Protests Planned Against OIC Visit to Burma-Myanmar

RANGOON — Hundreds of Buddhists in Rangoon and the Arakan State capital of Sittwe are planning to protest against a visit to Burma by a high-level delegation from the Organization of Islamic Cooperation (OIC) this week.

The 57-member alliance of Muslim countries is planning to investigate the conditions in which displaced Rohingya Muslims in Arakan State are living. Tens of thousands of Rohingya are have been in temporary camps for more than a year, after they fled outbreaks of violence between Buddhists and Muslims. Tensions in the area remain high, and rights groups say the stateless Rohingya continue to face abuses and restrictions.

Tun Hlaing, an Arakanese activist, said he is organizing a protest against the OIC when they arrive in Sittwe. “We heard that they will fly here on November 14. We have organized for about 1,000 people to protest at the airport in Sittwe,” he said. “We condemn their trip because we don’t need them to visit to solve our conflict.”

He said the protesters would seek permission from the local authorities and planned to turn up at the airport with banners telling the delegation they are not welcome.

In Burma’s former capital, Rangoon, between 200 and 300 people are expected to attend a demonstration against the OIC visit, to be held at the Government Technical Institute in

Insein Township on Tuesday, according to organizer Wai Lin Aung.

“We believe that these people [the OIC delegation] will stir up trouble in our community and cause problems. This is why we do not want them to come to our country,” said Wai Lin Aung.

According to news reports, an OIC delegation led by Secretary General Ekmeleddin Ihsanoglu and seven foreign ministers from member states will arrive in Burma on Wednesday and is expected to travel to Arakan State the following day.

According to the minutes of an OIC Independent Permanent Human Rights Commission meeting on Oct. 31, it is hoped the visit “will contribute to the realization of the rights of the Rohingya.”

“The Commission decided to send their own fact-finding mission to Myanmar to assess the situation of Rohingya Muslims. It also considered organizing a seminar/workshop on interfaith dialogue regrouping Buddhist and Muslim religious leaders,” the official minutes said.

The Remaining Political Prisoners Scrutiny Committee held discussions on prison law amendment on Saturday, focusing on exceptional and immediate release of political prisoners as well as scrutiny issues.

The meeting was attended by President’s Office Union Minister Soe Thein, Deputy Minister Aung Thein, Deputy Attorney-General

Tun Tun Oo, Hla Maung Shwe of the Myanmar Peace Centre, representatives of the International Committee of the Red Cross, representatives of the Ministry of Immigration and Population, and committee members.

“We placed an emphasis on amendments to the prison law. Especially during the British period, political prisoners were classified into ‘A,’ ‘B,’ and ‘C’ classes. The amendment to the prison law is of great importance if Myanmar is serious about its democratic changes. In this regard, it is required to categorize political prisoners into ‘B’ class,” said Bo Kyi of the Assistance Association for Political Prisoners (AAPP).

“Prison law amendments should be made in line with Myanmar’s democratic reform process. There may remain political prisoners in the future. Moreover, legal proceedings need to be fair.”
Members of parliament are putting forward suggested amendments to the prison law.

“We submitted proposals on prison law amendment during the second parliamentary session. The prison law has not come out yet, for various reasons. We will try to do it at the ninth parliamentary session,” said Lower House MP and RPPSC member Thein Nyunt.

MYANMAR BURMA Gov’t working to release all prisoners of conscience

EMGYANGON—President Thein Sein is doing his best to honour his pledge to release all prisoners of conscience before the end of the year, Minister for the President’s Office Soe Thein said during a meeting with political parties yesterday.

“We are working for the release of all political prisoners at the end of December, as President Thein Sein has promised to the world. We are holding more than two meetings a week on this, and the working committee is holding daily meetings,” said Soe Thein.

In his keynote speech at London’s Chatham House on July 15, President Thein Sein spoke about the nation-wide ceasefire with armed groups and pledged to release all political prisoners by the end of this year.

The president’s promise is on shaky ground at the moment, however, as there have been more people arrested under Section 18—thus increasing the number of political prisoners, members of the Remaining Political Prisoners Scrutinizing Committee said on Saturday.

အခုအခ်ိိန္မွာ အခိ်ဳ႕ အဖြဲ႕အစညး္မ်ားက ဒီခရီးစဥ္နဲ႕ပတ္သက္ျပီး မမွန္သတင္းမ်ားထုတ္လႊင့္ကာ ဆႏၵျပဖို႕ လံႈ႕ေဆာ္မႈမ်ား ျပဳလုပ္ေနတာရိွပါတယ္။ ႏုိင္ငံေတာ္အစိုးရအေနနဲ႕ ႏုိ္င္ငံေတာ္ရဲ့ အခ်ဳပ္ အျခာအာဏာကို ထိပါးေစမယ့္ ကိစၥမ်ိဳးကို လံုး၀ ေဆာင္ရြက္မွာမဟုတ္ပါဘူး။

ေငြစုၾက၊ ပညာရွာၾက၊ မိမိရည္မွန္း ထားသ ေလာက္ စုမိတာနဲ႔ မိမိတိုင္းျပည္ကို ျပန္ၾကပါ။ ျမန္မာႏိုင္ငံမွာလည္း အလုပ္အကိုင္အခြင့္ အလမ္းေတြေဖၚထုတ္ ေနၿပီျဖစ္တာေၾကာင့္ မၾကာခင္ ကိုယ့္တိုင္းျပည္ကို ျပန္ၿပီးအလုပ္ လုပ္ႏိုင္ၾကေတာ့ မွာျဖစ္တယ္။ ၂၀၁၅ ခုႏွစ္မွာ လက္ရွိ၀င္ေငြထက္ ၃ဆတိုးေအာင္ ႏိုင္ငံေတာ္အစိုးရအေနနဲ႔ စီစဥ္ေဆာင္ ရြက္ေနၾကတယ္။ မၾကာ ေသာကာလမွာ တိုင္ျပည္ဖြံ႔ၿဖိဳးတိုးတက္လာေတာ့မွာျဖစ္တယ္။ တိုင္းျပည္ဖြံ႔ၿဖိဳးတိုး တက္ေရးဟာ တိုင္းျပည္ ၿငိမ္းခ်မ္းမွ ျဖစ္မွာျဖစ္တာေၾကာင့္ ယခုဆိုရင္ လက္နက္ကိုင္အဖြဲ႔ ၁၇ ဖြဲ႔နဲ႔ အပစ္ ခတ္ ရပ္စဲေရး သေဘာတူညီ ခဲ့ၾကၿပီးျဖစ္ပါတယ္” ဟု ရာခ်ီရွိသည့္ အလုပ္သမားမ်ား အား ေျပာဆိုသြားခဲ့သည္။

မဟာခ်ိဳင္အလုပ္သမားမ်ားက ေမးျမန္းၾကသည့္ ပတ္စပို႔ရွိလွ်က္ႏွင့္ ထိုင္းရဲဖမ္းဆီးျခင္းကိစၥ၊ မဲေဆာက္သို႔ သြားလွ်င္ ဂိတ္မ်ားတြင္ ပိုက္ဆံေပး ရျခင္းကိစၥ၊ ႏွင့္ လံုၿခံဳမႈမရွိသည့္ ကိစၥရပ္မ်ားအျပင္ အလုပ္သမားမ်ား၏ ကေလးငယ္မ်ားအတြက္ ထိုင္း အစိုးရက တရား၀င္ေနထိုင္ခြင့္ ဗီဇာမလုပ္ေပး သည့္ကိစၥရပ္မ်ားကိုေျဖၾကား ခဲ့သည္။

“ပုလိပ္ဖမ္းတာတို႔ မတရားအႏိုင္က်င့္ခံရ တာ တို႔ရွိရင္၊ အခ်က္အလက္အျပည့္အစံုနဲ႔ မွတ္တမ္းမွတ္ရာေတြနဲ႔ အလုပ္သမားသံအရာရွိ ဦးေက်ာ္ေက်ာ္လြင္ နဲ႔ တတိယအတြင္း၀န္ ဦးထြန္းေအး တို႔ဆီကို အကူညီ ေတာင္းၾကပါ။ ကိုေက်ာ္ေသာင္းတို႔ ကူညီေစာင့္ေရွာက္ေကာ္မတီဆီကို ပို႔ပါ။ အတတ္ႏိုင္ဆံုး ကူညီ ေပးပါမယ္” ဟု အေလးနက္ေျပာဆိုသြားခဲ့သျဖင့္ အလုပ္သမားမ်ား အထူး၀မ္းေျမာက္ေက်နပ္ၾကသည္။

MAT အဖြဲ႔ ဒါရိုက္တာ ဦးေက်ာ္ေသာင္း က “အစိုးရသစ္လက္ထက္မွာ ႏိုင္ငံေတာ္လူႀကီးေတြ သာမန္အလုပ္သမားေတြနဲ႔ အခုလုိ နီးနီးကပ္ကပ္ ထိေတြ႔ ဆက္ဆံလာတာဟာ တကယ့္အေျပာင္း အလဲႀကီး ျဖစ္ပါတယ္။ က်ေနာ္တို႔လို လူထုအေျချပဳ အဖြဲ႔အစည္းေတြ၊ အင္ဂ်ီအိုေတြ ကို သံရံုးထဲကို ဖိတ္ၾကားၿပီး ေကာ္မတီဖြဲ႔တာေတြ၊ အမွႈအခင္းေတြ အတြက္ ထိုင္းအစိုးရကိုတင္ျပဖို႔လိုအပ္တဲ့ သံရံုး စာရြက္စာတမ္းေတြကို အလွ်င္အျမန္ ထုတ္ေပး တာေတြဟာ အထူးေလးစားဖို႔ေကာင္းပါတယ္။ စနစ္တက်ျဖစ္ဖို႔အတြက္ေတာ့ အလုပ္သမားအေရး အေတြ႔ အႀကံဳရွိတဲ့ သူေတြ၊ ျမန္မာအလုပ္သမားအေရးကို ႏွစ္ေပါင္းမ်ားစြာ လုပ္လာခဲ့ၾက တဲ့ ထိုင္းေရွ႕ေနႀကီးေတြ၊ လူ႔အခြင့္အေရးလႈပ္ရွားသူေတြနဲ႔ စကားစျမည္းေျပာၿပီး သူတို႔ေတြဆီက အႀကံျပဳ ခ်က္ေတြကို ရယူေစခ်င္ တယ္။ ျမန္မာသံရံုးမွာ ထိုင္းဘာသာစကား ကၽြမ္းက်င္တဲ့ အလုပ္သမားသံအရာရွိ ေတြ တိုးခန္႔ဖို႔လည္း လိုအပ္ ပါေသးတယ္” ဟု အႀကံျပဳေျပာဆိုသည္။

ပညာေရႊစင္ စာသင္ေက်ာင္းမွ ဥကၠဌ ဦးေစာထူး က “ က်ေနာ္တို႔ ေက်ာင္းဖြင့္စက ျမန္မာ အလုပ္သမားသံအရာရွိ ဦးေက်ာ္ေက်ာ္လြင္ ကအစစအရာကူညီေပးခဲ့ပါတယ္။ က်ေနာ္တို႔ ေက်ာင္း ဆက္လက္ရပ္တည္ႏိုင္ဖို႔အတြက္ ႏိုင္ငံေတာ္အစိုးရက တတ္ႏိုင္သေလာက္ အကူညီေပးေစခ်င္ပါတယ္။ က်ေနာ္တို႔ေက်ာင္းက ဆရာေတြဟာ ေက်ာင္းသား မိဘေတြရဲ႕ အေထာက္အပံ့အနည္းငယ္နဲ႔ မေလာက္ မငရပ္တည္ေနၾကရတာျဖစ္ပါတယ္” တင္ျပေျပာဆိုသြားခဲ့သည္။

THAILAND: International Court of Justice (ICJ) Promontory land bearing Preah Vihear belongs to Cambodia

THE HAGUE, 11 November 2013, (NNT) – On Monday, the International Court of Justice (ICJ) unanimously ruled Cambodia’s sovereignty over a disputed temple on its border with Thailand extends to the natural promontory bearing the monument. However, according to the Thai Ambassador to the Netherlands, H.E. Virachai Plasai, the court rejected Cambodia’s claim that it was also awarded a nearby hill, called Phnum Trap or Phu Makheu in Thailand, by the 1962 ICJ ruling that was being interpreted in the judgment. The ambassador added that Cambodia had only won a small piece of the disputed territory; however the exact amount is being calculated. Meanwhile, Thai Foreign Minister Suraphong Tovichaichaikul said both Thailand and Cambodia are satisfied with the court’s ruling.

Thai military top brass have met with their Cambodian counterpart on Monday morning to boost ties between the two countries before the International Court of Justice’s ruling in the afternoon.Lt. Gen. Chanchai Phoothong, chief of Army Region 2 along with other high ranking Thai military officers have just met with Gen Chia Mon, Cambodia’s deputy army chief and his team at a hotel in Surin, a province on the Thai-Cambodian border to talk on how to ensure peace after the ICJ ruling.Both sides agreed to increase channels of communication to better understand each other which will lessen risks of misunderstanding that can lead to arm clashes, according to Lt. Gen Charnchai. He also said the two countries also agreed to explain more to people living close to the common border to prevent any panic that might be caused by the ruling. Gen. Chia Mon also expressed his confidence that the ruling would not lead to an armed conflict and both military and the government of Cambodia wanted to solve the decades-long dispute with Thailand under diplomatic methods. The Office of the Basic Education Commission (OBEC) has ordered schools near the Thai-Cambodian border to close ahead of the International Court of Justice (ICJ) ruling over the disputed 4.6-square-km land next to the Phra Viharn temple on Monday evening.The OBEC stated that over 100 schools in Buriram, Surin, Ubon Ratchathani and Si Sa Ket have been ordered shut down until Tuesday. If tension escalates after the ruling, the educational agency may order the closure to last for up to one week.Border communities, schools and administrative bodies are closely monitoring the situation as some political groups have earlier said they may decide to incite violence in the name of patriotism. Clashes had broken out between Thai and Cambodian troops in 2011 along the disputed stretch of the border, breaching a shaky ceasefire agreed in February of that year. Villagers on both sides of the border were evacuated to safe areas after troops exchanged gunfire, artillery and grenades.

I have learnt that Burmese police didn’t allow planned demonstration to protest against OIC delegation coming to Burma. In my opinion, it is totally ridiculous. For example, in UK it is one of the requirements to apply for the permission to organise demonstration but if it is very urgent or if you don’t have enough time to apply in advance, they still allow you to go ahead for the planned demonstration peacefully. Shame on you Burmese police and government.
