Describe fully the nature and method of performance of the above indicated agreement or understanding.
It was understood by the parties on the date of 10/31/2013, that The Government of Thailand, via telephonic
correspondence from its Embassy in Washington , DC would be represented by Davenport McKesson Corporation, the
corporation would be entitled to up front fees of $20,000.00 USD. Davenport McKesson Corporation in turn agreed to
represent the country on the following matters; Davenport McKesson Corporation agreed to provide lobbying services for
the The Kingdom of Thailand inside the United States Congress and make certain lobbying efforts inside the Department of
Defense, The Kingdom of Thailand is seeking to have the United States Department of Defense build a Naval Air Defense
Base in the Country, also the country of Thailand seeks military assistance in establishing a safe harbor zone around its
waters. Davenport McKesson Corporation also seeks to assist the country in establishing more trade representation centers
in the United States.

เว็บไซด์กระทรวงยุติธรรมสหรัฐอเมริกา ได้เผยแพร่ข้อมูลที่น่าสนใจเกี่ยวกับการเคลื่อนไหวของรัฐบาลไทยว่ามีการว่าจ้างบริษัทล็อบบี้ยิสต์เพื่อล็อบบี้ให้สหรัฐอเมริกามาตั้งฐานทัพเรือในน่านน้ำไทยและพื้นที่ปลอดภัยในทะเลจีนใต้ โดยระบุไว้ในเอกสารหน้า 3-4 ข้อ 7 และ 8 ว่า
7.) เป็นที่เข้าใจทั้งสองฝ่ายว่าในวันที่ 31 ตุลาคม 2013 รัฐบาลไทยโดยผ่านทางโทรศัพท์จากตัวแทนในสถานทูตที่วอชิงตันดีซี ได้ให้บริษัท Davenport McKesson
เป็นตัวแทนและได้รับเงินล่วงหน้าไปแล้ว 2 หมื่นเหรียญสหรัฐ โดยบริษัทดังกล่าวตกลงที่จะเป็นตัวแทนให้กับประเทศไทยในเรื่องต่อไปนี้
บริษัทตกลงที่จะทำการล็อบบี้ให้กับราชอาณาจักรไทยในสภาคองเกรสของสหรัฐและพยายามที่จะล็อบบี้ในกระทรวงกลาโหม โดยราชอาณาจักรไทยมีความต้องการให้กระทรวงกลาโหมของสหรัฐสร้างฐานทัพเรือในประเทศไทย รวมทั้งไทยจะให้การช่วยเหลือทางการทหารในการสร้างพื้นที่ปลอดภัยในอ่าวบริเวณน่านน้ำราชอาณาจักรไทย และทางบริษัทจะหาทางช่วยเหลือให้ไทยมีตัวแทนทางการค้ามากขึ้นในสหรัฐอเมริกา

ก่อนหน้านี้เมื่อวันที่ 6 ธันวาคม 2556 นางสาวยิ่งลักษณ์ ชินวัตร นายกรัฐมนตรีและ รมว.กลาโหม เปิดโอกาสให้ พลเรือเอก แซมมวล เจ. ล็อคเลียร์ ผู้บัญชาการกองทัพสหรัฐในภาคพื้นแปซิฟิก และนางคริสตี้ เคนนี่ เอกอัครราชทูตสหรัฐอเมริกาประจำประเทศไทย เข้าพบ โดยทูตสหรัฐยังให้สัมภาษณ์ภายหลังการเข้าพบดังกล่าวเกี่ยวกับสถานการณ์การเมืองภายในประเทศไทยที่มีการชุมนุมของประชาชนจำนวนมากเพื่อต่อต้านรัฐบาลว่า อยากให้ใช้สันติวิธีในการพูดคุยกันเพื่อแก้ปัญหาด้วย

Suthep Thaugsuban (สุเทพ เทือกสุบรรณ)-กปปส. พบ 7 องค์กรธุรกิจเอกชน-Meeting 7 business organizations
Protest leader Suthep Thuagsuban led key members of the People’s Democratic Reform Committee to explain to representatives of seven business organizations about the model of their proposed People’s Council tasked with drawing up a national reform blueprint.
According o Suthep, the proposed People’s Council will be made up of 400 members of which 300 will be elected from various professional groups and the remaining 100 to be selected from resourceful persons by the committee.
Members of the council must not be members of any political parties and must not contest an election in the past five years, said the former Democrat MP.

It took about 15 minutes for some 30 men from the Network of Students and People for the Reform of Thailand, a faction of the People’s Democratic Reform Committee, to remove the barbed wire inside the Government House after they climbed over the wall at Gate Two.
Police guarding the Government House yelled at the group telling them not to trespass on government’s premise but to no avail.
However, there was no clash between the police and the intruders.
The protesters have demanded the police to move out of the Government House because they are angry with the police for accusing the protesters of being rebels.
Protest leaders using megaphones to verbally attack hundreds of anti-riot police inside Government House as they led protesters to demolish barriers and cut barbed wires placed around the compound by the police before noon today.
The protesters began to surround the compound accusing the police of defying the order of the People’s Democratic Reform Council (PDRC) to abandon the premise by 12 hours or at 10.30 a.m. today.
As the police did not respond to the order, they then surrounded all exits and prohibited the police to leave.
Protesters at press time are confronting the anti-riot police and they again delivered what they said was a last ultimatum for the police to take off their uniforms and walk out in one hour.
They said if the police remained stubborn, they would lock the police inside which now has all water supply and electricity cut.
Situation remained tense at 1.30 p.m. with the protesters playing patriotic songs to encourage the protesters to block all exits and entrances and to wait for next action if the one hour deadline passing with no response from the police.
They vowed to seize the compound with peace but would retaliate if they were harmed by the police. They accused the police inside Government House of using slingshots against protesters.
Now they have recruited 200 volunteers to take action after the one-hour deadline expire and ready to retaliate the police immediately.

The bail was set at 600,000 baht.
The Criminal Court late this afternoon allowed bail for Democrat party leader Abhisit Vejjajiva indicted for his role in the fatal military crackdown of red-shirt protesters in May 2010.
Mr Abhisit’s lawyer Pundit Siriphan said that Mr Abhisit has insisted to the court judge on his innocence in performing his duty and denied all charges imposed on him by the attorney-general.
After hearing his defense and the posting of 1.8 million baht as a surety for bail, the court allowed his bail for temporary release without fixing any conditions.
But the court appointed March 24 as the date to examine additional required documents.
Abhisit left the court immediately after his bail was allowed without giving any interview to reporters.
