KIA troops withdraw from its Manau Bum post

KIA troops had to withdraw from Manau Bum area in KIA’s 17th Battalion territory as Burmese army reinforced its troops with more infantry and artillery units on April 21 at 1:30 pm. Burmese army’s artillery units under 127th Light Infantry Regiment (LIR) and  312nd Light Infantry Battalion (LIB) have continuously fired with 81 mm artillery shells on KIA’s 17th Battalion positions since 7 am on April 21.

The two sides have engaged in a series of battles in Manau Bum area in northern Shan state since April 19.

Fierce fighting took place as a combined force of Burmese army’s 127th LIR and 322nd LIB invaded KIA’s Manau Bum from Manton on April 20 at 11:05 am.  Another column of government troops from 127th LIR and 129th LIR advanced into KIA’s Manau Bum from Pang Hkam on the same day at 12:30 pm.

Fighting continues to rage between Burmese army and allied troops from KIA, Palaung and Shan army in Manton, Nam Hkam and Tangyan townships in northern Shan state.

In Kachin State, Burmese army troops under 21st Light Infantry Regiment reportedly fired on KIA’s Law Hkum post under 3rd Battalion with several rounds of 81 mm mortar shells on April 15, said a Kachin frontline source.

The National Security and Foreign Policy Advisor to the President of Mongolia L.Purevsuren and Deputy Minister of Foreign Affairs D.Gankhuyag have paid a working visit to Myanmar. The Mongolian delegation has held official meetings with the Director of the President’s Office, Deputy Speaker of the Parliament, head of the Parliamentary Standing Committee on Foreign Policy and some ministers and exchanged views on issues related to bilateral relations and cooperation.

2013 Geremek Award Laureate, Aung San Suu Kyi, to be honored at CD Ministerial Conference

Nobel Peace Prize Laureate, political activist from Myanmar/Burma Aung San Suu Kyi, is to be honored with the Community of Democracies’ Geremek Award.

The Geremek Award is bestowed by the Community of Democracies for outstanding achievements in democracy support. Named after the late Prof. Bronisław Geremek, CD co-founder, a crucial contributor to the democratic transformation in Poland and one of the architects of the round-table talks and the first democratic elections in the country, the prize is aimed to highlight the activities of democratic activists, often in unfavorable conditions.

Previous laureates include the Belarusian opposition (2011), Cuban priest Jose Conrado Rodriguez (2010), Nelson Mandela (2009)

At the meetings, the Myanmar side informed that representatives of the Myanmar’s Parliament and Government will participate in the VII Ministerial Conference of the Community of Democracies, to be hosted in Ulaanbaatar on April 27-29, 2013. It was announced that Daw Aung San Suu Kyi, the Nobel Peace Prize winner would attend the upcoming conference as well.

Mongolia is preparing to host the conference. Thus, it has invited foreign ministers of 131 states and about 20 international organizations. The President of Mongolia has invited heads of state or government of 10 countries and eminent persons as his honorable guests.

So I ask you just to think of a country like Burma for a minute. Because of steps towards democratic reform and stronger human rights protections, a country that had been isolated for years is now making progress. Has it reached where we want it to be? No. But it’s on the road. It’s moving. And more people are contributing to the economy and participating in the government, leading to faster growth and development. And by starting to embrace universal rights, the Burmese government has opened the doors to a stronger partnership with their neighborhood and with countries around the world.

Many challenges remain. Corruption has to be rooted out. Remaining political prisoners need to be freed. And the horrible mob violence of recent days is another distressing reminder of how long it takes to build what de Tocqueville called the habits of the heart. But if Burma’s leaders stay focused on promoting and protecting the rights of all people in their country, Burma is likely to continue along a promising path of renewal.

Thankfully, not all news from 2012 was discouraging. As the Secretary said, we’re encouraging – we’re encouraged by what’s happening in Burma. The Burmese government has released more than 700 political prisoners since 2011, many of whom have been in prison for more than a decade. Aung San Suu Kyi and 42 members of the National League for Democracy were elected to parliament in largely transparent and inclusive bi-elections. The government is relaxing some press censorship and allowing trade unions to form and register. However, many elements of the country’s authoritarian structure remain intact. And as the Secretary noted, we’re also very concerned by the conflict in Kachin state and communal violence in Rhakine state in central Burma.

Union Election Commission leaves parties short on time

A hluttaw representative has criticised the Union Election Commission for not giving parties enough time to prepare for a crucial meeting this Friday to discuss issues surrounding the 2015 general election.

The April 26 meeting will cover voter registration, party financing, a code of conduct for parties, voter education and civil society election monitoring, and the commission has invited individuals and organisations to participate.

But political parties said invitations were received on April 11, which left them just eight days – over the water festival holiday – to prepare a presentation to submit to the commission.

The commission said anybody was allowed to apply to give a presentation of up to 10 minutes. However, they were required to submit a soft copy of their presentation by April 19.

“We have no time to prepare to discuss the five topics stated on the invitation. During the [hluttaw] recess, I also have to help deal with the problems of the people from my constituency,” said U Thein Nyunt, chairman of the New National Democracy Party and the Pyithu Hluttaw representative for Thingangyun. “I have to prepare for motions and questions for the seventh session of the hluttaw so I will ad-lib my way through the meeting.”

He said the second discussion point, party finances, was the most important.

“It is crucial for achieving victory in the election,” he said.

Ko Myo Yan Naung Thein, founder of the Myanmar Network for Free Election, was among those invited to attend the meeting.

He said it was “a good sign” that the commission had reached out to civil society organisations, particularly election monitoring groups.

“I’m very glad to get a chance to be a participant in the discussions,” said Ko Myo Yan Naung Thein, who in late 2010 established Bayda Institute, a political science training school.

He said he would discuss the electoral fraud that the network had observed while monitoring the 2010 general election and what steps it believes should be taken to ensure the next election is “free and fair”.

“Especially I will discuss three issues: voter registration, voter education and the status of civil society observers,” he said.
