Political parties to be abolished if found receiving foreign assistance – Electoral Commission

Political parties found receiving support from foreign entities will be in breach of the constitution and could be abolished, according to Myanmar’s Electoral Commission.

The electoral commission sent a warning letter to all political parties on August 23, saying that they must abide by Article 407 of the 2008 Constitution or have their registration revoked.

“If a member of a political party breaches Article 407, he must be expelled from the party. If the party does not expel him intentionally, the party’s registration will be revoked and the party will be abolished,” the letter said.

maintains that: “if a political party directly or indirectly receiving and expending financial, material and other assistance from a foreign government, a religious association, other association or a person from a foreign country, it shall have no right of continued existence association.”

It also warned that any kind of organisation, including associations, unions, committees, networks, clubs need to apply to the Ministry of Home Affairs for permission.

If any organisation standing without the ministry’s permission is engaged in an activity, they will be held responsible for the breach of law.

ကရင္ အမ်ဳိးသား အစည္းအရံုး (KNU) ၏ တပ္မွဴးမ်ား (၆) လပါတ္ အစည္းအေ၀းတြင္ အပစ္အခတ္ ရပ္စဲေရး အေျခအေနႏွင့္ ပါတ္သက္ျပီး ျပန္လည္ သံုးသပ္ ေဆြးေႏြး ခဲ့ၾကသည္ဟု ယင္းအစည္းအေ၀းကို တက္ေရာက္ ခဲ့ေသာ KNU အရာရွိ တစ္ဦးက ဆိုပါသည္။

“ က်င္းပတာက ၾသဂုတ္လ (၂၆)ကေန (၂၉) ရက္ေန႔ အထိပါဘဲ။ ေနရာက ကရင္ ျပည္နယ္ လႈိင္းဘြဲ ၿမိဳ႔နယ္မွာ ရွိတဲ့ ကရင္ အမ်ဳိးသား လြတ္ေျမာက္ေရး စခန္း ဌာနခ်ဳပ္ ေသ့ေပထမွာ က်င္းပ ခဲ႔ၾကပါတယ္”ဟု ဆိုပါသည္။

အစည္းအေ၀းတြင္ အပစ္အခတ္ ရပ္စဲေရး ကာလ၌ ၿငိမ္းခ်မ္းေရး တည္ေဆာက္မွဳကို မထိခိုက္ေစေသာ လုပ္ရပ္မ်ား၊ သတ္မွတ္ခ်က္ မ်ားႏွင့္ ေဆာင္ရြက္ ရမည့္ လုပ္ငန္းစဥ္မ်ားကို အဓိကထား ေဆြးေႏြး ဆံုးျဖတ္ ခဲ့ၾကသည္ဟု ဆိုပါသည္။

တပ္မွဴး အစည္းအေ၀း၏ ေ၀ဖန္ခ်က္မ်ား ထဲတြင္ KNU တပ္မ်ားသည္ KNU နယ္ေျမထဲ၌ပင္ လြတ္လပ္စြာ လွဳပ္ရွားသြား လာမွဳကိုပါ ခ်ဳပ္ခ်ယ္ လာေနသည္ကို ကန္႔ကြက္ ထားပါသည္။ ဤကဲ့သို႔ေသာ တားျမစ္မွဳမ်ဳိး ေနာက္ထပ္ ဆက္မလုပ္ရန္လည္း သတိေပး သြားမည္ဟု ဆံုးျဖတ္ ထားပါသည္။ အစိုးရ တပ္မ်ားသည္ KNU တပ္မ်ားသြားလာ လွဳပ္ရွားသည့္ အခါ မည္သည့္ ေနရာကို မသြားရ၊ လက္နက္ မကိုင္ရ စသျဖင့္ လိုအပ္သည္ထက္ ပိုမို ဖိအားေပး လာျခင္းေၾကာင့္ ယခု ကဲ့သို႔ ဆံုးျဖတ္ လာရသည္ဟု ဆိုပါသည္။

ထို႔အျပင္ တပ္ဖက္ ဆိုင္ရာ လမ္းညႊန္ခ်က္ (၇) ခ်က္ ကိုလည္း ဆံုးျဖတ္ ခဲ့သည္ဟု ဆိုပါသည္။ ၄င္းတို႔မွာ-

– အပစ္အခတ္ ရပ္စဲေရး လုပ္ငန္းစဥ္ ခိုင္မာေစရန္ KNU ဖက္မွ ေတာင္းဆို ထားသည့္ အတိုင္း အစိုးရ ေရွ႕တန္းစခန္းမ်ား ရုတ္သိမ္းေပးရန္။

– KNU/KNLA ထိန္းခ်ဳပ္ နယ္ေျမထဲတြင္ KNU/ KNLA တပ္ဖြဲ႕၀င္မ်ား၏ သြားလာ လွဳပ္ရွားမွဳ မ်ားႏွင့္ စည္းရံုး လွဳပ္ေဆာ္မွဳ မ်ားကို အစိုးရ အာဏာပိုင္မ်ား ဖက္မွ ကန္႕သတ္ ခ်ဳပ္ခ်ယ္ ေနမွုကို ရပ္စဲေပးရန္။

– အလားတူ အပစ္အခတ္ ရပ္စဲေရး အေျခအေနတြင္ ၿငိမ္းခ်မ္းေရးကို မထိခိုက္ ေစရန္ အတြက္ KNU အုပ္ခ်ဳပ္ နယ္ေျမတြင္ အစိုးရ စစ္တပ္ဘက္မွ ၀င္ေရာက္ စြက္ဖက္ ေနမွဳကို ေရွာင္က်ဥ္ေပးရန္။

– အစိုးရဘက္မွ တစ္ျပည္လံုး အတိုင္းအတာ ေဆာင္ေသာ အပစ္အခတ္ ရပ္စဲေရးကို ေၾကျငာေပးရန္။

– မူးယစ္ေဆး၀ါး ကိစၥသည္ အမ်ဳိးသားေရး တာ၀န္ တစ္ရပ္ ျဖစ္သည့္ အတြက္ ထိထိေရာက္ေရာက္ ကိုင္တြယ္နိုင္ရန္ ဗဟိုေကာ္မတီထံသို႔ တင္ျပသြားရန္။

– ကရင္အမ်ဳိးသား တပ္မေတာ္ကို ပိုမိုၿပီး က်စ္လစ္ ခိုင္မာရန္ အတြက္ မြမ္းမံ သင္တန္းမ်ား ေပးရန္ႏွင့္ သဘာ၀ ေဘးအႏၱရယ္ႏွင့္ ရင္ဆိုင္ ႀကံဳေတြ႕ေနရသည့္ ကရင္ လူထုမ်ားအား ကယ္ဆယ္ နိုင္ရန္အတြက္ သင္တန္းမ်ား ေပးရန္ႏွင့္-

– ဆက္ဆံေရး ရံုး၌ တာ၀န္ ယူရမည့္ တပ္ဖြဲ႔၏ အခန္း က႑နွင့္ လုပ္ငန္းစဥ္ လည္ပတ္ေရး သင္တန္းမ်ား ျပဳလုပ္ ေပးရန္ စသည္တို႔ ျဖစ္ပါသည္။

အစိုးရသည္ KNU ႏွင့္ အပစ္အခတ္ ရပ္စဲ ခဲ့သည္မွာ တႏွစ္ေက်ာ္ ၾကာလာေသာ္လည္း KNU မွ ေတာင္းဆို ထားသည့္ အခ်က္မ်ားကို လိုက္ေလွ်ာျခင္း မရွိေသးသျဖင့္ သံသယ ပြားစရာ ျဖစ္လာခဲ့ေၾကာင္း၊ အထူးသျဖင့္ အစိုးရ တပ္ဖြဲ႔မ်ား၏ ေရွ႔တန္းစခန္း တခ်ဳိ႔အား ဆုတ္ေပးရန္ KNU က ေတာင္းဆို ထားေသာ္လည္း ဆုတ္မေပးေသးသည့္ အျပင္ ခိုင္ခန္႔လာ ေအာင္ တည္ေဆာက္ လာေနျခင္းေၾကာင့္ သံသယ ျဖစ္ပြား ေနျခင္း ျဖစ္ပါသည္။

ယင္းေဆြးေႏြးပြဲသို႔ KNU တပ္မဟာ (၇)ခုမွ တပ္မွဴးမ်ား၊ ဗ်ဴဟာမွဴးမ်ားႏွင့္ တပ္မဟာမွဴးမ်ား အပါအ၀င္ ကိုယ္စားလွယ္ (၆၀)ေက်ာ္ တက္ေရာက္ ခဲ့ပါသည္။

KNU သည္ကရင္ လက္နက္ကိုင္ ညီညြတ္ေရး ေကာ္မီတီ၀င္ ျဖစ္ပါသည္။ ဤေကာ္မီတီသည္ လာမည့္ စက္တင္ဘာ ၃ ရက္ေန႔တြင္ (၃ လ)ျပည့္ အစည္းအေ၀း က်င္းပရန္ ရွိေနပါသည္။ ထိုအစည္းအေ၀းတြင္ ျပီးခဲ့သည့္ ၾသဂုတ္လ (၁၆) ရက္ ေန႔တြင္ ျဖစ္ပြား ခဲ့ေသာ ၀ဲႀကီး တိုက္ခိုက္မွဳကို နယ္ျခား ေစာင့္တပ္ BGF ႏွင့္ ေျဖရွင္းရန္ ရွိပါသည္။ ဤျပသနာသည္လည္း နယ္ေျမ သတ္မွတ္ခ်က္ မရွိသျဖင့္ ျဖစ္ပြား ခဲ့ေသာ ျပသနာဟု ဆိုပါသည္။

KNU သည္ ျပီးခဲ့သည့္ ၂၀၁၂ ခုႏွစ္ ေဖေဖၚ၀ါရီလ (၁၂) ရက္ေန႔တြင္ အစိုးရႏွင့္ အပစ္အခတ္ ရပ္စဲခဲ့ေပသည္။ ဤကဲ့သို႔ အပစ္ ရပ္စဲ ခဲ့ျပီးေနာက္ပိုင္း အစိုးရ နယ္ျခား ေစာင့္တပ္ႏွင့္ တိုက္ခိုက္မွဳ တခ်ုိဳ ႔ ရွိသည္မွ လြဲျပီး ျပသနာ ႀကီးစြာ မရွိဟု ဆိုပါသည္။

Time for Tomas Quintana to vacate his post as U.N. human rights envoy to Burma

People of Burma want U.N. special rapporteur on human rights, Tomas Quintana, be removed since he is biased in his reporting on Rakhine conflicts in Burma and he should be replaced with someone who would be sensitive to Burmese history, values and culture.

Why we don’t accept Tomas Quintana?

The following are the reasons why we don’t accept Tomas Quintana:

(1) Tomas Quintana uses the terminology so-called Rohingya whenever referring to Bengali in Arakan.

(2) Tomas Quintana uses the divisive usage of using the religious groups when he is referring to Arakan and Bengali such as Buddhist and Muslims.

(3) Tomas Quintana got plenty of time and planned in advance to meet Bengali groups (so-called Rohingya) in Burma, in Thai-Burma border, in Burma-Bangladesh border, in USA, in UK and all over the world but they got no will and no intention to do the same to Arakan of Burma and Arakan supporter groups.

(4) Tomas Quintana calls for reform of 1982 Burma citizenship laws which we see it as the infringement of Burma’s sovereignty.

(5) When we examine why he calls for reform of Burma’s 1982 citizenship laws, we would like to highlight here that he is just echoing what so-called Rohingya, Bengalis, groups have been lobbying for and their supporters, mostly non-Burmese so-called Burma Campaign groups who sought funding from various funding organisation under the various names and titles, have been lobbying for and so these calls are not valid. Accordingly, Tomas Quintana calls for reforming Burma to reform 1982 Burma’s citizenship law is void.

It is time for Tomas Quintana to vacate his post as United Nations Human Rights Envoy to Burma. Collusion between Tomas Quintana and the so-called Rohingya Bengali was all too apparent by Burmese extinguishing impartiality and credibility of the envoy.

We have been expressing our doubts over his impartiality and now the image is much clearer that he is merely a special advocate for the so-called Rohingya Bengali. Tomas Quintana has completely ignored the democratic voice of the people of Burma. Clearly Tomas Quintana has chosen to court the so-called Rohingya Bengali at the expense of vast majority of the population of a nation.

The “feigned pitifulness” of the Rohingya reported by the press is giving Thailand a bad name,” Mr Wisarn said.

Myanmar vessel caught smuggling fuel into Vietnam

The Yong Win 18 of Myanmar was caught illegally selling diesel oil to a Vietnamese boat near an estuary in Nam Dinh Province August 27

Coast guards in the northern province of Nam Dinh seized a Myanmarese vessel Tuesday for smuggling diesel oil into Vietnam.

The patrolling coast guards approached two suspicious-looking vessels some 21 nautical miles southeast of the Ninh Co estuary.

Upon raiding the boats, they found crew members transferring diesel oil to a Vietnamese boat.

All crew members were taken to Hai Thinh Port for questioning, while the ship’s oil was seized.

The boats’ crew members confessed to being involved in the illegal oil trade.

The Vietnamese boat with seven crew members was about to buy more than 5,000 tons of diesel oil from the Yong Win 18.n addition to the Myanmarese ship’s captain, there were 16 sailors – 14 Burmese and two Chinese – onboard.The case is being investigated further.
