Last year Arakan crisis had been the major concerns for all the people of Burma as well as for the global leaders. We reaffirm our position that Arakan crisis is immigration crisis and it must be dealt in accordance with 1982 Burmese Citizenship Law. We call for all parties concerned to respect democracy, human rights and rule of law handling Bengali illegal immigration issues. Burma Democratic Concern (BDC) has determined that it is time for Tomas Quintana to vacate his post as United Nations Human Rights Envoy to Burma. Collusion between Tomas Quintana and the so-called Rohingya Bengali was all too apparent by people around the world extinguishing impartiality and credibility of the envoy.

We are very saddened to learn that military offensive against KIA has been intensified recently and we totally denounce it. Our prayers are with Kachin brothers and sisters and we call for Burma military to halt all military offensive in Kachin state.

News release 18 December 2012 – In a new report released today, the International Bar Association’s Human Rights Institute (IBAHRI) urges international organisations and foreign governments to lend crucial support to the reform process in Myanmar (Burma), but warns that any assistance must be targeted carefully so as to include all sections of the country’s population.
The government’s investigation for illegal Bengalis in Rakhine State faced some delays in Pauktaw Township a few days ago due to the demands from the Bengalis to register them as Rohingyas.
As part of the investigation, officials from the immigration department have been asking routine questions to the Bengalis, such as the birthplaces, occupations, and death places of their grandparents and parents to differentiate illegal immigrants from early settlers.
While the officials have been trying to investigate the three generations of the Bengalis in accordance with the 1982 Citizenship Act, the Bengalis refused to sign the papers and demanded the officials to record them as Rohingyas.
Only the Bengalis over the age of 18 are being asked and the officials still need to check for illegal immigrants, according to a security-in-charge with the rank of captain, who requested not to be named.
The investigation has been resumed after halting for a few days and action will be taken on the illegal Bengalis only after the investigation has been completed, he added.
Each investigation team consists of 18 members, including 4 officials from the border immigration inspection department, two Rakhine representatives, two Bengali representatives, two members from the wards and village-tract administrative office, three policemen, three soldiers, and two officials from the immigration department.
The investigation for illegal Bengalis started after President Thein Sein announced last July that there are no Rohingyas in Myanmar. While some of the Bengalis have requested to be registered as Rohingyas, none of their requests have been accepted as of today.
Over 23,000 Bengalis from over 3700 households have been investigated in Pauktaw Township until November 20, according to the press release from the Rakhine State government.
Most of the Bengali population is located in Maungdaw Township, Buthidaung Township, and Sittwe Township and the government plans to increase its forces in investigating these areas.

Myanmar’s failure to take legal actions against excessive bribery worsens its judicial system, Parliament’s Judiciary and Legal Affairs Committee said.
The committee, which is chaired by Thura Aung Ko, said in a statement on October 25 that serious action was needed to fight the excessive corruption in the country’s judiciary.
It pointed out that district and township courts possessed no transparency and impartiality in handing out their rulings.
According to the committee, judiciary officials have been protecting their subordinates in many cases. These officials, the committee said, often claimed that they have taken legal actions against the persons, but without unveiling the details of such official measures to the public.
The committee added that giving unfair penalty to stop the media, which have been reporting about rampant corruption in the judicial system, would only make backslidings.
The 13-member committee called for a system overhaul, urging that the media should be allowed to enter the courtrooms.
The committee said it would cooperate with the Rule of Law and Stability Committee—chaired by Aung San Suu Kyi—to strengthen the judicial system.

Minn Lwin (Ahnakala), a member of the Students Organisation for National Politics, suggests in this article that democratic value can best bridge dilemma between the rule of law and stability.
In fact, I have no desire to neither write such topic nor talk about it. However, when I witnessed an untoward event, there is no alternative but to write this opinion.
In Myanmar’s transition period and being a young democracy, democratic values must be upheld. During the autocratic rule, unruly acts occurred. Heads of organizations decided on the basis of emotion. But now, the greater majority believes that such unnecessary incidents should not happen under a civilian government.
That is why the “Rule of Law and Stability Committee” headed by Aung San Suu Kyi has been created. It indicates that unlawful acts and instability still exist in the country.
I would like to quote an example, a true story, which I witnessed on my way home from the office. An accident involving two vehicles took place at the 8th mile junction on October 2, 2012. The car collision happened between the car on the fixed white line demarcation in the center of the road and another vehicle.
In the usual customary scene, both the vehicles stopped near the road platform. But the group from the reckless car stepped out and brandished three-foot long iron rods. The rowdy group was accompanied by another car, where there were female passengers. The unruly group brought out the weapons even before negotiations began.
The pedestrians gathered around the site. The unruly group was threatening to harm with iron rods the two people in the other car. It was unbelievable. They were clearly bullying them. Continue reading “Rule of law and stability”

We also very appreciate to see 88-Generation Student Leaders position and their practical action taken on the suffering of the Arakan people. We also would like to show our appreciation over President U Thein Sein’s brave leadership declaring clearly that Burma cannot accept Bengali. We also would like to express our appreciation over all the ethnic people united against Bengali illegal immigrants. It is clearly showing that we all put NATIONAL INTEREST first. Well done everyone. We are very proud to be Burmese.
Thein Sein told UNHCR that they can’t accept rohingyas and point the citizenship law as well.We have 1982 citizenship law which excludes the rohingyas settle illegally.
