This week, representatives of a number of Burma’s ethnic armed groups convened in Wa Special Region for a political strategy summit among those that abstained from a recent ceasefire accord with the government. Attendees met for three days with the aim of establishing a path forward between non-ceasefire groups a new government set to take power early next year, following a general election to be held on Sunday. Two participants took some observers by surprise: David Tharckabaw and Zipporah Sein, both members of the Karen National Union (KNU), which signed the ceasefire agreement with the government on Oct. 15. Both representatives attended the summit on behalf of the Karen National Defense Organization (KNDO), a non-signatory, rather than the KNU. Neither was present at the ceasefire signing ceremony, indicating a growing divide within the powerful KNU. The Irrawaddy spoke with Tharckabaw on the sidelines of the summit in the Wa capital Panghsang about the KNDO’s objectives and motivations for attending the summit, and his views on the peace deal recently signed by other factions within the Karen political leadership. We would like to know about the KNDO’s stance. The KNU has already signed the “nationwide ceasefire agreement” (NCA), so why did you come here? The stance of our KNDO is that we wanted to see a nationwide peace agreement on the right track. What’s happening now is that there was some pressure from the government, and the KNU had to sign the NCA. This was not a real nationwide ceasefire, it was a fake NCA. 1. Harn Yawnghwe (Shan) member of Board of Directors of Euro-Burma
One of the executive directors of Brussels-based Euro-Burma in Belgium, Harn Yawnghwehas long been out of touch with Burma’s politics. Since he is neither knowledgeable of Burma’s domestic politics nor familiar with military dictators’ nature and is in need of moneyfor his survival, he has been asking for funds from EU member states on various pretexts andis getting assistance from those states which have faith upon the Euro-Burma Board of Directors, one of his close associates informed us together with photo and documentevidences. Some political parties which have applied for registration disclosed that he hasembezzled funds donated for humanitarian assistance by providing party registration fees atthe Elections Commission office for those ethnic groups which favor running for 2010elections and is also going to help pay election candidate fees of Kyat 500,000.We are worried for Harn Yawnghwe’s action leading to differences and misunderstanding between domestic pro-democracy forces and EU member states. Besides, rifts could alsocome up among internal ethnic groups. Hence on account of being an accomplice to perpetuation of SPDC military tyranny and helping with SPDC acquiring internationallegitimacy, the BEPWN strongly denounces Harn Yawnghwe and put him on the Black List
.
The WGEC was formed in February 2012, and its administrative operations are supported by the Brussels-based Euro-Burma Office (EBO). Many of its members are also active in the United Nationalities Council Federation (UNFC) and the Ethnic Nationalities Council (ENC).

For your information, Leon (de Riedmatten) and I met with XXXXXX and XXX representatives in Yangon. We were in general agreement.
It would be good to have an Arakan meeting in Bangkok. EBO can fund and help organize it but we need a joint letter from the legitimate voice and decision makers of XXX, XXXX, AA, ALP, ANC, NUPA, and DPA, giving a short statement on why they want to meet and who should be invited. We can only fund leaders from the region – not from Europe or North America. We will take care of the logistics and the leaders can decide their own political agenda. If experts are needed, the leaders can request who they want or we can recommend experts if the leaders say what kind of experts they would like to have.
It might be best to have the meeting in November before or after the WGEC meeting and workshop.
