ပီအာရ္ စနစ္ဆိုတာဟာ ျပည္သူေတြဟာ အမတ္ေလာင္းကို တိုက္ရိုက္ မဲေပးတာမ်ိုး မဟုတ္ဘဲ နိုင္ငံေရးပါတီ တခုခုကို မဲေပးျပီး အဲဒီ ရလာတဲ့ မဲအေရအတြက္အေပၚ မူတည္ကာ ပါတီေတြကေန အမတ္အေရအတြက္ အခ်ိုးအစားလိုက္ လြွႊတ္ေတာ္မွာ ပါ၀င္ခြင့္ရတာမ်ိုးလို့ အက်ဥ္းေျပာရင္ ရနိုင္ပါတယ္။
ဒီ ပီအာရ္စနစ္နဲ့ ပတ္သက္ျပီး အင္အားအၾကီးဆံုး အတိုက္အခံ ပါတီျဖစ္တဲ့ အမ်ိုးသားဒီမိုကေရစီအဖဲြ့ခ်ဳပ္က သေဘာမတူသလို တိုင္းရင္းသားပါတီ အေတာ္မ်ားမ်ားက လည္း သေဘာမတူပါဘူး။ ဒါေပမယ့္ ဘယ္လိုပဲျဖစ္ျဖစ္ ျပည္ေထာင္စုေ႐ြးေကာက္ပဲြ ေကာ္မ႐ွင္ကေတာ့ လာမယ့္ ေ႐ြးေကာက္ပဲြမွာ ပီအာရ္စနစ္ကို က်င့္သံုးသင့္၊ မသင့္ လြွႊတ္ေတာ္မွာ အဆိုတင္၊ အဆံုးအျဖတ္ ရယူမယ္လို့ ေျပာေနပါျပီ။ ပီအာရ္စနစ္ကို ဘယ္သူေတြက ေထာက္ခံေနၾကပါသလဲ၊ ဘာေၾကာင့္ ပီအာရ္ စနစ္ က်င့္သံုးေစ ခ်င္ ၾကတာလဲ၊ ပီအာရ္စနစ္ က်င့္သံုးျပီး ေ႐ြးေကာက္ပဲြ လုပ္ရင္ ဘာေတြ ျဖစ္လာနိုင္သလဲ ဆိုတာ ခုတပတ္ ေဆြးေနြးတင္ျပသြားမွာ ျဖစ္ပါတယ္။

ဒီကိစၥ ေျပာင္ေျပာင္တင္းတင္း ေျပာဆိုေနၾကသူေတြကေတာ့ တစည ပါတီ၊ အန္ဒီအက္ဖ္ပါတီနဲ့ ဒီမိုကရက္ပါတီ (ျမန္မာ) ျဖစ္ျပီး ၾကံ့ခိုင္ေရးပါတီကေတာ့ ဘာတခုမွ ထုတ္မေျပာပါဘူး။ ဘယ္လိုပဲျဖစ္ျဖစ္ ေ႐ြးေကာက္ပဲြေကာ္မ႐ွင္က ဒီကိစၥ လြွႊတ္ေတာ္ထဲ တင္မယ္ဆိုတဲ့အတြက္ ၾကံ့ခိုင္ေရးပါတီရဲ့ သေဘာထားကို တိတိက်က် သ ိၾကရေတာ့မွာပါ။ တကယ္ေတာ့ ဒီ စနစ္အေၾကာင္း ေျပာလာသူေတြ အားလံုးဟာ တိုင္းျပည္အက်ိုးစီးပြား ဆိုတာထက္ သူတို့ ပါတီအက်ိုးစီးပြား ကြက္ကြက္ေလးကို ၾကည့္ျပီး ေျပာေနတာလို့ ဆိုနိုင္ပါတယ္။ ဒီ စနစ္အတိုင္း သြား၊ ေ႐ြးေကာက္ပဲြကလည္း လြတ္လပ္ျပီး တရားမွ်တမယ္ ဆိုရင္ ေဒၚေအာင္ဆန္းစုၾကည္နဲ့ အန္အယ္လ္ဒီ ပါတီ ၂၀၁၅ မွာ အနုိင္ရမွာ ျဖစ္ပါတယ္။ ေဒၚေအာင္ဆန္းစုၾကည္နဲ့ အန္အယ္လ္ဒီ အနုိင္ရျပီး တိုင္းျပည္ ေကာင္းလာမွာထက္ သူတို့ပါတီ အမတ္ေတြ ေ႐ြးခ်ယ္မခံရ မွာကို စိုးရိမ္ျပီး ခုလို ပီအာရ္ စနစ္ကို က်ယ္က်ယ္ေလာင္ေလာင္ ေျပာဆိုလာတာ ျဖစ္ပါတယ္။

The country should not practice the proportional representation system yet as it’s still insecure, said military MP Colonel Htay Naing on July 28.
“In my point of view, it’s too early to practice the system. For our country has stability only now, but no security. Many problems may come out of it. Currently there are many contrary views on the issue. If so, the system should not be practiced yet,” he told local reporters.
Colonel Htay Naing also said the system should be carefully reviewed whether it’s in accordance with the Constitution or not, adding that the election law should be drafted only after Section 436 of the Constitution be amended.
Concerning the system, he discussed at the parliament that many armed groups arose against the government in a few years after the country’s independence, and that the peace process is still under way negotiating with them, and that the people’s lives across the country are still insecure although the country is stable to a degree, and some regions still encounters communal and religious conflicts, stressing the importance of reviewing the system whether it’s possible or not at this moment when there are different views on it.
Eighteen MPs discussed the system at the parliament, as proposed on July 28 by MP Aung Zin from the National Democratic Force Party.
Three military MPs discussed the issue as third party and eight MPs from the National League for Democracy discussed against it. And seven MPs from the ruling party discussed supporting the system.

MYANAMAR BURMA STUDENT WINS MEDAL FOR BEAUTY HANDWRITING IN THai language 🙂 A 12-year old Burmese boy caused a big stir in Tak province when he won the first prize of the Thai Handwriting Competition held by the Office of the Basic Education Commission on the occasion of the Thai National Language Day on Tuesday.
Yaza is studying in Prathom 3 at Arunmetha school in Pob Phra district of Tak where about 30 percent of the students are poor and live near the Thai-Burmese border. Although born and grew up in Thailand, Yaza is considered as a Burmese immigrant.

His Thai teacher, Mrs Sang-aroon Sornchai, described Yaza as very deligent and dedicated to study and has represented the school at several handwriting competitions.

Balanced, neutral and honorable commission, laws, by-laws, rules and regulations are the key for a free and fair election. Fairness of elections will be nothing if rules and regulations are too strict to follow though the commission is balanced and neutral and if the commission is unfair though laws and regulations are fair.
The Union Election Commission prepares its step to control electioneering of political parties, party leaders and their relying on the media for their electioneering. To look back to the beginning of the commission, we need to go back to the year 2010.
Aye-Chan-Pyo Commission
As it’s established by the State Peace and Development Council with aims to make 2010 general elections successful, it should be called Aye-Chan-Pyo Commission. It was established on March 11, 2010 in accord with Section 443 of 2008 Constitution and Section 3 of 2010 Union Election Commission Law enacted by the council.
The Union Election Commission is chaired by Thein Soe and has a membership of 17 including Myint Naing, Dr Tin Aung Aye and Aung Myint. The State Peace and Development Council allowed Deputy Chief Justice Thein Soe, Deputy Attorney General Myint Naing, Judge of the Supreme Court Dr Tin Aung Aye and Aung Myint, a member of Civil Services Board to retire on March 10, 2010.
The commission’s office was formed with a total of 200 staff members in accord with the decision made by the government’s meeting numbered 47/2010 held on December 9, 2010.
New government and new commission
The government of the ruling party “Union Solidarity and Development Party” which won a landslide victory in the 2010 election established the new commission. While it seemed a new commission, it’s formed with almost every member from the old one. So it can be said they just made a snake-skin change.
It made no significant difference as the ruling party’s chairman and the President appointed a top-ranking leader of the party as the commission’s chairman after they formed the new government. Tin Aye became the commission’s chairman on March 30, 2011. The commission under Thein Sein’s administration is no difference from the one of the SPDC. Every member of the new commission are from the old one.

BANGKOK, July 29 — On the occasion of the National Thai Language Day today, Gen Prayuth Chan-ocha, chief of the Army and the National Council for Peace and Order (NCPO), said in his speech marking the day that all Thai people should value and protect the Thai language which showed the identity and development of the nation.

Gen Prayuth looked to the historical precedent for the occasion, explaining that National Thai Language Day falls annually on July 29 because oif His Majesty the King. The celebration is marked because His Majesty the King attended an academic discussion on problems regarding the usage of Thai vocabulary at the Thai language club of the Faculty of Arts in Chulalongkorn University on July 29, 1962.

In that meeting 52 years ago His Majesty the King made many knowledgeable remarks on the necessity for Thai people to use Thai correctly and conserve it.

“On the occasion of the National Thai Language Day, I would like to remind people and the youth of the nation to always realize that Thailand is one of a small number of countries that have their own languages, completely both spoken and written ones, and its language has been a valuable heritage for longer than 700 years,” Gen Pyayuth said..

“Therefore, everyone should be proud of it and aware of the great contribution of ancestors for developing the characters and the Thai language that has existed until today. I encourage everyone to join forces to keep the Thai language as a cultural asset of Thailand,” Gen Prayuth said. (MCOT )

The Appeals Court today rejected a petition by Luang Poo Buddha-issara calling for the withdrawal of an arrest warrant issued by the Criminal Court on charge of obstructing election on January 26 this year.
The activist abbot of Wat Ornoi temple in Nakhon Pathom did not appear at the court to hear his appeal decision but assigned his lawyer to the court instead.

He was charged by the police of Thung Song Hong station in Bangkok for obstructing election when he led anti-government protesters to encircle Lak Si district office on January 26 this year.

The Appeals Court reasoned that the issuance of arrest warrant was under the jurisdiction of the Criminal Court (court of first instance) in case of emergency.

It also said that if the obstruction was proved later to have incurred damages, compensation could then be demanded later by the police. The court then retained the arrest warrant for the abbot.

The abbot still has another effective warrant for his arrest on insurrection charge.
