UBON RATCHATHANI, Oct 17 – Thai and Lao rescuers today carried on their search for possible survivors of a Lao Airlines plane crash in the Mekong River in southern Laos Wednesday afternoon.

Rescue units from Thailand’s Ubon Ratchathani, Surin and Si Sa Ket provinces and Lao PDR officials from Champasak in southern Laos jointly searched for survivors, after five bodies were found in yesterday’s mission which was called off at nearly midnight.

The Lao Airlines ATR-72 turboprop plane flying from the capital Vientiane crashed at about 4.10 pm just eight kilometres short of its destination at Pakse airport in Champasak province, and 45 km from the Chong Mek border crossing checkpoint between Thailand and Laos.

A preliminary report said the aircraft carried 44 passengers, mostly Lao nationals, and five crew members. On board the flight were passengers of a number of nationalities including five Thais. Three PTT employees, two Thais and a Lao, were reportedly on board.

The passenger manifest from the airline listed the nationalities of 44 people including 17 Lao, five Australians, seven French, five Thais, three Korean, two Vietnamese and one person each from the United States, Canada, China, Malaysia, and Taiwan, according to a report from Reuters news agency.

The airline said in a statement it had yet to determine the cause of the crash, but senior Lao aviation official said the tail end of Typhoon Nari may have been a factor.

Thai Foreign Ministry’s Department of Information director general Sek Wannamethee said Thai Foreign Minister Surapong Tovichakchaikul has closely coordinated with his Lao counterpart Thonglun Sisoulith and offered assistance and facilitation in searching for the missing passengers and crew.

Corruption in Myanmar: take down the real villains

Instead of focusing on low-salaried bureaucrats as the main cause of graft, advocates need to go after those at the very top of the centres of power

When I started to write about anti-corruption issues in Myanmar on the East Asia Forum, a number of scholars suggested that corruption in Myanmar is principally linked with low wages at governmental institutions. But the logic that the low salaries of public officials increases the amount of corruption does not work accurately in Myanmar. What about corruption among the state’s leadership? There are many factors which underpin corruption in Myanmar, such as the lack of a robust political system, weak governmental institutions, opportunity for corruption, monopolistic leadership mechanisms and a moral and value system based on corruption.

Whenever there is a power struggle among the elite generals who have ruled since 1962 in Myanmar, they accuse each other of corruption. After that, they boot each other out by using corruption as a reason. The members of the Myanmar Investment Commission were fired in 1999 and the ex-prime minister Khin Nyunt and his military intelligence officers were dumped in 2004. The fact is that Senior General Than Shwe is alleged to be the most corrupt general since the country gained independence. He created a legacy of corruption and decades of his authoritarian rule invented the military cronyism that is based on a commercial relationship between the generals and their cronies. Than Shwe and his ministers awarded special privileges to certain crony companies, which in return provided illegal money to the generals.

Due to economic sanctions by the western democracies, the junta needed foreign exchange and hard currency for overseas transactions and trade. The leading ministers accepted large sums in illegal contributions from cronies, who in return were given major state contracts by the military junta. The more the cronies increased their profits from these licences and contracts, the more financial and political power they had in shaping and/or influencing the country’s decision and policy-making mechanisms.

Sein Win, a renowned journalist in Myanmar who championed press freedom and endured three stints in prison as he chronicled several decades of his country’s turbulent history, died Thursday at age 91.

His family said he died in a Yangon hospital after a long period of ill health.

His work won him international honours, but in his own country his accomplishments were rewarded with jail time and a quarter-century ban on foreign travel.

Sein Win was The Associated Press‘ correspondent in Yangon, Myanmar’s largest city, from 1969 to 1989. His daughter Aye Aye Win has held the job since then.

Sein Win began his journalism career after the 1942 Japanese invasion of what was then called Burma. He started as an unpaid translator at a Burmese-language newspaper, and later worked as an apprentice reporter, editor, publisher and foreign correspondent.

He worked under Japanese occupation, British colonialism, parliamentary democracy and military rule. He lived long enough to see censorship lifted, and the return this year of private daily newspapers under the elected government that took over from the military in 2011.

Contrary to some recent suggestion in the media that the Karen National Liberation Army Brigade 5 is not supportive of the current ceasefire process, the KNU statement reiterated the KNU’s long-standing commitment to a “genuine peace that all the people of Burma have long desired.”

The KNU statement underlined the importance of unity and support for the central leadership of the KNU in its struggle to achieve a lasting peace in Burma.

Saw Myit Lwin, a suspect in the bombing of Traders Hotel in Yangon on Monday and the planting of an unexploded time bomb at Western Park Ruby Restaurant in Ahlon Township, has confessed his association with the Kayin National Union (KNU), the Myanmar Police Force says.

The police force is now investigating to confirm the suspect’s confession.

Saw Myint Lwin, 27, is a Kayin national and a Buddhist from Phapun Township, Mon State. He was arrested on his motorbike on Belin-Phapun Road on Tuesday.

“He [Saw Myit Lwin] has been in and out of the KNU, so we couldn’t say if he is a KNU solider.  At first he said he was just an office staffer for the KNU. But when we were questioning him, he admitted that he also worked as an interpreter for KNU business. These were his confessions,” said Police Lt-Col. Min Aung from the Myanmar Police Force’s security department.

When Eleven Media contacted KNU headquarters, a party official said that Saw Myint Lwin was not a KNU member.

“According to our investigation, he is not an ex-member of the KNU,” said KNU Joint-Secretary-1 Padothaw ThiBwe. “His present deeds show that he is not a KNU member. But since he is claiming to be a former KNU member, we are checking out his story. Up to now, our investigations show that he is not one of ours.”

Padothaw ThiBwe added that the bomb-hit areas were not freely and easily visited by KNU members.

Burma Democratic Concern (BDC) condemns with strongest unequivocal terms available on the series of bombing attacks and attempted bombings across Burma.

Burma Democratic Concern (BDC) is very saddened to learn that there are series of bombing attacks happening in Burma starting from early October. So far the attacks had killed three people and injured several people.Three bombs exploded in eastern Burma today leaving one person dead. We send our deepest condolences to the victims of these attacks and wish for full recovery of those injured in these bombing incidents.

We call for all the justice loving leaders and people around the world to denounce with highest possible terms on these attacks.

Another bomb blast had taken a life, this time in the northern Shan state town of Namhkam

Three small bombs exploded in a Shan State town on Wednesday and yesterday, killing one person and wounding six others, regional police said.

One bomb went off in the traffic island on Union Road in Mokham ward, Namkham town, at 8:50 p.m. on Wednesday but no casualties were reported.

At 7:15 a.m. yesterday, another bomb exploded about 100 yards east of the scene where the first blast occurred, killing an employee of the government’s Development Affairs Department and injuring three passers-by.

Twenty minutes later, a third bomb blast occurred about 50 yards from the scene, wounding three people including a young woman, said Lieutenant Police Major Kyaw Naing from the Shan State Police Force.

He added that the six people wounded by the last two bombs were sent to Namkham Hospital and were not in serious condition.

“We are taking steps to expose and arrest the bombers as quickly as possible,” said Kyaw Naing.
