The Elders visit Myanmar- “ ကမၻာ့ေခါင္းေဆာင္ေဟာင္းမ်ားအဖြဲ႕ (The Elders)မွ အဖြဲ႔ဝင္

Former U.S. President Jimmy Carter and two other members of The Elders – and independent group of global leaders – are on a three day visit to Myanmar to support peace efforts.

Jimmy Carter, 88, along with Martti Ahtisaari, former President of Finland, and Norwegian Prime Minister Gro Harlem Brundtland, arrived in Myanmar on September 24.

Their visit is aimed at supporting Myanmar’s democratic transition, encouraging the government’s peace efforts to end decades of civil war and to help to achieve national reconciliation.

The three members of The Elders plan to meet with senior Myanmar officials, political figures, religious leaders and civic organisations during their trip and hope to lay the foundations for a more sustained engagement by the group.

Myanmar Burma : Ethnic leaders – Ceasefire deal unlikely unless all armed groups participate

 

523489_367065093424258_1246166583_nLeaders from various ethnic parties have expressed skepticism over the signing of a nation-wide ceasefire deal between the government and ethnic armed groups.

The nation-wide deal which is to be signed in Nay Pyi Taw in October risks becoming a non-starter if some ethnic armed groups do not participate, according to Colonel Saw Lwin, the joint-secretary of the Kayan New Land Party.

“The root cause of clashes between the ethnics and the government is the political problem. It won’t come to an end only with the ceasefire. What the ethnics long for is the political dialogue. It will be meaningless if all ethnic armed groups do not join in the ceasefire deal. If this happens, we won’t sign the deal,” said Colonel Saw Lwin.

“If for instance if the Kachin Independence Army does not join it [the ceasefire] we won’t either. Armed revolution is due to the political problem. If the political problem is set aside, we won’t come to the signing,” added the colonel.

Skirmishes between the Myanmar army and ethnic armed groups have continued in various contested areas despite government efforts to push for a nation-wide ceasefire deal. The latest incident involved fighting in Mangyin Village of Shan State on September 17 as trust-building talks for peace were still underway in the state capital of Taunggyi.

“There have been over 100 skirmishes between the government and the Shan State Progress Party/Shan State Army (SSPP/SSA) despite a ceasefire agreement in January 2012. The fighting continued up to the end of September and therefore the October ceasefire deal is unlikely to be held,” said Khun Tun Oo, the chairman of Shan Nationalities League for Democracy.

Khun Tun Oo added that matters regarding the Wa and Mongla armed groups had yet to be settled.

Lieutenant General Hsay Htin who was involved in the ceasefire processes under General Ne Win in 1963, as well as assisting to General Khin Nyunt’s efforts in late 1990, said that trust in a ceasefire was necessary for it to succeed.

“If an ethnic armed group keeps on fighting, ceasefire will not come true. If all ethnic armed groups agree to a ceasefire, it would be the best for the country,” said Hsay Htin.

The Kachin Independence Army (KIA) is not likely to participate in the signing of ceasefire to be held in October. The Union Peacemaking Implementation Work Committee is planning to meet the KIA in order to push it to the signing deal.

Locals from Yinboat village in Dawei, Tanintharyi region have protested the building of a Chinese-backed oil refinery project.

Three hundred residents from the area gathered on September 24 with posters citing President Thein Sein’s speech and the principles laid down by the Myanmar Investment Commission which call for environmentally friendly investment.

“The employees working for us at the factory are people, not robots. If the poison gas comes out from the factory, the employees will be the ones who suffer first hand. I had health results for a number of employees who suffered respiratory tract infection,” said presiding monk from Lay Tun Khan monastery.

A precession began in Nyinmaw village and proceeded to Yinboat village which is due to be relocated when the project begins. The peaceful demonstrators hung posters at the entrance of the village road and listened to sermons given by monks. Residents voiced worries of oil spills and waste from the oil refinery.

The monk added that: “the villagers are now divided into two. Some accept the project, some have not. Those who agreed is because of the compensation money. But we cannot watch merely for the side of money. We have to look also for the bad consequences.”

The project is a joint venture between the Chinese company Guangdong Zhenrong Energy Co Ltd (GDZR), the military-owned Union of Myanmar Economic Holdings Limited (UMEHL) and the Htoo Group of Companies.

GDZR has contributed 70 percent to the project while UMEHL and Htoo Group have contributed 20 percent and 10 percent respectively. The oil refinery aims to produce five million tons of oil per year and will import the necessary crude oil from the Middle East.

Jetties are being built to importing crude oil at Tesit and Sanhlan beaches in west of Nyinmaw village. It is estimated that 25,000 tons of waste will be produced from the refinery yearly.

Thai Immigration nabs Burma Myanmar workers holding ‘faked’ passports

TAK ― Three Myanmar workers have been arrested with fake passports at a border checkpoint in Mae Sot district, after an immigration official noticed them looking nervous and had their documents examined using a passport authentication device.

The suspects included a man identified as Miew Oo, 37, and two 17-year-old girls.

It was the first time migrant workers from Myanmar had been caught using forged travel documents, Tak immigration chief Pol Col Pongnakhon Nakhonsantiparp said.

The page containing the photo and personal information of the passport holders in each of the seized passports was forged, but other parts of the documents were authentic.

Pol Col Pongnakhon said he believed the fake passports were produced in Thailand and sold to Myanmar labourers.

Miew Oo allegedly confessed that he bought the passports for 16,000 baht from a man known only as Kotoon in Myawaddy, the Myanmar border town opposite Mae Sot. He said he waited for eight days to get the documents.

Myanmar police jointly questioned the suspects with Thai authorities and reported the incident to officials in Nay Pyi Daw. Police would investigate further to find those behind the production of the fake passports, with the help of their Myanmar counterparts, Pol Col Pongnakhon said.

Questions to ask on the US$11 billion and newly mentioned US$7.6 billion

After Mr. Jelson Garcia, manager of Asia Program for Bank Information Centre, revealed that Myanmar possesses US$11 billion in foreign bank accounts, The Daily Eleven asked if such a large amount of money actually exists and if they are the corrupt money.

Afterwards, the Central Bank admitted that Myanmar has US$7.6 billion in foreign currency reserves at foreign banks, but they having knowledge about the US$11 billion. The Central Bank failed to answer if the foreign currency reserves of US$7.6 billion are in circulation or in fixed deposit accounts. Such is not something to be kept in secret but something to be explained.

If the current government fails to unravel the US$11 billion and seek the concrete facts, The Daily Eleven believes that the next government will need to probe the case. There are also questions for the officially mentioned US$7.6 billion.

If the country is in possession of such a big amount of money, the government will not need to borrow loans from other nations, nor will President Thein Sein need to request the other countries to write off Myanmar’s debts. Even if it is required to borrow further, the government should turn only to the low-interest loans from the World Bank, International Monetary Fund and Japan.

However, Myanmar government loaned from China at the interest rate of 4.5 percent, requiring itself to pay US$45 million to China within 10 years. Myanmar took a loan of US$100 million from China recently. The loan will be used to lend money to the farmers at the interest rate of 2 percent, which is quite high for the farmers to repay. Single visa policy discussed for Cambodia,Laos, Myanmar, Thailand and Vietnam

Tourism ministers from Cambodia, Laos, Myanmar, Thailand and Vietnam met recently in Ho Chi Minh City to discuss a plan to introduce a single visa policy for tourists entering the five nations.

The proposed move aims to boost tourist arrivals in these countries, whose combined international arrivals in 2012 saw 18-per-cent growth to reach 37 million. The ministers met at the ACMECS conference on the sidelines of the 9th International Travel Expo, which ran from September 12 to 14. Cambodia and Thailand launched a pilot scheme in January that allows tourists who obtain a visa to enter Thailand to also enter Cambodia.
