Myanmar plans to invite United Nations Secretary General Ban Ki-moon, as well other foreign dignitaries to attend a ceasefire signing between the government and ethnic armed groups in Nay Pyi Taw in October.

Minister Aung Min detailed ceasefire signing plans during a meeting with the Union Peacemaking Working Committee, the Rehabilitation Council of Shan State/Shan State Army (RCSS/SSA), and the Karen National Union (KNU) at Myanmar Peace Center in Yangon.

“When we know the names of groups attending, we are to officially inform them. We have been talking this matter through with ethnic armed groups. The main thing is KNU share this matter with other groups. They have controlled other groups’ needs. This isn’t the matter between the two groups,” said Dr. Min Zaw Oo of the Myanmar Peace Center.

The government continues its plan to host a nation-wide ceasefire signing agreement with ethnic armed groups in the capital Nay Pyi Taw in October aimed at putting an end to decades of civil war.

Khun Sai, Editor-In-Chief of Shan Tan Daw Sint Media also said: “The (government) side submitted four people; they are the President, Speakers of the Upper and the Lower House of Parliament, and the Commander-in–Chief of the Defence Services. They (ethnic groups) proposed that Union Attorney General. Manmar :Fighting government troops and SSPP/SSA erupted in Shan state amid Peace trust-building talks

Fighting between government troops and an ethnic armed group erupted in Shan state last week while trust-building talks for peace were still in process in the state capital of Taunggyi.

The fighting began in Mangyin Village of Nanmatu Township on September 17 between the armed wing of the Shan State Progress Party/Shan State Army (SSPP/SSA) and government troops. Another battle occurred on Monday, the final day of the talks.

“Shan soldiers came to the village on September 17. They said they had met with government troops on their way but that nothing happened. But it’s said that government troops started shooting that evening. One Shan fighter was killed, and two were injured,” Nan Khan Aye, MP for the constituency of Nanmatu Township, said on Monday.

Khan Aye added that the government troops came into the village on September 19 and camped at a monastery.

“The Shan soldiers left the village and stayed in a forest outside of it. Early today, a gunfight broke out. Heavy gunfire was also heard in the village, but no villagers were said to be hurt. The villagers want the fighting to stop,” he said.

The Shan party is an ethnic organization that reached a ceasefire agreement with the government on January 28 last year.

Skirmishes between the two sides have continued despite the agreement, and more than 100 skirmishes have been reported since the agreement.

“It’s bad. [They] say the nation-wide ceasefire agreement will be reached in October. But it’s as if they [the government troops] have no intention of keeping their promise,” said Say Htin, the party’s lieutenant general.

Colonel Saw Lwin of the New Kayan State Party denounced the fighting in his speech delivered at the talks.

A parliamentary panel has recommended special birth control measures for Rohingya refugee families in Bangladesh who want bigger family members to secure more rations.

Children born in these families in the Cox’s Bazar refugee camps get full rations after birth.

The standing committee on the Ministry of Foreign Affairs has recommended stopping rations for children after the first two.

Panel members, after a visit to the Kutupalang camp at Ukhiya on Aug 17 and 18, say the problem is worsening as the Myanmar Rohingyas are outnumbering the locals with each passing day.

Muslim Rohingya influx started in the 1980s due to political instability in Myanmar.The government estimates around 30,000 Rohingyas are currently staying in the two camps in Cox’s Bazar.It is believed that around half a million undocumented Rohingyas are staying in Bangladesh or have migrated to other countries from here.Myanmar has ignored repeated calls by Bangladesh to take back its citizens.

Dhaka claims the illegal Rohingyas are involved with various criminal activities.

They have also been caught while accepting fake Bangladeshi passports.

Parliamentary panel’s chief Nilufar Zafar Ullah, Foreign Minister Dipu Moni, and committee member Nazma Akter visited the Rohingya camps to see for themselves the problem on ground.

The committee on Sept 18 submitted a report, a copy of which is available with bdnews24.com.

It says the number of Rohingyas are increasing in comparison to the locals.

Each registered refugee gets 12 kg rice each month. They are not interested in birth control as a child gets full ration from the day it is born.

Panel members found families with as many 18 members.

Speaking to bdnews24.com, Nilufer Zafar Ullah said the Rohingya population was on the rise since they get ration.

“One of the problem is their outnumbering the locals and so, birth control measures have been recommended,” she said.

According to the report, 58 percent of 30,000 Rohingyas at the two camps were born in Bangladesh.

There are 23 schools in the camps and the committee said the refugees were getting ‘better’ facilities than the locals.

Emphasising on the repatriation of the Rohingyas, Nilufer said, the refugees wanted to go back to their country. She said stakeholders had been asked to hold talks to send them back to Myanmar./bdnews24

သြားေရာက္ လည္ပတ္ စစ္ေဆးခဲ့ေသာ (၃) ဦးပါ လႊတ္ေတာ္ ေကာ္မီတီတြင္ ဘဂၤလာေဒခ်္႕ ႏိုင္ငံျခားေရး ၀န္ၾကီး ဒီပူရ္ မူနီလည္း ပါ၀င္ျပီး သူမတို႕ အဖြဲ႕သည္ လက္ရွိ ျဖစ္ေပၚေနေသာ ဒုကၡသည္မ်ား၏ ပကတိ အေျခအေနမ်ားကို သိရွိႏိုင္ရန္ အတြက္ ေကာ့ေတာ့ ပေလာင္ ဒုကၡသည္ စခန္းသို႕ သြားေရာက္ခဲ့ျခင္း ျဖစ္သည္ဟု သိရသည္။

ထိုသို႕ သြားေရာက္ စစ္ေဆးရာတြင္ မိသားစု တစ္ခုစီတြင္ အဖြဲ႕၀င္ လူဦးေရ (၁၈) ဦးထက္မ်ားေသာ မိသားစု အမ်ားအျပားကို စစ္ေဆးေတြ႕ရွိခဲ့သည္ဟု ဆိုသည္။ အဆိုပါ ပမာဏသည္ စခန္းျပင္ပ အနီးအနားရွိ ေဒသခံ ဘဂၤလာေဒခ်္႕ မိသားစုမ်ား အေရအတြက္ထက္ အလြန္မ်ားျပားေနသည္ဟု ဆိုုသည္။

There are an estimated 3 million foreign migrant workers in Thailand, over 80% originating from Myanmar. Since the late 1980s, these workers have irregularly crossed borders to work in mostly dirty, dangerous and demanding jobs in Thailand thereby significantly contributing to Thailand’s economy and providing billions of dollars in remittances to support relatives in origin countries. These workers continue to face significant exploitation and confusing piecemeal government migration policies.

In 2002/3, after decades of neglect on developing a systematic migration policy in Thailand the Myanmar, Cambodia and Laos PDR governments all separately signed memorandum of understanding (MoU) with Thailand on regularisation of the status for millions of irregular migrants in Thailand. On 15th July 2009, migrants from Myanmar began to undergo a nationality verification (NV) process.

Following NV, workers from Myanmar are issued: (a) a 3-year temporary Myanmar passport for use between Thailand and Myanmar, extended to 6-years validity in 2011; (b) a 2-year Thai visa, renewable for 2 years only; and (c) they can then apply for work permits.
