CHIANG MAI, Feb 27 – Caretaker Prime Minister Yingluck Shinawatra today declined her political opponent Suthep Thaugsuban’s challenge to a verbal duel on resolving Thailand’s political conflict.

Mr Suthep, secretary general of the People’s Democratic Reform Committee (PDRC), said he was ready for a dialogue with Ms Yingluck, or even ousted prime minister Thaksin Shinawatra, anytime and anywhere in Bangkok on the condition that it must be a one-on-one negotiation and broadcast live to the public.

Ms Yingluck said she agreed to a negotiation under the constitutional framework on the condition that Mr Suthep must end the rallies to pave the way for elections, and the issues for the talks must be clearly defined.

“If the dialogue is held beyond the constitutional framework, knowledgeable people from different fields must participate and make joint decisions. I myself cannot decide on behalf of people in the entire nation,” she said.

“If we share a similar framework, negotiation is possible, otherwise it’s difficult to talk. I myself agree with negotiations for peace but I need someone to help look at other problem-solving perspectives. We should not close the framework for negotiations.”

Asked if the negotiation should be broadcast live, Ms Yingluck said she alone could not answer the question and opinions from several people would be more beneficial as there would be knowledgeable people to jointly find resolutions.

She added, “There should be a framework at a certain stage to know who will do what. If we don’t have a framework, the dialogue will be endless. A framework will lead us to the goal. It’s useless if we keep on talking in parallel.

“Upholding democracy doesn’t mean the other side will be the loser or the winner. We have to cherish the nation without obstinacy. I want the nation and the people to win.”

She said the government welcomed advice from the United Nations which is experienced in resolving national conflicts but people in the country would have to eventually find their own solutions.

SHUTDOWN BKK:Appeals Court rejects Suthep’s appeal against his arrest

The Appeals Court has rejected an appeal of protest leader Suthep Thaugsuban against the lower court’s approval of a warrant for his arrest on charges of illegal assembly of more than ten people and trespassing of government offices.

The Appeals Court ruled that the authority to issue arrest warrant rests with the judge of the lower court in accordance with Articles 66 and 59/1 of the Criminal Procedure Code. Therefore, the lower court’s decision not to accept Suthep’s appeal is legally justified.

The arrest warrant for Suthep, secretary-general of the People’s Democratic Reform Committee, was requested by Bang Sue police.

Additionally, Mr Suthep has another arrest warrant pending against him. The warrant was issued by the Criminal Court on December 2 as requested by Thung Song Hong police on insurrection charge.

မစၥတာ ကင္တားနားက “မိတီၱလာျမုိ့က ျဖစ္ရပ္ဟာ က်ေနာ္အတြက္ အနီးအနားမွာ ရဲေတြ ႐ွိေပမယ့္ အကာအကြယ္မဲ့ေနျပီလုုိ့ ခံစားရပါတယ္။ အဲဒီအခ်ိန္မွာ က်ေနာ္္ေတြးမိတာက ျပီးခဲ့တဲ့ မတ္လတုုန္းက ျဖစ္ခဲ့ မိတၳီလာ ပဋိပကၡမွာ လူ ၄၃ ဦး အသတ္ခံေနရတုန္းက ရဲေတြဟာ ဒီလုိပဲ ကာကြယ္မႈ မေပးဘဲ ရပ္ၾကည့္ေနမယ္ဆုိတာကုုိ ေတြးမိပါတယ္” လုိ့ ေျပာပါတယ္။

ဒီအေပၚသမၼတေျပာခြင့္ရသူ ဦးရဲထြတ္က “မစၥတာ ကင္တားနားရဲ့ ေျပာၾကားခ်က္ဟာ တကယ္ျဖစ္တဲ့ အျဖစ္မွန္နဲ့ ကြယ္လြဲမႈေတြ ႐ွိေနတယ္။ တကယ္ေတာ့ အဲဒီေန့က ကင္တားနားရဲ့ ယာဥ္တန္းနဲ့အတူ ရဲတပ္ဖြဲ့က ကားတစီး၊ လံုးျခံုေရး ယာဥ္တစီးလည္း အတူတူလိုက္ပါလာတယ္။ ေနာက္ မစၥတာ ကင္တားနားကုိ ဆနၵျပမယ္ ဆိုတဲ့ လူေတြ ႐ွိေနတဲ့အတြက္ေၾကာင့္ အဲဒီလူေတြကုိ ထိန္းဖို့အတြက္ ရဲအင္အား ၃၀ ေက်ာ္ကုိလည္း အဲဒီလူေတြ ေစာင့္ဆုိင္းတဲ့ေနရာမွာ က်ေနာ္တို့ ခ်ထားခဲ့တယ္။ ယာဥ္ထိန္းတပ္ဖြဲ႔ေတြကိုလည္း ခ်ထားခဲ့တယ္။

မစၥတာ ကင္တားနားဟာ ျမန္မာနုိင္ငံ ခရီးစဥ္ ၁၁ ရက္တာအတြင္း ရခိုင္၊ ကခ်င္ ၊ ခ်င္း နဲ့ ႐ွမ္း ျပည္နယ္ေတြက လူ့အခြင့္အေရးအေျခ အေနေတြ သြားေရာက္ ေလ့လာခဲ့ရာမွာ ရခုိင္ျပည္နယ္နဲ့ မိတၳီလာျမို့မွာ ဆနၵျပမႈေတြနဲ့ ၾကံုေတြ႕ခဲ့ရတာပါ။

မစၥတာ ကင္တားနားက ရခိုင္ျပည္နယ္ခရီးစဥ္အတြင္း ေဒသခံေတြ ဆနၵျပမယ္လုိ့ သူ့အေနနဲ့ မေမွ်ာ္မွန္းထားေၾကာင္း၊ ျပည္သူေတြအေနနဲ့ သူတို့ရဲ့ ခံစားခ်က္ေတြကို လြတ္လပ္စြာ ထုတ္ေဖာ္ခြင့္ရတာကို ၾကိုဆိုတယ္လုိ့ ေျပာဆုိပါတယ္။

ျမန္မာနုိင္ငံမွာ လူ့အခြင့္အေရး အေျခအေနေတြတုုိးတက္မႈေတြ ရိွလာေပမယ့္ တုိင္းရင္းသားေတြနဲ့ ျပန္လည္ရင္ၾကားေစ့ေရး ေဖာ္ေဆာင္ေရး ကိစၥရပ္ေတြမွာေတာ့ စိန္ေခၚမႈေတြ ႐ွိေနတယ္လို့ မစၥတာ ကင္တားနားက ေျပာပါတယ္။

“ျမန္မာနိုင္ငံဟာ က႑ေတာ္ေတာ္မ်ားမ်ားမွာ အေပါင္းလကၡဏာ နဲ့ တုိးတက္လာေနတာ ေတြ့ရပါတယ္။ လူ့အခြင့္အေရး အေျခအေနေတြဟာ အေကာင္းဘက္ကို ဦးတည္ေျပာင္းလဲေနပါတယ္။ တုိင္းရင္းသား လူမ်ဳိးစုေတြနဲ့ အမ်ဳိးသားျပန္လည္ သင့္ျမတ္ေရး လုပ္ေဆာင္တဲ့ ေနရာမွာေတာ့ ၾကီးမားတဲ့ စိန္ေခၚမႈေတြ ႐ွိေနပါေသးတယ္။ အစိုးရ ထိပ္ပိုင္းကေန အပစ္အခတ္ ရပ္စဲဖို့ လုပ္ေဆာင္ဖုိ့ လုိတယ္။”

မစၥတာကင္တားနားက နိုင္ငံေရးအက်ဥ္းသားအားလံုးကို ျခြင္္းခ်က္မရိွ ျပန္လြွႊတ္ေပးဖုိ့ အစုိးရကုိ ေတာင္းဆုိခဲ့သလုိ ဖဲြ့စည္းပံုအေျခခံဥပေဒဆိုင္ရာ ျပုျပင္ေျပာင္းလဲမႈေတြ ျပုလုပ္ေရးကိစၥ၊ လြွႊတ္ေတာ္မွာ တပ္မေတာ္သားကိုယ္စားလွယ္ ၂၅ ရာခိုင္နႈန္း ပါ ဝင္ေနမႈ ကိစၥေတြ ေဆြးေနြးခဲ့ျပီး ေဆြးေနြးမႈရလဒ္ေတြအေပၚ အနည္းငယ္ေက်နပ္အားရတယ္လို့ ဆုိပါတယ္။

သူ့ရဲ့ ျမန္မာနုိင္ငံ ခရီးစဥ္ဆိုင္ရာ အစီရင္ခံစာအျပည့္အစံုကိုလည္း ၂ဝ၁၃ ခုနွစ္၊ ေအာက္တိုဘာလ ၂၄ ရက္မွာ ကုလသမဂၢအေထြေထြညီလာခံကုိ တင္သြင္းသြားမွာ ျဖစ္ပါတယ္။

ဒီအစီရင္ခံစာ တင္သြင္းတဲ့အခ်ိန္မွာ အခုအၾကမ္းဖက္မႈ ျဖစ္ပြားခဲ့တဲ့ အေျခအေနကုိ မစၥတာ ကင္တားနားက ထည့္သြင္းေရးသားမယ္ဆုိရင္ အစုိးရအေနနဲ့ ဘယ္လုိတုံ့ျပန္မလဲဆုိတာနဲ့ ပတ္သက္ျပီး ဦးရဲထြဋ္က အခုလုိေျပာပါတယ္။

“က်ေနာ္တုိ့ဘက္ကလည္း ဒါကုိ မျဖစ္ခဲ့တဲ့အေၾကာင္း ျပန္႐ွင္းျပရမွာေပါ့။ သူနဲ့အတူ အဲတုန္းက မနၱေလးတုိင္း ေဒသၾကီးအစုိးရ တာ၀န္႐ွိသူတခ်ဳိ့လည္း ပါလာေသးတယ္။ ရဲကားလည္း ပါတယ္။ ဒါေတြကုိ သူက ထုတ္ေဖာ္မေျပာဘဲနဲ့ ႐ုတ္တရက္ နားေထာင္လုိက္ရင္ မိတၳီလာျမို့က ျပည္သူေတြက သူ့ကုိ ၀ုိင္းအုံျပီး အသက္အနၱရာယ္ ျပဳတဲ့ ပုံမ်ဳိးထိျဖစ္ေအာင္ ေျပာတာမ်ဳိး က်ေနာ္တုိ့လည္း စိတ္မေကာင္းဘူး။ ဒါက အျဖစ္မွန္နဲ့ လြဲေနတဲ့အတြက္ေၾကာင့္မုိ့။”

I think the main problem here is people believe UN Special Rapporteur Mr Tomas Ojea Quintana is bias regarding Rakhine conflicts and they believe that there are conspiracies between UN Special Rapporteur Mr Tomas Ojea Quintana and so called Rohingyas.One can see clearly that people have no problem when Mr Vijay Nambiar when he came to the country. Obviously, Mr Tomas Ojea Quintana doesn’t fit in to sort out the issues in Burma. We believe that UN should appoint someone instead of him. UN should listen to the voices of the people on the ground. There are reasons why the people react to him like this. The bottom line is no one can push pressure to the people, else it will make the matter more worse–

Myanmar’s government on Thursday disputed accusations that it failed to protect a top U.N. human rights envoy who said his vehicle was attacked by a 200-strong Buddhist mob during a visit to a city where religious violence flared earlier this year.

President Thein Sein’s spokesman, Ye Htut, said U.N. rights rapporteur Tomas Ojea Quintana was never in any danger during his visit this week.

He said members of the crowd approached Quintana’s convoy in the central city of Meikhtila only to give him a letter and a T-shirt, “so what Quintana said is very different from the true situation.”

—  “We protested on the bridge in the center of the town,” said Htein Min Khaing of the 88 Generation Students group. “After he met with local authorities we tried to pass an open letter to him, but he refused it. So, we blocked his path. Finally he accepted the letter.”–

At a press conference before his departure from Yangon International Airport on Wednesday, U.N rights rapporteur Tomas Ojea Quintana raised an incident in Meikhtila when crowds descended on his car at about 10pm on Monday punching and kicking the windows as the police stood back.

“The fear that I felt during this incident, being left totally unprotected by the nearby police, gave me an insight into the fear residents would have felt when being chased down by violent mobs during the violence last March as police allegedly stood by as angry mobs beat, stabbed and burned to death some 43 people,” said Quintana.

Presidential spokesperson Ye Htut told the Associated Press that Quintana was never in danger. He said members of the crowd approached the convoy only to give him a letter and a T-shirt, “so what Quintana said is different from the true situation,” AP reported.

AP quoted Ye Htut as saying that one police car was escorting the U.N rights envoy and 30 other officers were controlling the crowd. Police gave protection to him and people had no intention to hurt him. As the police successfully cleared a path and the convoy passed without incident, the spokesman said.

A reporter of the Eleven Media Group (EMG) who was at the scene together with a reporter from state-run newspaper said Quintana’s allegations were totally wrong.

“Since 5pm, about 1,000 people had been waiting to protest against Quintana. When he arrived, there were only about 200 as the others left because of the night-time curfew. The convoy passed just for seconds. Holding placards, they only tried to give him a letter of protest and a T-shirt. The people did not act as he had claimed, said Meikhtila reporter of EMG Wunna Soe.

The reporter covered daily news about Meikhtila violence when it broke out in March. He played an important role in EMG’s efforts to cover news with the aim of stopping mass killings. In the latest incident when Quintana arrived, Wunna Soe had been at the scene since 5pm to cover the news.
He said the U.N envoy would not face the protest if he chose the other way to enter the town.

One local witness Daw May Thet Oo said:

“There were about 150 protestors when Quintana arrived at the top of Meikhtila bridge. They thought he was in the first car of the convoy. The protestors stepped forward to make sure Quintana saw their placards. But traffic police and locals cleared the path. It did not even take three minutes to pass through. “The protest letter carried points showing objection to Quintana’s reports to the United Nations. The Miekhtila violence broke out after Islamists killed a Buddhist monk. The situation worsened as the Muslims from Mingalar Zeyon Quarter were shouting with abusive words all the night,” added the local witness.

Another local Ko Dimaw Soe said: “The protestors only wanted him to show the banners of protest and their voices. They did not harm him. The convoy stopped only for a minute. Nothing happened seriously.”

“Ko Mae Pa, Ko Dimaw Soe and Daw May Thet Oo went to the guesthouse to give an open letter. We wanted him to know the feelings of the entire people of the town but we had no intention of endangering his life. We held no weapons except placards,” said Ko Htain Win Mon from Meikhtila.

Parliament rejects president’s amendment of anti-corruption bill

Myanmar’s Parliament has rejected a proposal by President Thein Sein to delete a clause that requires members of a new anti-corruption commission to declare their assets.

The rejection of the president’s amendments to a new Anti-Corruption Law, under which the commission is to be established, was made during a parliamentary session held in Nay Pyi Taw on Monday.

President Thein Sein argued that the clause requiring members of the anti-corruption commission to submit a list of their personal property and wealth should be deleted as it went against Myanmar’s 2008 Constitution.

An official from Union Assembly’s Joint-Bill Committee however pointed out that the provision was already a requirement in the Union Government Law.

“The Union Government Law states that those appointed by the president for the formation of a commission with a parliamentary approval must send the lists of their assets to the president,” said the official.

According to the anti-corruption bill, 15 members must be selected by the president and the speakers of Lower and Upper Houses of Parliament to form the anti-corruption commission. The president then has to send the membership list to the Union Assembly for approval.

“It can therefore be deduced that commission members are appointed by the president with approval of parliament. The point that commission members must submit the lists of their assets and possessions to the president does not go against the constitution,” according to the official.

“Commission members, who will be vested with power to eliminate bribery and corruption, should demonstrate transparency in improving the country’s executive sector,” he added.

Parliament rejected the presidential remark amid public criticism that the cabinet members are accumulating more wealth and possessions compared with their salaries.

Nay Pyi Taw, June 23 2013U Wirathu, a son of Lord Buddha appeared at the cover of the Time Magazine issued on 1 July 2013, Vol.182, No 1 with an article entitled The Face of Buddhist Terror.Myanmar is a country with freedom of religion without discrimination amongst various faiths. Although the majority of Myanmar citizens profess Theravada Buddhism, the Article 362 of the Constitution clearly stipulates that “the Union also recognizes Christianity, Islam, Hinduism and Animism as the religions existing in the Union effective from the date the Constitution enters into force.’’

Buddhism is a religion that teaches for noble peace based on the knowledge practiced by ourselves with the firm belief on one’s own actions and its results. The members of Sangha, sons of Lord Buddha have been peacefully and strictly following 227 kinds of Code of Conduct (Vinaya), striving for the purification, perpetuation and propagation of the Sasana for thousands of years.

Moreover, the symbol 969 is known to represent nine virtues of Lord Buddha, six virtues of Dhamma and nine virtues of Sangha which is referred to as Three Gems that is deeply venerated by Buddhists as a symbol of peace, as such the respective Sangha Organizations have been requesting to refrain from the use of this symbol in un-appropriate ways and places as such acts could tarnish the image of Buddhist.
