A comparison analysis of statistics from the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) shows that Myanmar has received more funds for internally displaced people (IDPs) in Rakhine State than those in Kachin State.
According to the Rakhine response plan, which was drafted last year to provide aids to IDPs in Rakhine State, a total of US$68 million is needed for the IDPs and the country has received US$45.7 million up to May 2013.
Another US$22 million is needed to provide food and other humanitarian aids to the IDPs in Rakhine State.
A total of US$50.9 million worth of humanitarian aids is needed for IDPs in Kachin State and northern Shan State, but only US$1.2 million has been received to date, which is significantly lower than those in Rakhine State.
The Rakhine Response Plan stated that the fund is needed to continue implementing critical life-saving interventions for 115,000 people for one year (July 2012 through June 2013).
At present, aids for IDPs in Rakhine State have fallen short.
After violence occurred in Rakhine State in June and October, around 140,000 IDPs were living in different locations in Rakhine State. Ninety percent of them are now still living in IDP camps and have to rely on aids from donators.
In Sittwe, the IDP locations host people in extremely overcrowded and poor conditions, with limited access to health, water and sanitation facilities, according to the response plan.
According to the Kachin response plan, about 120,000 displaced people in Kachin State and northern Shan State need humanitarian assistance at least till the end of 2013.
