Kachin ethnic party to make alliance with opposition NLD

The Kachin State National Congress for Democracy (KNCD) will form an alliance with Myanmar’s key opposition party, the National League for Democracy (NLD), Sisi Nawger, secretary of KNCD party, told Eleven Media.
“KNCD will ally with NLD as the same way we did in 1990. We haven’t complete the legal formalities for the alliance. But we usually meet with NLD members in Myitkyina Township. As we have the same aims with NLD, negotiation can be easy,” said Sisi Nawger.
The KNCD is headquartered in Myitkyina Township, Kachin State in northern Myanmar. Founded in 1949, it won the largest and second largest votes in their region in 1952, 1956 and 1990 elections.
The ethnic party along with all other members of United Nationalities Alliance_ a coalition of ethnic political parties_ did not participate in 2010 Election.
“In 2010, both Daw Suu [Aung San Suu Kyi, chairperson of NLD] and UNA’s chairperson Khun Tun Oo were under arrest. So, the ethnic parties did not participate in the election. Now that the ethnic parties are allowed to register, we might enter alliance with the NLD,” said Sisi Nawger.
The party registration of KNCD was approved on October 22. Party campaigns will be launched soon, said Sisi Nawger.
KIA/TNLA allied force fought against government troops and militias

KIA’s 8th Battalion troops and allied TNLA troops as a joint force fought against a combined force of about 100 soldiers from Burmese army’s 45th LIR and 145th LIR, Kawng Hka Pyi Thu Tsit (former KDA), Kut Kai Pyi Thu Tsit under U T. Hkun Myat, and Pan Se Pyi Thu Tsit under U Kyaw Myint at Nam Pang in northern Shan State on September 17 at 11:30 am. A KLN source says 5 soldiers from government’s side died and no casualties on KIA/TNLA side in this battle.
Both U T. Hkun Myat and U Kyaw Myint (also known as U Win Maung or Li Yongqiang) are Burmese government’s parliamentarians. KIA troops fought militia led by another parliamentarian U Zahkung Ting Ying in eastern Kachin State last month. Burmese army is increasingly using ethnic militias in its fight against ethnic armies.

ထိုင္းႏိုင္ငံ ဇင္းမယ္ၿမိဳ႔တြင္ က်င္းပခဲ့သည့္ ေသြးစည္း ညီညြတ္ေသာ တိုင္းရင္းသား လူမ်ဳိးမ်ား ဖက္ဒရယ္ ေကာင္စီေခၚ (UNFC)၏ ၾကားျဖတ္ အစည္းအေ၀းသည္ (၂၄ ၊၂၇ ) ရက္ ေန႔၌ထိ ေလးရက္တာ က်င္းပၿပီး၊ ၿပီးဆံုး သြားပါသည္။ ဤအစည္းအေ၀းကို အဖြဲ႔၀င္ (၁၀)ဖြဲ႔ ရွိသည့္ အထဲ၌ (၉)ဖြဲ႔ တက္ေရာက္ၿပီး က်င္းပခဲ့ျခင္း ျဖစ္သည္ဟု အစည္းအေ၀း တက္ေရာက္ခဲ့သူ တဦးက ေျပာပါသည္။
ဤအစည္းအေ၀းသည္ လတ္တေလာ ရင္ဆိုင္ ေနရေသာ တိုင္းရင္းသား လက္နက္ကိုင္ အဖြဲ႔မ်ားႏွင့္ အစိုးရၾကား အပစ္အခတ္ ရပ္စဲေရး ကိစၥအေပၚ ထားရွိရမည့္ သေဘာထားမ်ားကို ညွိႏွဳိင္း ခဲ့ၾကသည္ဟု ဆိုပါသည္။ အထူးသျဖင့္
– အပစ္ခတ္ ရပ္စဲေရးကို လက္မွတ္ထိုးေရး/မထိုးေရး ျပသနာႏွင့္
– အပစ္အခတ္ ရပ္စဲေရး ၿပီးပါက ရက္တိုအတြင္း ႏိုင္ငံေရး ညွိႏွဳိင္းမွဳမ်ား အျမန္ဆံုး ေဆာင္ရြက္ရန္ ဟူ၍ ညွိႏွဳိင္း ခဲ့ၾကပါသည္။
UNFC အဖြဲ႔တြင္ ယခုရက္ပိုင္း၌ အပစ္ရပ္သြားေသာ မြန္ျပည္သစ္ပါတီႏွင့္ ခ်င္းအမ်ဳိးသား တပ္ဦးတို႔ အပစ္အခတ္ ရပ္စဲေရးကို လက္မွတ္ထိုးခဲ့ၿပီး ျဖစ္ပါသည္။ ဤအပစ္ရပ္ ခဲ့ေသာ အဖြဲ႔မ်ားေပၚ၌ အျခား အဖြဲ႔၀င္မ်ားက ျပစ္တင္ ရွဳတ္ခ်မွဳ မရွိပါဟု အစည္းအေ၀း တက္ေရာက္သူက ဆိုပါသည္။
“အဖြဲ႔၀င္ အားလံုးကေတာ့ အပစ္အခတ္ ရပ္စဲေရး အတြက္ အဆင္သင့္ ရွိေနၾကပါတယ္။ ဒါေပမဲ့လို႔ မတူညီတဲ့ အေျခအေနေပၚမွာ မူတည္ၿပီး၊ ေစာင့္ၾကည့္ ေနၾကသလို အေပးအယူ တခ်ဳိ႔အတြက္ အခ်ိန္ဆဲြ ေနၾက တာဘဲ ရွိပါတယ္။ ဥပမာ ရွမ္းျပႆနာကို ၾကည့္ရင္ တေလာကကမွ လူမွားၿပီး ပစ္ခတ္ မိတဲ့အတြက္ ရွမ္းဖက္က လက္မခံႏိုင္ေတာ့ အပစ္ရပ္ေရးကို အခ်ိန္ဆဲြၿပီး ေစာင့္ၾကည့္ ေနသလိုဘဲ ၊ ကခ်င္ကလည္း အစိုးရ တပ္တခ်ဳိ႔ မရုတ္သိမ္း ဘဲနဲ႔ေတာ့ အပစ္မရပ္ ႏိုင္ဘူးလို႔ ေျပာေနပါတယ္။ ဒါကေတာ့ အေျခအေနခ်င္း မတူလို႔ အခ်ိန္ဆဲြ ေနၾကတာပါ” ဟု ဆိုပါသည္။

အလားတူ ေကအန္ယူလည္း မၾကာခင္ အပစ္အခတ္ ရပ္စဲရန္အတြက္ မၾကာခင္ ေဆြးေႏြးၾကမည္ ျဖစ္သလို အေျခအေန တခ်ဳိ႔ ရွင္းလင္း ၿပီးပါက အပစ္အခတ္ ရပ္စဲေရးကို လက္မွတ္ထိုးဖြယ္ ရွိသည္ဟု UNFC အစည္းအေ၀းကို တက္ေရာက္သည့္ ကိုယ္စားလွယ္က ေျပာပါသည္။
“ တူညီေနတာ တခုက အပစ္ ရပ္ၿပီးရင္ အခ်ိန္တို အတြင္းမွာ ႏိုင္ငံေရးအရ ေဆြးေႏြးဖို႔ လိုတယ္ ဆိုတဲ့ အခ်က္ပါ၊ ဒါကို အဖြဲ႔၀င္ အားလံုး ေတာင္းဆိုၾကဖို႔ သေဘာတူ ၾကပါတယ္။ ဥပမာ မြန္ျပည္သစ္ ပါတီက ေတာင္းဆို သလိုေပါ့ေလ (၄၅) ရက္ အတြင္း ႏိုင္ငံေရး အရ ဆက္ေဆြးေႏြးဖို႔ ၊ ၿပီးရင္ ဒီဇင္ဘာလ ေရာက္တဲ့အခါ တျပည္လံုး အပစ္မရပ္ရင္ အစိုးရနဲ႔ အသစ္တဖန္ ျပန္လည္ ေဆြးေႏြးဖို႔ ဆိုတဲ့ ကိစၥ မ်ဳိးေပါ့ေလ၊ ၿပီးေတာ့ အဖြဲ႔အားလံုး စုေပါင္းၿပီး အစိုးရနဲ႔ ေဆြးေႏြး ႏိုင္ေအာင္ နည္းလမ္းေတြ ခ်ခဲ့တဲ့ အစည္းအေ၀း ပါဘဲ” ဟု ဆိုပါသည္။
တကယ္ေတာ့ UNFC သည္၊ တျဖည္းျဖည္းႏွင့္ အဆင့္ေလွ်ာ့ၿပီး သေဘာထားမ်ား၊ ေျပာင္းလဲ ေနရသည္ဟု အတိုက္အခံ ႏိုင္ငံေရး သမားမ်ားက ဆိုပါသည္။ ယခင္ကမူ တဖြဲ႔ခ်င္းထက္ တပ္ေပါင္းစု နဲ႔သာ ေဆြးေႏြးမည္ဟု သေဘာထား ခဲ့ပါသည္။ ထိုမွ တဖန္ တဖြဲ႔ခ်င္းလည္း ေဆြးေႏြးခြင့္ ရွိပါသည္ သို႔ေသာ္ အဖြဲ႔၀င္ခ်င္း ညွိႏွဳိင္းမွဳျဖင့္ အပစ္အခတ္ ရပ္စဲရန္ဟု ထပ္မံေျပာင္းလဲ ခဲ့ပါသည္။ ယခုခ်ိန္၌ အပစ္အခတ္ ရပ္စဲေရးကို လက္မွတ္ ေရးထိုးခြင့္ ရွိပါသည္၊ သို႔ေသာ္ အျမန္နည္းျဖင့္ (အခ်ိန္တိုအတြင္း) ႏိုင္ငံေရး ေဆြးေႏြးရန္ ေျပာင္းလဲ လာခဲ့ပါသည္။

could well become the only non-Burman ethnic alliance worth talking about, according to some co-founding members.
The Committee for the Emergence of Federal Union (CEFU), the core group that organized the conference, 12-16 February, declared its dissolution following the founding of UNFC. It was formed by three former ceasefire groups: Kachin Independence Organization (KIO), New Mon State Party (NMSP) and Shan State Army (SSA) ‘North’ plus three non-ceasefire groups: Karen National Union (KNU), Karenni National Progressive Party (KNPP) and Chin National Front (CNF) in November.
By contrast, other existing coalitions, notably the National Democratic Front (NDF), formed since 1976, and the Ethnic Nationalities Council (ENC), formed since 2001, are bound to be “history soon”, according to sources who request anonymity.
For the NDF, the reason is all of its member organizations, except for Arakan Liberation Front (ALP), have decided to join the UNFC.
As for the ENC, which has been credited for its outstanding State Constitution Drafting Movement that was launched in 2001, has long since bogged down in its efforts to become a state-based alliance. “With the death of Padoe Ba Thin Sein (Karen leader) who was its staunch supporter in 2008, the coalition soon lost its momentum,” said another source.
Both the NDF and the ENC are expected to discuss their future in the coming months. One of the participants at the UNFC Conference however remarked, “It is not necessary to dissolve these alliances.
