Seit 2 Jahren erleben die BurmesInnen eine schrittweise Öffnung ihres Landes; politische Gefangene wurden freigelassen, Aung San Suu Kyi ins Parlament gewählt. In der Weltpresse wird euphorisch von Demokratie in Myanmar gesprochen, der Tourismus boomt und ausländische Investoren werden angelockt.

Andererseits existieren zahlreiche Probleme weiter: Der Krieg und die Verfolgung gegen Minderheiten (z.B. gegen die Kachin im Nordosten des Landes oder gegen die muslimischen Rohingyia) geht mit aller Härte weiter. Es gibt weiterhin ca. 250 politische Gefangene und die grosse Mehrheit der VolksvertreterInnen wird vom Militär bestimmt. Die (demokratische) Zukunft Myanmars ist nach wie vor ungewiss.

Mya Aye, a democracy activist and member of the 88 Generation Students Group, said Myanmar’s location between two superpowers was factored into the drafting of the legislation.
Rakhine National Affairs Minister Zaw Aye Maung said Quintana had overstepped the boundaries of his mission. “He is an envoy of the United Nations and will have to work only on UN functions. He is unauthorised to talk about amendments to the law of any country,” the minister said.

   Monday, 18 March 2013   A plan to build 5000 homes for displaced members of the Rohingya community in Rakhine State has sparked a series of demonstrations. Protesters say the plan, which has been proposed by the Turkish NGO TIKA, could allow the Rohingya to own land in disputed areas.

Thousands of people defied police warnings to take to the streets in Sittwe, Kyauktaw and Mrauk-Oo on March 7 to voice discontent. Two activists were arrested, but released the same evening.

Last year, hundreds of people were killed and more than 100,000 displaced in outbreaks of violence between Buddhist and Muslim communities in Rakhine State.

U Kyaw Zaw, who led about 10,000 demonstrators in Sittwe, told The Myanmar Times: “Half the 4959 houses to be donated will be built in Pauktaw and the rest in six townships in Rakhine State. In Sittwe, 500 big huts will be built as well. The huts don’t matter, but if houses are built, land ownership issues will ensue. It would constitute giving them plots of land without scrutinising their citizenship. That is why we object.”

U Kyaw Zaw said Sittwe township police had turned down their application to demonstrate, so they submitted it to the state government, which had summoned them to answer questions, he said.

“The state government doesn’t handle matters relating to permission to build 5000 separate houses but the Ministry of Progress of Border Areas and National Races does, they say. However they didn’t deny officially that they had accepted the offer. They threatened us with legal action if we demonstrated.”

But demonstrations took place in the three townships to demand the enforcement of the 1982 citizenship law. On March 7, activists Kyaw Zaw Oo and Daw Nyo Aye were arrested, but were released on bail within hours, said U Kyaw Zaw Oo.

Iran’s outreach to the Rohingya, however, should concern Western policymakers. The delegation described in the excerpted article includes the Imam Khomeini Relief Committee (IKRC). At first glance, the IKRC appears to be a legitimate aid organization: it provides food, fuel, and assistance for the disabled, elderly, and orphans in a number of countries.
Seldom do organizations such as the IKRC offer assistance and then leave. That Iran’s outreach to Burma’s Muslims coincides with a renewed American and, more broadly, Western diplomatic and commercial engagement there might also have security implications should Iranian authorities use charities they control to exploit and radicalize displaced persons as they have in Lebanon.

Govt open to all demands of ethnic groups, minister says

 EMG    Published on Thursday, 21 March 2013 16:01      The union government is prepared to discuss and negotiate all demands made by national ethnic groups, a government minister told representatives of armed ethnic groups and ethnic political parties yesterday.

“Our peace working committee will accept and discuss all demands made by ethnic groups. We will discuss thoroughly so both sides can produce the best solutions,” President’s Office Minister Aung Min, also vice chairman of the Union Level Peace Working Committee, told the seminar Trust Building for Peace (Shan State and Kayah State) in Lashio, Shan State. The seminar drew ethnic representatives from the two states and government officials.

Aung Min said he believed positive results and coordinated solutions would emerge if peace talks continued building mutual trust and understanding.

Khun Tun Oo, chairman of the Shan Nationalities League for Democracy, said peace could not be accomplished through force. “It can be achieved through understanding,” he said. “The peace problem cannot easily be solved by just forming a committee. We need lots of roundtable discussions. Moreover, those peace talks must be practical. A peace process only on paper is not real peace,” Khun Tun Oo said.
He also said that the 2008 Constitution could not address ethnic issues. The ongoing conflicts between the military and ethnic groups resulted from the weaknesses of the Constitution, such as expanded role it gave to the military. The Constitution, therefore, needs to be amended and ethnic issues can be addressed through a federal system, he said.

Political party representative Aye Tha Aung said the reason 60 years of internal conflict could not be resolved was that there was a lack of will to find a political solution. Good results would emerge only through a peace process guided by the right attitude and procedures, he added.
He then called for an end to internal conflict, implementation of internal peace and amending of the Constitution.

The seminar, which ends tomorrow, is being attended by observers as well as armed ethnic groups and parties, and members of the government’s peace working committee.

Thaksin Shinawatra arrived in Dawei this morning by private jet from Yagon.

A group led by the former Thai Prime Minister Thaksin Shinawatra arrived in Dawei this morning by private jet from Yagon.

Sources say he is visiting to discuss the Dawei Deep Seaport Project. He and his crew were welcomed by a project development committee members at Dawei Airport.

Details of his visit have not been officially released.—-

Former Thai Prime Minister Thaksin Shinawatra left Dawei this early morning to Hong Kong by his private jet, an airport authority told Dawei Watch.

A group of businessmen believed to be from Malaysia led by Thaksin unexpectedly arrived Dawei yesterday morning and toured the islands along Maungmagun beach, one of the famous beaches in the region for at least 8 hours, a police officer said.
According to a police officer who take care of the Dawei deep sea port area, the group then got back to Dawei Deep sea port area around 9 PM and stay over night there.
Thaksin and the groups left the airport today in the morning. One of the three flights flied back to Hong Kong, one to Malaysia and the last to Bangkok, the airport authority added.
Local businessmen said that they think Thaksin is seeking to develop the tourism site around the Maungmagun beach especially on the islands the along the coastal area.
“We encourage to develop ecotourism site there rather than some sort of dirty industries”, Htein Win of Dawei Regional Tourism company based in Dawei said.
Thaksin had visited Dawei at least three times in last two years.

Shall the Military Cooperate with Representatives in Amending the Constitution? Myitmakha Media

The Myanmar government has started an important step of transition to genuine democracy by approving the proposal to establish committee and commission on review of 2008 constitution.
This proposal was submitted by former military government’s minister Thura U Aye Myint one of the leaders of USDP and it was approved in unity.

Technicians and legal experts will review whether or not 2008 constitution is suitable for the current reform process, the government run newspaper said on March 16.

“They seem to realize it is essential to amend the constitution to set up a genuine democracy in Myanmar,” said U Ohn Kyine, former political prisoner and existing hluttaw representative, according to release of Reuters.

Although approving such proposal is only a first step towards the long-term reform process, observers conclude that it is a very important process.
