๑๙ พ.ย.๕๗ KIA ปะทะกับ ทพม. ที่บริเวณใกล้กับเมืองหล่ายจ่า บก.ใหญ่ KIO/KIA และเมื่อเวลา ๑๒๓๖ น. มีกระสุน ป.๑๐๕ มม. จาก ทพม.พัน.ร.๓๘๙ ที่ คาราบุม ไปตกที่ค่ายฝึก จองรุงของ KIA ทำให้ KIA เสียชีวิต ๒๒ คน บาดเจ็บ ๑๕ คน
ตั้งแต่ ๑๖ พ.ย.๕๗ KIA พัน.๒๗ พล.น.๓ เริ่มปะทะกับ ทพม.พัน.คร.๔๑๗ พล.ร.๘๘ ที่ล่วงล้ำเข้าในเขตของ KIA อ.บ้านเจ จ.บ้านบ่อ รัฐกะฉิ่นตอนใต้ เป็นเหตุให้มีการปะทะกันอีกในพื้นที่อื่น

Initial reports indicated that 22 had died in the attack however a 23rd trainee died of his injuries en route to hospital, the Kachin News Group has learned. The remaining 15 survivors are being cared for in Laiza.

Burma’s ethnic conference in Laiza extended

ETHNIC ARMED CONFERENCE

Representatives of Burma’s ethnic armed groups meeting in the Kachin Independence Organization’s (KIO) de facto capital Laiza extended their conference to Saturday, Japan’s Kyodo News Agency has reported. The conference which began last Wednesday is being held in order to facilitate a unified response to the government’s plans for a nationwide ceasefire.

“We have all generally agreed on the framework but we will meet again to finalize and sign it tomorrow,” Chin academic Salai Lian Sakhong explained to Kyodo. Kyodo is one of the few foreign news agencies to send its staff to cover the conference.

The conference which involves the representatives of 16 of Burma’s armed ethnic groups, is the first major conference of its kind to be held in rebel territory since the Karen National Union (KNU) hosted similar unity conferences in Manerplaw in the early 1990’s. Apart from the KIO the Laiza conference includes representatives of the KNU, the New Mon State Party (NMSP), the Chin National Front (CNF), the Shan State Army South (RCSS), the Shan State Army North, Ta’ang National Liberation Army (TNLA), the Karenni National Progressive Party (KNPP), Lahu Democratic Union, Arakan National Council, Democratic Karen Benevolent Army (DKBA Na Kham Mwe faction), Pao National Liberation Organization (PNLO), and the Wa National Organization (WNO). The WNO is quite small and not to be confused with the much larger United Wa State Army who did not attend.

Although the KNU for many years championed a united front amongst Burma’s various ethnic rebel groups, the KNU’s current leadership under Mutu Say Poe, appears far less interested in such things these days. Informed observers tell the Kachin News Group that the KNU’s current position on the national ceasefire is at odds with the stance of the United Nationalities Federal Council, a coalition of 11 armed groups which includes both the KNU and the KIO, that is far more skeptical of the government’s ceasefire related plans.

The United Wa State Party (UWSP) and National Democratic Alliance Army (NDAA) will not attend the Ethnic Armed Organisations Conference to be held in Laiza, Kachin State.

The conference takes place on Wednesday and 19 ethnic armed groups have been invited. Among them, the UWSP and the NDAA announced that they will not participate in the conference despite being invited, leading some to think that China may be refusing them permission.

“Among 19 armed groups, 17 groups will attend the conference except two groups. The UWSP and the NDAA said that they are very glad to be invited. But they replied that they can’t attend the conference because their leaders are not feeling well,” said Dwe Pe Sa, who is in charge of Kachin Independence Organisation’s victim relief committee.

Dwe Pe Sa added that he could not comment further as to what was really behind the reason the two groups were not attending as it was very difficult to say. Others however were quick to say that Chinese influence was to blame.

“We are hearing the news as the UWSP and the NDAA can’t attend the conference because they can’t get the Chinese permission,” said La Maing Kwan Jar from Kachin Peace Committee Group.

“It may be rumors. But, that what we’ve heard,” La Maing Kwan Jar added. Eleven Media was unable to reach the UWSP’s spokesperson for a comment.

Aung Kyaw Zaw, a military observer in China-Myanmar border area and who is also close with the ethnic armed groups replied to queries that it may be possible as the UWSP and NDAA can’t attend the conference because of the Chinese force.

“It is possible they can’t attend the conference. In my opinion, there are three options. Firstly, they have signed the ceasefire agreement so they think that they don’t need to attend the conference. Secondly, they don’t desire to participate in the political dialogue because they don’t understand Myanmar’s political issues. Finally, they can’t attend the conference due to disturbances. Whatever it is, I think they should attend the conference,” Aung Kyaw Zaw told Eleven Media.
