What are White Cards and Who are White Card Holders of Burma?

What are White Cards and Who are White Card Holders of Burma? As we understand, White Cards are the temporary identity (resident) cards with White colour issued to those who haven’t got National Identity Cards or to those whose citizenship haven’t been identity yet or to those who are NOT Citizens of Burma. Therefore, it is wrong to give White Card Holders Right to Vote and we earnestly call for Government of Burma to revoke the White Card Holders Rights to Vote in Burma. [Burma Democratic Concern (BDC)] 

For example: In Australia, Permanent residents have the right to live and work permanently in Australia. They are eligible for state medical care immediately, but must be resident in Australia for two years before qualifying for social welfare assistance (i.e. unemployment benefits). They are not permitted to vote in Australia.

In UK: To vote in a UK general election a person must be registered to vote and also:

be 18 years of age or over on polling day
be a British citizen, a qualifying Commonwealth citizen or a citizen of the Republic of Ireland
not be subject to any legal incapacity to vote

အျဖဴေရာင္ကတ္ကိုင္ထားတဲ႕သူေတြမဲေပးပိုင္ခြင့္ရွိမရွိဟာလူ႕အခြင့္အေရးေကာ္မရွင္နဲ႔သက္ဆိုင္တယ္ဆိုတာအလြဲၾကီးပါရွင္။ႏိုင္ငံသားမဟုတ္တဲ႕သူေတြဘယ္သူမွမဲေပးပိုင္ခြင့္မရွိပါဘူး၊ဒီကိစၥအင္မတန္အရုပ္ဆိုးပါတယ္။ ဒီဥပေဒကိုကအလြဲၾကီးျဖစ္ေနပါတယ္။ယာယီသက္ေသခံလက္မႇတ္ ကိုင္ေဆာင္ထားသူသည္ ေရြးေကာက္ပြဲတြင္ ဆႏၵမဲေပးပိုင္ခြင့္ ရႇိေၾကာင္း ျပည္သူ႔လႊတ္ေတာ္ ေရြးေကာက္ပြဲဥပေဒ၊ အမ်ဳိးသားလႊတ္ေတာ္ ေရြးေကာက္ပြဲဥပေဒ၊ တိုင္းေဒသႀကီးလႊတ္ေတာ္ (သို႔မဟုတ္) ျပည္နယ္လႊတ္ေတာ္ ေရြးေကာက္ပြဲ ဥပေဒမ်ား၏ ပုဒ္မ ၆ တြင္ ေဖာ္ျပထားပါတယ္၊ဒါကိုျပင္ဖို႔လိုပါတယ္။

ဥပမာအဂၤလန္ႏိုင္ငံမွာဆိုရင္သန္းေခါင္စာရင္းေကာက္ယူပံုမွာ၎တို႕သည္၎တို႕ႏိုင္ငံအတြင္းတြင္ေနထိုင္ေသာသူမ်ားအားလုံးကိုစာရင္းေကာက္ေသာ္လည္းႏိုင္ငံသားမဟုတ္သူမ်ားအားမဲေပးပိုင္ခြင့္မေပးပဲႏိုင္ငံသားမ်ားသာမဲေပးခြင့္ရွိပါသည္။
