Caretaker Prime Minister Yingluck Shinawatra will lose the right to copy documents about the enquiry into her role regarding the rice scandal if she fails to show up this Thursday to acknowledge the malfeasance in office charge to be lodged against her by the National Anti-Corruption Commission.
Mr Vicha Mahakhun, NACC spokesman and head of the team investigating Ms Yingluck’s role in the fake rice deal with China, said today (Tuesday) that the right to copy the documents was exclusive to the accused, in this case the prime minister, and that she could not assign anybody or a lawyer to do on her behalf although she could assign someone to acknowledge the charge.
He admitted that he had not been notified by Ms Yingluck whether she would show up or not or whether she would ask for a postponement in which case the NACC would consider whether the postponement request was reasonable or not.
But if the prime minister does not want to acknowledge the charge, the NACC will notify her about the charge by mail, said Mr Vicha.
He explained that even if the prime minister was formally charged only the Senate could vote her out of the office.
The NACC spokesman disclosed that he was approached by former Pheu Thai MPs asking whether the commission could be lenient with her. He said he told the ex-MPs that the NACC would not be an independent organization if it did not do its job properly after having been intimidated.
Mr Vicha jokingly said that he could not reply the prime minister’s Facebook message in the social media because they were not Facebook friends yet.
He also dismissed the Pheu Thai party’s accusation that the NACC had deliberately dragged its feet on the probe against former prime minister Abhisit Vejjajiva over the rice price guarantee scheme which has been going on for about four years whereas it took the commission only 21 days on complete the probe against the prime minister on the rice pledging scheme.
He defended that the probe on the rice pledging scheme began in December 2012 and took more than a year to complete and not 21 days as suggested by the ruling party.

BURMA MYANMAR : Quintana one-sided in comments about Duucheeyartan violence—ASN
SITTWE—Tomas Ojea Quintana, the UN special rapporteur for human rights in Myanmar, has been criticised by the Arakan Social Network for being one-sided in his comments about investigations into the Duucheeyartan violence.
During a press conference at Yangon International Airport on February 19, Quintana said that he would wait to see the results of a government-appointed human rights commission’s investigation before making a final recommendation. But he warned that if the results fail to meet international standards he would push the UN Human Rights Council to “establish a credible investigation to uncover the truth of what happened” in Ducheeyartan and to hold anyone responsible for human rights violations to account.
Tun Aung Thein, Maungdaw district coordinator for the Arakan Social Network in Butheetaung Township, argues that Quintana is not allowing the commission to do its work.
“The National Human Rights Commission has already inquired about the violence and the Investigation Commission formed by the president is now investigating the riot. He [Quintana] has publicly expressed his lack of faith in the government’s investigation to the international community,” said Tun Aung Thein.
“He wants to say to the foreign countries that Bengalis were discriminated against by Myanmar people. But while visiting Rakhine State, he made only one-sided comments without inquiring and asking about the minority of ethnics’ current situation.”
Ko Ko Maung, a spokesperson for organizers of a mass meeting in Rakhine State opposed to Quintana’s visit, echoed the ASN’s view.
“The UN didn’t say any words about the killing of Rakhine nationals in Bangladesh. Quintana’s words were an affront to the government’s sovereignty,” said Ko Ko Maung, noting that Quintana did not visit Ducheeyartan village, where the violence took place, during his visit to Rakhine State on February 14.

THAILAND : PDRC Protest leader Suthep rejects negotiations with govt
Feb 25 – Protest leader Suthep Thaugsuban today flatly ruled out dialogue with the government to end Thailand’s political conflicts.
He said it was unnecessary to find a mediator for negotiations since “a country is not for trading and the People’s Democratic Reform Committee (PDRC) has organised rallies, aiming at changes and appointment of a good person to run the country.”
Mr Suthep, PDRC secretary general, said the government has been trying to discredit the movement’s leaders and supporters as well as spread rumours in order to weaken their strength.
He called on PDRC supporters to strictly follow the non-violent principles which could be a constitutional protection for them.
People from all walks of life to dress in black for three days, starting tomorrow, he said, to mourn the deaths of three children from bombings at the PDRC rally venues at Ratchprasong on Sunday and in Trat province on Friday night.
He himself wore a black shirt today.
Caretaker Prime Minister Yingluck Shinawatra today expressed condolences to the families of those killed in the demonstrations and ordered security reinforcement at rally sites.
She had been told that overall 21 persons were killed and 738 others injured at political rallies and said protesters should not take their children to rally sites.
Caretaker Deputy Prime Minister/Foreign Minister Surapong Tovichakchaikul informed the Cabinet that Indian businessman Satish Sehgal would be deported from Thailand for his involvement in the PDRC rallies. Mr Satish has lived in Thailand for five decades.
Ms Yingluck is scheduled to visit the northern provinces of Chiang Rai and Chiang Mai tomorrow. She has been on the move since Government House and her temporary office at the headquarters of Permanent Secretary for Defence were sealed off by protesters. (MCOT online news)
