Following his meeting with Burmese Minister for the President’s Office, U Aung Min, the Foreign Secretary said:

It was a pleasure to welcome His Excellency Aung Min to the United Kingdom, and to congratulate him on his role in the remarkable changes we have seen in Burma.

We discussed the peace process in Burma, which has seen ceasefires with ten out of eleven armed groups across the country after years of fighting, and how British experts could best support further progress. We agreed on the need to take forward negotiations to achieve a permanent ceasefire in Kachin State, and to address the hostility behind the recent outbreak of anti-Muslim violence in Meiktila. The British Government will continue to support work bringing different faith communities in Burma together.

We discussed the serious humanitarian situation in Rakhine State and the importance of ensuring that the Rohingya community, which has lived in Burma for many centuries, is accorded full citizenship rights in line with international standards.

Last week G8 foreign ministers endorsed the Burmese Government’s commitment to responsible investment, and today I made clear that the British Government will continue to do all it can to encourage Burma’s transition to a free and prosperous society.

The December 2, 2011 was one of the most important dates as the Restoration Council of Shan State (RCSS), the political wing of Shan State Army (SSA) has signed the first ever agreement between Myanmar government. Subsequently, following the agreement the two have officially met not less than 5 occasions in different locations. The two have met in union level at Taunggyi, and Kengtung. Among the many agreements the two have made, in which one of the most important for the RCSS/SSA includes to specify its active territories and to build its headquarters. According to sources from RCSS/SSA, Monghta, in the east and Homong, in the south are the two major territories to build its military headquarters, army camps and family housings. Nevertheless, until today agreement has not yet come into being as the Burma army has been obstructing to initiate the project, sources from RCSS/SSA said.

“To the best of our good-will, we will adhere to the truce agreement. But if we have no choice, we can’t help. Although according to the agreement made, Monghta and Homong are the territories given by the government; but the army do not want to follow suit. The army just want us to stay where they have specified. They want us to be like drops of water in their hands. We are told not to carry weapons where about we go. We are soldiers; we can’t go without weapons. We have not decided yet if we are withdrawing from the Loi Mut Nang Len bases,” RCSS/SSA spokesperson, Maj Lao Hseng told the SHAN.

With the deadline of March 20, 2013 the RCSS/SSA must withdraw its bases from Loi Mut Nang Len in the east of Salween, instructed by deputy commander-in-chief of triangle region, said RCSS spokesperson.

“That means it is clear that they [Burma army] don’t want us to build our headquarters in Mongton. In fact, this area has been one of our former bases; even this they do not want us to make a settlement, needless to say if in other places. Our term of agreement with the government is now over a year. Nevertheless we have not yet realize anything from the agreement, Maj Lao Hseng complains.

Similarly, SSA bases in Homong were instructed to withdraw by the end of February. But SSA took time to withdraw and only on in the first week of March were completely relocated. As to what reason is unknown the Burma army were shelling with heavy artilleries for 2 days over the former SSA bases.

Some critics say, Burma army is pretending as if there were unrests going on along the ethnic regions, so it is justified to reinforce and military build-ups. Burma: U Aung Min submitted wrong situation about SSPP’s battle problem to supreme legislative

SSPP_03SSPP’s spoke person Colonel Phain Pha said U Aung Min’s submitting to supreme legislative does not have foundation, the reason for fighting between SSPP and the government because of we don’t have relation office and haven’t settled for troops.

“We SSPP signed on 28 January 2012 for ceasefire. And we also had relation offices at Lar Show and Taunggyi. We limited the troop areas, where SSPP area is and where government area is and also sometime we have to withdraw and sometime they have to withdraw. Even we withdraw ours according to agreement; the government sides do not withdraw and then gave us third ultimatum. We already withdrew twice and now they ordered us again.” said Colonel Phain Pha. SSPP’s Officer in-charge at Lar Show relation office leading by Major Sai Aung La and Major Say Phain Pha leading at Taunggyi relation office. Yet we have relation offices, the battles are creation by government said some observers.

For SSPP, we can meet and discuss if the government give a reason for troops settlement, but why the government attacked SSPP with no informing. We already had over 30 battles, we reported through Lar Show and Taunggyi relation offices towards Union Peace Foundation and president. However, they could not resolved and continued attacking. Burma: KNU’s Relation Office Opening Ceremony proved the government of division ruling

KNU_office_opening_ceremorny_One of KNU district Secretary said attending of the fourth times Karen National Union’s Myawaddy Relation Office opening ceremony just including government ministers, Senator Commissions and state headers, proved that cause the division between ethnic groups.

He continued and said, “This is the same as using mind attack upon Southern Ceasefire ethnic group. They invited ethnic groups such as Mon, Karen, DKBA, BGF. And then, besides ministers of the government, Senator Committee, States Chairmen, official political party and also invited personally to importance persons. So, we can see that KNU’s office opening ceremony was teeming crowd with about 600 attendance people. If look back and consider to ethnic affairs, this is a meaning of consoling for Southern group”

The persons whose government invited are General San Aung from Kalohtoobaw DKBA, General Kyaw Thet, Saw Nay Soe Mya from Peace Council, Administrative and General Chit Thu from Border Guard No. (3), General Moke Thon, responsible person form Myawaddy district, National League for Democratic (NLD) and Phalon-sawor party.

U Aung Min, a Vice Chairman of Union Peacemaking Work Committee (UPWC) disclosed on 1 July that regulations for Peace Monitors are being drafted.

Shan State Army (SSA) force in Mong Awd (Monghsu township) and Nam Lao (Tangyan township) have agreed to pull out from the embattled Kawng Maihoong base and others bases. But the Burma Army said the Shans should leave the whole area east of the Mong Awd-Nam Lao road, which the SSA refuses to. The two sides have fought since 19 June until yesterday. (SHAN)

U Aung Min, a Vice Chairman of Union Peacemaking Work Committee (UPWC) disclosed on 1 July that regulations for Peace Monitors are being drafted. Initially, it will be made up of individuals appointed by the military, domestic media and the armed opposition movements. (Myanmar Times)

U Aung Min dismissed media reports that Section 17 (1) by which a person can be prosecuted for association with unlawful organizations has been repealed by the government. He had only said that civilians who are involved in the peace process will not be taken legal action under Section 17 (1).(AKKT)
