Joseph Blatter hat in Burma die Eröffnung zweier Entwicklungsprojekte des Weltfussballverbands gefeiert. Doch die Fifa steht im Verdacht, gegen Schweizer Sanktionsbestimmungen verstossen zu haben.

Joseph «Sepp» Blatter ist derzeit auf Stimmenfang. Anfang Juni stellt sich der Fifa-Präsident zur Wiederwahl für eine vierte Amtszeit. Am Wochenende hat Blatter nun ernsthafte Konkurrenz erhalten: Mohammed Bin Hammam, der Präsident des asiatischen Fussballverbands, kündig te seine Kandidatur an.

Wenige Tage zuvor brach Blatter zu einer Asienreise auf und machte in Osttimor, Burma, Laos und Malaysia halt. Mit der Reise versuchte Blatter wohl, einige asiatische Stimmen für die kommende Präsidentschaftswahl zu gewinnen. Doch der zweitägige Besuch in Burma könnte für den Weltfussballverband ein übles Nachspiel haben: Die Fifa steht im Verdacht, gegen die Schweizer Sanktionsbestimmungen gegenüber Burma verstossen zu haben. Aufgrund von Recherchen der WOZ und der exilburmesischen Newsplattform Mizzima beginnt das Staatssekretariat für Wirtschaft (Seco) Untersuchungen gegen die Fifa.

Anlass für Blatters Reise in das Land, das von einer Militärjunta regiert wird, boten die zwei neusten «Goal»-Projekte der Fifa in Burma. «Goal» ist das Entwicklungshilfeprogramm des Weltfussballverbands. Seit dessen Einführung im Jahr 1999 hat die Fifa über 300 Millionen Franken in diese Projekte gesteckt, mit dem Ziel, die wirtschaftlich schwächeren Verbände finanziell zu unterstützen. Die Fifa lässt sich jedes Projekt 400 000 Franken kosten, in den kommenden Jahren soll dieser Betrag auf 500 000 Franken erhöht werden, wie Joseph Blatter vor zwei Wochen ankündigte. 5 members of Myanmar Construction Entrepreneurs Association (MCEA) will contest election as USDP

FIVE members of the Myanmar Construction Entrepreneurs Association (MCEA) will contest the November 7 election as Union Solidarity and Development Party (USDP) candidates, the association announced last week.

The group includes Dr Khin Shwe, president of the MCEA and chairman of Zaykabar Construction; U Win Myint, chairman of the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) and owner of Shwe Nagar Min; U Htay Myint, chairman of Yuzana Construction; U Yan Win, managing director of A1 Construction; and U Tint San from ACE Construction.

U Ko Ko Htway, a Central Executive Committee member of the MCEA, told The Myanmar Times the group would not have to resign from the association to take part in the election, after the association agreed at its September 4 annual general meeting to change its constitution to allow members to enter politics.

“Businessmen in foreign countries often take part in politics so that’s why we updated our constitution and allowed members to participate to politics without resign from the association. We felt that if we didn’t change some regulations that limit participation in politics there would be some disagreement between our members,” U Ko Ko Htway said after the meeting.

“So those candidates don’t need to quit the association; they will continue to hold their present positions,” he said.
A spokesperson from the UMFCCI said “six to 10” members, including U Win Myint, would stand as candidates, mostly for the USDP.

The UMFCCI altered its constitution last year to allow members to participate in politics.

Other members running as USDP candidates include U Aung Than Oo, president of the Myanmar Rice and Paddy Traders Association); U Tin Win, president of the Myanmar Rice Millers Association; and CEC members U Thein Han and U Soe Myint.

U Hla Shwe will stand as an independent candidate in the Amyotha Hluttaw constituency of Mawlamyine.
Most of the businessmen will stand for Amyotha Hluttaw, or upper house constituencies.

Dr Khin Shwe said on September 5 he would contest Yangon Region Amyotha Hluttaw constituency 9, which includes Kawhmu, Kungyangone and Twante townships.

“I will enter the election focusing on religion and social work because I made a lot of bridges and roads in my constituency after Cyclone Nargis,” he told The Monitor, which is run by U Hla Myint Swe, the head of Yangon City Development Committee’s Information Department.

When contacted he declined requests for an interview.

U Win Myint will contest Sagaing Region Amyotha Hluttaw constituency 3 (Kanbalu, Kyunhla, Ye-U and Taze townships), while U Htay Myint will stand in Tanintharyi Region Amyotha Hluttaw constituency Myeik and U Tint San will contest Ayeyarwady Region Amyotha Hluttaw constituency 1, which includes Pathein and Ngapudaw townships.

Authority Increases Electricity to Taungup to Avoid Protests

Taungup: The military government has adopted the new tactic this year of providing more electricity to Taungup in an effort to placate residents and avoid further protests like those that have taken place over the last few years.

Taungup is a town located in western Burma’s Arakan State where dozens of protests against the military government have broken out over the last few years, in spite of efforts by the authorities to crack down on such demonstrations.

Every Burmese person knows of the town’s role in the democracy movement in Burma due to the many protests that have been staged there. As a result of the protests, many democracy activists in the town have been arrested by the authorities and sentenced to long prison terms.

U Kyaw Khaing, Chairman of Taungup Township’s NLD, was sentenced to two years in prison while Ko Min Aung, General Secretary of the township NLD, was sentenced to 15 years in prison.

U Khin Hla, Vice-Chairman of Taungup Township’s NLD, as well as many youths, including Ms. Ni Ni May Myint, Moe Nay Soe, Chit Mg Mg, Maung Maung Thet, and Than Htay, are being detained in several prisons for their anti-junta activities.

Speaking to Narinjara over the phone, a youth from Taungup said, “The authority has been distributing electricity twice a day to our town, during the day and night, since the beginning of August. It is very strange compared to previous times, but I know why the authority is supplying more power to our town – it is intended to placate people and lure them to support the government.”

The authority supplies electricity from the state-owned generator in the town from 6 pm to 10 pm at night, and supplies electricity from another generator owned by businessman U Kyauk Taung from 10 am to 4 pm during the day.

“U Kyauk Taung is a business partner of army generals in Burma. He distributes the electricity in the town during the day, but the authority provides the fuel for his generator,” the youth said.

According to a local source, the government has also constructed a black-top paved road between downtown and the traffic jetty in a further attempt to gain support of the locals for the upcoming election, and to avoid protests. The road was ruthless in the past and people were unable to travel it in cars.

In Arakan State there are several towns larger than Taungup, including Sittwe, Thandwe, and Kyauk Pru, but they are currently not getting more than three hours of electricity a day.

“အရင္ႏွစ္ေတြက ဒီေဂ်ေသာ္ေသာ္ကုိငွားေနက်ေလ။ ဒီႏွစ္ကုိ မငွားေတာ့ဘူးဆုိေတာ့ အံ႔ၾသေနတာ။ ေနာက္ေတာ့မွ ၾသစေၾတးလ် က ဒီေဂ်လုိ႔သိရတယ္။ ေနာက္ၿပီး မ႑ပ္မွာ ေရပက္တဲ့သူေတြထဲမွာလည္း ႏုိင္ငံျခားသားေတြပါတယ္”ဟု Air Bagan ၀န္ထမ္းတဦး က ဧရာ၀တီသို႔ ေျပာသည္။

အဆုိပါ မ႑ပ္တြင္ ေရကစားသည့္ လူငယ္တဦးကလည္း“မ႑ပ္မွာ သူတုိ႔ အသုိင္းအ၀ုိင္းေတြပဲမ်ားတယ္။ အဲပုဂံက ၀န္ထမ္းေတြ ရယ္၊ ေနာက္ ဦးေတဇပိုင္တဲ့ကုမၸဏီက လူေတြမ်ားတယ္။ အျပင္လူကနည္းတယ္”ဟု ဆုိသည္။

၎မ႑ပ္သုိ႔ လာေရာက္ ေရကစားၾကသည့္ လူငယ္မ်ားမွာ ေနာက္ဆုံးေပၚကားမ်ားျဖင့္ အၿပိဳင္အဆုိင္ လာေရာက္ၾကျခင္း ျဖစ္ေၾကာင္းသိရသည္။

“ကားနံပါတ္ေတြက ေနာက္ဆုံးေပၚ နံပါတ္ေတြနဲ႔ မွန္ေတြကလည္း ေနကာမွန္ အမည္း ေတြတပ္ထားတဲ့ကားမ်ိဳးေတြနဲ႔ မ႑ပ္ လာထုိင္ၾကတာ”ဟု Air Bagan မ႑ပ္ကို သြားေရာက္ၾကည့္႐ႈခဲ့သည့္ ရန္ကုန္ၿမိဳ႕ခံတဦးကဆုိသည္။

အဆုိပါ Air Bagan မ႑ပ္တြင္ အျပင္လူမ်ားအေနျဖင့္ သႀကၤန္အက်ေန႔မွ အတက္ေန႔အထိ သုံးရက္ေရကစားမည္ဆုိလွ်င္ က်ပ္ ၃၀၀၀၀ ေပးရၿပီး မ႑ပ္၏ အျပင္အဆင္ႏွင့္ အသုံးျပဳထားေသာ စက္ပစၥည္းမ်ားမွာ အလြန္ေကာင္းမြန္ေၾကာင္း၊ မ႑ပ္၏ အက်ယ္ အ၀န္းမွာ ေပ ၁၀၀ ခန္႔က်ယ္၀န္းေၾကာင္း နီးစပ္သည့္ အသုိင္းအ၀ုိင္းမွ ၾကားသိရသည္။

မ႑ပ္၏ ကုန္က်စရိတ္အား အတိအက်မသိရေသာ္လည္း နစ္ေနမန္းဘေလာ့တြင္ သိန္း ၅၀၀ ခန္႔ အကုန္အက်ခံ ေဆာက္လုပ္ ထားျခင္းျဖစ္သည္ဟု ေရးသားထားသည္။

“အဲ့ဒီမွာ ဆလုိက္မီးေတြအမ်ားႀကီး သုံးထားတယ္။ ညဘက္မွာ ႏုိက္ကလပ္လုိ ပုံစံမ်ိဳးေနလုိ႔ရေအာင္ လုပ္ထားတယ္။ မ႑ပ္ ကုန္က်ေငြက အနည္းဆုံး က်ပ္သိန္း ၁၀၀ အထက္မွာရွိတယ္”ဟု အဆုိပါ မ႑ပ္တြင္ ေရကစားသည့္ လူငယ္တဦးက ေျပာ သည္။

အာဏာပိုင္မ်ားက၂၀၁၀ သႀကၤန္ မ႑ပ္မ်ား၏ ေနာက္ခံအျပင္အဆင္မ်ားကို ျမန္မာ့ရိုးရာ ပန္းခ်ီဒီဇိုင္းမ်ားႏွင့္ ျပဳလုပ္ရန္၊ သႀကၤန္ မ႑ပ္ အမည္မ်ားကို ျမန္မာဆန္ဆန္ ေပးၾကရန္၊ ျမန္မာ့ရိုးရာ ယဥ္ေက်းမႈႏွင့္မအပ္စပ္ေသာ ၀တ္စားဆင္ယင္မႈ ကခုန္မႈ သရုပ္ပ်က္မႈမ်ားအား လံုး၀ ခြင့္မျပဳရန္၊ မ႑ပ္တြင္ ျမန္မာ့ရိုးရာ အစားအစာျဖင့္သာ ဧည့္ခံေကြ်းေမြးရန္ စသည္ျဖင့္ သႀကၤန္မတုိင္ခင္ စည္းကမ္းခ်က္မ်ား ထုတ္ျပန္ထားသည္။

သုိ႔ေသာ္ ရန္ကုန္ၿမိဳ႕ ကန္ေတာ္ႀကီးကန္ပတ္လမ္းတြင္ရွိသည့္ ေရကစားမ႑ပ္မ်ားအား ေပးထားသည့္ အမည္မ်ားမွာ ျမန္မာဆန္ သည့္ အမည္မ်ားမဟုတ္ေၾကာင္းလည္း သိရသည္။

“ေျပာေတာ့သာ ျမန္မာဆန္တဲ့ အမည္ေပးရမယ္ဆုိၿပီး တခ်ိဳ႕ဆုိ ငရဲျပည္ လုိ႔ေတာင္ ေပးထားေသးတယ္။ က်မအထင္ သူတုိ႔ေတြ စည္ပင္ကုိတင္ေတာ့ ျမန္မာနာမည္နဲ႔တင္ၿပီး ေနာက္မွ သူတုိ႔ေပးခ်င္တဲ့ နာမည္ေပးလိုက္တာလုိ႔ထင္တယ္”ဟု ရန္ကုန္ၿမိဳ႕ခံတဦးက ေျပာသည္။

ထုိ႔အျပင္ အဆုိပါ ကန္ေတာ္ႀကီး ကန္ပတ္လမ္းမွ မ႑ပ္မ်ားကုိ အမည္းေရာင္မ်ားျဖင့္ တန္ဆာဆင္ထားသျဖင့္ အတိတ္နိမိတ္ မေကာင္းကာ ၀မ္းနည္းဖြယ္ရာ အျဖစ္အပ်က္မ်ားႏွင့္ ႀကံဳေတြ႔ၾကရျခင္းျဖစ္သည္ဟုလည္း ရန္ကုန္ၿမိဳ႕ခံမ်ားက ေ၀ဖန္ေျပာဆို ေနၾကသည္။

ၿပီးခဲ့သည့္ သႀကၤန္အၾကတ္ေန႔က ရန္ကုန္ ကန္ေတာ္ႀကီး ပတ္လမ္းရွိ X2O ေရကစား မ႑ပ္အနီး ဗုံး ၃ လုံးဆက္တိုက္ ေပါက္ကြဲ မႈေၾကာင့္ လူ ၈ ဦး ေသဆံုး၍ ထိခိုက္ဒဏ္ရာရရွိသူ စုစုေပါင္း ၁၇၀ ရွိေၾကာင္း အစိုးရက တရား၀င္ ထုတ္ျပန္ထားသည္။

ယခုႏွစ္ သႀကၤန္ေရသဘင္ပြဲကို ျမန္မာႏုိင္ငံတြင္ ဧၿပီလ ၁၃ ရက္ေန႔မွ ၁၆ ရက္ေန႔ အထိ က်င္းပျခင္းျဖစ္သည္။
