MYANMAR: Burmese government soldiers kill a civilian and rape a 29-year-old mother

A 62-year-old local Chinese man was killed by Burmese army’s 241st Light Infantry Regiment (LIR) soldiers on the way between Mai Hpang village and Mungpaw in northern Shan State on Sept 25 at 8:30 pm. Kyan Shauk Wan, a native of Mai Hpang village, was on his way to sell bamboo shoots at Mungpaw market when he encountered government soldiers. Kyan Shauk Wan was shot as he tried to run away from government soldiers.
In northern Kachin State, Burmese army’s 137th LIR soldiers raped a 29-year-old mother of an infant baby at Nhka Ga village in Machanbaw. Local sources reported in the last week of August that Burmese army’s 66th Light Infantry Division (LID) soldiers arrested several Nhka Ga village women and gang raped them at a nearby forest. Nhka Ga villagers are still hard to be reached as Burmese government soldiers built a fence around the village and they are currently unable to go outside their own village.
A local source says a group of local ministers and representatives from Kachin Baptist Church (KBC) have been permitted by Burmese army’s local Battalion commander on Thursday to visit Nhka Ga village for one night. Local ministers and KBC have made several requests to local commanders for access to Nhka Ga village since early September. This will be the first trip by outsiders to Nhka Ga village after a series of battles fought between KIA’s 7th Battalion and Burmese army’s 7th Battalion in the last week of August.
Nhka Ga villagers are in dire need of help as their homes were ransacked and livestock looted by Burmese government soldiers. Pastor Ram Mai, a local Baptist minister who was severely beaten and tortured by government soldiers, is still deprived of required medical treatment.

Myanmar’s government and the Kachin Independence Organization (KIO) are scheduled to meet in Myitkyina, Kachin State on October 2-3 to discuss four key issues, according to the Myanmar Peace Center (MPC).
The preliminary meeting will precede three days of union-level peace talks between leaders from both sides beginning on October 7.
“Before the talks between leaders from both sides, technical teams will first discuss and coordinate issues such as what the problems are and how the two sides can cooperate and negotiate. The talks are most likely to take place from October 7 to 9. Leaders of the KIO, the government, and the military will attend the talks,” said the MPC’s Aung Naing Oo.
A member from the Peace Creation Group (PCG), which serves as a peace negotiator between the government and KIO, told The Daily Eleven the meeting would focus on four main points.
“The preliminary meeting will focus on the positioning of troops, the formation of monitoring groups, the resettlement of refugees and the nationwide ceasefire issue,” said Hsan Aung of the PCG.
He added that the KIO’s participation in the nationwide ceasefire, which the government expects to reach in October, is only likely if the government, Parliament and the military provide political and military guarantees.
“For the KIO to get involved in the nationwide ceasefire, the important thing is trust. There must be political and military guarantees. That cannot be decided by the government alone. I think the KIO wants those guarantees from the government, Parliament and the armed forces,” said Hsan Aung.

ယင္းအစည္းအေ၀းကို KNU ဖားအံခ႐ိုင္၊ တပ္မဟာ(၇)နယ္ေျမရွိ ေလး၀ါးစခန္းတြင္ စက္တင္ဘာလ ၂၃မွ ၂၅ရက္ေန႔အထိ က်င္းပခဲ့ၿပီး ကရင္အမ်ဳိးသားရဲတပ္ဖြဲ႔(Karen National Police Force-KNPF) ျပန္လည္ဖြဲ႔စည္းျခင္းႏွင့္ မူးယစ္ေဆး၀ါး တိုက္ ဖ်က္ေရး အပါအ၀င္ အခ်က္ ၁၅ခ်က္ကို ဆံုးျဖတ္ခ်က္ခ်ႏိုင္ခဲ့ေၾကာင္း KNU ျပည္ထဲေရးဌာနတာ၀န္ခံ ပဒိုေစာအားတိုးက ေျပာ သည္။
“အစည္းအေ၀းမွာ KNPF ကို စနစ္တက် ျပန္လည္ဖြဲ႔စည္းဖို႔၊ အေရးႀကီးတဲ့ မူးယစ္ေဆး၀ါး ျပႆနာနဲ႔ တရားဥပေဒစိုးမိုးေရးအ ျပင္ကို တျခားေရွ႕ဆက္လုပ္ေဆာင္ရမယ့္ လုပ္ငန္းေတြအတြက္လည္း လုပ္ေဆာင္ဖို႔ စတာေတြ ဆံုးျဖတ္ခ်က္ခ်ႏိုင္ခဲ့ပါတယ္”ဟု ပဒိုေစာအားတိုးက ေကအိုင္စီသို႔ ေျပာဆိုသည္။

ျပည္ထဲေရးဌာနတာ၀န္ခံ ပဒိုေစာအားတိုးကလည္း “ကရင္ျပည္နယ္အတြင္း မူးယစ္ေဆးတိုက္ဖ်က္ေရးအတြက္ KNPF က လုပ္ ေဆာင္သြားမွာပါ။ ဒါေပမယ့္ လံုး၀ကို ပေပ်ာက္ဖို႔ဆိုရင္ေတာ့ အဖြဲ႔အစည္းအသီးသီးနဲ႔ ျပည္သူလူထုေတြ အားလံုးက ပူးေပါင္းပါ ၀င္ဖို႔ လိုအပ္ပါတယ္”ဟု ဆိုသည္။

RAWALPINDI – OIC Ministerial Contact Group on Rohingya Muslims minority meeting on Wednesday (today) in New York on the sidelines of the 68th session of the UN General Assembly, decided to send a high level ministerial group to be led by the OIC Secretary General Prof Ekmeleddin Ihsanoglu soon, says an OIC message emailed to Kashmir Watch.
The meeting noted the government of Myanmar’s positive response to OIC’s request to arrange for a visit by the Secretary General and a ministerial delegation of the Contact Group on Rohingya to Rakhine State and other areas where Muslims live in Myanmar.
The Contact Group expressed the importance of forming a united opinion and coordinating initiatives expeditiously and over a long period of time. It decided to table an OIC sponsored resolution specific to Myanmar to the UN General Assembly at the 68th Session.
In his statement to the meeting, OIC Secretary General Ekmeleddin Ihsanoglu urged the member countries to push forward with their efforts to enhance active communication with the international community to implement the Makkah Summit recommendations. He expressed willingness to coordinate positions for the provision of the support needed to improve the situation of Muslims in Myanmar in order for them to recover all their legitimate rights and return to their land.
Director General of the Arakan Rohingya Union (ARU) Dr. Wakar Uddin also spoke at the meeting and gave an account of the latest developments in Arakan and his participation in a US congressional hearing about Muslim minorities in Myanmar last week, which was facilitated by the OIC.
The meeting called upon the OIC Secretary General to actively follow up the situation of the Rohingya Muslim minority in Myanmar within the implementation of the resolution adopted at the 4th Extraordinary Summit held in Makkah Al-Mukkaramah. The meeting also called upon OIC Member States and OIC financial institutions to contribute generously to the Rohingya Minority in Myanmar to ensure the return of the internally displaced persons and refugees to their homeland and construction activities in Rakhine State.
The meeting called upon the government of Myanmar to find a lasting solution to the plight of the Muslim Rohingya minority, including their legal status and birthrights.
