มีรายงานว่าในการนำเสนอรายชื่อข้าราชการที่เกี่ยวข้องกับการทุจริตในวันพรุ่งนี้( 3 เม.ย.) อาจมีการนำเสนอรายชื่อข้าราชการที่เกี่ยวข้องกับกรณีการบุกรุกป่าของสนามกอล์ฟและสนามแข่งรถโบนันซ่า ซึ่งเบื้องต้นพบว่ามีเจ้าหน้าที่เกี่ยวข้อง 10 ราย แบ่งเป็นผู้ที่ร่วมกันออก น.ส.3 ก. จำนวน 4 คน และ เจ้าหน้าที่ที่ร่วมกันออกโฉนดที่ดิน จำนวน 6 คน

พล.อ.ไพบูลย์ เรียกประชุม ศอตช.พรุ่งนี้ เร่งเสนอชื่อข้าราชการทุจริตให้ต้นสังกัดมีคำสั่งย้าย ปิดทางใช้อำนาจหาประโยชน์
พล.อ.ไพบูลย์ คุ้มฉายา รัฐมนตรีว่าการกระทรวงยุติธรรม กล่าวว่า ในวันพรุ่งนี้( 3 เม.ย.)ตนเรียกประชุมศูนย์อำนวยการต่อต้านการทุจริตแห่งชาติ (ศอตช.) เพื่อเร่งรัดการใช้อำนาจตามมาตรา 69 เรื่องการหามาตรการป้องกันและแก้ไขปัญหาการทุจริตประพฤติมิชอบ โดยเฉพาะการดำเนินการเอาผิดกับเจ้าหน้าที่รัฐที่มีพฤติกรรมเกี่ยวกับการทุจริต โดยจะมีการเสนอรายชื่อข้าราชการทุกระดับที่มีชื่อพัวพันกับการทุจริตให้ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรี ในฐานะหัวหน้าคสช. รับทราบ โดยการเสนอชื่อจะแบ่งกลุ่มข้าราชการออกเป็น 2 ระดับคือ
1.ระดับสูงรายชื่อทั้งหมดจะถูกเสนอโดยตรงไปที่หัวหน้าคสช.
2.ส่วนข้าราชการระดับล่างตั้งแต่ซี 8 ลงมาจะเสนอชื่อไปยังหน่วยงานต้นสังกัดให้ผู้บังคับบัญชาเป็นผู้พิจารณา
สำหรับการพิจารณารายชื่อข้าราชการกลุ่มเหล่านี้จะมีการพิจารณาร่วมระหว่าง ศอตช. ซึ่งการเสนอรายชื่อครั้งนี้ไม่ใช่การให้ออกหรือปลดออกตำแหน่งราชการเพราะเป็นขั้นตอนการดำเนินคดีตามกฎหมาย ในชั้นนี้เป็นเพียงการใช้คำสั่งที่ 69 เอาผิดทางปกครอง เพื่อให้ดำเนินการทางวินัย รวมถึงการย้ายกลุ่มคนเหล่านี้ออกจากตำแหน่งเดิมไม่ให้มีผลประโยชน์หรือมีอำนาจบังคับบัญชา
ด้านนายประยงค์ ปรียาจิตต์ เลขาธิการสำนักงานป้องกันและปราบปรามการทุจริตในภาครัฐ(ป.ป.ท.) ในฐานะเลขานุการศอตช. กล่าวว่า ป.ป.ท.จะนำเสนอรายชื่อข้าราชการที่พัวพันกับผลประโยชน์ไม่ชอบเพื่อให้มีการจัดการด้านวินัย ในส่วนป.ป.ท.ซึ่งมีอำนาจตรวจสอบความผิดของเจ้าหน้าที่ระดับล่างจะแยกการเสนอเป็น 2 ส่วนคือ ข้าราชการที่คณะกรรมการมีมติชี้มูลว่ามีความผิดเกี่ยวข้องกับการทุจริต และข้าราชการในกลุ่มที่ ป.ป.ท.เข้าไปตรวจสอบพบความผิดและส่งรายชื่อไปให้หน่วยงานต้นสังกัดดำเนินการทางวินัย

4 สมาคมสื่อ ร่วมกันออกแถลงการณ์คัดค้าน คำสั่ง คสช.ฉบับที่ 3/2558 ลงวันที่ 1 เม.ย.58 ในข้อ 5 ที่ให้อำนาจเจ้าพนักงานรักษาความสงบเรียบร้อย มีอำนาจออกคำสั่งห้ามการเสนอข่าว การจำหน่าย หรือทำให้แพร่หลาย ซึ่งหนังสือ สิ่งพิมพ์ หรือสื่ออื่นใด และได้กำหนดโทษผู้กระทำความผิดไว้ 1 ปี ปรับไม่เกิน 20,000 บาท หรือทั้งจำทั้งปรับ ทั้งนี้เนื่องจากเห็นว่า เป็นการให้ดุลพินิจกับเจ้าหน้าที่อย่างกว้างขวาง ไม่มีหลักเกณฑ์หรือเงื่อนไขในการปฏิบัติที่ชัดเจนว่า ข้อความใดทำให้ประชาชนเกิดความหวาดกลัว หรือเจตนาบิดเบือนข้อมูลข่าวสาร

4 องค์กรวิชาชีพสื่อสารมวลชน มีความเห็นร่วมกันว่า หัวหน้า คสช. ควรให้นโยบายที่ชัดเจนต่อเจ้าหน้าที่ หรือกำหนดมาตรการหรือเงื่อนไขในการปฏิบัติงานของเจ้าหน้าที่ตามอำนาจในวรรคสองของข้อ 5 ที่ชัดเจน เพื่อประชาชนทั่วไปและสื่อมวลชนทุกแขนงซึ่งได้รับผลกระทบโดยตรงจากคำสั่งดังกล่าว จะได้มีความสบายใจขึ้นว่า การใช้อำนาจตามบทบัญญัติ มาตรา 44 แห่งรัฐธรรมนูญชั่วคราวจะเป็นไปอย่างสร้างสรรค์ดังที่หัวหน้าคณะรักษาความสงบแห่งชาติให้สัญญาประชาคมไว้ เพราะคำสั่งดังกล่าวกระทบสิทธิขั้นพื้นฐานอย่างยิ่ง เพราะกรณีนี้น่าจะกระทบต่อการประเมินสถานะของประเทศในด้านสิทธิเสรีภาพของสื่อมวลชนและประชาชนของประชาคมโลก และจะเป็นปัญหาที่ถูกหยิบยกมากล่าวถึงในวันสิทธิเสรีภาพสื่อมวลชนโลกวันที่ 3 พ.ค.นี้  CR.Naphat Kongsorn

NCPO Order Number 3/2558 (3/2015) on Maintaining Public Order and National Security As the lifting of martial law throughout the Kingdom has now been adopted, it is appropriate to install measures to deal with actions intended to undermine or destroy peace and national security, violate notifications or orders of the NCPO, or to commit offenses under the laws on firearms, ammunition, explosives, fireworks and artificial weapons which threaten the peace and security of the nation. Therefore, the head of the NCPO sees it as necessary to prevent and suppress such actions swiftly and effectively so as not to affect law-abiding citizens and the well-being of the general public. By virtue of Section 44 of the Interim Constitution of the Kingdom of Thailand of 2014, the Head of the NCPO with the approval of the NCPO hereby issues the following order: Article 1. This order shall come into force from the date of its publication in the Government Gazette. Article 2. A “Peace Keeping Officer” refers to a military officer with the rank of Lieutenant, or Midshipman or Pilot Officer or above, appointed by the Head of the NCPO to act in accordance with this order. An “Assistant Peace Keeping Officer” refers to a military officer of lower rank than a Lieutenant, or Midshipman or Pilot Officer appointed by the Head of the NCPO to act according to this order. Article 3. Peacekeeping Officers shall act swiftly to prevent and suppress acts which constitute the following offences: (1) offenses against the King, the Queen, the Heir Apparent and the Regent under Sections 107 to 112 of the Penal Code. (2) offenses against the security of the state under Sections 113 to 118 of the Penal Code. (3) offenses under the laws on firearms, ammunition, explosives, fireworks and artificial weapons, only in respect of firearms, ammunition and explosives used in warfare. (4) violations of announcements or orders of the NCPO or of the Head of the NCPO.
