his recent briefing of government policies to senior government officials. He said that he felt uncomfortable that his remark caused a misunderstanding, adding that he didn’t mean to offend anybody and had no intention whatsoever to insult anybody. The prime minister made the remark apparently referring to the murder of two British tourists, one them a female, on Koh Tao in Surat Thani on Sunday. Like any country in this world, he said that Thailand has bad people and, therefore, foreign tourists should be aware that there are some places which are unsafe and should be avoided. Nevertheless, he assured that, in general, Thailand is a safe place.

Laboratory tests of the DNA found at the crime scene where two British tourists were battered to death on Koh Tao on Sunday do not match with the DNA of the suspects held in police custody, including a British national, according to well-informed sources from the National Police Office. Evidences collected from the crime scene that were sent for tests of DNA include three cigarette butts found about 50 metres from where the two British tourists were killed. One cigarette has lipstick mark. DNA of two people were found in the second cigarette and the DNA of a third person was found in the third cigarette butt. However, the tests show that the DNA found in one cigarette butt match with the DNA found in the semen, said the sources. The sources added that since none of the Myanmar and British suspects had the same DNA with the DNA found in the evidences, police would have to continue their hunt for the real killers who are still at large.

I wish to reassure that the Royal Thai Government attaches highest priority to protecting safety of foreign nationals residing and visiting Thailand. On this particular case, General Prayut Chan-o-cha, Prime Minister of Thailand, has personally instructed the relevant Thai authorities to tighten security measures in the area. General Tanasak Patimapragorn Deputy Prime Minister and Minister of Foreign Affairs of Thailand” 18/9/2557 Surat Thani police freed six Myanmar workers from custody after DNA tests released by the Institute of Forensic Medicines did not match any of them. Pol Col Prachum Ruangthong , chief of the Koh Phangan police station, said that the police have freed all the suspected migrant workers and now have to restart investigation from the beginning. He said the police have its goal in mind to restart the investigation which he declined to elaborate. The DNA test also did not match the British friend, Christopher Ware, who shared the same room with the slain tourist David Miller, 24, at Ocean View bungalow where Hannah Witheridge, 23 and friends also stayed during their visit to the island. ######### Eighth Region police commissioner Pol Lt Gen Panya Mamen said the DNA of the ten suspects, including a homosexual friend of the two Britons and migrant workers, have been sent for analysis in Bangkok and results are expected tomorrow. He said police will compare the DNA results with those of the victims to identify the killer. He said the police have checked everyone around the murder scene and there are six of them who were believed might involve in the murder of the tourists. He rued out robbery but stressed that the murder was motivated by sex. They said they are also hunting for another Asian suspect, who happened to be walking back and forth near the murder scene before the incident as captured by a closed-circuit television. BANGKOK, Sept 17 — The two British tourists whose bodies were found on a beach in southern Thailand earlier this week died from hard objects hitting their heads. DNA tests are expected to be known tomorrow, Pol Maj Gen Dr Pornchai Sutheerakun, commander of Police General Hospital’s Institute of Forensic Medicine, said today. Dr Pornchai said 24-year-old David Miller died after being hit on his head while water was also found in his lungs. Medical examiners initially believed the victim was thrown into the sea after being hit by the hard object. Bruises were also found on the back of the victim’s hands and on his back, and it is believed that they were caused while attempting to protect himself before he died, he said. Regarding 23-year-old Hannah Witheridge, Dr Pornchai said she was struck hard by a sharp object on her head. Semen was found in both her anal and vaginal cavities Police medical examiners are checking strands of blonde hair in her right hand and were to conduct DNA tests to compare with that of the suspects whom police had interrogated earlier, he said. Dr Pornchai said he expected results of DNA tests on the two victims would be known by Thursday afternoon. Meanwhile, officials from the British embassy in Bangkok had contacted Institute officials, informing them the embassy wished to take possession of their bodies for funeral rites. In another development, Interior Minister Gen Anupong Paochinda told journalists that Thai officials were putting every effort into finding the murderer. 17/9/2557 Surat Thani police yesterday arrested a British tourist ,Christopher Alan Ware after he was suspected to have connection with the deaths of two fellow Britons in Koh Tao off Surat Thani coast. 
Police said they arrested him after employees of a resort on the beach told police that the suspect was seen strolling near the scene where the two British tourists were killed on the night of September 14.
