ด้าน น.อ.อนุดิษฐ์ นาครทรรพ รมว.ไอซีที กล่าวถึงปัญหาที่เกิดขึ้นว่า กรณีที่ระบบอินเทอร์เน็ตขัดข้องเป็นวงกว้าง เพราะมีกลุ่มผู้ชุมนุมบางส่วนได้เข้าไปตัดระบบไฟฟ้าที่เป็นเซิร์ฟเวอร์สำรองวงจรอินเทอร์เน็ตต่อไปต่างประเทศ ซึ่งอยู่ที่ตึก 30 ชั้น กสท บางรัก ทั้งนี้ แม้ว่ากสท.จะมีระบบสำรอง และเครื่องไฟฟ้าสำรองแต่ระบบที่โดนตัดกระจายเป็นวงกว้าง ดังนั้นก็ได้ให้พนักงานเร่งกู้ระบบแล้ว

น.อ.อนุดิษฐ์ ระบุอีกว่า ปัญหาเกิดขึ้นแค่เฉพาะเส้นทางไม่ใช่วงกว้าง และระบบเกตเวย์หลักออกต่างประเทศยังใช้ได้อยู่

ต่อมา นายกิตติศักดิ์ ศรีประเสริฐ กรรมการผู้จัดการใหญ่ บริษัท กสท โทรคมนาคม (มหาชน)? กล่าวว่า จากที่กล่มผู้ชุนนุมได้เดินทางมายังอาคาร กสท บางรัก และมีการตัดกระแสไฟฟ้านั้น ได้ส่งผลกระทบระบบเชื่อมต่ออินเตอร์เน็ตทั้งในและต่างประเทศ?บางเว็บไซด์ ไม่สามารถเชื่อมต่อได้นั้น ขณะนี้กสท เร่งแก้ไขและประสานงานไปยังกลุ่มผู้ชุนนุม และพนักงานกสท ที่ร่วมปฏิบัติงาน กำลังแก้ไขเพื่อให้เปิดกระแสไฟฟ้าใช้งานได้จริง เนื่องจากระบบไฟฟ้าสำรองของกสท สามารถใช้งานได้ระยะเวลาหนึ่งหรือประมาณ? 30 -60 นาทีเท่านั้น

นายกิตติศักดิ์ กล่าวต่อว่า คาดว่าจะสามารถเจรจาหาข้อสรุปได้ เพราะการติดต่อสื่อสาร เป็นสิ่งจำเป็น เป็นส่วนหนึ่งของชีวิตประจำวันของทุกคน ที่ทุกวันนี้ ใช้อินเตอร์เน็ตในการติดต่อสื่อสารไม่ว่าจะเป็นกลุ่มผู้ชุมนุมและไม่ชุมนุม ส่วนการทำงานกสทนั้น จะมีการประเมินวันต่อวัน ว่าจะให้พนักงานมาทำงานหรือไม่ อย่างไรก็ตามในส่วนของพนักงานที่เกี่ยวข้องกับระบบการสื่อสารของกสททั้งหมด ก็ยังคงปฏิบัติงานตามปกติ เพื่อให้คนไทยสามารถใช้อินเตอร์เน็ตติดต่อสื่อสารกันได้

ขณะที่นายสังวรณ์ พุ่มเทียน ประธานสหภาพแรงงานรัฐวิสาหกิจ กสท เปิดเผยว่า เมื่อเวลา 16.30 น.กลุ่มผู้ชุมนุมได้ดำเนินการตัดไฟ ที่ กสท สำนักงานใหญ่ บางรัก ทำให้เกิดเหตุขัดข้องการใช้บริการอินเตอร์เน็ต ซึ่ง กสท. มีเครื่องเจน คือเครื่องสำรองไฟ ได้ ราว6-8 ชม. แต่ปรากฏว่า โดนกลุ่มชุมนุมดำเนินการตัดไฟเช่นกัน โดยเบื้องต้น ปธ.สรท กสท จะหารือ กับ ทางสมาพันธ์แรงงานรัฐวิสาหกิจสัมพันธ์ (สรส.) ขอเจรจาแกนนำกลุ่มผู้ชุมนุม แต่ยังไม่สามารถให้คำตอบได้ว่าจะเจรจา ได้ภายในวัน นี้หรือไม่ ซึ่งกสท. กำลังดำเนินการหาแนวทางเจรจากับแกนนำกลุ่มผู้ชุมนุม ขอให้เปิดไฟ เพื่อให้ การใช้งาน อินเทอรเน็ตได้ ก่อน เนื่องจาก ส่งผลกระทบส่วนรวมโดยมาก

HURFOM: Thailand’s largest industrial conglomerate, Siam Cement Group (SCG), is reportedly collaborating with Pacific Link Cement Industries Ltd. to construct a 12.4 billion baht cement plant in Kyaikmayaw Township, southeast of the Mon State capital. But residents of Pyar Taung village, located on the eastern bank of the Attaran River that bisects Kyaikmayaw, have alleged that the fledgling project has been accompanied by rampant unjust land acquisition and numerous “broken promises” made to villagers by the companies.

EMG YANGON—Siam Cement Group (SCG), one of Thailand’s leading business conglomerates, has provided educational assistance for 200 high school students in Yangon Region and Mon State, company sources say.

One hundred students from the Yangon townships of Hlaing Tharyar, Shwe Pyi Thar, North Dagon, South Dagon, Mingalardone, Hmawbi, Khun Chan Kone, Tun Tay, Seit Gyi Kanaung To and Kawmhu received scholarships at a ceremony held at the International Business Centre (IBC) in Yangon yesterday. The awards are presented to students who have shown gratitude towards their families, proactively contributed to their communities and have good academic records.

A further 100 students from Mawlamyaing, Kyike Mayaw, Mudone, Paung and Chaung Sone townships in Mon state were also honoured. They will receive their scholarships at an award ceremony to be held at the Strand Mawlamyaing Hotel on Sunday (December 1).

Each student receives funding of up to Ks 200,000 (approximately US$ 206), which helps cover school fees, as well as supplies, for an academic year. Providing the assistance is part of SCG’s “Sharing the Dream” programme, which has been presented in Myanmar for the second consecutive year.

“Education is essential to ensuring that children will grow up to form a new generation of ASEAN citizens who are ethical and knowledgeable. I believe that they (young scholars who received the grants) deserve a bright future and hope that they will pursue higher education and use their talents to support their families and communities,” said Chana Poomee, country director of SCG Myanmar.

“I would like to thank SCG for their commendable corporate social responsibility programme, which not only benefits Myanmar students, but also demonstrates the goodwill of the Thai private sector and the Thai people to our Myanmar friends,” Pisanu Suvanajata, Thailand’s Ambassador to Myanmar, said at the awards ceremony.

“I also want to commend its strong determination to serve society and contribute towards sustainable and human resources development, leading the way towards [Myanmar’s membership in] the ASEAN Economic Community in 2015.”

This year, the firm expanded the programme in Myanmar to offer 200 scholarships, an increase from the 99 students from Yangon, Mawlamyaing and Kyike Mayaw who were awarded scholarships last year. In October, applications were invited from high school students in Yangon Region and Mon State who are studying in Grade 10 or Grade 11.

“SCG also awarded seven students who received scholarships in 2012 and went on to do well in the following academic year with additional grants in recognition of their academic achievements,” said a senior official from SCG.

The programme has granted scholarships to more than 5,000 students in ASEAN countries, including Myanmar, Indonesia, Thailand, Vietnam, Philippines, and Laos. The company aims to pursue this program on an annual basis and will develop other programmes that create a better quality of life for Myanmar people.

With more than 200 companies under its umbrella and approximately 47,000 employees, SCG, comprises three core businesses: SCG Cement-Building Materials, SCG Chemicals, and SCG Paper. SCG Trading offers a wide range of services, including distribution and logistics management for building materials and cement products across Myanmar.

SCG recently announced plans to invest 12.4 billion baht (Ks 378.89 billion) to build its first integrated green field cement plant in Myanmar. To be located in Mawlamyaing, the plant is expected to start operating in mid-2016.

BAGAN – Increasing numbers of tourists visiting historical sites around Bagan have led to worries that some visitors may be breaking rules.

Some travellers have been suspected of sleeping in ruins of ancient pagodas to watch the sunrise in the vast Bagan archaeological zone.

“Some pagodas like Pyathagyi and Shwesandaw have 24 hour security. Sleeping on the pagodas is impossible. But the areas of ancient cultural heritage zone are vast and the tourists are many. Tourists have to abide by the rules,” said Khine Win, captain of the tourism security police.

Bagan is renowned for its beautiful sunsets and sunrises so some travellers arrive as early as 4 am or attempt to stay late over night. Such travellers are prone to accidents according to some guides and locals.

YANGON—The import of Rolls Royce cars on the basis of “peace permits” has continued on the Myanmar-Thai border because cars covered with cloth are not easily noticed, locals say.

The luxury cars, which are worth about half a million US dollars (Ks 490.5 million), were previously imported without covers. However, the government has recently suffered criticism for allegedly trying to reach ceasefire deals by offering armed ethnic groups “peace permits,” which offer exemptions from paying tax on car imports.

Yesterday, two Rolls Royce cars and one Lexus car were imported under cover through Myawady Township, according to local sources. So far, about 20 Rolls Royce cars have been imported tax-free under the peace permits.

If a Roll Royce car worth around US$ 500,000 is normally imported, it can cost up to Ks 1.3 billion (US$ 1.34 million). The total amount of taxes alone for that car will be more than Ks 850 million (US$ 0.87 million), as the import tax may cost Ks 196 million. The commercial tax would be Ks 171.5 million and the tax to the road transport department Ks 489 million.

When such a Rolls Royce is imported with a peace permit, the total cost will be within Ks 550 million (US$ 570,000). In addition to Rolls Royce vehicles, Bentley cars are also imported through the Thai border.

Nevertheless, armed ethnic groups usually sell the peace permits for money. Peace permits are now priced at between Ks 50 million (US$ 51,000) and Ks 150 million (US$ 154,000), sources say.

It is the car brokers who bought peace permits from ethnic groups, and enjoyed tax exemptions of as high as Ks 850 million (US$ 0.87 million) for each import of a luxury car. Selling the permits to others will lead to a huge loss of internal revenue, and the ethnic groups gain only the market price for the peace permits, observers say.

YANBYE – Local people in a town of Myanmar’s western state of Rakhine took to the streets yesterday morning in protest against a United Nations human rights committee resolution urging Myanmar to grant the Bengalis citizenship under the name of Rohingya.

The protesters held their demonstration after seeking permission from the local police station. The protestors argued that the UN’s unilateral demand to accept a race that has never existed in Myanmar had encroached upon the national sovereignty.

“We marched in procession holding placards demanding three points—the UN to respect Myanmar’s sovereignty, no existence of Rohingya in Myanmar and the enforcement of the 1982 Citizenship Law. There are about 900 people, including Buddhist monks. We went around the town,” said Tun Kyi, one of the lead protestors.

The demonstration was staged by the Yanbye town dwellers on behalf of the Rakhine people because the UN demand is putting pressure on the Myanmar’s government for a totally impossible issue, according to the protestors.

“The UN’s resolution means that it is one-sidedly standing by the Bengalis. It is also tantamount to sowing discord among the ethnics. That is why we staged the protest to show we could not accept that,” said a protestor.

THAILAND : British kickboxer Lee ”Pitbull” Aldhouse serve 25 years for murder of American Dashawn Longfellow

A Thai court on Thursday sentenced a British kickboxer to 25 years in jail for the murder of a former US Marine on a resort island in 2010. The Phuket provincial court found Lee Aldhouse guilty of stabbing to death ex-Marine Dashawn Longfellow after being beaten by the American during a brawl at a Phuket bar. The court reduced Aldhouse’s sentence from a life sentence because he pleaded guilty. Aldhouse was extradited to Thailand last year after his appeal had been rejected by Britain’s High Court, making him the first criminal suspect ever extradited from England to the Southeast Asian country under a 1911 extradition treaty.—AP

ยื่นหนังสือ ณ สถานทูตสหรัฐอเมริกาวันนี้ครับ Nov 29th, 2013 To the People of the United States, We, the Business Club for Democracy (BCD), as organisers of this rally, would like to bring to your attention the events that have taken place in Thailand over the past month. The Thai people have come out in force to vent their frustration and displeasure at the increasingly undemocratic behavior of the Yingluck Administration. Thailand witnessed a series of peaceful demonstrations, with up to a million people participating at times. This has been by far the largest in Thailand’s history and the Civil Movement for Democracy’s popular support goes far beyond the color-based protests in the past.

The historic turnout of people from all segments of society reflects the broad-based character of their protests. This is the culmination of a series of action taken by the Yingluck Administration. Whilst we can tolerate poor public policies and management, and even weakening governance, the recent actions of the Yingluck government has crossed the line into extreme majoritarianism, and has crossed the line of propriety. Specifically, the government attempted to force through a blanket Amnesty Act, which would exonerate former Prime Minister Thaksin Shinawatra of his conviction for corruption. This would lead to the return of more than Baht 46 billion in assets confiscated by the State, including close to Baht 1 billion that would need to be returned to Yingluck herself. Moreover, the Act also sought to exonerate violators of human rights during the violent protests that took place in 2009-2010. In addition, the Puethai Party’s subsequent open declaration renouncing a Constitutional Court’s verdict on a controversial Constitutional Amendment brings into question the government’s legitimacy as an institution bound by the rule of law.

This has directly caused an overwhelming reaction across Thai society, as witnessed over the past three weeks. Public sentiment, expressed through peaceful demonstrations as well as various acts of civil disobedience, reflect a growing populace on the brink of losing faith in the country’s government, as well as in its institutions. The Yingluck Government’s continued refusal to express regret, or show any responsibility for its actions is increasingly seen as abusing its powers and a reflection of its increasing hubris.

This is widely felt as instilling a culture of impunity for corruption as well as for authoritarianism. We feel it is the duty of all Thai citizens to stand up and voice its objections to the government, and, more specifically, to Thaksin authoritarianism that has plagued Thailand for the past several years. As our close friend and ally, we understand the concern of the United States as evident in the US Department of State’s Statement on Nov 25th.

As your friend and close ally, we feel the government bears responsibility for its actions that continues to cause conflict and divisiveness in Thai Society. UBON RATCHATHANI, Nov 29 — Ubon Ratchathani deployed security personnel at the provincial hall to prevent a possible clash between pro and anti-government protesters while Pathum Thani increased the number of police one day after two rival groups were in confrontation.

BANGKOK, Nov 29 – Opposition Democrat leader Abhisit Vejjajiva has categorically rejected the government’s initiative for a dialogue to end the month-long political confrontation.

He said the Democrat Party will kick off its anti-government movement today in a strengthened effort to overthrow what it calls the Thaksin regime, insisting that the government is no longer mandated to run the country.

“The prime minister has no right to call for an end of demonstrations which have been organised peacefully. The Democrat Party is ready to support the people’s movement in accord with the Constitution,” he said.

THAILAND: EC prepares by-elections in 8 constituencies after Democrat MPs’ resignation

BANGKOK, 29 November 2013 (NNT) – The Election Commission is readying by-elections in 8 constituencies in 6 provinces as a result of the resignation by 8 Democrat Party members of parliament. Election Commissioner Praphan Naikowit disclosed that provincial election commissions reported that they were about 90% prepared for the upcoming polls. However, officials have been told to emphasize neutrality and transparency in arranging the elections, as the upcoming polls will take place amidst an abnormal country situation. Focus was being specially given to officials at the voting stations and the vote tallying process in order to reduce complaints from candidates in the election. According to Mr. Phraphan, candidate registration will take place between December 2-6, and registration for early voting will take place during the same period. The actual voting day is set for December 22, and the early voting day for December 15.
