#MYANMAR #NCCT has chose #5 #delegates to #hold #talks in #Rangoon on #Monday, #22 December

The ethnic resistance movements’ Nationwide Ceasefire Coordination Team (NCCT) has chose 5 delegates to hold talks in Rangoon on Monday, 22 December, according to sources.

The delegation will include 5 out of 14 NCCT members and 4 technical assistance team (TAT).

The 5 delegates are:
Padoh Kwe Htoo Win Deputy leader, Karen National Union (KNU)
Hkun Okker Membeer, Pao National Liberation Organization (PNLO)
Khu Taw Reh Member, Karenni National Progressive Party KNPP
U Twan Zaw Member, Araken National Council (ANC)
Dr Lian Hmung Sakhong, Member, Chin National Front (CNF)

The NCCT’s two other leaders Nai Hongsa (New Mon State Party) and Maj Gen Gun Maw (Kachin Independence Organization), though both of them had taken part in the 15-16 December preliminary meeting in Chiangmai with the Myanmar Peace Center (MPC) officials, will not be part of the delegation.

The meeting, overshadowed by the incident in 19 November that had killed 23 resistance cadets and wounding 20 others near the Kachin stronghold of Laiza, will be focusing less on the ongoing Nationwide Ceasefire Agreement (NCA) negotiations, according to sources on both sides.

“The government is obligated to do or say something constructive to make up for the Laiza incident,” said a source that had requested anonymity. “It is also obligated to take measures to see that such incidents are not repeated. And because of the incident, security for the NCCT delegation needs to be further ensured.”

As for the NCA drafting process, the NCCT desires to have additional international observers, preferably from the so-called Peace Donor Support Group (PDSG) countries, which included Norway, UK, EU, Japan, Switzerland, UK, US and Australia. Its current observers are the UN and China.

The NCCT is also anxious to find out the government’s response to its earlier suggestions to break the deadlock that had reached in September at the 6th formal meeting between it and the government’s Union Peacemaking Work Committee (UPWC). cr.panglong news

UNFC ကို အခြေခံအဖွဲ့ ၁၂ ဖွဲ့ဖြင့် ပြန်လည်ဖွဲ့စည်း_UNFC to form Federal Union Army (FUA)

The long awaited Federal Union Army (FUA) will be formed in mid-December, according to border security sources.

The decision was passed at the most recent meeting held on the Chiangmai-Shan State border, 27-30 November.

Maj Gen Bee Htoo, Commander-in-Chief of the Karenni Army, was nominated as the new commander to succeed Gen Mutu Saypoe, who had resigned due to his heavy workload at his Karen National Liberation Army (KNLA), the armed wing of the Karen National Union (KNU), said one of the sources yesterday. For unexplained reasons, the alliance was unable to implement the initial resolution to form the FUA taken in February, following its founding by 12 member groups.

“This time, it is for real,” declared Hkun Okker, Chairman of the PaO National Liberation Organization (PNLO), who was elected as Assistant Secretary General #2 during the meeting.

The grouping was made up of 12 ethnic resistance groups, including Kachin Independence Organization (KIO), KNU, Karenni National Progressive Party (KNPP), New Mon State Party (NMSP), Shan State Progress Party (SSPP), Chin National Front (CNF), Arakan National Council (ANC), PNLO, Palaung State Liberation Front (PSLF) and Wa National Organization (WNO).

Another member group Kachin National Organization (KNO) led by Bawmwang Laraw has merged with the KIO, it was announced at the meeting.

Other resolutions passed at the meeting include:

  • Election of KNU’s David Tharckabaw as Vice Chairman #2
  • To demand Naypyitaw for cessation of hostilities in Kachin and Shan states

The Shan State Army (SSA) ‘South’ that had signed a ceasefire pact with Naypyitaw yesterday is not a member of the UNFC.

Press Release Arakan National Council:Nyi Nyi Lwin Set Free from Malaysian Custody

Nyi Nyi Lwin was released from Malaysian custody on April 7, 2011 and voluntarily flew to Bangkok, Thailand. He is healthy and having strong commitment to restore democracy and human rights in Burma and Arakan freedom movements.

 

“I would like to thank my family and Phu Phu, friends, Arakan National Council (ANC), and American embassy in Kuala Lumpur, who worked very hard for my freedom. However, I am more concerned the other seven members of my organization who are still remaining in the jail. They are innocent and their freedom is as important as my freedom,” Nyi Nyi Lwin said.

 

Nyi Nyi Lwin is executive member of ANC and advisor and founder of Arakan Refugee Relief Committee.  He is an American citizen and was arrested by plain cloth police at his office, Arakan Refugee Relief Committee (ARRC), in Kuala Lumpur on March 27th because some Arakanese reported to the Special Branch of police that he was taken pictures with Arakanese freedom fighters on India-Burma border in 2006 where he held an automatic machine gun for photo opportunity. When he was taken to Dang Wangi police station, the investigation officer found there was no entry visa record at immigration headquarters. Thus, he was arrested for overstay and national security reason. After investigation was completed, he was cleared of all the accused.

 

On March 30th, police stormed the ARRC office and arrested seven executive members of ARRC at nightfall because Khine Min Chan, former executive member, lodged a police report for “Commercial Crime”. In other word, Chairman Tun Tun, Adviser Nyi Nyi Lwin, and other six executive members, were accused for misusing the organization funds of Malaysian Ringgit 85,300.00.

 

Two Malaysian lawyers are hired to fight for freedom of Chairman Tun Tun and other six executive members.

 

I am certain that they will be released very soon because Khine Min Chan uses police and makes fail report. In fact, the executive members have very rights to spend the organization’s funds to pay for bills and other assistances to the refugees as part of mechanism. If he wants to complain us, he can come to office at anytime. It is our internal matter, but he uses Malaysian old police arrest warrant system against us,” Nyi Nyi Lwin said.

 

Arakan National Council Supporting (ANC-S) and Arakan Refugee Relief Committee (ARRC) is still strong and united even all EC members are in prison. As soon as they are released, they will rebuild the organization and help refugees in Malaysia.
