Japan: Five companies to upgrade Myanmar’s aviation infrastructure

Five Japanese companies have concluded an agreement with Myanmar’s aviation authorities to improve the Southeast Asian nation’s airport infrastructure, it was announced on Sept. 20.

The five are Sumitomo Corp., NEC Corp., NEC Networks & System Integration Corp., Toshiba Corp. and Morita Corp.

Called the “Project for Improvement of Nationwide Airport Safety and Security,” the aim is to satisfy the International Civil Aviation Organization’s safety standards and modernize the equipment at major airports, such as in Yangon, Mandalay, Nyaung U, Heho, Thandwe and Dawei.

Sumitomo will coordinate the procurement and installment of needed equipment such as Doppler VHF omnidirectional radio range beacons, flight procedure design systems and communication control units to improve air traffic safety, as well as firefighting equipment, X-ray screening machines and explosive detection devices.

Aviation demand in Myanmar is increasing each year in both the number of passengers and the volume of cargo as it achieves greater economic development.

THAILAND -IMMEDIATE RELEASE: RICE RATIONS BEING CHANGED FOR REFUGEES FROM BURMA/MYANMAR IN NOVEMBER

TBC is making a transition to providing assistance based on household need. Rations are not being reduced for any

children under 18 years of age.

Households will be categorised by community committees as ‘Most Vulnerable,’ ‘Vulnerable,’ ‘Standard,’ and ‘Self

Reliant’. Households categorised as ‘Most Vulnerable’ will receive an increase in rations, ‘Vulnerable’ households will

maintain their current level of assistance, ‘Standard’ will see a change in the rice provided for adults, and ‘Self

Reliant’ households will no longer receive food assistance for adults over 18 years old. Again, there will be no

reductions in rations for any children under 18 years of age, including in ‘Self Reliant’ households.

Currently, the Standard Ration of rice is 12 kg per month for adults.* The Standard Ration is being changed to 8, 10,

or 12 kg, depending on camp vulnerability/need. Residents also receive yellow split peas, vegetable oil, vitamin and

mineral-fortified flour, fishpaste**, iodized salt, and charcoal, none of which are affected by these changes.

No reductions in rations are being made in the camp at Ban Mae Surin, which was devastated by a fire in March of

this year. There are also no changes being made in the camp at Ban Don Yang.

 phopthaw news  Approximately 200 representatives and senators from 40 Myanmar political parties are expected to attend a trust-building summit to be held this weekend in Taunggyi, capital of Shan State, according to Shan Nationalities Democratic Party (SNDP) secretary Sai Nyunt Lwin.

The summit, which received government approval last Sunday, is being organized by leaders from Shan, Kayah and Mon state political organizations, and will occur fromSeptember 21 until September 23. Party leaders are being called upon to discuss the national ceasefire process and how to best redraft the 2008 constitution into one that establishes Myanmar as a federal union.

This is the first summit of its kind to be held in Shan state. Originally spearheaded by the SNDP, its organizing committee expanded to include Kayah and Mon state parties in order to attract a wider audience of attendees.

The following parties have been invited to attend: Wa Democratic Party, Shan State Progress Party/Shan State Army (SSPP/SSA), Restoration Council of Shan State (RCSS), Kayan New Land Party (KNLP), Kayan National Party, Mon Democracy Party, All Mon Region Democracy Party, New Mon State Party (NMSP), Danu National Democracy Party, Inn National Development Party, Two Kokant parties, Arakan League for Democracy (ALD), Rakhine Nationalities Development Party (RNDP), Karen National Union (KNU), Democratic Karen Buddhist Army (DKBA), Chin National Front (CNF), Zome Democracy Federation, 88 Generation Students Group and a number of social organizations.

Most active ethnic political parties in Myanmar wish to create a new constitution to achieve the state-level autonomy promised by the 1948 Panglong Agreement, which was signed by Shan, Kachin, and Chin state representatives and government leaders.

Kayin armed group halts land mine clearing operations pending negotiations

The dangers of land mines are rife in south eastern Kayin State where various ethnic factions have been fighting the government and each other for decades. Most armed groups as well as the Myanmar army use land mines, which can remain in the ground for years restricting travel and often injuring civilians.

“The dangers of mines are huge in the region. The land mines can hurt people in various ways,” said Captain Kalou Htoo Baw of the DKBA.

Three DKBA captains were severely injured clearing out mines however the group insists that it is halting its de-mining activities pending negotiations with the government and a post-ceasefire political settlement.

“This temporarily halt in mine clearing is nothing concerned with them [injured captains]. We are ready to sacrifice our lives for the sake of Kayin National Armed Forces in implementing mine clearing,” he added.

The Karen National Union (KNU) has also said it has no plan to implement mine clearing in areas under its control until they reach a political settlement with the government. Rights groups have long reported the use of land mines by villagers as necessary protection from army incursions.

While some parts in Kayin State have implemented de-mining programmes in June, July and August, discussions continue among ethnic armed groups, the government and NGOs as to how to prioritise this issue under the current ceasefire agreement.

Most densely land mined areas in Kayin State are Myaing Gyi Ngu, Pa-an, Hlawinebwe, Kawkayeik, Myawaddy, Kyarinseik Kyi and Thantaung. Tanintharyi Region in southern Myanmar also remains heavily mined according to the KNU.

 

Myanmar Army increases security measures on Bangladeshi border

Myanmar has increased security measures in border with Bangladesh due to political instability in the neighbouring South Asian country, according to security sources.

Three battalions from the Myanmar army camped within five miles from the Myanmar-Bangladesh border to tighten the security. Two police battalions will be sent later said Rakhine State Chief Minister.

Northern and southern regions of Maungtaw are currently under the guard of the Myanmar police after the former Nasaka or the border guard force was disbanded. The Maungtaw district governor proposed to keep one police station in each of north and south regions of Maungtaw during a meeting between Rakhine State government and General Administration Department.

The police force, customs department and department of immigration have all reassured locals that they are doing their job to enforce peace and tranquility in the region.

Thus far, police have provided no explanation for the raid, which occurred one week after residents of the same village were said to have carried out work on land confiscated by the government.

At about 2 a.m. on Thursday, according to local residents, a 60-strong police force raided Wegyi Village in Pobbathiri Township to arrest villagers from five houses, including the home of the local chairman of the opposition National League for Democracy’s village office, sparking clashes with other villagers.

“About 30 policemen entered my house and pulled up my mosquito net. Four or five of them arrested and handcuffed me. My wife was also arrested and her clothes were torn in the struggle. They also slapped my daughter’s face. She is just ten or eleven years old,” said Zaw Lat, the NLD village chairman.

“As my wife was shouting for help, the villagers came to us. When I asked [policemen] why they were trying to arrest me, they did not reply. Why did they need 30 officers to arrest me? Am I guilty? Did they have an arrest warrant? I am not the one who has committed a crime.”

Tin Soe, a local from Wegyi Village, said: “At about 5a.m., a person who said he was a police major came to us. He was accompanied by policemen. They threatened to shoot if we tried to move. I was also at gunpoint.”

The nighttime police raid sent the village’s children and elderly people into a panic, he added: “If they wanted to make arrests, they should have come in the daytime. Their act could cause unnecessary problems.”

Approached by Eleven Media, Lieutenant Police Colonel Min Aung from the Security Department of Myanmar Police Force confirmed that the incident took place but did not provide exact details about the purpose of the raid.

“It is true that the incident happened. A police force entered the village to arrest four people under Section 6.1 [Protection Act for Public Properties] for their offences. About seven policemen were injured in the attacks by the villagers, who shouted ‘thieves and robbers.’ We don’t know who is right and who is wrong. After an investigation, we will take action against the wrong doers. For now, we have opened a case for the injured police officer,” said Min Aung.

On September 12, the villagers were said to have carried out ploughing work in paddy fields that the Information Ministry had seized from them to build press offices.

Wegyi Village has about 400 households with about 500 residents. The pre-dawn raid left five villagers and three police officers injured. Of the three police officers, one is in serious condition at Nay Pyi Taw Hospital.

About 10 policemen have been hospitalised in Naypyidaw after a clash with residents in the Pyinmana suburb of Wegyi early on Thursday morning. The incident happened when police raided the house of a local National League for Democracy (NLD) member to arrest him for allegedly supporting local farmers who had defiantly begun ploughing land previously confiscated from them.

Zaw Latt, the NLD member in question, said about 30 policemen forcibly entered his house around 1:30am on Thursday and proceeded to beat him up until they themselves became prey to a large crowd of villagers who descended upon them when the man’s wife started crying that bandits were raiding their house.

“The police rushed into our house – about four or five of them stamped on my neck and put handcuffs on me. They also attacked my wife and tried to tear off her clothes, and even punched my five-year-old daughter in the face,” said Zaw Latt.

The villagers subsequently subdued the police and detained 27 of them until daybreak when dozens more police officers came to rescue their comrades.

“Around 200 armed policemen came at dawn, shouting warnings that they were prepared to use their guns, and dragged their fellow officers out of the village,” said Zaw Latt.

An official at nearby Kyidaunggan police station confirmed the incident but declined to give further details.
