UNHCR to register asylum seekers from Burma in Malaysia_မေလးရွားေရာက္ ျမန္မာ ၄၅ဝဝဝ UNHCR ကဒ္ျပားရရွိၾကမည္

UNHCR announced last week that it would make an individual registration of asylum seekers from Burma in Malaysia starting from 2 September 2013.

The program will include registration of 16,000 asylum seekers in areas such as Perak, Cameron Highland, Kuantan, Johor Baru, Saramban and Kuala Lumpur until December this year.

Mr. Ca Thawng, Coordinator of the Chin Refugee Committee (CRC), toldChinland Guardian that the new move by UNHCR was much welcomed.

“We were told the registration would be different from before. It will be just a recording of individual’s details, which is not about getting an opportunity to resettle into other countries.”

Mr. Ca Thawng said: “Those registered this time will have to go through a set of processes including interviews until their cases are successful.”

UNCHR made the announcement on 15 August 2013 by  during a meeting at the Chinese Assembly Hall with leaders of refugee communities from Burma based in Malaysia.

Sources from Chin refugee communities estimate there are over 20,000 Chins who remain unregistered in Malaysia.

Out of some 104,070 refugees and asylum-seekers registered with UNHCR in Malaysia as of May this year, 94,760 are from Burma, with some 32,540 Chins, according to UNHCR’s official website.

As part of UNHCR’s ongoing data-gathering and analysis, UNHCR believes that there are some 49,000 unregistered asylum-seekers, who UNHCR is progressively working to register-

Rights offered to temporary citizenship card holders (or white cards) to vote or establish political parties are a threat to Myanmar’s sovereignty, according to some MP’s. 

Critics argue that white cards were issued to Bengalis in Rakhine State by the previous military regime for them to pass the 2008 Constitution. Some estimate white card holders to number over 500,000 in Rakhine State.

Dr. Aye Maung, the chairman of Rakhine Nationalities Development Party, submitted  a bill to amend a provision on citizenship requirements in the Political Parties Registration Law.

The bill was submitted during a parliamentary session of the Upper House in Nay Pyi Taw on August 23. However, MP Hla Swe of the ruling Union Solidarity and Development Party (USDP) stated his objection saying that the amendments went against the constitution.

Myanmar’s Upper House of Parliament has since suspended the discussion of the bill.

“Such objection is meant not for the national interest but for the ruling party. Don’t think of the party interest, but for the national interest. In other countries, temporary citizenship cards are not allowed to to vote,” said Aye Tha Aung.

The chairman of Chin Nationalities Party, Zo Zam also said that more people may seek temporary citizenship cards if they are allowed to register for the formation of a political party. This could create complications.

“Those holding the white cards are mostly living in Butheetaung and Maungdaw, Rakhine State. If temporary citizenship cards continue to be issued, further complications may arise,” said Zo Zam.

Opposition and 88 Generation student leaders have also argued against the rights provided to white care holders, saying that it affords them the same rights as citizens.

“In any country, a citizen must be faithful to his or her country. Arguments about the citizenship are happening until now. If the citizenship becomes related to the State power, its role will become more important. A citizen needs to be loyal to the country,” said Jimmy of 88 Generation Peace and Open Society.

Zaw Aye Maung, the minister for Rakhine Affairs of Yangon regional government has argued that white cards should be lower than the American equivalent Green Card but non-citizens in the U.S are not allowed to cast the vote. 

The minister added that Myanmar was surrounded by over-populated countries such as Bangladesh, India and China and that if they allowed more white card holders, an alien president could be in power within the next 50 to 100 years.

However others have argued against the 1982 citizenship law for being discriminatory against minorities and advocated for a review.

“It is required to review the citizenship law. Although some nationalities live traditionally through past generations, they don’t become citizens. For instance, Chinese people migrate to Myanmar and immediately become citizens. The government should set standard for citizenship in line with international standards,” said Khun Jar.

Impact of White Cards holders on Election

In accordance with the international standards, anyone who hasn’t got the citizenship cannot vote. The white card is the temporary registration card and it means there are people who are living in Burma, but their status of citizenship are still not decided yet.

It is wrong to give White card holders rights to vote. We should stop White card holders rights to vote until their status of citizenship are verified in line with 1982 Burma Citizenship Law.

According to the mechanism of UK government census collection system, British government collect all the data of people living in UK, but they give only British citizens rights to vote but not to guests.

A joint Myanmar-American expedition is attempting the first ascent of Gamlang Razi in the Myanmar Himalaya. Current digital analysis puts this peak at 5850m (19,192 ft), and Hkakabo Razi, previously thought to be the highest peak, at 5758m. The expedition will attempt to confirm that Gamlang Razi is indeed the highest peak in Myanmar. This will be only the second foreign climbing expedition to the high peaks of Myanmar since Frank Kingdon Ward. Takashi Ozaki visited the area in 1996, successfully summiting Hkakabo Razi with Local villager, Nyima Gyaltsen (AKA “Aung Tse”).

The summit team includes four Americans and two Burmese, Americans Andy Tyson (expedition leader), Molly Tyson, Chris Nance, and Mark Fisher; and Burmese Win Ko Ko, and Pyae Phyo Aung. The Myanmar climbers are part of the Technical Climbing Club of Myanmar (TCCM). Others in the party include San Win Kyaw, Thet Tun, Zayar Tun and Eric Daft. Myanmar and Thai citizens, as well as foreign tourists, will be allowed to pass through four Thai-Myanmar border checkpoints, including Myawady, starting from August 28, an official said.

“We have received instructions to allow Thai citizens and foreign tourists to pass through all four border checkpoints on August 28. The remarkable thing is that Myanmar citizens with visas and passports will also be allowed to visit [Thailand] through the border crossings,” said an official from the Immigration and National Registration Department of Myawady District.

The four checkpoints include Tarchileik-Mae Sai, Myawady-Mae Sot, Kawthaung-Ranong and Htee Khee-Sunaron.  Fine will be imposed if their visa expired.

Foreign visitors using the border crossings can depart from Myanmar through any official gateways including Yangon, Nay Pyi Taw, and Mandalay.

The government has amended its list of restricted areas after an improvement in rules of law and stability in the country.

Around 1,000 people set buildings on fire in a village in Sagaing Region last night after rumor spread of an attempted rape against a nineteen year old girl by a young Muslim man.

Residents from villages in Htankone administrative unit in Sagaing region gathered in front of the local police station and demanded the culprit to be turned over.

The mob started setting buildings on fire in Htankone Village around 9 pm and seven shops and around 15 houses have been destroyed.

Around fifty policemen have been trying to control the situation and the Minister of Border and Security of the Sagaing regional government has also arrived at the village. Fire trucks from nearby townships have also arrived to extinguish the fire, according to the reporter from the Daily Eleven who has arrived at Htankone Village.

“I didn’t see any head on between the two groups, but the fire that has been blazing since 9 pm still has not been extinguished yet. I learnt that the person who attempted rape has now arrived at Kantbalu Police Station. The local residents are worried about riots as there are many Muslims in Kanbalu area. I still don’t know the details,” the reporter said around midnight yesterday.

According to update news, the fire is still blazing around 1 am this morning and the authorities are still trying to control the situation.

Myanmar’s Upper House of Parliament has suspended the discussion of a bill amending a provision on citizenship requirements in the Political Parties Registration Law following objection from an MP from the ruling party.

Dr Aye Maung of Rakhine State Constituency No.1 submitted the bill during a parliamentary session of the Upper House in Nay Pyi Taw on Friday.

The bill suggests that “citizens, guest citizens or naturalized citizens or those holding temporary citizenship cards (white cards)” under Section 4 Sub-section (a) of the law should be amended to say “citizenship”.

It also recommends that “those wishing to establish a political party must apply together with their name, father’s name, occupation, home address, date of birth, citizenship scrutiny card, national registration card, guest citizenship card and naturalization card or white card” prescribed under Section 5 Sub-section (d) should be amended to say “citizenship scrutiny card” instead of those words.

Moreover, the word ‘citizenship’ should be used in place of “citizens, guest citizens, naturalized citizens or those holding white cards as stated under Section 10 Subsection (a) of the law, says the bill.

“The constitution says under Article 369 (a) that those who have the right to elect and right to be elected to parliament are the citizens. Moreover, Article 345 (a) of the constitution and Sections 2, 3 and 5 of the 1982 Citizenship Law says who should be the citizens of Myanmar. As establishing political parties is concerned with the citizens only, the constitution or other relevant laws should all be compatible. So the Political Parties Registration Law needs amendments,” said Dr Aye Maung.
