During a meeting between All Burma Students’ Democratic Front (ABSDF) leaders and the Kachin Independence Organization (KIO) this past Tuesday, KIO members revealed they would not be signing a national ceasefire agreement with the Myanmar government any time soon, according to ABSDF news and information officer Major Min Htay.

The two groups met at KIO headquarters in Laiza, Kachin State to discuss their current stances on the nationwide referendums, which have already been signed by a number of ethnic armed groups in Myanmar. The ceasefires are presented and coordinated by the government-formed Union Peacemaking Working Committee (UPWC), which is led by presidential office minister U Aung Min.

While no date has been specified for the next rounds of ceasefire talks, government sources have suggested they will take place the end of September.

The KIO expressed an interest in continuing peace dialogues with the government on national and regional levels, suggesting their refusal to sign a countrywide ceasefire agreement is rooted in their disagreement with the current government’s practices.

The ABSDF, which signed a ceasefire agreement with the UPWC on August 5 of this year, suggested there is a possibility they may not attend the potential September meeting, but that this depended on whether or not other ethnic groups would show up in solidarity. Earlier this year the ABSDF applied to join the United Nationalities Federal Council (UNFC), a multi-party organization which represents the interests of 11 active ethnic groups in Myanmar.

The ABSDF and KIO have been active since 1988 and 1961, respectively. According to Burma News International, the KIO’s military wing Kachin Independence Army (KIA) is the second largest ethnic armed forces group active in Myanmar.

Political prisoners or mass murderers?

SHAME ON AAPP -Lt-Col Khun Kyaw aka Than Gyaung- Than Chaung-How could he be named as political prisoner when he had committed murder, rape, beheading to fellow ABSDF members. Such a shame to put his name under the political prisoners. If they put his name under political prisoner and it could leverage the genuine political prisoners who are with clean hands. This could make confusions to the generations to start thinking that ABSDF members are also the same. It could deeply tarnish their ABSDF’s fame.

When President Thein Sein’s administration released 73 political prisoners on July 23, questions began to emerge about the eventual fate of three members of the militant All Burma Student’s Democratic Front (ABSDF) who remained behind bars.

The releases are evidence that the President intends to keep his promise made during a recent visit to the United Kingdom where he declared that there would be no more prisoners of conscience in Myanmar. However, what defines a political prisoner when they have engaged in acts of killing, perhaps even torture and murder, is a question that concerns ABSDF members Than Gyoung, Myint Soe and Sao Khun Kyaw.

The three are accused of killing 39 fellow students between 1991 and 1992, some of them executed after being accused of being military spies and others were tortured to death while being interrogated. These accusations raise difficult questions about the actions committed by militant student groups in the struggle against military rule, revealing some of the murkier internal politics of the pro-democracy resistance movement.

“All those arrested for political beliefs are accepted as political prisoners. But we cannot accept and forgive the acts of violating law and human rights. Those who committed crimes must face the punishment according to the law. We can’t mix them up,” said Kyaw Htwe, a leader with the opposition National League of Democracy.

Thirty-nine out of 73 prisoners recently released belonged to the All Burma Student’s Democratic Front (ABSDF), a group led by students who fled their homes to take up arms against the military dictatorship, after the brutal and bloody crackdown of the 1988 pro-democracy uprising. Many joined forces with various armed ethnic groups who were fighting for regional autonomy.

With the seizure of elevations dominating Laiza, the Kachin Independence Organization / Kachin Independence Army (KIO/KIA) capital, the town is “as good as occupied” by the Burmese military, according to prominent military analyst Aung Kyaw Zaw.

“It can be occupied at any time now,” he said. “Besides, according to our information, the government is planning to build a cross-border road from La Jayang to Yinjiang, bypassing Laiza, thereby reducing the town’s importance as a commercial point.”

The KIO/KIA headquarters has already been moved to an undisclosed area, according to other sources on the border. The group, having fought a 19 month positional warfare, is now ready for a wholesale guerrilla warfare, Vice Chief of Staff Maj Gen Gun Maw recently told a meeting.

Aung Kyaw Zaw dismissed the defense ministry’s 28 January statement that the army was only defending itself against KIA attacks. “We may accept its arguments, if the army’s positions were falling one after another. We may accept them if the army were using only its Kachin-based 46 infantry battalions,” he said. “But in reality, it’s the other way round. The army was attacking and seizing Kachin positions one after another. They were also using additional units outside Kachin State, numbering 128 infantry battalions in all, against the KIA. Shells fell well inside Chinese soil. They were also launching 242 airstrikes, according to a concerned country’s radar station count. How could it be just a defensive campaign?”

Whatever the government does, according to him, is completely lost on the military. “Its mindset doesn’t have room for peace, only for military victory,” he says. “Their tri-annual meetings of top officers only speak of total annihilation of the rebels, not peace.”

Aung Kyaw Zaw is one of the surviving children of the late Gen Kyaw Zaw, one of the legendary Thirty Comrades formed by Aung San during WW II.

Meanwhile, under pressure from both Washington and Beijing, Naypyitaw is reportedly in a rush to hold another round of peace talks with the KIO. While some news agencies have reported what the venue will be Panghsang, the capital of the United Wa State Party / United Wa State Army (UWSP/UWSA), other conflicting reports say Panghsang would be the government’s last choice. “You can forget about Wa, UN mediation etc for the time being,” a source from Rangoon told SHAN.
