พล.อ.ไพบูลย์ เรียกประชุม ศอตช.พรุ่งนี้ เร่งเสนอชื่อข้าราชการทุจริตให้ต้นสังกัดมีคำสั่งย้าย ปิดทางใช้อำนาจหาประโยชน์
พล.อ.ไพบูลย์ คุ้มฉายา รัฐมนตรีว่าการกระทรวงยุติธรรม กล่าวว่า ในวันพรุ่งนี้( 3 เม.ย.)ตนเรียกประชุมศูนย์อำนวยการต่อต้านการทุจริตแห่งชาติ (ศอตช.) เพื่อเร่งรัดการใช้อำนาจตามมาตรา 69 เรื่องการหามาตรการป้องกันและแก้ไขปัญหาการทุจริตประพฤติมิชอบ โดยเฉพาะการดำเนินการเอาผิดกับเจ้าหน้าที่รัฐที่มีพฤติกรรมเกี่ยวกับการทุจริต โดยจะมีการเสนอรายชื่อข้าราชการทุกระดับที่มีชื่อพัวพันกับการทุจริตให้ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรี ในฐานะหัวหน้าคสช. รับทราบ โดยการเสนอชื่อจะแบ่งกลุ่มข้าราชการออกเป็น 2 ระดับคือ
1.ระดับสูงรายชื่อทั้งหมดจะถูกเสนอโดยตรงไปที่หัวหน้าคสช.
2.ส่วนข้าราชการระดับล่างตั้งแต่ซี 8 ลงมาจะเสนอชื่อไปยังหน่วยงานต้นสังกัดให้ผู้บังคับบัญชาเป็นผู้พิจารณา
สำหรับการพิจารณารายชื่อข้าราชการกลุ่มเหล่านี้จะมีการพิจารณาร่วมระหว่าง ศอตช. ซึ่งการเสนอรายชื่อครั้งนี้ไม่ใช่การให้ออกหรือปลดออกตำแหน่งราชการเพราะเป็นขั้นตอนการดำเนินคดีตามกฎหมาย ในชั้นนี้เป็นเพียงการใช้คำสั่งที่ 69 เอาผิดทางปกครอง เพื่อให้ดำเนินการทางวินัย รวมถึงการย้ายกลุ่มคนเหล่านี้ออกจากตำแหน่งเดิมไม่ให้มีผลประโยชน์หรือมีอำนาจบังคับบัญชา
ด้านนายประยงค์ ปรียาจิตต์ เลขาธิการสำนักงานป้องกันและปราบปรามการทุจริตในภาครัฐ(ป.ป.ท.) ในฐานะเลขานุการศอตช. กล่าวว่า ป.ป.ท.จะนำเสนอรายชื่อข้าราชการที่พัวพันกับผลประโยชน์ไม่ชอบเพื่อให้มีการจัดการด้านวินัย ในส่วนป.ป.ท.ซึ่งมีอำนาจตรวจสอบความผิดของเจ้าหน้าที่ระดับล่างจะแยกการเสนอเป็น 2 ส่วนคือ ข้าราชการที่คณะกรรมการมีมติชี้มูลว่ามีความผิดเกี่ยวข้องกับการทุจริต และข้าราชการในกลุ่มที่ ป.ป.ท.เข้าไปตรวจสอบพบความผิดและส่งรายชื่อไปให้หน่วยงานต้นสังกัดดำเนินการทางวินัย

A government-appointed panel will visit Lee Peh island off Satun province on April 9-10 to try to work out a compromise settlement on land conflicts between the indigenous Le people and resort operators.
Admiral Surin Pikulthong, head of the panel, told Thai PBS that the conflicts stemmed from the issuance of land certificates by provincial land officials trespassing on the traditional land and even cemetery of the Le islanders or Sea Gypsies.
He said that the Le islanders have been living on their traditional land for over 100 years and they are now facing eviction from the new landowners who are mostly rich and powerful resort operators.
Although half of the island has been declared national park, it is dotted with hotels, resorts, restaurants and tour offices, he said, adding that land is scarce on the island and it now fetches between 10-20 million baht per rai.
About 300 families of the Sea Gypsies who have been evicted from their traditional land are now squeezed into narrow stripe sandwiched by resorts.
Mr Panapol Chivaserichon, the park chief, said that there were three influential land brokers who sold most of land on the island to resort developers and he suspected irregularity in the issuance of land certificates.
It was reported that one land certificate covers eight plots of land.
Meanwhile, some Sea Gypsies said they were forced to sell their land otherwise they safety might be in peril. cr. thaipbs

The talks have been complicated by renewed fighting in the Kokang region of Shan state, where ethnic Chinese rebels have engaged in fierce battles with Myanmar security forces since February. The Kokang rebels are not part of the peace negotiations. A deal has also remained exlusive with ethnic rebels in Kachin state.
The Union Peacemaking Working Committee (UPWC) and the Nationwide Ceasefire Coordination Team (NCCT) reached an agreement yesterday on a draft of the nationwide ceasefire deal after a series of meetings.
The agreement came shortly after the seventh round of ceasefire talks between the UPWC and NCCT. The parties discussed all points included in chapters 1 to 7 from March 17-22 in Yangon. They resumed talks on March 30 to discuss the remaining points after a seven-day break.
Hla Maung Shwe from the Myanmar Peace Centre (MPC) said at a press conference: “Both sides have agreed to all points in the ceasefire deal draft. Leaders from the two sides will meet again at 10am tomorrow. We will finalise all the agreed points. Leaders will sign a preliminary agreement after seeing the meeting documents.”
A coalition of ethnic militias formed the NCCT in early November 2013. The NCCT initiated ceasefire talks with the UPWC on November 4 and 5 that same year. There have been seven official meetings and a series of informal talks to date.
NCCT leader Naing Han Thar said: “There were many blockages at the beginning of the talks. The NCCT and the UPWC have reached an agreement on the ceasefire deal draft thanks to our patience and mutual understanding. But we need to further discuss some points. The NCCT alone has no authority to ink the nationwide ceasefire pact. We need to hold discussions on the agreed points by inviting leaders from all groups. These points are to be reported to the leaders at the meeting. Then, the leaders are to make decision on the agreed points.”
The NCCT plans to hold an armed national races group summit in April to seek the approval of ethnic minority leaders. However, the NCCT has yet to secure a venue for the summit, according to the NCCT.

The United Nations today praised a draft ceasefire deal aimed at ending Myanmar’s decades of civil war, hailing the text agreed between the government and an array of ethnic armed groups as “historic and significant”. The UN, which has acted as an observer to months of peace negotiations, said the tentative deal was a “milestone” for Myanmar, after the country’s president signed the draft national ceasefire with armed rebel groups today. “For the government of Myanmar and 16 Ethnic Armed Groups to reach a ceasefire agreement after more than sixty years of conflict is a historic and significant achievement,” it said in a statement on behalf of UN Special Adviser Vijay Nambiar. A full agreement can only be signed after a conference of the ethnic armed groups for which no date has yet been set. An 88-year-old woman was released from prison on Thursday afternoon after serving a month for squatting.
Mi Mi Than, a judge from Nay Pyi Taw City Development Court, sentenced Tin Hlaing from Lewe Township to a month in Yamethin prison under Section 26 of the City Development Committee Law on February 27.
“We want to request [the authorities] to relax [the law] and release all the people who have been charged under Section 26. These people did not want to break the law, and they had nowhere else to stay, so they were living [on the land] as citizens. The authorities should have handled this with compassion and pragmatism. They can’t solve this problem just with the law or by force. We heard that the plan to charge the people under Section 27 after their release from prison, where they were charged under Section 26, will be relaxed. These laws are not fair. The people who have been charged have been living [on those lands] for many years, even before the capital, Nay Pyi Taw, was built. The government should consider this,” said Lower House MP Naing Ngan Linn.
“Elderly people should not have been imprisoned. Such an unsympathetic action should not be taken against them. The court is like a mechanism that oppresses the people. They don’t see a human as a person. They don’t consider age. These people are not thieves or robbers. They didn’t harm anyone. The judiciary can give a penalty, but the penalty should be balanced with the crime. It should not be revenge, but to improve [the offender]. This kind of case should not have happened,” said Thein Than Oo, a high court lawyer from the Myanmar Lawyers’ Network.
When Tin Hlaing was given the one-month sentence last month, she fainted in the court.
“I was treated well inside the prison because of my age. The chief jailer told me that I shouldn’t have been given such a penalty. I told him that I didn’t want to stay in prison. I feel bad that I was sentenced to prison. I couldn’t eat nor sleep. I will meet with the president so that I will not be charged under Section 27 again after already being imprisoned. I will meet with him and tell him of my sufferings. I will never move out until [the authorities] give me another place to stay,” said Tin Hlaing, the elderly woman who was sentenced to prison.
“The prison did not give us prior notice about her release. How can she come back home with only the prison release document and Ks 200 (US$0.20)? My mother is very old. She can’t come back home on her own. That’s why I have been waiting for her on her release date like this,” said Myint Myint Htay, daughter of Tin Hlaing, who was waiting outside the prison on the day of her release from prison.
Last year, Daw Nyo, an 82-year-old woman from Shansu village, was imprisoned for one month under Section 26. She is currently facing another charge under Section 27 for refusing to demolish her home.
Tin Hlaing is also likely to face the same charge if she continues to live at her home after her release from prison, according to Khin Maung Nyo, a high court lawyer.
“In other countries, including the those in Southeast Asia, elderly people over the age of 80 are taken care of at nursing homes with government funding. In our country, they live on their own lands, but they are regarded as squatters, and elderly women over the age of 80 are sent to prison. This is very inappropriate,” said Myo Tayzar Maung, a local resident of Nay Pyi Taw.
Mi Mi Than, the judge from Nay Pyi Taw City Development Court, also sentenced Aung Win, 74, and Nga Chun, 67, to a month in prison in January for violating Section 26.
I feel so sorry for 88 years old Grandma and 82 years old Grandma. They are in jail simply because they can’t move from their houses. They got no where to stay …. This is simply showing we need social welfare support for those who are not capable to work because of old age. Government should sort out this not by putting everyone in jail but in other ways like working through department of social protection, Housing assistance, etc…. The students from Yangon staged a 30-minute-long protest in front of City Hall at 3 pm this afternoon not to crack down the main students’ protest column in Letpadan. Students News: Updated 3 March : 5:45 PM

The boycott students led by All Burma Students’ League (Ba-Ka-Tha) protesting againt the National Education Law resumed their march from Letpadan on March 3. With the purpose of reducing the people’s concerns over the matriculation examination for 2014-2014 academic years, keeping a close watch on the approval of the amendment bill for the National Education Law at the parliament and changing the students’ protest march into a wait-for protest, eight points were demanded. (1) The main students’ protest column is going on marching to Thayawady from Aungmyay Beikman Monstery in Letpadan on March 3 morning. We will march in the shape protest, shouting slogans. (2) The students will leave for Yangon the next morning after stopping over in Thayawady. We will march to Yangon by car (3) The fighting peacock flag of students’ league will be hoisted on the cars heading to Yangon. (4) The students will turn on songs at a time when the cars are heading to Yangon. (5) The cars heading to Yangon will run slowly with a normal speed. (6) Upon arrival at Yangon, the boycott students will go to the monument to mark the first students’ boycott on the platform of Shwedagon Pagoda or to Bo Aung Kyaw monument erected on the lawns of students’ league in the campus of Yangon University to mark the first students’ boycott. (7) If the students arrived at these mentioned places, a ceremony will be held. (8) After holding the ceremony, the students will go back their respective homes. 
To be able to demand these points, the boycott students are encountering obstacles from the police force at a time when they start go back home from Letpadan to Thayawady and then to Yangon. The concerned government has been requested by the boycott students not to crack down or arrest or stop as they go back home in a peaceful way without using violence. Students News: Updated 3 March : 4:45 PM Some students participated in the main students’ column and political activists staged a peaceful protest in favor of the eight-point demands of the students of the main students’ protest column beside Mandalay’s Moat from 3 pm to 4.15 pm this evening. A fight broke out between the protesters and the authorities.

ဒီအခ်က္ကိုု ေဆြးေႏြးပြဲမွာ ခ်က္ျခင္း အာမခံ ခ်က္မေပးႏုုိင္တဲ့အတြက္ ႕ေဆြးေႏြးပဲြရလဒ္မ်ားကိုု ဒီမိုုကေရစီ ပညာေရးလႈပ္ရွားမႈဦးေဆာင္ေကာ္မတီမွ ေက်ာင္းသားမ်ားက သပိတ္စစ္ေၾကာင္းမ်ားသိုု႕ ျပန္လည္ရွင္းလင္းတင္ျပမည္။ ေက်ာင္းသားထုု၏ သေဘာထားကိုု ျပန္လည္ရယူ၍ ၁၄-၂-၂၀၁၅ ရက္ေန႕တြင္ က်င္းပ မည့္ ညိွႏိႈင္းေဆြးေႏြးပြဲတြင္ ျပန္လည္တင္ျပမည္ လိုု႕ သတင္းထုုတ္ျပန္ခဲ့ ပါတယ္။
