PSLF Cancels November Ceasefire Talks with Gov’t

According to Lt-Col Tar Bone Kyaw, the general secretary of Palaung State Liberation Front (PSLF), the November meeting between PSLF and government officials to discuss a bilateral ceasefire will be terminated due to continuing government attacks against the ethnic armed group’s forces in the Ta’ang area.

 “The government attacked our troops with heavy-fire three times in Kukai Township, twice in Namhsan Township, and once in Nanksan Township,” said Lt-Col Tar Bone Kyaw.

According to U Nyo Ohn Myint from the government’s peacemaking committee the Myanmar Peace Centre (MPC), both sides may still meet in November. “We are still negotiating a new meeting date, however the PSLF has yet to respond to our latest request,” he added.

U Nyo Ohn Myint claimed that from November 4 to 5, the government’s Union Peace-making Working Committee (UPWC) and ethnic armed groups including the PSLF met in Myitkyina of Kachin State, where both sides agreed to sign a state level ceasefire.

However, Lt-Col Tar Bone Kyaw denied U Nyo Ohn Myint’s statement, saying the meeting in Myitkyina was a simple exchange that did not result in an agreement by the PSLF to sign a ceasefire.

According to Lt-Col Tar Bone Kyaw, unofficial ceasefire talks have taken place in Chiang Mai, Muse Township in Shan State, and Shwe Lin in China since November 2012.

Since October 2012, twelve battles have broken out between government forces and the PSLF’s military branch the Ta’ang National Liberation Army (TNLA) 

Embassy Leads Prosecution-Myanmar Migrant Worker Attacked

According to Kyaw Kyaw Lwin, the labor attaché at the Myanmar Embassy in Bangkok, a man who attempted to rape a Myanmar migrant worker in Samut Prakan Province on November 3 was intercepted by police the same evening, and is now being held at the Bang Phli police office.

The attack happened at approximately 5:30 PM on Sunday, November 3, after the Myanmar woman finished her shift at the Summit Foot Wear factory. Once she retired to her room in the factory’s residence quarters, the suspect broke in and forced himself upon her, but she was able to escape and ran to a neighbor for help.

“We filed a report with the local police the same evening, after we were informed of the attack. Once police speak with the victim to get her report, we will then move forward with the prosecution,” said Kyaw Kyaw Lwin.

The suspect is a Thai man whose wife works as an office worker at the Summit Foot Wear factory where the migrant woman is employed.

Nearly 800 Myanmar migrant workers gathered in front of the factory at 8 PM the same evening. The crowd demanded that the Thai man be fully prosecuted, and destroyed some of the factory’s equipment during their protest.

Kyaw Kyaw Lwin, officials from the Myanmar Migrant Worker Rights Network, and Buddhist monk Asan Zaw Ti Ka from the Aung Tapyay monastery visited the factory during the unrest to help alleviate migrant workers’ concerns.

“We want to prevent people from pointing fingers at one another. The embassy will take care of the prosecution in this case. I would like to make sure the workers are satisfied,” said Asan Zaw Ti Ka.

According to one migrant worker at the Summit Foot Wear Company, this isn’t the first time attacks against migrant workers have occurred, and that suspects in previous incidents were never properly prosecuted. In the future, the source suggested, governments from both countries should participate to ensure criminals who attack migrant workers are put through the judicial process.

The worker also mentioned that because of past examples, many migrant workers are skeptical this case will be fully prosecuted.

There are about 3000 Myanmar migrants working at the Summit Foot Wear company, with most working at the company’s location in Samut Prakan Province. Most Myanmar migrants in Thailand are working in the fisheries, salt, agriculture, trading and factory industries.

Government military activity spurs KNPP emergency commander conference

The Karenni National Progressive Party (KNPP) held an emergency commander’s conference from August 5 to 6 in response to a resurgence of government military activity near KNPP territories.

“The conference was held to review the conditions of our current ceasefire with the government and to put our troops on alert because of unusual military activity,” said KNPP chairman Able Twee.

According to Twee, the military has failed to fulfill certain elements of the bilateral ceasefire, including an agreement to withdraw its forces from KNPP areas. Additional red flags include reports from local citizens of government forces confiscating their land, and a particularly defiant move by Nyapyidaw of extending military training academies into KNPP territory.

“As government forces continually ignore these agreement points, it becomes necessary for us to make sure our troops have their guard up,” Mr. Twee continued.

Over a hundred KNPP military officers attended the conference.

The KNPP signed ceasefire agreements with government forces in 1995 and March 2012.

KNU ႏွင့္ သေဘာတူ ထားျခင္းကို အစိုးရ မလိုက္နာ

“ျပန္ေတြ႕ဖို႕ လိုအပ္တယ္။ အပစ္အခတ္ ရပ္စဲေရးလဲ လုပ္ထားၿပီးေတာ့ သေဘာ တူညီခ်က္ေတြ တိတိ က်က် ဘာမွလဲ အေကာင္ အထည္ မေဖာ္ႏိုင္ ေသးဘူး။ အဲဒီေတာ့ ေရ႐ွည္ အတြက္ မေကာင္း ဘူးေလ။ ဒါေၾကာင့္ ျပန္လည္ ေဆြးေႏြး ႏိုင္ဖို႕ ဒီၿပီး ခဲ့တဲ့ မတ္လ (၂၈) ရက္ေန႕ ညေန ပိုင္းမွာ ဦးေအာင္မင္း တို႔နဲ႕  အလြတ္သေဘာ ေတြ႕ျဖစ္ ခဲ့တယ္” ဟု ဆိုပါသည္။

ကရင္ အမ်ိဳးသား အစည္းအ႐ုံး KNU ႏွင့္ အစိုးရ ၿငိမ္းခ်မ္းမွဳ ေဖာ္ေဆာင္ေရး အဖြဲ႕ တို႔၏ အလြတ္ သေဘာ ေတြ႕ဆုံပြဲကို ကရင္ျပည္နယ္ ဖားအံၿမိဳ႕ေပၚ႐ိွ ဇြဲကပင္ ခန္းမ၌ ျပဳလုပ္ သြားေၾကာင္း ဆိုပါသည္။ ဤေဆြးေႏြး မွဳသည္ မတ္လ ၂၈ ရက္ေန႕ မွ ၂၉ ရက္ေန႕ အထိ ႏွစ္ရက္တာ က်င္းပေသာ ပထမ အႀကိမ္ေျမာက္ ကရင္ေရးရာ အစည္း အေဝးပြဲသို႕ တက္ေရာက္ လာေသာ ဦးေအာင္မင္း တို႔အဖြဲ႔ႏွင့္ ေတြ႕ဆုံ ျဖစ္ခဲ့ျခင္း ျဖစ္ပါသည္။

KNU သည္ အပစ္အခတ္ ရပ္စဲေရး သေဘာ တူၿပီးေနာက္ KUN ေဒသတြင္း အေျခစိုက္ ထားသည့္ အစိုးရ တပ္ခန္း (၃၀၀) ခန္႔ အနက္ တရာ ခန္႔ကို ဆုတ္ခြာ ေပးရန္ ေတာင္းဆို ထားခဲ့ သည္ဟု ဆိုပါသည္။  ဤေတာင္းဆို မွဳႏွင့္ ပါတ္သက္ၿပီး၊ သမၼတ ႏွင့္ ကာကြယ္ေရး ဦးစီးခ်ဳပ္ တို႔ကိုလည္း တင္ျပ ထားၿပီး ျဖစ္ေသာ္လည္း ယေန႔ အထိ အေၾကာင္း ျပန္ၾကားခ်က္ မရခဲ့ ေသးဟု သိရ ပါသည္။

“မင္းေအာင္လွဳိင္နဲ႔ ေတြ႔တုန္း ကဆို အဲဒီ ေတာင္းဆို ခ်က္ေတြကို တင္ျပေတာ့ သူက ဒါေတြ မလိုပါ ဘူးဗ်ာလို႔ ျပန္ေျပာ ခဲ့တယ္ေလ။ က်ေနာ္တို႕ ကေတာ့ ညွပ္ပူး ညွပ္ပိတ္နဲ႔ အပစ္ အခတ္ ရပ္စဲ ေရးကို လက္ခံ လိုက္ရတဲ့ သေဘာကို ျဖစ္ေနၿပီ။ ဒီေတာ့ ဒီအတိုင္းဆို လိုခ်င္တဲ့ ျငိမ္းခ်မ္းေရး ေရရွည္ သြားမဲ့ သေဘာ မေဆာင္ ေတာ့ဘူးလို႔ ထင္ပါတယ္” ဟု KNU တပ္မွဴး တဦးက ဆိုပါသည္။

အစိုးရသည္ KNU တုန္႔ျပန္မွဳကို ႀကိဳတင္ ျပင္ထားၿပီး ျဖစ္သည္ဟု ယူဆ ႏိုင္ပါသည္။  ၂၀၁၂ ခုႏွစ္ ေဖေဖာ္ဝါရီလ လဆန္း ပိုင္းမွ စတင္ကာ KNU တပ္မဟာ (၂) နယ္ေျမ႐ိွ ကရင္ျပည္နယ္ သံေတာင္ၿမိဳ႕နယ္ ေဘာဂလိ ေဒသသို႔  ရိကၡာတင္ ကား အစီး ၁၅၀ ျဖင့္ အင္အား ျဖည့္ခဲ့သည္။

ထို႔အတူ ၂၀၁၂ ခုႏွစ္ ေဖေဖာ္ ဝါရီလ (၅) ရက္ေန႕တြင္ အစိုးရ တပ္မ ၆၆ မွ စစ္ကား အစီး၇၀ ျဖင့္ ေတာင္ငူၿမိဳ႕နယ္ ေဘာဂလိ ေဒသသို႕ ေရာက္႐ိွ ခဲ့ၿပီး  ေဖေဖာ္ဝါရီလ (၈) ရက္ေန႕တြင္ ေနာက္ထပ္ စစ္ကား အစီး (၈၀)  ထပ္မံ အင္အား ျဖည့္ခဲ့သည္။

“ဤနယ္ေျမဟာ စစ္ဆင္ေရး နယ္ေျမလို႔ သူတို႔ ေျပာတယ္ ဒါေၾကာင့္ အရင္က အတိုင္းဘဲ ေပၚတာေတြ ေပးရမယ္ ဆိုၿပီး ေျပာပါတယ္” ဟု ေဘာဂလိေဒသခံ တစ္ဦးက ဆိုခဲ့ ပါသည္။

ဤကဲ့သို႕ အင္အား ရိကၡာ လက္နက္ ပစၥည္းမ်ား ပို႕ေဆာင္ ေနခဲ့ ရာ ၂၀၁၂ ခုႏွစ္ မတ္လ (၄) ရက္ေန႕တြင္ ကရင္ျပည္နယ္ ဖာပြန္ ၿမိဳ႕နယ္ အတြင္း႐ိွ KNU တပ္မဟာ (၅) ထိန္းခ်ဳပ္ နယ္ေျမ အတြင္းသို႕  တင္ပို႔ ခ်ိန္၌ ေက်ာ္ဝင္ လာေသာ အစိုးရ တပ္ဖြဲ႔ကို  KNU က တိုက္ခိုက္ ခဲ့ပါသည္။

ဤတိုက္ခိုက္မွဳ ျဖစ္ပြား ၿပီးေနာက္ ၂၀၁၂ ခုႏွစ္ မတ္လ (၉) ရက္ေန႕တြင္ ၄င္း KNU တပ္ဖြဲ႕ တို႕ကို အစိုးရ တပ္ဖြဲ႔က လာေရာက္ တိုက္ခိုက္ ခဲ့ပါသည္။ ဤနည္းျဖင့္  KNU ႏွင့္ အစိုးရ အဖြဲ႕တို႔ ျပည္နယ္ အဆင့္ ပဏာမ အပစ္အခတ္ ရပ္ဆိုင္းေရး သေဘာ တူညီမႈ လက္မွတ္ ထိုးၿပီး ေနာက္ပိုင္း KNU တပ္မဟာ (၅) တြင္ စုစုေပါင္း တိုက္ပြဲ ၄ ႀကိမ္ ျဖစ္ပြား ခဲ့ပါသည္။

၂၀၁၂ ခုႏွစ္ ဇႏၷာဝါရီ လ ၁၂ ရက္ေန႕တြင္ KNU ႏွင့္ အစိုးရ ၿငိမ္းခ်မ္းမွဳ ေဖာ္ေဆာင္ေရးအဖြဲ႕တို႕သည္  ျပည္နယ္အဆင့္ ပဏာမ အပစ္အခတ္ရပ္စဲေရးအတြက္ အစိုးရအဖြဲ႕၏ မူ (၅) ခ်က္ကို ႏွစ္ဖက္ သေဘာတူ လက္မွတ္ ေရးထိုး ခဲ့ၾကသည္။ KNU ဘက္မွ တင္ျပထားသည့္ အခ်က္ (၁၁) ခ်က္ကို ျပည္ေထာင္စု အဆင့္ ေတြ႕ဆုံ ပြဲ၌ ဆက္လက္ ေဆြးေႏြး သြားၾကရန္ သေဘာတူ ထားခဲ့သည္။

အစိုးရ အဖြဲ႕၏ မူ (၅) ခ်က္ အတြင္းမွာ တပ္ေနရာ ခ်ထားေရး အတြက္ ပါ႐ိွ ခဲ့ၿပီး ၊ KNU ၏ အခ်က္ (၁၁) ခ်က္ အတြင္းမွာ တျပည္လုံး အတိုင္းအတာ ေဆာင္သည့္ အပစ္အခတ္ ရပ္စဲေရးကို အစိုးရ ဘက္က ထုတ္ျပန္ ေပးရန္တို႕ ပါ႐ိွ ခဲ့သည္။

၂၀၁၂ ခုႏွစ္ ဧၿပီလ ၆ ရက္ေန႕တြင္ ျပည္ေထာင္စု အဆင့္အျဖစ္ ရန္ကုန္ ၿမိဳ႕တြင္ ထပ္မံ ေဆြးေႏြးၿပီး ဆံုးျဖတ္ခ်က္ (၁၃) ခ်က္ သေဘာ တူညီ ခဲ့ၾက ပါသည္။ ဤအခ်က္ မ်ားထဲ၌ တျပည္လုံး အတိုင္းအတာ ေဆာင္သည့္ အပစ္အခတ္ ရပ္စဲ ေရးကို အစိုးရ ဘက္က ေၾကညာ ေပးရန္လည္း ပါ႐ိွ ခဲ့ပါသည္။

ဤကဲ့သို႔ သေဘာ တူထား ခဲ့ေသာ္လည္း အစိုးရ ဘက္မွ လိုက္နာ ခဲ့ျခင္း မ႐ိွ ေသာေၾကာင့္ KNU မွ ေတာင္းဆို ေနျခင္း ျဖစ္ပါသည္။  ဦးေအာင္မင္းႏွင့္ ေနာက္ဆံုး ေတြ႔ဆံု ခဲ့သည့္ ၂၀၁၃ ခုႏွစ္ မတ္လ (၂၈) ရက္ေန႔ ဖားအံ ၿမိဳ႕ေပၚ႐ိွ ဇြဲကပင္ ခန္းမ ေတြ႔ဆံု ပြဲတြင္လည္း KNU ၏ ေတာင္းဆိုခ်က္မ်ား အဆံုးအျဖတ္ မေပးႏိုင္ ေသးေၾကာင္း ဦးေအာင္မင္းက ဆိုခဲ့ ပါသည္။

ဤသို႔ေၾကာင့္ KNU သည္ သေဘာတူ ထားသည့္အတိုင္း အစိုးရ ဖက္မွ လိုက္နာျခင္း မရွိပါက ျငိမ္းခ်မ္းေရး အတြက္ အလားအလာ မေကာင္းဟု KNU က ေျပာဆို ေနျခင္း ျဖစ္ပါသည္။

KNU သည္ ျမန္မာႏိုင္ငံ လြတ္လပ္ေရး ရၿပီး ေနာက္ပိုင္း အမ်ဳိးသား တန္းတူေရးႏွင့္ ကိုယ္ပိုင္ ျပဌာန္းခြင့္ ရရွိေရး အတြက္ ၁၉၄၉ ခုႏွစ္မွ စ၍ ျမန္မာ အစိုးရ အဆက္ဆက္အား ဆန္႔က်င္ ေတာ္လွန္ ခဲ့ေသာ အဖြဲ႔အစည္း ျဖစ္ပါသည္။
