There is this huge confusion with the customs and airport….
. so this is what needs to be done….
For the ones sending goods : Make a list of things that are being sent , a letter stating where these will be used and for what purpose….. also the ones receiving should be an NGO or INGO who has to come to receive it with details of things they are receiving, the purpose of it and the area where it will be used…..

Once you have that , please send me the list and we will help the coordination part at the airport….. We are going to have a coordination center at TIA INTERNATIONAL ARRIVAL from tomorrow…… For the ones in need : Please send me a detail list of things that you need , it has to be from some NGO and INGO letter head stating the purpose and area of use….. Please bring the document or mail me in nishantshrestha@gmail.com and our coordinators at the aiport will start the process immediately. ……..

Today morning at about 10:00 AM, by the leading of Colonel Htin Linn, ECC members and UN, INGOs Watch Team (Sittwe) made a meeting with UNICEF’s incharge Mr. Bertrand Bainvel, Ms. Yossi Echeverry Burckhardt and Ms. ShliniBahaguna in the Colonel Office Room.
UNICEF’s incharge promised two points…
1. UNICEF apologize using illegal word and now clearly understood the country’s declearing that ”NO ROHINGYA IN MYANMAR, ALLS ARE ILLEGAL BENGALI IMMIGRANTS”.
2. And UNICEF promised ”UNICEF will never use that illegal word again”.
Colonel, ECC members and UN, INGOs Watch Team say to be basic database Transferance of UNHCR that is also used all UN organizations. And UN, INGOs Watch Team ask the focus point townships must be fairly balanced for assistance aids.
And UN, INGOs Watch Team push to make a policy and declearing locality law at Sate Parliament how to handle UN, INGOs.
For example; UN, INGOs’ administration, logictic, assistances, seniors and any stuffs must be citizens and local ethnic people. Illegal Immigrants must be no more than temporary daily stuff and volunteers.

Local people say that development funds of Ks 100 million allowed for each member of parliament are more effective than aid from international non-governmental organizations (INGOs) in fulfilling their basic needs. However, controversy has erupted between the government and parliament over the implementation of such development projects.

The Ks 100-million development project plan began this fiscal year, but the amount is not enough to fulfill the regional requirements, say local residents.

More effective than INGOs

In the township of Myaungmya, Ayeyarwady Region, most of the Ks 100-million fund is reportedly used in the education sector, while some of the money is also spent on other requirements of the local people.

They say the amount of Ks 100 million is not enough to meet all local needs. However, it is more effective than INGO assistance because the main requirements can be fulfilled. The development efforts of INGOs can be limited as they rely mainly on donors, say the locals.

“The amount of Ks 100 million allotted by parliament is not enough. Actually, there are a lot of requirements for the region. The crematorium repairs at Myaungmya cemetery carried out with this fund are really necessary. The people from three surrounding areas were faced with health problems due to smoke from the crematorium. We asked for assistance from many local organisations and INGOs. But it didn’t work. Now we are glad we received help [from the development fund],” said Thet Paing Kyu from Myaungmya’s charitable youth association.

“Our town has many NGOs and INGOs but their aid is limited. Foreign donors contribute only to the specific projects. Local people also need to contribute. Although the same is true to the parliamentary aids in requiring local people’s contribution, they are also based on pubic needs. So they are more effective,” said Thet Paing Kyu.

“Parliament has provided assistance that the people really need. So it (the development fund from parliament) is more effective, he said.

“The UNHCR said it’s compiling a list of Bengalis who are eligible to be citizens and newborns that are still not officially registered. The Maungdaw District administrator explained that an organization should not do that kind of activity and it’s illegal as an individual living in the country should cooperate with the respective authorities according to the existing 1982 Citizenship Law,” said Aung Kyaw Nyunt, a local elder who attended the meeting.

The UN’s refugee agency is reported to be compiling a list of Bengalis in Rakhine State, western Myanmar, to finding out who are eligible to be citizens among them, according to local sources.

An official from the United Nations High Commissioner for Refugees (UNHCR), said so at a formal meeting held on December 18 in Maungdaw Township in the state.

The meeting there was attended by international non-government organizations and chairman of the cooperation committee for international organizations.

Aung Myint Soe, the Maungdaw District administrator also participated in the meeting to discuss.

“The UNHCR said it’s compiling a list of Bengalis who are eligible to be citizens and newborns that are still not officially registered. The Maungdaw District administrator explained that an organization should not do that kind of activity and it’s illegal as an individual living in the country should cooperate with the respective authorities according to the existing 1982 Citizenship Law,” said Aung Kyaw Nyunt, a local elder who attended the meeting.

“The 1982 Citizenship Law is already enacted in Myanmar for individuals living in the country to be citizens. It’s not right that the UNHCR is doing that. And the U.N has been operating in the district for 20 years or so, only for the sake of Bengalis. It’s biased. It’s acting as if interfering with Myanmar’s laws,” said a Maungdaw resident.

ရခိုင္ျပည္နယ္တြင္ အုိအိုင္စီ (အစၥလာမ္မစ္ ပူးေပါင္းေဆာင္ရြက္ေရးအဖြဲ႕)၏ ဆက္ဆံေရးရံုးမ်ားအား ဖြင့္လွစ္ခြင့္ မျပဳရန္ ရခိုင္ျပည္နယ္ လႊတ္ေတာ္တြင္ ယမန္ေန႕က အဆိုတင္သြင္းခဲ့သည္ဟု သိရသည္။

၎အဆိုအား စစ္ေတြျမိဳ႕နယ္ မဲဆႏၵနယ္ေျမ အမွတ္ (၂) မွ ျပည္နယ္လႊတ္ေတာ္ ကိုယ္စားလွယ္ ဦးေအာင္ျမေက်ာ္မွ မေန႕ (ႏို၀ဘၤာလ ၁၅ ရက္ေန႕) က က်င္းပ ျပဳလုပ္ေသာ ပထမအၾကိမ္ ရခိုင္ျပည္နယ္ လႊတ္ေတာ္ အ႒မအၾကိမ္ ပံုမွန္အစည္းအေ၀းတြင္ တင္သြင္း လိုက္ျခင္း ျဖစ္သည္။

အဆိုတင္သြင္းရသည့္ အေၾကာင္းကို စစ္ေတြျမိဳ႕နယ္လႊတ္ေတာ္ကိုယ္စားလွယ္ ဦးေအာင္ျမေက်ာ္က ယခုလို ေျပာသည္။

“ အဓိက ကေတာ့ ဒီမွာ အိုအိုင္စီ ဆက္ဆံေရးရံုးေတြ လာဖြင့္မွာကို ရခိုင္ ျပည္သူလူထု တရပ္လံုးကလည္း လက္ခံမႈ မရွိၾကဘူး။ တျခား တိုင္းရင္း ျပည္သူလူထု တစ္ရပ္လံုးကလည္း မလိုလားတဲ့ အေနအထားမွာ ရွိတယ္။ ကၽြန္ေတာ္တို႕ အေနနဲ႕လည္း ရံုးေတြ ဖြင့္လာရင္ အေျခအေနေတြ ရွဳပ္ေထြးလာႏိုင္တဲ့ အတြက္ လံုး၀ လက္ခံႏိုင္တဲ့ အတြက္ေၾကာင့္ ခုလို အဆိုတင္သြင္းလိုက္တာ ျဖစ္ပါတယ္” ဟု ၎က ဆိုသည္။

၎အဆိုကို ရခိုင္ျပည္နယ္ လႊတ္ေတာ္ ဥကၠဌက လက္ခံလိုက္ျပီး လာမည့္ အပတ္တြင္ ဆက္လက္ ေဆြးေႏြးမည္ဟု သူက ဆက္ေျပာသည္။

“ ဥကၠဌကေတာ့ လက္ခံပါတယ္။ မေန႕က အိုအိုင္စီ ကိစၥနဲ႕ အလုပ္ေတြမ်ားေနၾကေတာ့ အစိုးရ အဖြဲ႕၀င္ေတြ စံုစံုလင္လင္မရွိဘူး။ ၀န္ၾကီးခ်ဳပ္လည္း မရွိဘူး။ ဒါေၾကာင့္ ေနာက္အပတ္ တနလၤာ (မဟုတ္ရင္) အဂၤါေန႕ ေလာက္မွာ ဆက္လက္ ေဆြးေႏြးသြားမွာ ျဖစ္ပါတယ္” ဟု ဆိုသည္။

Myanmar-Burma Protesters Force NGOs-MFS to Leave Town

Protesters in western Burma have caused two international non-governmental organizations (NGO) to leave a town after allegations that an aid group sided with Muslim Rohingyas in the recent clashes with local Buddhists. 

The protests started earlier this week following clashes near the town of Pauktaw. 

Local Buddhists complained the group Doctors Without Borders, also known by its French acronym MSF, only gave assistance to three wounded Muslims and abandoned two wounded Rakhine women, one of whom later died of her injuries.

But a Rakhine-based MSF official, Michele Trinite, said his group was only advised that Muslim men had been wounded.

International NGOs originally came to Rakhine State decades ago with the mandate of helping with the resettlement of Muslim returnees from Bangladesh under a U.N. Refugee Agency (UNHCR) project. However, they have started offering more diverse assistance in recent years, particularly after natural disasters and outbreaks of violence. 

Sectarian violence has been an ongoing concern in Rakhine state since last year, when clashes between Muslims and Buddhists killed more than 200 people and left 140,000 homeless last year.

ျမန္မာျပည္ကို၀င္ေရာက္အလုပ္လုပ္ခဲ့ၾကတဲ့ MSF ရဲ႕ အပိုင္းခြဲ သံုးပိုင္းျဖစ္တဲ့ MSF-France၊ MSF-Switzerland နဲ႔ MSF-Holland တို႔အ နက္မွာ ပထမဆံုးျမန္မာႏိုင္ငံနဲ႔ ထိစပ္အလုပ္လုပ္တာက MSF-France အပိုင္းျဖစ္ပါတယ္။ MSF-France ဟာ ထိုင္း-ျမန္မာ နယ္စပ္ေတာက္ ေလွ်ာက္မွာ ျမန္မာႏိုင္ငံကို၀င္မလာပဲ ၁၉၈၄ ခုႏွစ္ေလာက္ကတည္းက ႏွစ္ေပါင္းမ်ားစြာ က်ယ္က်ယ္ျပန္႔ျပန္႔ အလုပ္လုပ္ခဲ့တယ္။ ျမန္မာ ျပည္ထဲကို၀င္လာဖို႔ ပထမဦးဆံုးအႀကိမ္ေလွ်ာက္ထားတဲ့အခါ ေအာက္ပိုင္းဗ်ဴရိုကရက္ေတြက ေထာက္ခံေပးလိုက္ေပမယ့္ ဗိုလ္ခ်ဳပ္ႀကီးေတြ က စိစစ္တဲ့အဆင့္ကို ေရာက္တဲ့အခါက်တာ့၊ ထိုင္းနယ္စပ္ အကူအညီေပးေရးလႈပ္ရွားေဆာင္ရြက္မႈေတြ KNU နဲ႔ ဆက္စပ္မႈေတြေၾကာင့္ ပယ္ခ်ျခင္းခံရတယ္။
ဒါေၾကာင့္မို႔လို႔ MSF-Holland က (ဘဂၤါလီ) ရိုဟင္ဂ်ာအေရးနဲ႔ပတ္သက္လို႔ ၀င္ေရာက္ဖို႔အတြက္ လုပ္ေဆာင္တဲ့ေနရာမွာ သတိႀကီးစြာထားၿပီးလုပ္ေဆာင္ပါတယ္။ ပထမဦးဆံုးအခ်က္အေနနဲ႔ ထိုင္း-ျမန္မာနယ္စပ္မွာအလုပ္လုပ္ေနၾကတဲ့ MSF-France နဲ႔ သူတို႔ကို ဆက္စပ္မျမင္ မိေအာင္ MSF-Holland ဆိုတဲ့ သူတို႔နာမည္အရင္းမသံုးပဲ သူတို႔ရဲ႕ ဒတ္ခ်္ဘာသာ နာမည္ AZG (Artsen zonder Grenzen) ကိုခံယူပါတယ္။ MSF ကိုမသံုးပဲ AZG ဆိုတဲ့နာမည္ကိုသံုးတာေၾကာင့္ MSF အသိုက္အ၀န္းရဲ႕ မ်က္ခံုးပင့္ၾကည့္မႈကို ခံရေသာ္ျငားလည္း ဒီလိုမ်က္ႏွာ ဖံုးစြပ္ လုပ္ရပ္ေၾကာင့္ ေအာင္ျမင္သြားပါတယ္။ AZG လို႔ပဲေခၚေခၚ MSF-Holland လို႔ပဲေခၚေခၚ သူတို႔အဖြဲ႕ဟာ ျမန္မာျပည္ထဲကို ေအာင္ေအာင္ ျမင္ျမင္၀င္လာႏိုင္ခဲ့တယ္။ ရံုးစိုက္အေျခခ်မယ့္ AZG ရဲ႕ ပထမဆံုး တရား၀င္ကိုယ္စားလွယ္ေတာ္ ပုဂၢိဳလ္ျမတ္ဟာ ၁၉၉၂ ခုႏွစ္ ဇြန္န၀ါရီလမွာ ရန္ကုန္ၿမိဳ႕ကို ဆိုက္ေရာက္ေတာ္မူပါတယ္။
UNICEF ရဲ႕ ကမကထျပဳမႈအားျဖင့္ လုပ္ငန္းေတြကို စတင္ခ်ိတ္ဆက္တယ္။ UNICEF နဲ႔ အေဆာက္အအံု တစ္ခုတည္းမွာ ရံုးခန္းဖြင့္တယ္။ က်ဳပ္တို႔ရြာမွာ အရင္ေရာက္ႏွင့္ေနတဲ့ UNICEF ကေတာ့ AZG ကို ရြာကာလသားေတြနဲ႔မိတ္ဆက္ေပးၿပီး လမ္းေၾကာင္းရွင္း ေပးတယ္ လို႔ပဲ ဆိုပါေတာ့။
AZG က အကြက္က်က် ေျခလွမ္းေတြလွမ္းလာပံုကို ေဒါက္တာဖီအိုနာတယ္ရီက ဒီလို ေရးထားတယ္။
During the long period of negotiations to enter the country, AZG’s attention focused on the plight of Rohingyas in Rakhine State, following a government crackdown on dissent in 1991 and 1992 which provoked 250,000 to flee to Bangladesh. But access to Rakhine State was not what the government had in mind, and in its first year AZG was directed towards providing healthcare in Shwepyithar township on the outskirts of Yangon. AZG agreed to this proposal for “strategic” reasons, as a “foot-in-the-door” through which to build relationships of trust with officials, and encourage openings in areas with more pressing needs.
AZG ရဲ႕ အဓိကအာရံုစူးစိုက္ေနတဲ့ အေရးအရာက ရခိုင္ျပည္နယ္ထဲက ဘဂၤါလီ (ရိုဟင္ဂ်ာ) ေတြရဲ႕အေရးျဖစ္ေပမယ့္၊ ရခိုင္ျပည္နယ္ဘက္ကို AZG ကို သြားလာဆက္သြယ္ခြင့္ေပးဖို႔ကို အစိုးရက စိတ္ကူးထဲမွာေတာင္ ထည့္မထားတဲ့အခ်ိန္ဆိုေတာ့ ရန္ကုန္၊ ေရႊျပည္သာၿမိဳ႕နယ္မွာ ေဆးခန္းတစ္ခန္းဖြင့္တဲ့ ေျခလွမ္းကို “မဟာဗ်ဴဟာေျမာက္” ေျခလွမ္းအေနနဲ႔ စတင္လွမ္းလိုက္ပါတယ္တဲ့။
ဒါဟာ သူတို႔အေခၚ “foot-in-the-door” လို႔ေခၚတဲ့ သက္ဆိုင္ရာအရာရွိမ်ားနဲ႔ ခ်စ္ၾကည္မႈတည္ေဆာက္ေရး ေျခလွမ္းမ်ိဳးျဖစ္တယ္။ ဒါက မွတစ္ဆင့္ အရာရွိႀကီးေတြနဲ႔ ေဂါက္ရိုက္တာတို႔၊ အရာရွိႀကီးေတြကို လက္ေဆာင္ေပးတာ မိတ္ေဆြဖြဲ႕တာတို႔လုပ္ၿပီး မိမိတို႔သြားခ်င္တဲ့ ေနရာဆီ တျဖည္းျဖည္းေရာက္ေအာင္ သြားႏိုင္မွာမို႔လို႔ျဖစ္တယ္။
