State-level peace talks between Myanmar’s government and the Taaung National Liberation Army (TNLA) took place for the first time in the border town of Muse, northern Shan state, on Wednesday.

The government’s Union Peacemaking Work Committee was led by Aung Min, Minister for the President’s Office while TNLA’s delegation was headed by Lieutenant Colonel Tar Phone Kyaw. The government side discussed ceasefire measures, opening a liaison office, regional movements of troops and the steps needed towards holding national-level peace talks.

“We agreed on basic facts. We could not reach agreement because our chairman was away and their army chief was not here. We discussed prevention of further clashes,” Aung Min said.

The TNLA — a group that represents the Palaung ethnic group living in northern Shan State not far from the border with China — have been engaged in a decades-long guerrilla war with the central government. The TNLA was transformed into a border guard force in 2005 but took up arms again because they felt oppressed and could not protect themselves, according to Tar Phone Kyaw.

TNLA’s ultimate aims were to free ethnic Palaung from oppression, promote democracy and human rights, fight against chauvinism and dictatorship, shape its own future and create a genuine federal system.

“Only two out of 13 townships were included in Palaung self-administered region when Myanmar held general elections in 2010. The government made a list of about 300,000 Palaung nationals in the region although the actual population was about 1 million. TNLA had to continue fighting for more territory,” said Tar Phone Kyaw. What are White Cards and Who are White Card Holders of Burma? As we understand, White Cards are the temporary identity (resident) cards with White colour issued to those who haven’t got National Identity Cards or to those whose citizenship haven’t been identity yet or to those who are NOT Citizens of Burma. Therefore, it is wrong to give White Card Holders Right to Vote and we earnestly call for Government of Burma to revoke the White Card Holders Rights to Vote in Burma. [Burma Democratic Concern (BDC)] 

For example: In Australia, Permanent residents have the right to live and work permanently in Australia. They are eligible for state medical care immediately, but must be resident in Australia for two years before qualifying for social welfare assistance (i.e. unemployment benefits). They are not permitted to vote in Australia.

In UK: To vote in a UK general election a person must be registered to vote and also:

be 18 years of age or over on polling day
be a British citizen, a qualifying Commonwealth citizen or a citizen of the Republic of Ireland
not be subject to any legal incapacity to vote

U Pa Pa Lay, a citizen of Myanmar born in 1947 and a comic performer by profession, was arrested at his home in Mandalay, Myanmar, on 7 January 1996 by officers of Military Intelligence Unit No. 16. He was reportedly charged under section 6 of the 1950 Emergency Provisions Act, which provides a seven-year prison sentence and a fine for anyone who instigates or intends to spread false news, knowing that it is untrue. U Pa Pa Lay was first held in Mandalay prison, then reportedly transferred to Kyein Kran labour camp near Myitkyina in April 1996. On an unspecified later date, he was transferred to Mytkyina prison.

On 4 January 1996, the forty-eighth anniversary of the independence of Myanmar, 2,000 members of the National League for Democracy (NLD) attended an
independence day celebration at the home of its leader Daw Aung San Suu Kyi. The celebration included a performance by the Anyeint group, a traditional entertainment group. U Pa Pa Lay was a member of this group, also known as Myo Win Mar (Our Own Way). His performance with fellow performer U Lu Zaw reportedly included jokes and songs of a satirical nature, criticizing the authorities. In the evening of 7 January 1996, both men were arrested along with eight other members of the group, who were subsequently released without charges. U Pa Pa Lay and U Lu Zaw were charged under section 6 of the 1950 Emergency Provisions Act with spreading false news and sentenced to seven years in prison on 18 March 1996. According to the source, U Pa Pa Lay was convicted merely because he chose to exercise his right to freedom of expression.
