Military bans media outlets from publishing Kokang group’s statements.
The Military Authoritative Information Team today sent a letter to Myanmar Press Council (Interim) informing that the local news media outlets are not to cover any statements released by Myanmar National Democratic Alliance Army (MNDAA).

The letter carried two points. The first point is that representatives from MNDAA (Kokang rebel group) are reported to have been attending the conference of the leaders of ethnic armed groups being held in Panghsan, Shan State (East). The second point states that as MNDAA is declared an unlawful association by the government, the news media outlets are barred from broadcasting or publishing MNDAA’s statements coming from the conference. The letter warned that any media outlet that fails to follow the instruction will face action in accord with the existing laws.

The warning letter is dated May 8, which falls on World Press Freedom Day. The letter said MNDAA is declared an unlawful organisation. According to the Unlawful Associations Act, anyone who contacts or assists the unlawful associations will face a three-year imprisonment under section 17(1) and a five-year imprisonment under section 17(2).

“From my point of view, there are two parts to consider: the criteria of press freedom and the country’s current situation. This declaration is unreasonable from the perspective of press freedom. It is not in line with the freedom of expression. This is from criteria viewpoint. When this is to be linked with the country’s present situation, Myanmar’s press freedom index is at the bottom of the list because it hasn’t been long that the military regime has shifted into a semi-civilian government. The military still intervenes in the political sphere. The attitude of the military is that this is their ‘Type Organisation’. The battles with the armed group called Kokang are different from those happened with other groups. There are conflicts and they are sensitive. So, I want to say that we need to keep on going cleverly in accord with the condition of the country and the standards of press freedom,” said Kyaw Min Swe, the secretary of the Myanmar Press Council (Interim).

“Other armed ethnic groups including MNDAA have been in attendance at Panghsan’s ethnic conference. If the media expresses the news released from MNDAA, action will be taken. Why is an action taken against other ethnic groups apart from the MNDAA? Taking actions against the media and not taking action against the ethnic groups are not fair. Therefore, the statements and announcements coming from Panghsan ethnic conference should not be recognised and actions should be taken against. It looks to be an indirect way to control the media. Nay Pyi Taw, 9 March — Myanmar Military Tatmadaw columns have been combing Point 1753 hill and nearby hilltops from which Kokang insurgents launch attacks to harass the safe travelling of local people since 7 March.
Tatmadaw columns were able to capture strategic hills after launching air and artillery strikes but fierce fighting continued until 8 March in the area.
One officer and seven other ranks sacrificed their lives during the fighting and 51 others were injured.
Kokang insurgents take foothold in the hills between Point 1753 hill and border post 141 and often attack local travelers and Tatmadaw convoys. In February, Kokang insurgent attacked vehicles flying the Red Cross Flag, vehicles of the media and departmental staff on the route.—

Expert at academy of military sciences accused of aiding ethnic-Chinese rebel forces, according to sources familiar with the case

A senior Chinese military strategist has been investigated for allegedly leaking state secrets, helping armed rebels in Myanmar in their fight against government forces, plus fraud, according to three independent sources familiar with the case.

Major General Huang Xing, the former head of the research guidance department at the Chinese Academy of Military Sciences, was detained for “serious disciplinary violations” earlier this year, a form of words often used by the Communist Party to describe allegations of corruption.

He was among the 14 generals the PLA Daily announced on Monday had been detained for alleged graft or related crimes over the last two months.

A source close to the academy said Huang’s chief offence was violating military discipline by allegedly leaking state secrets to rebels in the Kokang region of northern Myanmar during fighting in the Southeast Asian nation in 2009.

The main rebel force in Kokang is the Myanmar National Democratic Alliance Army, who are ethnic-Chinese and once formed part of Communist Party forces in the region.

“He [Huang] was arrested recently and charged with committing fraud,” an academic source said, but gave no further details.

Another source who claimed to be Huang’s friend told the South China Morning Post that the major general was charged with “swindling 1 million yuan” (HK$1.25 million).

The details are not clear, but the friend suggested the allegation was a pretext to take Huang down.

“One million yuan should not be a strong enough reason to charge a major general. Other generals facing corruption investigations have all allegedly received much more than that,” the friend said.

“Huang’s family already turned in the 1 million yuan, but the authorities still went ahead and charged him. I suspect somebody is just waiting for an opportunity to bring him down.”

The PLA Daily reported that Huang was investigated by the military graft-busters in January over “serious disciplinary violations”.

His case has been passed to military judicial institutions, it added. The military newspaper did not mention Huang’s alleged relationship with Kokang rebels.

The People’s Liberation Army strictly forbids officials contacting foreign military personnel without prior approval.

Myanmar’s chief of military affairs security last month alleged that Kokang rebel forces had received training and advice from former Chinese soldiers during a recent upsurge in fighting.

He also hinted the rebels had received support from China. The Foreign Ministry in Beijing and the Kokang rebel leader denied the claim.

“I was surprised when I read Huang’s name on the list of the 14 disgraced generals,” said Professor Arthur Ding Shu-fan, a PLA expert at the Taipei-based Chinese Council of Advanced Policy Studies.

“Huang is quite famous for his research work on military strategies. As a military scholar, I don’t think he would be implicated in corruption because he doesn’t have many opportunities to take bribes.”

Two retired senior colonels said Huang’s detention was a combination of various factors.

They said Huang’s involvement with the Kokang rebels was a “political mistake” and an embarrassment to the PLA hierarchy.

“The fact that this is not mentioned [in the PLA Daily report] suggests that the top leaders may feel embarrassed. Instead they picked up another convenient charge to punish him with,” one of the retired officers said.

On Sunday, the Tatmadaw columns could reopen the Laukkai-Kongyan communication route for secure transport after occupying six hills of Kokang insurgents. On 28 February, military columns discharging security duty seized 60 bullets of M-22, two berry caps, one photo album and two vehicles at a building in Napan Village. At 11.30 am, Tatmadaw columns clashed with some Kokang insurgents in a place, southwest of Laukkai and seized one dead body of the insurgents, one M-23 sub-machine gun, one pistol, one .22 rifle, two mines, ammunition and related materials and equipment. At about 1.15 pm, Tatmadaw columns, acting on tip-off, searched four suspects but they fled from the scene. So, the military servicemen tried to stop the suspects by firing at them. In the incident, one of four suspects was dead and three remaining persons were arrested. According to the investigation, the Tatmadaw columns combed the surrounding area and seized two boxes containing 1,000 electronic detonators each, eight black bullet proof coats, 30 bullet proof plaque, 50 uniforms with MNDAA badges, two caps with MNDAA titles, five bags of equipment and related materials, two packets of 30 green knapsacks and five bales of camouflage beds from the building. At 8 pm, Tatmadaw columns searched 15 suspected persons near Sinkyaing Village but two of them opened fire at servicemen. In combing the area, the military columns seized one dead person, 12 suspects including two injured, three uniforms with MNDAA badges, 12 sets of uniforms without badges, four hats, one peak cap, three gun proof caps, one Icon communication device, one Motorola communication device, one equipment, and two packets of heroin (about four grams). In the incidents, Tatmadaw columns seized three dead bodies, 331 rounds of ammunition, two rocket shells, two mines, 2,000 electronic detonators, two vehicles, two white powder packets believed to be heroin, 65 sets of uniforms and military equipment and arrested 15 persons. FM: China-Myanmar border not closed

China has strengthened management of its border with Myanmar but has not closed it, despite conflict in northern Myanmar, a spokesperson said on Wednesday.

“China is paying great attention to the current situation in northern Myanmar, which impacts stability in the border areas between China and Myanmar,” Foreign Ministry spokesperson Hong Lei said at a daily press briefing.

He urged the sides concerned to exercise restraint to prevent the conflict from escalating, and to alleviate tensions as soon as possible.

Hong said China also hoped the Myanmar side would take all necessary measures to ensure the safety of Chinese nationals and organizations in Myanmar.

According to Hong, China had offered, and will continue to offer, the necessary assistance to Myanmar nationals who had arrived in China for safety reasons.

“China has suggested that Myanmar should reinforce its border management,” said the spokesman.

“China adheres to the principle of non-interference into any other country’s internal affairs, it respects Myanmar’s sovereignty and territorial integrity, and does not allow any organization or person to use Chinese territory to hurt the China-Myanmar relationship or stability in its border areas,” said the spokesperson.

Hong said China had always stuck to those principles and maintained close communication with the Myanmar side since conflict broke out in northern Myanmar.

Ten Years-Old Kid Mine-Bombed at Home in Sino-Burma Border Guogan

Wensday morning, Luo and his family woke up as usual, ready to prepare breakfast. His ten years-old son woke up first to get some firewood in the hunt. However, in this very room where he goes to fetch firewood for his family’s breakfast every day, nobody would suspect it was mined!

After hearing the loud nosie, Luo and his family run out to the hunt and saw the boy grabbing his leg and crying. Severely wounded, the kid was sent to Nansan hospital China. Unfortunately, the doctor were not able to save the kid due to loosing too much blood beforehand.
