Government military activity spurs KNPP emergency commander conference

The Karenni National Progressive Party (KNPP) held an emergency commander’s conference from August 5 to 6 in response to a resurgence of government military activity near KNPP territories.

“The conference was held to review the conditions of our current ceasefire with the government and to put our troops on alert because of unusual military activity,” said KNPP chairman Able Twee.

According to Twee, the military has failed to fulfill certain elements of the bilateral ceasefire, including an agreement to withdraw its forces from KNPP areas. Additional red flags include reports from local citizens of government forces confiscating their land, and a particularly defiant move by Nyapyidaw of extending military training academies into KNPP territory.

“As government forces continually ignore these agreement points, it becomes necessary for us to make sure our troops have their guard up,” Mr. Twee continued.

Over a hundred KNPP military officers attended the conference.

The KNPP signed ceasefire agreements with government forces in 1995 and March 2012.

No agreement between the KNPP and the Government on military school yet

The government has not replied yet on the demand of the KNPP (Karenni National Progressive Party) for moving the government’s (no. 14) military training school in Hpruso Township in Kayah to other place, according to KNPP’s vice president, Khu Oo Reh.

“This land is confiscated land by the government. The government said that this land is vacant land. Therefore there is no more land for villagers to do growing. That is why we have to demand to the government moving out from this land. But the government gave a reason that they have already built their building and it used a lot of budget that was not possible to remove,” he said.

Therefore the KNPP gave a suggestion again to change this building for the mass benefit (profession school) or other educated school. But the government has not given any response yet.

The government confiscated a lot of land acres to build this military training school. The people did a referendum, prayer and demonstration in order to oppose in building of the military training school.

“This military training school is located in the middle of people’s growing area. It becomes to give back compensation to the land owner when the people knew significantly about the government used their power that is not unfair. Therefore the government gave compensation (50,000 kyats) for one acre. The people didn’t agree with that amount money,” Khu Oo Reh said.

However the authorities in these areas tried to pay the compensation, but it was very few of money if calculation with current price.

The government confiscated the land areas more than they need for building the military training school that was not unfairly, he said.

The government peace making group and the KNPP have already met officially at union level (2 times), state level (1 time) and off the record meeting (3 times).

There were three times the KNPP presented about the issue of military training school in every meeting with the government but until now the responding from the government has not come yet.

Finally, in the meeting of 2nd union level on 19th and 20th of June, they still have not got agreement for resettlement of troops and military affair.

The KNPP signed ceasefire agreement with the government on 7th of March, 2012. However they got totally over 20 points of agreement but there have no for resettlement of troops until now.

• 32 refugees died when a fire broke out around 3.15 pm Friday 22nd March, in Ban MaeSurin camp, MaeHongSon Province.
• The fire swept through sections 1 and 4 of the camp but was brought under control around 5.30 pm.
• Over 400 households have been destroyed leaving around 2,300 people homeless.
• The clinic, school, nursery school, warehouses and other Community buildings were also destroyed.
• Some of the injured have been transferred to local district hospitals or Chiang Mai.
• Thai Government officials are at the site today Saturday 23rd March, along with NGOS, UNHCR and the Karenni Refugee Committee to conduct an assessment of the situation.
• UNHCR immediately provided 800 plastic sheets, 1,200 sleeping mats and blankets.
• A situation report will be sent out later today including details of relief items urgently required.
• Our thoughts are with the families who have been devastated by this tragedy.

ဆက္လက္၍ ဦးေအာင္ဆန္းျမင့္က “ေလာေလာဆယ္ အိုးမဲ့အိမ္မဲ့ ျဖစ္သြားသူေတြကို အေရးေပၚ ကူညီမႈေတြ လုပ္ေပးေနပါ တယ္။ ဒဏ္ရာရတဲ့သူေတြထဲမွာ ဒဏ္ရာျပင္းထန္တဲ့ သံုးေယာက္ကိုေတာ့ မဲေဟာင္ေဆာင္ေဆး႐ံုကို ပို႔ထားပါတယ္”ဟု ျဖည့္ စြက္ေျပာဆိုသည္။

ကရင္နီအမွတ္(၂) ဒုကၡသည္စခန္းကို ၁၉၉၂ခုႏွစ္က စတင္ တည္ေတာင္ခဲ့ၿပီး လက္ရွိ ရပ္ကြက္ေပါင္း ၄ခုရွိကာ လူဦးေရ ၃,၄၀၀ (သံုးေထာင္ေလးရာ)ေက်ာ္ အေျခခ်ေနထိုင္လွ်က္ရွိကာ ၂၀၁၁ခုႏွစ္ မိုးရာသီအတြင္းက ေတာင္ကမ္းပါးၿပိဳက်၍ အိမ္ေျခပ်က္စီးမႈ မ်ားလည္း ရွိခဲ့သည္ဟု သိရသည္။

ၿပီးခဲ့သည့္ ၂၀၁၂ခုႏွစ္၌လည္း ထိုင္း-ျမန္မာနယ္စပ္ရွိ ကရင္ဒုကၡသည္စခန္းတစ္ခုျဖစ္သည့္ အုန္းဖ်န္ဒုကၡသည္စခန္းတြင္ အလား တူ မီးေလာင္ကြၽမ္းမႈ ျဖစ္ပြားခဲ့ရာ အိမ္ေျခတစ္ေထာင္ မီးထဲပါသြားခဲ့သည္။

UWSP/UWSA attends the Shan–Kayah Conference tomorrow

PANGLONG ORG     It is reported that representatives from the United Wa State Party/United Wa State Army (UWSP/UWSA) will attend the Shan–Kayah Trust-building for Peace conference which is due to be held in the coming week at Lashio Motel in Lashio, the second capital of Shan State.

“We have invited armed groups and political parties totaling 25 organizations to attend the Shan–Kayah Conference. So far, we have received most of the representative names from many organizations already; including two representatives from the UWSP/UWSA” said Sai Leik, an organizing team committee and spoke person to the conference.

 

To the coming Shan–Kayah Trust-building for Peace conference on March 20 – 22, Xiao Sankun deputy director of the Exterior Affairs and Ta Yi Paleuk, a son of a famous Wa prince Ja Tae, were selected by the UWSP/UWSA, as representatives for the conference, said a source from the organizing committee.

Meanwhile, Restoration Council of Shan State sources say it will be represented by Sai Kawng and Oon Kherh.

“Political parties, armed groups and civil society organizations and all concerned are invited; not a single to be left out, we have carefully compiled the list. We do hope all will attend the conference,” said Sai Leik.

Maj Zaw Lwin, the deputy secretary 1 of the Kayan New Land Party (KNLP), and a deputy leading organizer of the conference, confirms that among the 25 organizations, includes Kayah political parties, armed groups and 8 civil society organizations.

ခူဦးရယ္က “က်ေနာ္တို႔ နယ္ေျမထဲမွာ အစိုးရတပ္ ရွိ မရွိ သူတို႔ (အစိုးရ)တပ္ကို ေမးတယ္။ သူတို႔တပ္ မရွိဘူးလို႔ ေျပာ တယ္။ အမွန္က က်ေနာ္တို႔ နယ္ေျမထဲမွာ သူတို႔တပ္ေတြ ဆက္ရွိေနဆဲပဲ။ ဒါဟာ သူတို႔ဘက္က ႐ုိးသားမႈမရွိဘူးေပါ့”
