19.40 Last night at 03.00 hours the Army chief pronounced the imposition of Martial Law, which should be viewed as not affecting our civil uprising.

The proclamation of Martial Law means that the Constitution is still in effect. Do not be confused. The muanmahaprachachon still retain the right and the liberty to demonstrate against the tyrannical government in accordance with our Constitution.
ถึงแม้จะมีการประกาศ กฏอัยการศึก พี่น้องอย่าสับสน ไม่ได้เป็นการยกเลิกรัฐธรรมนูญ ประกาศกฏอัยการศึกแล้ว รัฐธรรมนูญยังอยู่มวลมหาประชาชน ยังมีสิทธิ์ และเสรีภาพตามบทบัญญัติของรัฐธรรมนูญที่จะต่อสู้ ต่อสู้ชุมนุม ต่อต้านรัฐบาลทรราชทุกประการ
Victory means the triumph of Thailand and all Thais:
1) The Thaksin regime must be uprooted and eradicated.
2) There must be a new prime minister with full competence and authority to address and solve national problems.
3) There must be the establishment of a new government without politicians.
4) The prime minister and government must work for the people, and reform Thailand according to the people’s intentions.

t has been 194 days. Today Thailand is without a prime minister and a government. Thaksin regime sycophants are still out and about. The senate still hasn’t selected a new PM. The muanmahaprachachon lack a government that would institute reforms in accordance with our intentions.
Therefore, the muanmahaprachachon must unite and carry on our good fight until we prevail.
We must fight to eradicate the regime remnants.
We must fight for a new PM.
We shall fight until we have a people’s PM and government who will institute reforms in accordance with the people’s intentions.

Referring back to Martial Law:
– Typically if events occur that may be problematic or cause chaos, anarchy, terrorism
– There are 2 laws that could be applied, in order from less to more severe
1) The Internal Security Act (ISA)
Areas in which the ISA would be enforced would be announced, for example, the tyrant government established CAPO. If this law fails to ameliorate the situation, the Emergency Decree could be applied. The despotic administration tried to utilize this law and establish CMPO but it failed.
When I was deputy PM I directed the Center for the Resolution of the Emergency Situation (CRES) and we were able to resolve the crisis and restore peace and order by 19 May 2010.
However, the current caretaker unit has failed to do the same. It has not been able to successfully administer any security-related laws, which is why its attempts came to an end at 03.00 hours today.

ประกาศเขตพื้นที่ที่จะมีผลต่อความมั่นคง เช่น ฝ่ายทรราชตั้ง ศอ.รส แต่ถ้าใช้ความมั่นคง และเอาไม่อยู่ก็จะเพิ่ม .. แรงขึ้น ก็จะใช้กฏหมาย กราบริหารแผ่นดินภายใต้สภานการณ์ฉุกเฉิน ตั้งศูนย์ ศอ.รส เหมือนที่ทรราชพยายามตั้งแล้วไม่สำเร็จ

19 พ.ค. 53 แต่รัฐบาลล้มเหลว ใช้กฏหมายความมั่นคงก็ไปไม่รอด ยกระดับมาเป็นกฏหมายบริหารราชการบ้านเมืองในสถานการณ์ฉุกเฉิน จอดไม่ทันแจว จนต้องกลับมาใช้กฏหมายความมั่นคง จนมีจุดจบเมื่อ 3.00น.ที่ผ่านมา
Impending threats and risks to national security trigger the imposition of Martial law. The military’s pronouncement of Martial Law means the army has full authority to preserve and maintain national security and the lives of citizens, exempt from criminal prosecution.
On 10 April 2010, when Thaksin’s lackeys used men-in-black renegade forces to kill our soldiers and our fellow citizens at Kokwau intersection, 26 people were killed and over 800 injured. That night, our administration was concerned that the Emergency Decree would not suffice and that we should hand over authority to the military who would proclaim Martial Law. However, the army assessed the situation and did not think it necessary. This demonstrates the severity and seriousness of Martial Law, and the careful consultations involved. However, last night the caretaker government was unaware of the Martial Law pronouncement.
I was watching the news this evening. One caretaker minister, Jaturon Chaisaeng, gave an interview asking “why has the military imposed Martial Law without reporting to the administration, which indicates they don’t know anything.” Upon being asked by the press whether he had reported the Martial Law pronouncement to the government, Army chief General Prayuth Chan-ocha responded, “where is the government?”

10 เม.ย.53 ตอนที่พวกสมุนทักษิณ เอากำลังพลชุดดำมาฆ่าทหาร ฆ่าประชาชน ที่สี่แยกคอกวัว คืนเดียวตายไป 26 คน บาดเจ็บ 800 กว่าคน
คืนนั้น ฝ่ายรัฐบาลนึกว่าแค่ประกาศสถานการณ์ฉุกเฉินเอาไม่อยู่ ร่ำๆจะมอบอำนาจให้ ทหารไปประกาศกฏอัยการศึก จัดการได้เต็มที่ แต่พิจารณาแล้วฝ่ายทหารว่าไม่เป็นไร การประกาศกฏอัยการศึก จึงเป็นเรื่องใหญ่มาก ต้องปรึกษาหารือกันอย่างดี แต่ว่าการประกาศกฏอัยการศึกเมื่อคืนรัฐบาลไม่รู้เลย
ผมดูทีวีตอนเย็น รัฐมนตรีในรัฐบาล นายจาตุรนต์ ฉายแสง ยังออกมาให้สัมภาษณ์ว่า “ฝ่ายทหารประกาศกฏอัยการศึก ทำไมไม่รายงานรัฐบาล แสดงว่าพวกเขา ไม่รู้เรื่องเลย” มีสื่อถามพลเอกประยุทธ์ ว่าประกาศกฏอัยการศึกได้รายงานให้รัฐบาลทราบหรือไม่ พลเอกประยุทธ์ ตอบว่า “รัฐบาลอยู่ไหน?”
I didn’t know that Martial Law was going to be imposed. There was no conspiracy. I only found out last night when a member of the press called. I understood the rationale because the military have been closely following the situation for several months due to the murderers who continue to take us out.
2 – 3 days ago they killed more of us. The soldiers warned them through their statement, but the perpetrators refused to listen. They have been accumulating renegade forces and arms. The army therefore decided to impose Martial Law to deal with them.
If the army had not taken action the situation would not have been controllable because the caretaker government is supporting it. People have been asking whether demonstrations are still allowed under Martial Law, which is why Pooyai Satit Wongnongtaey announced early this morning that “the Constitution is still in force. This is not a coup d’etat. We can still continue our demonstrations as before.”
People have asked why we are not marching. It’s because they asked those of us in Thailand to remain stationed at Ratchadamnoen and the other side at Aksa Road. We have no reason to disobey; we are good citizens so we will remain here.
ผมไม่รู้หรอกว่าจะประกาศกฏอัยการศึก ไม่มีเรื่องสมคบคิด เพิ่งรู้ตอนสื่อโทร.มาบอก ผมรู้เหตุผล เพราะทางเขาติดตามสถานการณ์มาหลายเดือนแล้ว เพราะพวกอสูรกาย เปรต มันตามเข่นฆ่าเรามาโดยตลอด
เมื่อ 2-3 วันก่อน ก็แอบมาเข่นฆ่าพวกเรา ทหารเตือนแล้ว ผ่านแถลงการณ์ก็ไม่ฟัง มันสะสมกำลังคน กำลังอาวุธ ทหารจึงตัดสินใจประกาศกฏอัยการศึก เพื่อจัดการกับพวกสารพัดสัตว์
ถ้าไม่ใช่ทหารออกมาเองเอาไม่อยู่เพราะฝ่ายรัฐบาลหนุนหลัง คนสงสัยถามว่าประกาศกฏอัยการศึกแล้วชุมนุมได้มั๊ย ก็ต้องชี้แจงแต่เช้าผู้ใหญ่สาทิตย์ ชี้แจงแต่เช้า “รัฐธรรมนูญยังอยู่ ไม่ใช่การปฏิวัติเรายังสามารถชุมนุมได้เหมือนเดิมเพราะฉะนั้นออกมาชุมนุมกันต่อ”
แล้วคนถามว่าทำไมไม่เดิน เพราะในประเทศเขาให้เราชุมนุมที่ราชดำเนิน พวกนั้นอยู่อักษะ ไม่รู้จะไปแข็งขืนทำไมเราเป็นพลเมืองดีอยู่แล้ว เราก็จะชุมนุมอยู่ที่นี่ต่อไป
I had scheduled a meeting with government agencies on 22 May, which General Prayuth has now taken on himself. He is exemplary. I heard him answer the press that the army will collectively take on responsiblity for resolving the current crisis. This means that our demands have been taken into account.
If within 2 – 3 days the Senate still dances around the selection of a new prime minister, we may have to request the military and civil servants to join forces with the people.
If no action has been taken by the Senate at that time, we will have to take action. Don’t cheer yet – we have not yet won. We still don’t have a new PM. However, if we had not come out, no change would have taken place. The other side only knows how to recite the term “elections, elections, elections.”
This task requires swift action. We are still designating 26 May as the date we reclaim sovereign authority, at the previously scheduled time of 19.00 hours. Without a concrete date and time the Senate will continue its inaction.
ผมกำหนดให้ประชุมหน่วยราชการในวันที่ 22 พ.ค. ปรากฏว่าผบ.ทบ.รับลูกไปหมดเลย ไม่รู้ว่า ผบ.ทบ.ให้ 2 ขั้น ได้ไหม ผมได้ยินท่านตอบสื่อ ฝ่ายทหารร่วมกันรับผิดชอบแก้ไข ปัญหาของประเทศ แสดงว่าสิ่งที่เราเรียกร้องเป็นผล
ถ้าภายใน 2 – 3 วัน วุฒิสภายังรำวงอยู่ไม่เลือกนายกรัฐมนตรี ที่นี้ก็ต้องขอให้ทหารและข้าราชการ ที่จับมือกันแล้วก็ออกมาจับประชาชนอีกฝ่ายหนึ่ง
ถ้าถึงวันนั้น ยังไม่ทำอะไร เราต้องจัดการกับวุฒิสภา ไม่ทำอะไรอยู่ไปก็เปลืองข้วา อย่าเพิ่งรีบไชโย ยังไม่ชนะเลย ยังไม่ได้นายกฯ เลย ถ้าเราไม่ออกมา ก็ไม่ทำอะไร ฝ่ายโน้นก็ท่องเป็นแต่ เลือกตั้งๆ ๆ ๆ
งานนี้ต้องทำเร็ว วันที่ 26 วันประกาศอำนาจอธิปไตยเป็นของเรา ยังกำหนดไว้ 19.00 น. เหมือนเดิม ไม่กำหนดไม่ได้ สว.รำวงทั้งวัน

We shall announce that sovereign authority has been reclaimed by the people of Thailand. We must assemble in the millions to demonstrate to them that this is not just an old Kamnan by himself. We can no gather without fear as CAPO police have all been sent back home. CAPO is gone.
The other day CAPO attempted to send units in to capture me and arrest our efforts. However, the imposition of Martial Law has resulted in the termination of CAPO. Only PDRC core leader Lookmee (Chumpol Julsai) is disappointed because he had volunteered to surround CAPO. Don’t worry, we will find another task for you.
We can now assemble without fear. The military won’t attack our peaceful gathering; rather, they are here to protect us. We should therefore embrace Martial Law. The remaining police units no longer take orders from CAPO.

ศอ.รส พยายามจะส่งกำลังมาวันก่อนมาจับพวกเรา ที่บอกว่าจะมาปราบพวกเรา แต่ผลจากการประกาศกฎอัยการศึก ศอ.รส.ถูกยุบเรียบร้อย มีแต่ลูกหมีที่ผิดหวัง เพราะอาสาจะไปล้อม ศอ.รส. ไม่ต้องเสียใจจะหางานที่ยากกว่าให้ทำ
มาชุมนุมได้สบายใจ ไม่ต้องกลัว ทหารไม่ปราบเรา ออกมารักษาความปลอดภัยให้เรา ใครตกใจกับกฎอัยการศึก เราควรดีใจ ไม่ต้องกลัวหมาต๋ามาปราบ ยังมีตำรวจปฏิบัติหน้าที่ แต่ไม่ขึ้นอยู่กับศอ.รส.แล้ว
